SHOTGUNS, RFLES, REVOLVERS P Ammuntons A FULL LNE AT Lmted 93 FORT STREET..5P2&a6f THE&ESA.. Russa recently purchased the S. S. Kalsern Theresa from a German steamshp company. She was a swft German lner and was at once converted by Russa nto an auxlary cruser. She now n servce, havng gone to sea under sealed orders. t was understood that her msson was to be the ntercepton of Japanese contraband of war at the Cape of Good Hope. The new cruser wll probably be made a part of the Baltc fleet, f the latter ever completes the journey to the scene of war. T ffl JOB OFFCE PAXON BSHOP, J. At. OWSETT SAM WGHT MAY BE CATES FOR THE TERRTORAL SENATE LONG LST OP MEN WHO WOUL LKE NOMNATONS FOR UPPER OR LOW- ER HOUSE OF THE LEGSLATURE. For the Terrtoral Senate from Oahu, Sam wght, J. M. owsett and E. Faxon Bshop are three newly suggested names whch are beng much dscussed among local Republcans. t s beleved that they would make a strong tcket and probably all three wll be before the conventon when t meets. Bshop s also talked of for treasurer of the new Republcan Terrtoral central commttee. There s to be a general change n the commttee, accordng to the present outlook, and t s desred to have a man who can command the confdence of the busness communty, as Bshop can. Senator Cecl Brown has defntely annltlhced hmself as a canddate for another term, and wll be befor? the conventon for a nomnaton. A number of delegates have already declared themselves for hm. The senator has served contnuously snce the frst Terrtoral legslature. John Hughes s another Republcan who wants to go to the Senate. Hughes has announced hmself to frends and t s understood that he ntends to make a fght and already has some votes pledged to hm. Hughes was one of the last Fourth of July orators and s a well known Republcan. S. F. Chllngworth, a member of the House, has also been spoken of for the Senate, but t s sad now that he wll probably ask a renomnaton as representatve. Among others mentoned for the upper House there s a long lst of Fflh strct men. Senator Kanuha s among them, also Henry E. Cooper. John C. Lane, who was a canddate, for a senatoral nomnaton last tme, s agan talked of and wll probably be up for ether the House or Senate. T. McCants Stewart s also n the feld and would accept a nomnaton. S. E. amon, Wllam Mutch, Joseph Fern and K. R. G. Wallace, competle a lst of Ffth strct men who are all beleved to be wllng to serve the party n the upper House. For the lower House the Ffth strct s just as rch n canddates, whle the Fourth, wth the excepton of Bpkane of Kakaako, does not seem to have any very actve asprants except those n the House now. Represent atves Harrs, Chllngworth, Andrade, Aylctt and Long all want to run agan. Kumalaes Republcan seat s a vacancy to be flled, he havng gone over to the Home Rulers, n the Ffth Vda would lke to run agan, and some of those already named as possble Senators wll go nto the lower House nstead f they can do so and fnd the hgher nomnaton not obtanable by them. Others arc Wllam Olepau, El J. Crawford, John Pulao, S. A. Macy, L. Kamealoha, Solomon Mahelona, Edward Kcaloha. The Republcans are antcpatng a clean sweep of Oahu ths tme. The prospects are beleved to be more favorable than ever before all the legslatve tcket here, and a nomnaton by the comng Republcan conventon s therefore regarded as equvalent to an electon. t appears lkely now that most of the Honolulu delegates wll take the trp to Hlo for the conventon. There s much objecton to havng a "proxy" conventon, and those who are objectng to the trp are beng persuaded that they owe t to the party to go. LOSS OF CRUSER "Washngton, August 0, wt. There s a qute strkng rcscm- - blancc between Secretary Taft s later nda And of polces n the Phlp-- statements The Phlppnes pnes and those of some leadng f statesmen n Great Brtan wth rc-- gard to the plans of the empre n n da. Just as Taft talks of leadng the mllons of the Phlppnes to cvlzaton, nstructng them n the art of as a great power leads an nferor people up the ladder of evoluton, Lord Curzon speaks of the Brtsh duty to the hundreds of mllons n nda, "subdung them not to the law of the sword but to the rule of justce, brngng peace and order and good government to nearly one-fft- h of the entre human race." Ths, the vceroy says, "s the greatest thng n Englsh people have done, or are dong now; t s the supreme touchstone of natonal duty." t s a wonderful plan whch Curzon, n an address delvered n London last month, held before hs countrymen, n carryng a burden whch he terms "the most onerous and the most mpressve that has ever rested upon the shoulders of a conquerng and