PAPAL INTENTIONS FOR MARCH For Persecuted Christians VATICAN CITY, FEB. 29, 2008 (Zenit.org).- Benedict XVI s apostolic prayer intention for March will focus on persecuted Christians. The Apostleship of Prayer announced the apostolic intention chosen by the Pope: That Christians, who are persecuted in many parts of the world and in various manners because of the Gospel, may continue, sustained by the strength of the Holy Spirit, to bear witness courageously and openly to the Word of God. The Holy Father also chooses a general intention for each month. In March he will pray: That the importance of forgiveness and reconciliation between persons and people may be understood and that the Church, through her testimony, may spread Christ s love, the source of new humanity. #UB Congratulations! P. Jonas Palmares at Msgr. Ruben Dimaculangan. Naging tagapagsalita namin sina Reb. P. Robert Astorino, M.M. (Executive Director, UCA News-Hongkong) at Gng. Norma Jean Viehland (Phil. News Editor, UCA News). #UB March 2008.pmd 2

To start with : March 1 - Wedding of my pamangkin, Karen Medrano-Agustin, 2002 Bb. Pilipinas Universe, with Frs. Nepo Fruto and Fr. Nonie Dolor officiating the wedding. The wedding also served as the Venue for our Medrano Family reunion. It was nice to catch up with almost all the members of the clan. Some of them, including my mother I have not seen for more than 10 years. March 2 - Anakikos vs. Medrano-Anakikos A very well fought game between Anakiko teams. The Anakiko team of Batch 84 and lower, the defending champions, organized by no less than our own President JBalita prevailed over the team of Medranos, composed of 4 Anakiko brothers Monching, Deo, Jojo, and Double and their siblings. March 28 - Tee-off to Eternity, 2 nd Edition By the time March issue of ULAT is realeased, winners of the 18-hole golf fun game/tournament are already known and prizes have been awarded (hope that the hole-in-one is won). Venue is at Malarayat Golf and Country Club in Lipa City. Tickets are priced at P2,500. Hole sponsorships are tagged at P20K per hole. Sponsors will be provided with advertisement tarps for each hole being sponsored. Batch 83 spearheaded this year s fund raising activities. Proceeds will go to SFS Minor Seminary and part to SFSMiSAA. Light Moments: ** I read this in PDI - A poor Irish lass had to leave her native Ireland in search of better life in London. After a few months, she was able to send home money. One day she decided to visit her folks, bringing a cool sum of money plus expensive gifts. Her father, curious as to the source, asked her what kind of work she was in. She replied I am a prostitute. The father, hard of hearing, after repeating his questions and repetitive replies from her daughter, exclaimed with a deep sigh of relief, Thank God, for a while I thought you had become a Protestant. ** Birthday Greetings to my sister Emma who celebrated her birthday last March 9, EARLY Mother s Day..March 20 - Happy birthday to my one and only MOM, Eufracia Dolor-Medrano, to whom I am dedicating most of this column. A true Batanguena, born March 20, 1933 in Balite, Bauan Batangas., studied in St, Bridget s High School, Batangas City and graduated in a college in Batangas. She became a teacher and taught elementary school children in Tanauan, etc. She was a mother to 7 children, four of whom were Anakikos. She is now based in Missassauga, Toronto, Canada. Her only disappointment in life was not one of us four(4) Medrano-ANAKIKOs became a priest. I remember very well the very first religious disciplines we had experienced was from her. At exactly 6:00PM, we would hear her whistle that it was time to go home from play in time for the ANGELUS. On Sundays, she would make it a point that we were all well groomed for the Sunday Mass. We would also have a nightly Rosary. Most of our Medrano cousins in Balanga(Sto. Domingo, Bauan) did not even finish their elementary or high school. We were the only exceptions; why, because, our mother was very persistent that we finish schooling, even if it would mean hardship, sacrifices on their part We practically clawed our way to what we are today, all finishing w/ college degrees. And we are very much grateful to our parents. Had it not been for their sacrifices and wisdom, baka dinampot na kami sa kangkungan. She was very fond of inventing names ( just like our very own Fr. Jun Quiambao, who used to invent hilarious names to make fun of some seminarians). For example, my niece would present her boyfriend to her Then when the boyfriend left, she would call the guy, who was already taking up his Masters degree, Grade Five(5) (too small, too young but cute). Another boyfriend would be described busalsal ang ilong. I can describe her as a very religious woman, not having missed any Sunday mass. She was also a very caring mother, ever-ready to lend a helping hand to any of her child-in-need. To you, Mother Eufracia Fracing Dolor-Medrano, thanks for everything you have done for us, and again, Happy Birthday!!!! May you have more birthdays to come, and Good Health!!!! #UB March 2008.pmd 3

