Assstant Muncpal Clerk Terry Lester asked Muncpal Councl whether t wanted the terms.of store closng hours 5ylawNo. 312 enforced locally or f the bylaw should he rescnded n leu of a new one. He cted a flare-up amongst local retalers a week ago n whch a supermarket manager queston. ed the legalty of allowng a negh. borhood store to reman open on Wednesdays and evenngs when floor space dd not conform to law. Lester sad the queston arose followng an anonymous tp.off that a supermarket and a meat market were open for busness on Wednesday n contraventon of the bylaw. Actng on the nformaton, Les. ter approached the offenders and askedthat they close, whereupon they nssted on a full-scale nvestgaton of store hour practces n other retal outlets. Lester cted several other n. fractons of the bylaw and asked f he should enforce ts terms. After due delberaton Councl decded to approach the newly re. organzed m e r e h a n t s assoea. ton and seek advce regardng the terms of the bylaw. The merchants group wll be offered 60 days n whch to come up wth recommen. clarons pertnent to the problem. Bylaw 312 was approved n May 1964 after local merchants and members of Muncpal Councl held several meetngs n efforts to arrve at arrangements whch would satsfy all those affected. Health and Welfare, Erc Martn as well as deputy mnster Donald Cox. The meetng was arranged by MLA for Skeena, Dudley G. Lttle and took place last Wednesday. The two government offcals gave a verbal green lght to an extenson plan whch wll brng Mlls Memoral Hosptal, currently operatng wth 54 beds, up to a completed 67 bed capacty. Also approved were facltes for an addtonal 20 beds, complete wth all but plumbng and lghtng fxtures whch wll be added as requred. French has gone on record as a volunteer commttee of one to hear and answer the publc!s grpes. t s hs hope that he wll. be able to "educate" the publc. Hs volunteer move comes hot on the heels of d newly naugurated rado program n whch lsteners are nvted to call the local rado staton and offer comment regardng any matter of publc nterest. On Tuesday evenng Councllor French took the rado staton to task for encouragng dscusson about Muncpal affars. He ntmated that on many occasons the questons and answers ared on the program ndcate a gross lack of knowledge on the part of both callers and announcers. He ponted an accusng fnger at the row of empty seats n the publc gajlery secton of Councl chambers and asked why the chars ore not f, ull for every meetng of Muncpal Councl. Councllor French's nference was clear. He doesn't thnk local rado announcers are suffcently well educated n Muncpal affars to gude dscusson on such matters. Hs offer to appear on one of these "hot-lne" programs and gve "nformed" gudance s an nterestng one. Although we cannot agree to a "schoolteacher" approach when t comes to the rght of the Slght edge... Whle coronary heart dsease seems to afflct more men than women, other forms of cardovascular dsease affect both sexes about equally, or even.n some nstances, more women than men. So, lest women lull themselves nto a false sense of securty by assumng that cardovascular dsease wll automatcally pass them by, now s a good tme to st up and take notce. Hypertensve heart dsease -- a condton caused by hgh blood pressure -- s more wdely prevalent among women than among men. Ths form of heart dsease, ncdentally, s the one most often encountered among the adult populaton of Canada. t s estmated that some.~ mllon Canadans hove hgh blood pressu re. Women have a slght edge over men n two categores, hgh blood pressure and rheumatc heart dsease. The other sde of the con s b~ghter, however. Research advances of the past two decades have scored the greatest advances n just these areas of cardovascular dsease, wth women gettng the loness' share of the dvdends. * The death rate from hypertenson and hypertensve heart dsease went down between 1950 and 1962 from 40.4 to 18.0 per 100,000 people. -k Smlarly, the death rate from strokes -- sometmes related to hypertenson -- has declned steadly over the past 15 years. -k The declne n the death rate from OBTUARY WLLAM GAR, Terrace, B.C. Wllam Gear, an old.tmer of the ~urns Lake dstrct and a resdent of Terrace tar the past 20 years, passed away n Skeenavew Hosptal, Terrace, on Thursday, February 10 at the age of 89. The late Mr. Gat" was born n A~hroth, Scotland n 1877, mmgratng to the Unted States wth hs parents when he was a small boy. He moved to Canada n the early lg00's and was marred n Strome, Alberta n He lved there for several years and then moved to the Burns Lake area, where he was a resdent for 26 years. He came to Terrace wth hs wfe n 1946, and lved here untl hs death. Hs remans were shpped to Rose Lake where funeral servces were held n the communty hall on February 14. nterment was made n 'Rose Lake cemetery besde