2 PRESIDENT S MESSAGE What a delight it was to have our Rotaractors, some overseas students and Isabella giving us a lift with their enthusiasm, their stories and plans. We have an excellent candidate for National Youth Science Forum in Isabella and we look forward to hearing more when she returns from the National programme in January. Troy and Ryan shared great experiences at the INTEROTA Conference in Toronto and Montreal meeting other Rotaractors from over 30 countries. Thanks to Pam Woodhouse, Sally Pritchett, Helen Moorfoot and their friends for the lovely knitted toys that we named last night. These will be very much appreciated by the children in Timor Leste. Another event for your diaries is the Rotary Family Fun Hat Day to raise awareness of Mental Health at Broadwater Parklands on Saturday October 11 th. Leanda has suggested that we make it a picnic day. More on that to come. Please note the invitation to the talk by Rob Borbidge on the Commonwealth Games on October 14 th. It is a good opportunity to invite partners and guests. I have sent the invitation to other Rotary Clubs as well. Next week we will have Janie-Marie Burgess telling us about her winning experiences at the Model United Nations Assembly a few years ago and what that has led her into. This is a wonderful Rotary programme that we haven t had any involvement in as yet. Do come and find out more. As always, partners and guests are invited to join us. Marion Jones. Is it fair to all concerned? 3. Will it build goodwill and better friendships? 4. Will it be beneficial to all concerned? PROPOSAL FOR THE 1916 COUNCIL OF LEGISLATION: Rotary Club of Southport 1. Overview. The Council on Legislation is the legislative body of Rotary International (RI) and has the authority to amend RI Constitutional documents. The Council meets every three years (the next being in 2016) and comprises one member from each of the 530 Districts of Rotary International. RI bears the costs of transportation to and from Chicago and accommodation for these 530 members of the Council of Legislation. The costs are covered by the US $1 levy paid by every Rotary member once a year. The enactments (amendments to constitution) and resolutions are proposed by Rotary Clubs and need to be endorsed by the District. I am proposing that this club put forward an enactment to amend the way that legislation is dealt with by RI. 2. Proposed Enactment. 3. That the functions of the Council on Legislation be undertaken through a more efficient, less costly and more technologically-oriented mechanism; this change to be implemented no later than The task of determining a more efficient, less costly and more technologically-oriented mechanism be carried out by a Rotary Review Committee whose membership is fully representative of the diversity of Rotary International. 5. Reasons for the Enactment. The Council on Legislation only meets every three years and hence there is a considerable backlog of enactments and resolutions. There were more than 149 (originally 376) at the 2013 COL and one would question whether these can be adequately dealt with in 5 working days. The fact that only about one-third are passed may be indicative of the difficulty in having all enactments and resolutions fully interpreted and understood. The cost of this exercise is at least $3.6 million. I question whether Rotary could spend this money in a more appropriate way. In a world where there is growing use of technology in international meetings at all levels, Rotary continues with a dinosaur approach. Apart from the cost-benefits, a technologically-oriented approach would allow enactments and resolutions to be considered as they arose and on a continuous basis. Rotator-23 September

4 6. Action The proposal will be put before the Club at its September 23 meeting. Thanks Lea Scribes report 16TH OF SEPTEMBER 2014 FROM NEILR Tony Prichard was in the chair and he opened the meeting by inviting all members to recite the 4 way test. He then proposed a toast to the Queen and the people of Australia. Helen Moorfoot then proposed the International Toast to the Rotary Club of Karen in Kenya President Marion then welcomed all members and guests. Lea reminded members about dinners for eight and circulated a list. Michael I sent a list around for members to indicate their accommodation needs at the conference in Goondiwindi next year. The Sergeant for the evening was the formidable PDG Graham Jones The Sergeant asked for a $2 donation to go towards the Polio Plus campaign. The winning table in the quiz was presented with a bag of Smarties to share President Marion introduced our three guest speakers Isabella Mortimer the club nominee of the NYSF Rotator-23 September

5 and Troy Lawlor and Ryan Rossberg of INTEROTA. Isobella attends All Saints Anglican School and spoke of her ambition to meet leading scientists and thanked the Club for the support provided to her. Isabella was certainly a most impressive speaker. and the Club wished her well with her aspirations. Next we had the pleasure of the joint presentation of Troy and Ryan. Making use of of the video projector They presented some stimulating insights of the Interota conference that gave them a chance to meet some American and Canadian young people through on a conflict Management workshop. The duo provided a stimulating presentation which this scribe enjoyed and reinforced the view that these young people would provide leadership for the future. Duncan Plastow gave a vote of thanks to our three speakers and presented all three with certificates of appreciation and the knowledge that literacy kits would be provided to students in Africa in their name Graham Jones foreshadowed a proposal that the International Council on Legislation of International Rotary be abolished.he intends to move a formal motion to this effect next week. President Marion closed the meeting reminding us of the dinners for eight on 27 September and that Janie-Marie Burgess is our MUNA guest speaker next week.. The new literacy kits consist of an A3 flip top book and 30 small books so that the teacher can prop up the larger book and read to the class while they follow the story in their own book.the smaller books have coloured covers but the pictures inside are in black and white so that they can colour them in. So I took him to the local pub and bought him a Fosters but he hated the taste so I had to drink it. I bought him a XXXX with the same result so again I had to drink it. It happened again with Carlton Dry, Boags, Cascade Premium, Hahn Dry he hated the taste of all of the so I had to drink them. I then tried spirits, Scotch, gin, vodka, Bacardi, -- he hated every one, so again I had to drink all of them, but after that lot I could hardly push the pram home. Rotator-23 September