4 OPINION E D I TO R I A L Paschal Mystery A Challenge to Transition The yearly celebration of the central and most important salvific action of Jesus Christ, aptly called Paschal Mystery, invites all Christians to conversion, which can also be seen as a transition. Indeed there is more to it than a mere external celebration. In fact, memorial would be a fitting term than celebration. Memorial is making an event of the past present, effecting what the original event intends for the present progeny. As a Christian, it should make present the effects of Christ s passion, death and resurrection something that St. Paul says happened once and for all, irrepeatable in the life of the individual and the community which professes to follow Him as their Lord and Saviour. Each year s memorial of the Paschal Mystery should deepen one s discipleship. This can only be so if one fully realizes that in his life as disciple of Christ, he moves from one stage of discipleship into another stage, higher and nobler than the previous one. This is what we mean when we say that conversion is in reality transitions that we have in our life as Christian followers. Conversion is not reserved for sinners or unbelievers. It is a life-time process of becoming Christ. This is not only true in a personal sense of conversion. It applies too to our life as a Church, as a community. After all, we are a Church in transit, in constant moving on in this vale of tears until we reach the eternal home that Christ has prepared for us. It is in this light that we are putting this challenge to us as a local church preparing for our centennial jubilee. We should be able to identify our transitions: where are we now, what are we going to end, what are we going to begin? We should see our three-year preparation as leaving something behind. But before we can leave something behind, we should know what that is. What are we going to end by the time 2010 comes? And what are we going to begin? Where are we heading at the year 2010? Not to see this and articulate these transitions would make all our celebrations mere external decorations. They are mere changes and not real transitions. We will not be moving forward. In other words, we are not converted. And if we are not converted, how can we evangelize? If we cannot come up with concrete answers to these, then our celebration of the Paschal Mystery becomes meaningless ritual. #UB OFFICIAL NEWSPAPER OF THE ARCHDIOCESE OF LIPA EDITORIAL STAFF Fr. Ramón Argüelles, DD, STL Easter 2008 Message One of the unwritten and little known episode that really happened in the life of Jesus and Mary is the meeting between the Mother and the Risen Son. Our Easter tradition called SALUBONG dates back to this unwritten event. Contrary to the impression of many, the Risen Christ did not first appear to Mary Magdalene. The Gospels never claimed so. Reason, faith and devotion dictate that truly the first to see Jesus Risen and glorious is His beloved Mother. The venue of the extraordinary encounter is surely the Bethany house of Lazarus, Martha and Mary. It is certain that the Blessed Virgin Mother stayed with these friends of Jesus in their home some three kilometers away from Jerusalem. That is the house Jesus loved to stay whenever He would journey to the south. After the burial of Jesus the sorrowful Mother must have spent moments of deep prayer, reflecting not so much on what transpired before, the painful events of Christ s passion and death which She participated in as a loving mother, but more on what God would do next. She knew something great was going to take place. And it did. We are used to sharing Mary s grief looking at her as Mater Dolorosa. Little do we know that Her great faith should make us see her more as Nuestra Señora de la Soledad. It is to this solitude with Mary that we are invited this whole year. Once more we celebrate Easter. For many, the commemoration of Holy Week and Easter probably appears like mere annual commemoration of an event in the past. Like the mass, many see it as a celebration we are obliged to observe every Sunday. But the truth is, the mystery of the resurrection is something taking place when and where we are. We must become part of the mystery. In fact, each time we celebrate the Mass, each time we commemorate the Paschal mystery, we bring something new both past experiences and future events. Easter 2008 must be celebrated by us in the Archdiocese of Lipa as a true Marian event. Even if nothing really exceptional is done since I declared December 8, 2007 till March 25, 2009 as an Extraordinary Archdiocesan Marian Year, the declaration of the Archbishop suffices to make it a profoundly Marian period of time. But our second year of spiritual preparation for the centenary of Lipa as a local Church will hopefully