There was a big round of applause for Mark and Dennis and all their efforts!

Tom "Media Master" VanWormer for Media Services Rich Hicks K-News Editor rich7100@comcast.net Marian Taylor told us the latest on the MHKC annual Dictionary Project. Later this month we will present Scholastic Dictionaries to 440 third grade students in D-38. We will assemble the books with labels after the meeting on October 21. Distribution at the schools will take place starting the week of October 23rd and only takes about minutes (not counting travel time). It is a team effort and a rewarding experience... warm fuzzies, thank you notes, plus, it's "facetime" for Kiwanis. Marian passed around a signup sheet in the approved routing structure. MHKC Service Recognition Kiwanian of the Year 2016 Larry Young 2015 Mark Zeiger 2014 RF Smith Max Williams said there is a Service Leadership Program (SLP) meeting scheduled on October 28. All are welcome to attend. Max said this is also the time of year for the Tri-Lakes Cares program of Harvest of Love. Local schools donate non-perishable goods (managed by SLP) and MHKC picks up these donations and delivers them to Tri-Lakes Cares. This food is given to their clients at Thanksgiving and Christmas. We will conduct this pickup on November 1 (Wednesday) and November 3 (Friday) from 9 to 9:30 am. Max sent around a signup sheet for this effort. Barb Broshous read a list and thanked the members leading our numerous projects for their hard work and dedication. Barb added that there will be a Board meeting next Saturday following our meeting.

12 Paul Baker's buck was both happy and sad. Last weekend he and his wife spent the whole weekend driving around Napa Valley visiting wineries and enjoying friends. They had a great time. They also drove through the area now being hit by the wildfires. Frank Wynne said that for those interested, on Saturday at 1:00 pm, October 21, Air Force will play CSU in rugby at Infinity Field in Glendale. 15 Military and Foreign Affairs Lt. Gen. Ervin J. Rokke Introduction by Jim Head: Erv Rokke was born Minnesota in He graduated from the USAF Academy in His long and distinguished Air Force career had many highlights. I will name a few. He received his Masters and PhD in International Relations from Harvard University. He was an intelligence officer. He was Permanent Professor and Head of the Political Science Department at the Academy, later Dean of the Faculty. He was the Defense Attaché to the Union of Soviet Socialist Republics, American Embassy, Moscow. Earlier he had been the Air Attaché in London - two plumb assignments. He was the Director of Intelligence for HQ US European Command and then the Assistant Chief of Staff, Intelligence, HQ US Air Force. His

16 final active duty assignment was as President of the National Defense University. Upon his retirement, Erv was for nine years the President of Moravian College in Bethlehem, PA. He returned to the Academy in 2007 as the Superintendent's Chair for Character and Leadership Development. He also served as the President of the USAF Academy Endowment. Erv is currently the Senior Scholar in Residence at the Academy's Center for Leadership and Character Development. He is well qualified to talk to us about military and foreign affairs, the way it was and the way it is now. Gen Rokke (Jim Head, scribe): Thesis: First, the profession of arms, like professions in the civilian world, is facing dramatically increased complexity in all its endeavors. Second, we were slow to recognize the changes and continued to think and create structures and processes relevant for the old, more linear problem sets. Third, the solutions for today's challenges must begin with new ways of thinking. Some examples from his 50+ years in the defense establishment. We were taught that warfare was intensely rational. You defeated the enemy by defeating his army in direct combat. You counted ships, planes, tanks, missiles and troops on both sides, totaled up the numbers and determined the "balance of power," which would determine the winner. Linear and precise; not simple, but straightforward. Vietnam. Revealed the inadequacy of such linear thinking. U.S. Soviet Relationship. As Defense Attaché in Moscow, , he sent lots of reports to Washington on ships, planes, tanks, and other military instruments, but never once suggested that the Communist "house of cards" was about to crumble. The traditional thought patterns we used for the diplomatic, military, economic, and social arenas during the cold war were simply insufficient for comprehending the transition to the new world. He learned that in the new world one need answers to three questions: 1. Who are the players? 2. What can they do to one another?

17 3. What do they wish to do to one another? New ways of thinking. The initial foundation question should be "What is our desired effect?" With ISIS, we must decide whether we wish to "destroy" it or simply "contain" it-the force structures and strategy required are quite different. A key question is "How can you measure and assess the notion of "desired effects?" Such effects range from physical destruction to subjective factors like the enemy's morale, its courage, its willingness to fight, and its view of the opponent's power. It is vital to understand how the adversary sees the world and imparts meaning to our actions. We need to remind ourselves of the need to understand the adversary's world view when taking actions in the security arena. This is relevant to how we might assess more effectively the actions taken by adversaries in the cyber domain as well as the traditional air, land, sea, and space domains.
