3 The Role of the Papacy and Our Obligation in Faith, continued The Authority of the Pope to Govern: Religious submission of intellect and will is to be given to all authentic magisterial teachings. The assent of faith must be given to all Catholic dogmas. This is rooted in the words of Christ through which He entrusted His authority to teach in His name to all nations until the end of time and said to Peter and the other Apostles, He who hears you hears me, he who rejects you, rejects me and the one who sent me. Lk 10:16 However, the commission of the Apostles by our Lord was not only to Teach but also to Sanctify and Govern. Many people confuse Church law and discipline with Divine Law. Divine law cannot be changed. No one on earth has any authority to change Divine law, not even the pope in union with all the bishops. However, Christ gave authority to St. Peter to make laws binding on the church: I will give you the keys of the kingdom of heaven, and whatever you bind on earth shall be bound in heaven and whatever you loose on earth shall be loosed in heaven (Matthew 16:19). This authority to make laws binding on the whole Church and to free us from the obligation of a church law was entrusted to St. Peter, but it extends to his successors, the popes. Here we are bound to be obedient for the same reason above, with religious submission of will. There is not an obligation of submission of intellect because it is not directed towards the teaching of truth, rather it is only a requirement of law that must be obeyed. Disobedience to the laws of the Church, whether directly mandated by the Pope himself or through the bishops, is equal to disobedience to Christ. Again, this is only for that which is in their authority over us. They cannot change Divine Law or require us to disobey Divine Law, nor can they require us to do something outside of Church governance. They can set laws regulating marriage and obligations of penance for the Church, but they cannot, for example, require everyone to sell all their property and give it to the Church or dictate what careers we are to choose, or dictate who one is to marry. There are 6 church laws that govern the whole church: 1. You shall attend Mass on Sundays and holy days of obligation. 2. You shall confess your sins at least once a year. 3. You shall humbly receive your Creator in Holy Communion at least during the Easter season. 4. You shall keep holy the holy days of obligation. 5. You shall observe the prescribed days of fasting and abstinence. 6. You shall provide for the material needs of the Church according to your abilities. These laws can change and they have over the centuries. You may be aware of Canon Law that has 1752 canons of law. However, most of these laws do not govern the faithful, per se, but the functioning of the Church. Many of these laws protect the rights of the faithful. There are also Liturgical Laws called rubrics. These laws govern the liturgical prayers of the Church, such as Mass, Benedictions, the Divine Office. Most of these the faithful do not have to worry about. Canon law will, however, prescribe how the Six Church Commandments listed above are to be fulfilled. For example: The Church prescribes 10 holy days of obligation. The Code notes that the conference of bishops can reduce the number of holy days of obligation or transfer them to Sunday with the approval of the Holy Father. (Confer the Code of Canon Law, #1246.) This means that some Catholics are obliged to attend Mass for 10 holy days, while other Catholics are required to attend less. In the United States, for example, we only have to attend 6. We are even excused if the holy day falls on a Saturday or Monday except Christmas and the Immaculate Conception. We are obliged to attend Mass for these last two days, regardless of the day they fall on. It should be obvious why Christmas is always an obligation; however the Immaculate Conception may not be too obvious. The reason is because Mary, The Immaculate Conception, is the patroness of the United States of America. I mention all of this to set up a point. The obligations to fulfill the 6 commandments of the Church as prescribed by law is a serious obligation. If we deliberately do not fulfill it, knowing of the obligation, with the full consent of our will, and without a legitimate excuse (sick, homebound, snow storm, etc.) we are guilty of a mortal sin. Yes, a MORTAL SIN. How can I be guilty of a mortal sin for deliberately not going to mass for the Immaculate Conception of Mary on December 8 when my friend in Canada is not? Because the sin is not in the action or lack of, but in the disobedience to the just authority of the Church. Disobedience to the Church is disobedience to Christ. What the Church holds us bound to here on earth, Jesus holds us bound to in heaven. This authority resides fully in the Petrine office. Because of the authority that Jesus gave to St. Peter, each pope has supreme authority over the whole church in governance. The pope can dispense you from any Church law at any time, even without changing canon law. He can even dispense himself and oblige everyone else. By this last comment I mean he has the authority to do so and we would be so bound, but he still may be guilty of the sin of hypocrisy. Remember what our lord said about the Pharisees who were steeped in hypocrisy: The scribes and the Pharisees sit on Moses seat; so practice and observe whatever they tell you, but not what they do; for they preach, but do not practice. They bind heavy burdens, hard to bear, and lay them on men s shoulders; but they themselves will not move them with their finger (Mt. 23:2-4). Fortunately, the burdens placed on us by the popes, who sit in the seat of Peter, are reasonable and light. In Jesus and Mary,

The gift of family is the topic of an upcoming conference: On Saturday, December 1, please join me for Education, Progress and Love: New Paths Forward, at St. Joseph s Seminary. This conference, celebrating the 50th anniversary of Pope Saint Paul VI s teaching in the encyclical Humanae vitae, will consider what it means to live the Catholic vision of family life in an ever-changing world. Education is essential so that we understand the Church is offering us a positive vision, not just rules to follow. Love, the foundation of all we do as Christians, must remain our guiding virtue so that our families thrive. These new paths forward will be illustrated in talks by clergy, medical professionals, and advocates for women s health. The daylong conference will end with a Mass celebrated by Bishop Peter Byrne.