emphasize the deeply Marian character of the year All throughout the liturgical year, the Holy Triduum, which is the celebration of the Paschal Mystery, is the very core of our year-long worship, just like every Eucharist has at its most solemn and important moment, namely, the consecration. This year 2008, we should especially feel the strong presence of the Blessed Mother. The salubong should not just be a traditional act. It has a very insightful implication. Mary deserves to be the first to behold the glory of Christ. She is also the first to fully participate in that glory. That glory is for all Her children. The weighty Marian year 2008 should keep us very close to Mary at the foot of the cross and in the Easter encounter. HAPPY EASTER TO ALL! Let Mary guide us to live with Her a never-ending PASCAL EXISTENCE. #UB STEPS TO MAKING MISSIONARY PARISHES By Gisèle Plantec Vatican Aide: Evangelization Not a Choice, But a Mandate (Zenit.org).- If a parish does not evangelize, it is nothing more than a building, said a Vatican official, who offered four practical steps for transforming a parish into a missionary center. Archbishop Malcolm Ranjith, secretary of the Congregation for Divine Worship and the Sacraments, affirmed this today at a conference under way in Rome on The Parish and the New Evangelization. The congress is organized by the Emmanuel Community and the Pontifical Institute Redemptor Hominis. It ends Friday. Why should a parish be missionary, Archbishop Ranjith asked. He explained that God s call of love mandates a missionary character for Christians: Jesus loved his brothers and sisters to the extent that he was dedicated totally to their salvation this is the basis of evangelization. The archbishop, who led the Diocese of Ratnapura, Sri Lanka, before being named to the Roman Curia, called evangelization a sign of the maturity of our faith. The Church exists only if it evangelizes, and the same is true for the parish. If a parish does not evangelize, it is only a building, he said. Evangelization is not a matter of free choice. It is an obligation of our faith, the perfect expression of our charity. Eucharist-centered Archbishop Ranjith highlighted the importance of the Eucharist for a parish focused on the mission. He offered the example of an Irish parish that organized Eucharistic adoration in all the parishes. As a result, there are more vocations now. The Eucharist attracts the Lord attracts people. The Eucharist is at the center of evangelization, the archbishop affirmed. The Eucharist must generate faith. In some parishes it is celebrated in such a manner that it does not generate faith. The 60- year-old prelate also focused on the role of parish priests. He said that priests should understand their role by saying, I am useless by myself but useful in his hands. Archibishop Ranjith also contended that parishes should not focus on their community alone, but make a determined effort to reach the lost ones. STEPS TO... P. 6 March 2008.pmd 4

OPINION 5 Msgr. Ruben Dimaculangan NBN-ZTE Deal at People Power. He he he he he. He he he he. Happy Easter in advance po sa inyong lahat. Syanga naman. The Healer Priests. Joey Faller at Fr. Osorio, OSJ. At the End of the Day.... #UB Rev. Fr. Leonido C. Dolor Media and Vocations Reading our headline news in this issue, we note the saddening state of vocations to the priesthood (and also to the religious life). The dearth of the number of young men entering the seminary is attributed to a lot of factors, one of which is attributed to the influence of media. While it is true that media often parlays the values that are counter-gospel, this is so because we, Church people, have not used media extensively enough to sow these seeds that Christ taught to be proclaimed from the rooftops of radio and television. It is no wonder that young men (and women) are more attracted to the world and all its allurements as propagated by commercial media. On the other hand, I have always contented that media can be a potent means of vocation promotions. As a matter of fact, the Vocations Commission of the CBCP, realizing media s worth to advance its cause, made this their central topic in its national convention last year. One of their productions Spirit-FM now uses with Fr. Ilde Dimaano s voice prominently projected (the one with telephone rings!). We recall with nostalgia the Seminary Radio Apostolate (SRA) during the late 70s (after we entered the major seminary). This not only trained the seminarians (now most of them are now priests classified as seniors) in radio production, but this also gave listeners the latest happenings in the seminary, and also the seminarians showcasing of their radio talents (mostly singing and intelligent discussion of current issues). I have to give it to the late Msgr. Amador Litong, who was rector at that time. He not only encouraged the seminarians to do this weekly recording at the Auditorium; he even was