a cvlzed race." t nvolves a race problem, or rather a great collecton of race problems such as can hardly be grasped n all ts magntude. Among the three hundred mllons of nda, all under the rule of Great Brtan and all nvolved n ths ggantc scheme of race educaton arc races that "arc as dfferent from each other as the Esqumaux s from the Spanard or the rshman from the Turk, wth creeds that range between the extreme ponts of the basest anmalsm on the one hand and the most exalted metaphyscs on the other; wth standards of lfe that cover the whole space between barbarsm and cvlzaton." t s no wonder that Curzon, holdng the hgh ew he takes of Brtsh duty n nda, speaks of the "hauntng problem" of the future, the great queston that s always wth the conscentous ndan admnstrator, lke a rddle of the Sphnx "what s n the heart of all those sombre mllons, whther are we leadng them, what s t all to come to, where s the goal?" t s no wonder that the vceroy says that there are no careless moments, no dle hours, for those charged wth the admnstraton of ths problem, and that all are weghed down wth an overpowerng responsblty. The programme s essentally the same as that of the Amercan admnstraton n the Phlppnes. t s all set forth n a phrase, n Kplngs "whte mans burden." The words of the Brtsh vceroy mght be paraphrased ntp an address by Taft on the future of the leaders of the race whch Amerca has already begun to educate n the almost nnumerable slands of the Phlppne archpelago: " have always been a devoted belever n the contnued exstence of well-wshthe natve States n nda, and an er ardent of the natve Prnces, but beleve n them not as relcs, but as rulers, not as puppets, but as lvng factors n the admnstraton. want them to share the responsbltes as well as the glores of Brtsh rule. Therefore t s that have ventured to preach to them the gospel of duty, of common servce n the nterests of the Empre, of a hgh and strenuous am." Of course ths s all very dfferent from the popular, nternatonal dea of what Brtsh rule n nda represents. The world has often heard of vast fortunes made by Brtons n nda and t s more than famlar wth the charges of oppresson and explotaton, just as the Unted States n the Far East s begnnng to be the target of smlar charges, so far prncpally from the among her own ctzens. Curzon, lke Taft and Roosevelt, holds up a dfferent deal. Though makng the omnous remark that there must be more war, "for no man who has ever read a page of ndan hstory wll ever prophesy about the future," he nevertheless says tha the real bass of Brtsh rule n nda s not mltary force, not cvl authorty, not prestge: "f our rule s to last n nda t must rest on a more sold bass. t must depend on the eternal moraltes of rghteousness and justce. Ths, can assure you, s no mere phrase of tse conventcle. The matter s too serous on the lps of a Governor-Gener- of nda for cant. al Unless we can persuade the mllons of nda that we wll gve to them absolute justce as between man and man, equalty before the law, freedom from tyranny and njustce and oppresson, then your Empre wll not touch ther hearts and wll fade away. No one, s more ready to admt than that f you put sde by sde the rulers of a European race and the rule of an Asatc and partcularly suo, races as the ndan and the Englsh, where you have a.mal mnorty face to face wth a vast alen conglomeraton you cannot expect to have complete coalescence. On the one sde you have prde of race, the duty of the conscousness of power; on the other you have strugglng sentments and stlled aspratons. But, my Lord Mayor, a brdge must be bult between the two, and on that brdge justce must stand wth unerrng scales." n the scope of a plan lke ths the prvate fortunes that may be made by those whose commercal enterprses take them to the vast Eastern empres are but ncdents. Just as Taft seeks to carry out the polcy of "the Phlppnes for Flpnos" and has even gone so far as to say that Amerca shall gve them complete ndependence f they ask for t when the tme for decson comes, so Curzon tres to preserve the power of the ndan rulers n ther spheres, only changng the nature of ther exercse of power. Ths leads n the long run to the same sort of a goal as n the Amercan case s really desred, a voluntary decson that t s best to be a part of the naton, and an electon to jon ssues as a part and not as a conquest. n the meantme the plan s beng carred out by educatonal work n both cases. n the Phlppnes the gradual wthdrawal of Amercan forces, the rasng of Flpnos to postons of responsblty, are brngng the slands to the status of nda, ruled "wth so mld a restrant that the rulers are the merest handful amongst the ruled, a tny speck of whte foam upon a dark and thunderous ocean." 