hs wfe, Gedne, who predeceased hm n Aprl Honorary pallbearers w e r e : Nevelen Sturgeon of Rose Lake and Frank Mann of Burns Lake. ndvdual to be heard, t would be entertanng to learn whch questons Councllor French would choose to answer and whch questons he would reject for one reason or another. We, too, have had occason to lsten to some of the audence partcpaton programs to whch Councllor French makes reference. Admttedly, there have been tmes when a lack of background nformaton shows through n the dscusson. However, t s our earnest convcton that most of the tems are ntroduced n complete sncerty and as such, deserve the courtesy of open dscusson. Any other method of programmng would surely border on the here's your lesson for today,-- you re free to ask questons but don t ask stupd questons premse. The pages of ths newspaper wll reman open for far comment on all matters of publc nterest from any and all members of the publc, t,s our hope that the local rado staton wll also allow for the same. As to the decson regardng what s far and what s unfar -- news meda people are.traned to recognze the dfference. Perhaps some of our local government offcals could use a bt of the same tranng. rheumatc heart dsease has been pro. nounced among chldren and young adults over the past 15 years. The dscovery of new pharmaceutcal weapons to keep these scourges at bay s.beratng mllons from the threat of crpplng dsease and early death. Hgh blood pressure can be brought down to normal levels, and kept down, wth sutable treatment (ncludng drugs and det). Prompt penclln treatment of strop'nfecton can prevent frst attacks of rheumatc fever; long-term prophylaxs wth penclln and sulfa drugs can bar repeat attacks for those who have had the dsease. Your Heart Foundaton played a key role n research leadng to better understandng of hypertenson and n formulot-.ng strategy for the war on rheumatc fever. But knowledge s only half the battle. Makng certan that knowledge s appled On behalf of those who can beneft by t s the other half -- perhaps on even more vtal half. Ths s why your Heart Foundaton devotes much effort to educatonal work among both the publc and the health professons and seeks to develop communty programs so that what has been learned through research may be utlzed as wdely as possble. Your Heart Foundaton's key message: see your doctor regularly. Only your doctor can tell, for example, whether you hove hgh blood pressure, and prescrbe treatment to help keep t under control. And for the men, there's a bonus: addtonal nsurance aganst heart attacks f hgh blood pressure s detected and tceated early. Actve pallbearers were: Erc Strlmbolt, Topley; Mertan Holmes and Ted Rowland, Decker Lake; Glen And~rson, Charle Cromer and Erne Payne of Rose Lake. ENTERTANNG SPEAKER Close to 180 people attendng the annual nstallaton and ban. quet enthusastcally applauded guest speaker, Wllard E. reland, Brtsh Columba's well- known lbraran and archvst. Mr. reland wth wt and humor outlned the reasons for the two forthcomng Centennals -- B.C.~s brthday and the 100th annversary of Confederaton. t was not a dull hstory, but an entertanng word pcture of how Brtsh Columba's boundares had emerged through the amalgamaton of four sectons of the country -- and how, n a tussle wth New Westmnster, Vctora had been named the provnce's captal. Phone Vl Ths ~s the eleventh month of the fscal year, a year whch ends on March 31., Usually by ths tme MP's have fnshed wth the year's governmental expendtures, h a v n g examned them, spoken about them, agreed or dsagreed about them, and passed them. Ths year, though, thngs are dfferent. We have just a few days ago commenced the consderaton of the estmates of expendture for the fscal year. Partly ths 'begnnng at the end' stems from the back.log of busness createu by the 1062 and 1963 elec. tons, at whch tmes the estmates for these fscal years were postponed. Another reason for startng now s the fact that we had a long, long, long debate (flbuster real. ly) about the flag whch prevented proper consderaton of other busness. Stll further durng 1985 we were workng out a seres of now rules and estmates for 108f~6 kept gekng postponed untl we got the new rules establshed for tfe emboded a new commttee system for the consderaton of estmates. We were to start con. sderaton of the estmates w'jen Parlament was to ha're re-eoz.