the recording technician most of the time. Of course, this column provided most of the work, and the airtime (it pays to be the boss of the radio!). SRA used to be aired weekly every Sunday morning, pretaped! And there were letters and feedbacks coming to the Seminary, addressed to their favorite kuyas (seminarian-hosts) in the program. Then there was the Vocation Hour, something which we conceived to be a weekly (again Sunday morning) radio program. This featured a congregation of men and women each week. We gave the religious congregation the ample time to promote their own religious families, answer questions from the public (via phone patch), and in a manner of speaking do their thing to promote vocations to their congregation. The seminaries of course had the biggest share of time in this program. And this is only in the realm of broadcast. I have often challenged those in the seminary and in vocation promotions apostolate: have we really used the media we have at hand enough to promote vocations to the priesthood and to the religious life. In the latest celebration of the Vocations Month as in the previous celebrations during February it is disheartening that the diocesan seminaries had no exhibits of the seminary life that could have attracted young men to try out and see the mystery behind and within those forbidding yet challenging walls. Ironically, we often see seminarians goggling over the picture-exhibits of the women congregations. I am convinced we are not aggressive enough to sell our merchandise! We have the means the media! We may not be powerful speakers before young audience; but the mesmerizing effects of sights and sounds used to portray priestly and religious life can be worthy substitutes for our lack of talent in person-toperson sales talk. The artistic power of visuals and the inoculating effect of well-laid out fliers are what our seminaries are lacking, compared to what the Jesuits and even the Brothers of the Christian Schools have resorted to in their vocation promotions. #UB Tired of hassles of city life? 6 6 (IN)FORMATION Canon Law Makes Us Free, Says Pope Explains That It Is Founded on Sacraments VATICAN CITY (Zenit.org). - The law of the Church is liberating, Benedict XVI says: It is the law that makes Catholics free to follow Christ. The Pope affirmed this today when he received in audience participants of a congress organized by the Pontifical Council for Legislative Texts to mark the 25th anniversary of the 1983 Code of Canon Law. He stated that the ius ecclesiae is not just a collection of norms produced by the ecclesial legislator for that particular group of people who form the Church of Christ. It is, primarily, the authoritative declaration by the ecclesial legislator of the duties and rights which are founded on the sacraments and which, consequently, derive from what Christ himself instituted. The Holy Father quoted a phrase used by Blessed Antonio Rosmini to the effect that the human person is the essence of law. This, he went on, is something we must also emphasize for canon law: The essence of canon law is the Christian individual in the Church. The law of the Church, he added, is an aid to accomplishing its final purpose: the salvation of souls. The Church recognizes that her laws have the nature and [...] the pastoral function of enabling her to pursue her final aim which is that of achieving salus animarum. [...] In order for canon law to perform this vital service it must, first and foremost, be well structured, the Bishop of Rome explained. This means, on the one hand, that it must be linked to the theological foundations that give it its reasonableness and that are an essential sign of ecclesial STEPS TO... P. 4 Hints He offered some practical steps for giving parishes a missionary character. The parish community must move away from a maintenance model to a missionary model if the only thing we do is repair the buildings, this will kill us spiritually, the archbishop said. Secondly, he continued, parishes need to move away from a spirit of pessimism to a spirit of optimism. And he noted the danger of becoming the Gospel s example of a lazy servant. The third practical step dealt with the role of laypeople. Archbishop Ranjith encouraged priests who still think the mission is the sole responsibility of legitimacy and, on the other, that it must it must adhere to the changeable circumstances of the history of the people of God. Moreover, the Pontiff continued, canon law must be clearly and unambiguously formulated in such a way as to remain in harmony with the other laws of the Church. Hence it is necessary to abrogate norms that have become outdated, modify those in need of correction, interpret in the light of the living magisterium of the Church those that are unclear and, finally, fill any lacunae legis. Benedict XVI reminded the members of the Pontifical Council for Legislative Texts of their duty to ensure that the activities