(25) The great strategy for his campaign against Muslim backwardness envisaged two main activities, namely; a weekly periodical to propagate progressive social and religious ideas among the intelligentsia and an institution of higher learning to impart modern education to the new generation. The two projects in his mind were closely interlinked; for without an enlightened public opinion adequate support for the educational institution could not be ensured and obviously without modern education the new generation would never outgrow its elder s prejudices and misconceptions. Sir Syed Ahmad addressed himself to the periodical first. He had tentatively proposed it in a letter, dated 22 April 1870, to Mehdi Ali as the organ of an association which he wanted to organize before his return to India for the uplift and reform of the Muslims but with which hic connection was not to be divulged. Answer: The first strategy was the launching of a weekly periodical to preach religious and social ideas among the intellectuals. The other was to set up an institute for higher education to equip the new generation with modern education. Q.2: What were the two projects interlinked in his mind? Answer: These two projects were interlinked in such a way that it was difficult to run the institute with proper advocacy of the people. Second, without it, it was impossible to equip the new generation with modern education. Q.3: What was Syed s proposal about the periodical? April 10, I want to raise my voice against lack of medical facilities in government hospitals. It is very sad that the government hospitals are not being run properly. First, there is dearth of doctors. The available doctors do not do their duty honestly. They are interested in running their private clinics. Secondly, available medicine is not

3 provided to the patients. The patients have to buy medicines from bazaar. Thirdly, most of the nurses behave rudely with the patients. Fourthly, modern equipments are not available in most of the laboratories. The doctors refer the patients to go private laboratories for variety of laboratory tests. Fifthly, in the case of load shedding, there is no arrangement for the electricity. The doctors have to face so many difficulties during the operation. Sixthly, cleanliness system is very defective. There are just 2 to 4 sweepers in government hospitals. Most of them do not work properly in the hospitals but they are forced by the doctors to clean their own houses. In this regard, some suggestions are offered. First, the number of doctors should be increased. Second, the doctors should be forced to do their duty honestly. Third, modern equipments should be provided to the management of the hospitals. Forth, cleanliness system of the hospitals should be improved. In it, the real power rests with the elected representatives of the people. The concept of Islamic democratic system is far greater than this. In it, God has the supreme power and fundamental laws have been explained in the Holy Quran. No change can be made in these laws. The public representatives promulgate only those laws which have been made in the light of the Holy Quran and Sunnah.