~ven. ed on September 2"/~ast. But, tle electon ntervened anl now we are publcly examnng the expen. dtures of government for a perod durng wheh most of the money was spe~t by order-n-councl. When we wll complete these estmates s dffcult to say, but one thng s sure. Durng the fscal year we wll agan be dealng wth the expendtures re. troactvely. By the tme ths appears n prnt the estmates for the ~ fscal year wll have been tabled (promsed for Monday, February 14). We wll stll be consderng last year's estmates at a tme when all the attenton wll be on next year's estmates. Oh well, eventually ths wll be cleared away and we wll be ~Sack on an even keel. don't expect that the estmates wll be fnally approved untl well nto March after whch we can start on the new year's estmates. There wll, as prevously ndcated, be a new commttee syetem n operaton whch wll allow the government expendtures to be referred to approprate commttees for publc examnaton. The advantage of ths system s that members of the publc, organzatons such as Chan~bers of Commerce and Unons, and depart. mental offcals can appear before the commttees to make representatons, answers, techncal questons and gve the commttee the beneft, of outsde knowledge., for one, thnk that ths new system wll be advantageous to Can. ads. and ]['an lookng forward to the tme when t gets nto full operaton. Letters to the EDTOR Edtor Terrace "Omneca" Herald To me, there s only one queston related to l~oze to whch the ordnary drnker may not have an answer. Can a l~elpless alcoholc ever become normal agan7 Snce there may stll be a few desperate cases around who are able to read, would lke to assure them that t s posszble. BUT -- t s frst necessary to reverse the condtons.whch frst drve you to over-ndulgence Ths, n my case requred 12 years. Perhaps, f you are young healthy and have securty and aren't plagued by do-gooders, you may be able to do-t n less than 12 years.,meantme don't be msled by these people who tell you they "qut t cold." They weren't helpless alcoholcs n the frst place and as a consequence, ther advce s worth nothng. Next, the church can do a great deal to help you. The church can help you by keepng ts msgtdded mnons to hell out of AA meetngs and lettng you work out the solutons to your own, problems. Also -- the polce can help you. They can help you by mndng ther own busness when you are dong your very best to mnd your own busness. Magstrates can help you by comng to the realzaton that "for your own good" phlosophes are best decded by the ndvdual. Now, don't want to hear any nonsense about drunken drvers. We are talkng here about 'help. less alcoholcs' and f you, the reader, knew anythng about 'helpless alcoholcs', you would know that, as such, one cannot even own a car -- let alone have strength to drve one. So ~-- n concluson, people can do a great deal to help the alcoholc. Let hm fght hs own battle. He alone knows hs problem. 17 195~ "rer~,c: "Omneca" HE BRTSH COLUMBA Canadan BookshelfJ by PERCY MADDUX ============================== UESTS FOR SPECAL PRAYER have come from many s ths year as fnal arrangements are made for the servance of the World Day of Prayer. As has been cusary n recent years the frst Frday of Lent, February 25,, has been set asde for servces whch wll unte rston women n 150 countres and a.reas. Locally, serv- Ces wll be held n the Salvaton Army, 4449 Greg Avenue, t 2 p.m. (lades), 4 p.m. (grls), under the convenershp )f Leutenant Shelah Tennont. t s expected that women ram practcally oll Chrstan groups wll partcpate. PPJME ~ 1~ (by Bruce Hutchson. LongmJms Canada Lmted, Toronto. 408 pp. ~.50) "Mr. Prme Mnster" s th~ story of the prme mnster's of. flea n Canada snce ConfederaUon by a man who has been elosely assocated wth the natonal poll. tcal dongs for many years. ~ruce Hutchson has wrtten much on the Canadan scone. The present book s smlar n style. He seems to wrte from memory and s often defcent n dates and other faetl. When dealng wth the early prme mnsters, he s vague and sketchy. The prme mnlstare of the 1890's are dsmssed wth only a few words. When he gets up nto hs own tme, Mr. Hutchlson s on frmer ground and offers a more coherent story, gvng us more facts and dates on whch to hang the story. The prme mnsters of Canadt snce the Frst World War move across the scene before us more vvdly and the narratve becomes so nterestng that before we know t we are n contemporary tmes. To sum t up, "Mr. Prme Mnster" s one man's vew of the prme mnsters of Canada from Macdonald to Pearson. TEE BART OF NEWnOU~LAND (by Dorothy Henderson. Harvest House, Montreal. 144 pp. Cloth Paper 12.00). Among the categores that one can detect n travel books s that where a woman wrtes after tra.. yellng wth her husband. "The Heart of Newfoundland" by Dorothy Henderson s such a travel book. t s wrtten n plan Englsh easy to follow and easy to understand, but t s a crude style more ftted to a personal dary or to letters to frends and relatves than to a publcaton drected to readers n general. The end paper map s good and there s qute a blt of Newfoundland nformaton ncluded, Whle the adventures of the author are nterestng. However, bref though the book s, t seems to be padded wth per. sonal opnon, dgressons, and factual nformaton thrown n as though for the purpose of fllng up the book.