0:0 H Need Of a New Buldng Apart altogether from the unsafe-nes- s of the Judcary buldng the fact that a new government buldng s badly needed s very apparent. The J captol was never ntended as an offce -- H- buldng nor can t ever be made nto such wthout beng torn to peces and completely remodelled. The man floor could be made to accommodate the two branches of the legslature permanently, as t has done n the past, the Assembly usng the old throne room and the Senate the rooms now taken by the epartment of Publc Works and the Water Works. The upper story, as has been suggested, could be retaned by the Executve and the Attorney Generals departments. As thngs are at present, every offce s nconvenently crowded and all are. badly arranged for the publc servce. The tax offlce and the treas ury for nstance, should be sde by sde so that taxes could be pad drectly nto the treasury and the tax ofllce be releved of the handlng of any money at all. Most people wll agree wth the vew expressed by the Superntendent of Publc Works to the effect that no more buldngs Hhould be erected wthn the Captol grounds. Where the new buldng (f the legslature should decde upon grantng funds for such) should be placed s a matter for further thought. t s by no means certan that even the walls of the Judcary buldng wll be found n a sulllclently safe condton to warrant the spendng of a large sum n ts remodellng and n that case t would certanly bo advsable to raze the place entrely snd put the new edfce 0 the same ste. The Home Hule leaders who start today on a tour of the sland of Hawa would probably do well to lave some mssonary work done here. They wll fnd before the campagn ends that there s great need of work on Oahu. The cable tells us that Admral Bezo-Tjrazo- ff, commandng the Vladvostok squadron, s serously. t does not say what la the matter wth the admral but there seems a probablty he s sufferng from nervous prostraton. n vew of the rumored unsafenesa of the Judcary buldng the judges are earnestly desred to refran from droppng any of ther weghty decsons on the lloor. One of the features of the naval battles n the present war, whch was unexpected n most crcles, s the ncompleteness of the actons. t seems that the scence of protecton of war ahlps has outstrpped the perfecton of heavy guns for attack. n all the numerous engagements there have teen few cases of one vessel succeedng n snkng another. The snkng la done by torpedoes. n the last lght two de feated Russan crusers escaped after the battle, after fve hours fghtng, They were probably speeder vessels than those Kamlmura had to attack them wth and gave up the contest whon they saw the loss of the Rurk, Classfed Ads n Star. Except, whcn struck by a torpedo, a modern war vessel does not seem to be such a terrble death trap as t las been popularly thought to be, at least n the present war. t s possble, however, that the reason s found n the Russans tactcs of long dstance lghtng. n the Amercan war wth Span, the naval HghtH showed plenty of destructve power n battleshps. St. Petersburg at last admts that the Port Arthur stuaton s desperate, and the Russan lleet has agan made an effort to get away from the harbor. Evdently tlero aro terrble happenngs Jn the hesleged cty. t s a tme to remember General Stoessels words at the openng of the war. "There wll be no surrender. Wo shall all lght to the death." The present ndcatons are that f the Russan Baltc fleet ever gets to the Far East t wll fnd Togo watng wth a splendd lleet of vessels ready to gve battle. Togos work wth the arlglnal Russan lleet of the east seems to be drawng to a close. He wll have plenty of tme to devote to reparng and strengthenng hs lleet, and possbly to addng to t by refttng some of the defeated Russan vessels. The rasng of the Varog s gong ahead fast, and t s not unlkely that there wll be more przes from among the scatterng Russan squadrons. There wll probably foe tme enough to make them ready for acton. UN EAOCRATC CAMPAGN MANAGERS WONERNG MOW TO S-POS- E OF HAl URNG THE CAMPAGN AFRA OF HS HOO- OO N THE EAST, THEY WOUL LKE TO HAVE HM TO STCK TO NEBRASKA. WASHNGTON, July 5. As soon as the emocratc natonal commttee apponts ts charman and begns to outlne the work of the campagn a serous queston wll be encountered n relaton to the dsposton to be mndo of Ar. Wllam Jennngs Bryan durng the campagn. Ar. Bryans whole course has ndcated that he proposes to be very much n poltcs n the next few months. He could have retred from the poltcal arena by boltng the tcket or by leavng the conventon to ts own sweet wll