of those structures within the Church called to dictate norms for the faithful may always reflect [...] the union and communion that are characteristic of the Church. The law of the Church is, first of all, lex libertatis : the law that makes us free to follow Jesus, he concluded. Hence it is important we know how to show the people of God, the new generations and all those called to follow canon law, the real bond [that law] has with the life of the Church. This must be done in order to defend the delicate interests of the things of God and to protect the rights of the weakest, [...] but also in order to defend that delicate good which each of the faithful has gratuitously received the gift of faith, of the grace of God which in the Church cannot remain without adequate legal protection. #UB clerics, and that priests should decide everything by themselves to share with the laity. Each layperson is a potential missionary, he affirmed. The fourth step was related to the third. The archbishop encouraged involving as many people as possible: associations, groups, men, women, youth and even children and be courageous to go into uncharted areas, look for new methods and means. Why not me? Archbishop Ranjith answered questions from the conference participants after his address. A priest from the Netherlands, who presented his country as the most secularized country in the world, asked for encouragement because LITURGICAL INFO Lay Preaching on Good Friday (Answered by Legionary of Christ Father Edward McNamara, professor of liturgy at the Regina Apostolorum University.) Q: Could a layperson, with the diocesan bishop s permission, licitly preach after the Gospel at the Good Friday liturgy, since it is not a Mass? A: Laypeople may preach on certain occasions. The 2004 instruction Redemptionis Sacramentum, in No. 161, states: As was already noted above, the homily on account of its importance and its nature is reserved to the Priest or Deacon during Mass. As regards other forms of preaching, if necessity demands it in particular circumstances, or if usefulness suggests it in special cases, lay members of Christ s faithful may be allowed to preach in a church or in an oratory outside Mass in accordance with the norm of law. [The Code of Canon Law, Canon 766] This may be done only on account of a scarcity of sacred ministers in certain places, in order to meet the need, and it may not be transformed from an exceptional measure into an ordinary practice, nor may it be understood as an authentic form of the advancement of the laity. All must remember besides that the faculty for giving such permission belongs to the local Ordinary, and this as regards individual instances; this permission is not the competence of anyone else, even if they are Priests or Deacons. Some canonists argue that Redemptionis Sacramentum, along with a 1997 instruction regarding the collaboration of the laity with the priestly ministry, is more restrictive regarding lay preaching than the Code of Canon Law. This indeed appears to be the case and was perhaps intentional. Certainly the documents in question were all duly approved by Pope John Paul II, who also promulgated the Code. The prohibition of laypeople delivering the homily is much more stringent, and the Holy See has even gone so far as to state that that the diocesan bishop does not have the authority to permit a layperson to give the homily. The reasons why the bishop cannot give this dispensation were adduced in the above-mentioned 1997 document: [T]his is not merely a disciplinary law but one which touches upon the closely connected functions of teaching and sanctifying (Article 3, No. 1). It could be argued that even though the Good Friday celebration is not a Mass, the brief homily foreseen in the rubrics is for all intents and purposes of the same category as the homily during a Eucharistic celebration insofar as it touches upon the closely connected functions of teaching and sanctifying in the same way as during the Mass. In this case it is strictly reserved to an ordained minister. Even if we were not before a homily in the same sense as during a Mass, a layperson would not be allowed to preach, since a priest is always present at the Good Friday celebration. And Redemptionis Sacramentum clearly states that lay preaching in a church or oratory is allowed only on account of scarcity of sacred ministers. Thus the requisite conditions for permitting lay preaching are never met during the Good Friday celebration. A priest is almost surely present because the possibility of celebrating the Good Friday service of the Passion with holy Communion is tied intimately with the celebration of the Maundy Thursday Mass the preceding evening. The norms for the Easter celebrations (No. 54) stipulate that the rite of transfer to the altar of repose may not be carried out if the liturgy of the Lord s Passion will not be celebrated in that same church on the following day. As