wthout any suggeston from hm. He stayed n the party and he expects to be a part of t. emocratc leaders are already begnnng to fgure on what they wll do wth" Bryan. The queston that concerns them most s whether Bryan hmself wll approve ther plans for hm. They would lke to keep hm n the west, not havng hm come further cast than Kansas. f he were gven a free hand to make speeches as he sees ft n the east they ore afrad that he would say thngs that, sooner or later, would njure the partv These leaders have mapped out an attractve course for Mr. Bryan and they can see no reason why he should not follow t. Based on the dea that Ar. Bryans ambton concdes wth the deas of hs recently made frends n the party ther plan ought to work perfectly. They have planned that the best thng for Ar. Bryan to do s to carry Nebraska ths fall and show the Republcans that he s a poltcal factor n hs home. t s well known that Ar. Bryan has been ambtous to come to the Unted States Senate. f that s so he wll be asssted n every possble way by the emocrats to carry hs own state and to elect a legslature that wll send hm to the Senate. No doubt s expressed about the ablty of Ar. Bryan to secure hs electon to the Senate f he can have a emocratc legslature chosen n Nebraska n the comng electon. They also say that nothng could possbly redound so greatly to the natonal reputaton of Mr. Bryan as the capture of hs state and nstallng t n the emocratc column. Such a result would be credted wholly to the power of AVr. Bryan. emocratc leaders say that f Ar. Bryan wll agree to devote hs energes to the west and partcularly to Nebraska wth the dea of carryng Nebraska for Parker and avs they wll see that he s suppled wth ample funds for all campagn purposes. They wll gve hm an entrely new sensaton of havng abundance of money to pay campagn blls nnd wll make as easy as possble the work n whch he wll be engaged. n ths connecton t s ponted out that Nebraska mght be the pvoted state n the comng presdental electon. n order to elect the emocratc tcket, not only wll the emocrats have to carry New York, New Jersey, Maryland, West Vrgna, Rhode sland and Connectcut, but they wll have to do somethng n the west. Oho, ndana and llnos are not encouragng for emocrats. Even emocrats admt that. They mght do somethng n llnos f there should be labor troubles there, and terrble mstakes are made bj the admnstraton. But countng on ones opponent makng mstakes s generally an ndcaton of a forlorn hope. Ths stuaton presses the emocrats further west n the search of fghtng ground. What s there better than Nebraska, Kansas and some of the states n the northwest, the ask. They are n the stronghold of Bryan, a3 by contnung hmself to such localtes he mght elect the tcket, they assert. f he should be successful no one could deprve hm of the credt for the good work le would contrbute to the campagn. Parker and avs would owe ther electon to Bryan. Under those crcumstances, t s contended, t would be absolutely necessary to recognze Bryan. Whle helpng tne emocratc natonal tcket to success he would be gettng the legslature of Nebraska nto such shape that t would elect hm Unted States senator. The emocrats who have favored ths plan regard t as wthout a flaw. The only queston that remans s w hether Ar. Bryan hmself agree to beng elmnated front the campagn except so far as speeches n hs own state are concerned. He wll want somethng for hs sacrfce ns he regards t n supportng the Parker tcket. Hs own recent declaratons amount to sayng that the people who made Parker, ncludng Parker hmself, are on general prncples a lot of very bad men, but he wll support them just the same n the nterest of party harmony. The only thng that Mr. Bryans frends thnk that le can get out of the campagn n exchange of hs support of the party s added standng n the east, where he s not popular. They have no doubt of hs popularty n certan parts of the west. t s n the east that he wants a better acquantance. They say that to support Parker and then to be barred from makng speeches n the east s lke makng concessons to get nto desrable socety only to fnd that you are not to be allowed admsson to that socety. Bryans frends are nclned to thnk he wll not accept the plans that are beng made for hm. They beleved he wll nsst upon beng a part of the show n the east as well as n the west. They beleve that before the campagn s much older Mr. Bryan wll show hs frends, the enemy, wth whom he s consortng, that he doesnt propose to stay n the party for some purposes and to keep out of t for others. He wll nsst upon beng a partcpant n the natonal councls and not a mere adjunct for work n the suburbs.