far as I know, the Holy See has not approved any official rite for celebrating a version of the Easter triduum in the absence of a priest. Even though it does not have to be the same priest who presides at both celebrations, the union of the two celebrations assures that a priest will be available to preside on Good Friday. #UB we are so marginalized we try to find any kind of means, like the media, to show our presence. Archbishop Ranjith answered, It is good to use all the means available and to think that sometimes dreams can become reality but the most important thing is to feel strong and trust in God and to pray. He gave the example of his diocese in Sri Lanka, which has a large non- Christian population. Catholic laypeople go and visit the Muslim or Hindu families, he explained, and they have tea together and discuss about religion. The sad thing would be to give up, the archbishop affirmed. Be strong, be courageous, you will succeed. A priest from Belgium asked if closing parishes reflected a lack of faith. Archbishop Ranjith offered the example of a spiritual partnership between a Sri Lankan diocese and a German one. When a German priest died, Sri Lanka offered: I will send you the best priest I have. The German diocese considered the proposal but eventually decided to close the parish. This we are managing on our own means closing churches, Archbishop Ranjith lamented. Following his address, the archbishop told ZENIT that parish priests zeal and spirit of love are key. He offered the example of St. John Vianney, patron of priests, as an example. He also suggested Blessed Teresa of Calcutta and St. Francisco Xavier as models. If St. Francis could go to the other side of the world and proclaim Christ without even knowing the language, if it was possible for him, he said, why can t it be possible for me? Their poverty, voluntary or not, does not allow them to have the arrogance and assertiveness of the wealthy. Having nothing, they long for a personal daily relationship with the Lord, abandoning themselves to His Divine Will. Relying heavily upon God in making their decisions, they know that the grace of God is sufficient to meet all their needs, the physical ones and the spiritual ones. These souls strive for perfection, the perfect holiness that is found in Christ Jesus. They have no fear of what this world can do to them because they lay their treasures in Heaven, where neither moth nor rust consumes and where thieves do not break in and steal. [Mt. 6:19]. In the end, the poor in spirit becomes the object of envy of the rich and proud whose fame, social life, wealth, pleasures and addictions robbed them of their time and eventually the Kingdom of Heaven. Blessed are the meek, for they will inherit the earth [Mt. 5:5]. Being gentle and kind they refuse to use their position or the law to further their selfish interests. For so refusing, they become truly great and are sincerely loved by all. They are happy because they trust that the Promised Land on earth is just a symbol of the true kingdom that the meek truly inherit. Blessed are they who mourn for they shall be comforted. Those who mourn are those who bewail the sad state of their neighbour caused by their disloyalty to God. Such sincere people will soon have the comfort and consolation of the long-awaited messianic kingdom. Those who mourn for the unfaithful sinners know that the most valuable things in life have to be bought with sacrifice. They don t confuse happiness with passing thrills. They refuse to buy their own happiness at the cost of misery to others. They may sow in sorrow but they are comforted because they will reap rewards of a good life with joy. Eight Beatitudes Made Easy Msgr. Ruben Dimaculangan The Sermon on the Mount (Mt. 5:1-12), one among the selected readings in the Mass when we rest in peace, contains the essence of Christ s teachings. They are the values which Christ preached and lived. They are the qualities he wishes to see in his followers. Like Mary s Magnificat which is understandable only to those immersed in holiness, the Beatitudes are a complete reversal of conventional values and standards: to be important, to be successful, to have long life and material prosperity. This collection of Christ s teachings which he preached not only in the Mount but in the synagogues, by the sea, in the Temple, in the fields, and in different homes come as a total surprise. It took away the focus on what men have. It refocuses on what men are. It is the positive formulation of the Ten Commandments. Adopting some ideas of Rev. Fr. Flor McCarthy, SDB, allow me to make it easy for you to understand one among the Gospel passages that I always find most difficult to explain. Blessed are those who hunger and thirst for righteousness, for they will be satisfied [Mt. 5:6]. They are happy for setting their priorities right. Their hunger and thirst for righteousness consists in being involved in the problems of others, prepared to live up to the standards and values as mandated and lived by Christ. Such a spirituality that does not hunger for status and power exceeds that of the scribes and Pharisees [Mt. 5:20]. They follow Jesus who said, Do what I do, not only what I say! They are satisfied and make people happy at the same time because their acts of righteousness reveal the image and goodness of God. Blessed are the merciful, for they will receive mercy [Mt. 5:7]. Their happy reward consists in the healing of their memories of pain. In their decision to forgive despite the resurging feeling of pain and quest for vengeance they are happy because they no longer become prisoners of pain. In forgiving and showing mercy they allow the purifying fire of the Holy Spirit that transforms their soul and that of others in Christlikeness. The man who has compassion for his neighbor really loves. Blessed are the pure in heart, for they will see God [Mt. 5:8]. They will see God in the sense that they will know God. In their knowledge of God, 7 they will enjoy a filial relationship with God and will therefore be happy for seeing the world as God sees it. This is a giant step on the road to happiness. Blessed are the peacemakers, for they will be called children of God [Mt. 5:9]. Happy are those who are not just peace-lovers but peace-makers and peace builders; those who bridge understanding among people; those who welcome a stranger and can tolerate a person who is different. Happy are those who work for a more just society. They are happy because they are able to lay the foundations of a lasting peace. They will shine out among their fellowmen as children of God. Blessed are those who are persecuted for righteousness sake, for theirs is the Kingdom of Heaven. Happy are those who stick up for what is right, no matter what the cost. They save not only their own souls but the soul of their Land. Happy are they who strive to do and to say only what is right and true, not what is popular. They are blessed because they don t always have to defend the truth. Truth itself will stand in their defence. Being ridiculed and laughed at doesn t worry them for they know their happiness will be complete in the Kingdom of Heaven. #UB March 2008.pmd 7

#UB LACMMI joins CBCP-ECMI spearheading formation of inter-agency council for migrant concerns. To help strengthen the diocesan programs for the migrants sector, the CBCP-ECMi- (Episcopal Commission for the Pastoral Care for Migrant and Itinerant People, initiated the creation of inter-agency council for migrants concern or IAMCO. The IAMCO was organized to mainstream the programs and services available to OFW s and their families left behind at the local level, which is being concocted or promoted at the national level particularly concerned government agencies tasked to implement the programs for the migrants, leading to systematization and consolidation of common action in addressing issues and concerns on the pre-during and post employment stages of overseas migration. This also serves as a coordinating body and venue among agencies to exchange views and information on programs and services to migrant sector, share and learn experiences in the formation, implementation of migrants programs. This also serves as a recommendatory body or lobby group for policy change and direction on what is lacking, among the programs and services. From IAMCO, this was localized into BIAMCO Batangas Inter Agency Council for Migrants Concern which comprises of the Governors Office, PSWD, NBI/PNP, OWWA, POEA, DFA, NSO, SSS, PAG-IBIG, Philhealth, BID, Academe (Catholic, Private, & Public), Visayan Forum and some of our tie-up private institution like banks and insurance group. Among our programs and activities which we are to launch and have launched are: 1. From Academe SDO Formation program through GAWAD Anak OFW search for anak ofw who are active and prove to have a good performance in school despite the absence of parents. And this also aims or inform the public that sons and daughters of ofw are still considered a productive partner of the family and the society despite the result of research that SDO are branded to have bad image. Batangas submitted 10 entries for this search. Recognition will be on March 31,2008 in Lipa,Batangas. Awarding will be on April 11, 2008 in Manila. 2. From Families left behind search for MODEL OFW FAMILY of the year. As 2 times winner (Punay family- 2006/ Olmasa family-2007)of regional and national search. BIAMCO search again for model OFW family in our province. Awarding will be on Migrant Workers Day, June 7, 2008 here in our province in Capitolyo. 3. From Returnee search for neglected family member, who is in dire need of attention, care. He must be 60 years old and comprehensive study from DSWD must be submitted. This search was launch by OWWA alongwith the search for OWWA wish, a search for indigent Ex-OFW. Biamco meets regularly every other month, and aim to invite more agencies to strengthen more and reaped fruits thru helping the welfare case of victims of illegal recruiter, maltreated, human remains, unpaid salaries, imprisoned etc. This was also replicated by other diocese like Pampanga and Bayombong. #UB March 2008.pmd 8

(IN)FORMATION Babae, narito ang iyong anak. The Life and Legacy of the Fourth Filipino Roman Catholic Bishop) Fifteenth of the Series Fr. Ericson M. Josue Segregation from the Old Lipa Diocese 9 (Editor s Note: We now see how the Diocese of Lipa began to be subdivided during the tenure of Bishop Alfredo Verzosa.) The vastness of the Diocese of Lipa was indeed an obstacle to surmount for the first two bishops of the diocese. This was because of the poor means of communication and transportation. Indeed the need for closer supervision was hampered. As a solution, Bishop Verzosa pleaded with the Holy See for the segregation of new ecclesiastical jurisdictions from the old territory of the Lipa Diocese. Below were the new territories created during his term. Apostolic Prefecture of Mindoro. The island of Mindoro was one of the most difficult mission territories in the old Diocese of Lipa. In 1897, the Augustinian Recollects took care of 16 parishes and mission stations of Mindoro. At the outbreak of the Philippine Revolution, these missionaries abandoned the area. In the year 1902, three Augustinian Recollects returned to managed the three main stations in the eastern area. From 1902 till 1937, four tabernacles could only be found in the entire Mindoro where the Blessed Sacrament was reposed. It was described that people here grew up without seeing priests and sacraments. The young only saw the ruined churches and heard the stories of elders about the Catholic practices like processions, fiestas and mystery plays. There was really a big pastoral problem to surmount. Since the establishment of the Diocese of Lipa in 1910, Mindoro became part of the diocese. But it was always a dilemma for the first Bishop of Lipa to look for missionaries who would work in this mission area. When Bishop Verzosa arrived in Lipa, one of his concerns was to find missionaries to take care of the people of Mindoro. It is said that he looked so hard for missionaries for Lubang and the large Island of Mindoro where only three or four recoletos had been rendering pastoral services, till finally he handed over the area to the Divine Word Missionaries. In the Philippine SVD Archives, we found a compilation of letters of Bishop Verzoa and the SVD Father Provincial, Fr. Teodoro Buttenbruch, SVD, where they discussed the Mindoro Mission, the subsidy of SVD Missionaries and the Holy Spirit Nuns and the building of churches, schools and convents. The letters were a clear report of accounts on how money was disbursed in the Mindoro Mission. Some of the letters were written by the then SVD Procurator, Fr. William Finnemann SVD. (He later became Auxiliary Bishop of Manila and the first Apostolic Prefect of Mndoro). Bishop Verzosa petitioned the Holy See for the segregation of the island of Mindoro and its neighboring islands into an Apostolic Prefecture. With the Apsotolic Constitution Ad Catholicam Nomen, the Holy See mandated the establishment of the new Apostolic Prefecture of Mindoro naming the Auxiliary Bishop of Manila, the Most Rev. William Finnemann, SVD, as its first Prefect Apostolic. The new ecclesiastical territory was separated from the Dioceses of Lipa and Jaro. Mindoro and Lubang were taken from the Diocese of Lipa and Maestro de Campo, from the Diocese of Jaro. On March 10, 1937, the erection of the new Prefecture and the installation of the new Apostolic Prefect took place. The Apostolic Delegate, Archbishop William Piani was present together with Bishop Alfredo Verzosa, Msgr. Jose Jovellanos (Vicar-General of Manila), Msgr. Alfredo Obviar (Vicar-General of Lipa), Msgr. Antonio Ossorio Pereira (secretary to the Bishop of Lipan) and other monsignori. Fr. Miguel Anspach, SVD (Provincial Superior of the Philippine SVD), half a dozen of SVDs, Dominican Fathers and priests from the Diocese of Lipa were also in attendance. It was 5:00 in the evening when the actual celebrations started. The Apostolic Delegate Piani and Bishop Verzosa took their paces in the thrones prepared for them. The reading of the Papal Bull of Erection was read in Latin by the delegate s Secretary and in Tagalog by Msgr. Obviar. After reading of the Bull, it was Bishop Verzosa s turn to speak and turn over the area to the new Prefect. Bishop Verzosa addressed the assembly and formally took leave from Mindoro and its people, and turned it over to the care of the new Prefect. With pathetic words the aged Filipino Bishop took leave from his diocesans... Bishop Verzosa also begged his former subjects in future to be devoted to their new ordinary in love and obedience as they had been to him. (Next issue: The Diocese of Lucena) ARSOBISPO...

#UB March 2008.pmd 10
