1 Fall concerts announced by Jack Ptzzolato Senor Staff Reporter Crosby, Stlls and Nash and the Steve Mller Band are among fve artsts and groups who wll appear n concert ths fall at the Notre Dame ACC, Student Unon (SU) Concert Commssoner Tm Speer announced yesterday. The fvedate concert schedule wll begn Oct. 1 and end on Dec. 2. Oct. 1 and Dec. 2 are stll open dates accordng to Sper. Kansas, the group orgnally booked to appear at Notre Dame for the openng concert, was forced to break ther engagem ent because of what the SU concert commssoner te rm e d to u r re sc h e d u l ng. Speer sad tht a hard rock concert for Dec. 2 was n the works. The Steve Mller Band, who released the album Book of D ream s, wll perform on Oct. 31, the date of Notre Dame s Homecomng celebraton. Crosby, Stlls and Nash, whch Speer blled as th e h o tte s t co n cert n the country, wll follow on Nov. 5. Hall and Oates, performers of the ht sngles Rch Grl and Sarah Smle, are scheduled to appear on Nov. 19. W e re tryng to ht everyone s ta ste. Soeer commented, and thnk we have a pretty broad spectrum. The SU concert commsson s co-promotng the three concerts t has presently booked wth Sunshne Promotons of ndanapols. Ths s not a contractual agreem ent, Speer ponted out, t smply turned out that way. Speer explaned that when schedulng concerts he has two optons open to hm. can go drectly to an agency and buy the act and promote t solely on my own, or, he contnued, can co-promote wth an agency who has an nterest n purchasng a show and brngng t n on one of my d ates. Accordng to Speer, Sunshne Promotons approached hm wth the concert offers and he accepted. Our frst prorty, Speer noted, s to get shows that are appealng and fnancally sound. The ACC gves the SU concert commsson four of fve guaranteed concert dates for each sem ester. W e re workng wth dates that usually concde wth bg events on j campus and are not flexble, Speer sad. You can t just call up a group and say Hey, why dont you play Notre Dame, They have to be tourng n the area and the money has to be rght. Speer predcts that ths sem ester the SU concert commsson wll do very well due to the fnancal deals that we ve worked out. The commsson has negotated drectly wth Sunshne Promotons, who wll bear half the fnancal responsblty for the concerts. Each show the SU concert commsson sponsors s self-supportng and s fnanced solely through tcket recepts. Speer noted that a bg part of Notre Dame s attracton to prom oters s the ACC. That s what does t for u s, he sad. Other bg schools are hurtng for shows, he added, because they don t have the knd of trem endous faclty we do. Speer emphaszed that hs commsson had a good relatonshp wth the ACC staff. Next sem ester, Speer plans to promote four major concerts as well as several professonal mn-concerts n Stephan Center. Some of the possbltes he mentoned were Bruce Sprngsteen, Dan Fogleberg and a reschedulng of Kansas. Szng up the SU concert commsson s record, Speer called hs organzaton successful and professonal. Whle Ncke s served one-thrd of the people t had expected to, the Lbrary s attendance was only slghtly down from what they had antcpated. And we always expect hgher attendance than we g et, added Rck Kanser, owner of the bar. Both Kanser, and Bullet, the manager of Ncke s felt that an artcle and edtoral publshed n Frday s Observer ntmdated stu dents. The artcle n the paper was largely negatve, sad K anser. The extra polce are here by a mutual agreem ent of the area resdents, bar owners, and unversty. They are not here to harass the students. Kanser stated that any student who s 21 and s confdent of hs dentfcaton should not be afrad to enjoy the bars. Our cardng polcy has not changed from prevous years, he sad, addng that he does not antcpate changng t n the future. Bullet also stated that the extra patrols were on hand to prevent nose, ltter and drnkng outsde the bars, and not to bother anyone. He does, however, admt that the local polce and the ndana Alcoholc Beverages Commsson are watchng Ncke s as a result of ncdents that occurred last year nvolvng mnors. We expect to be raded early and often, he sad. Theresa Bauer, part-owner of Brdget McGure s, sad that they were not affected by the decreased attendance. We had pretty good busness, she stated. Polce have always been around here. Maybe t scares the kds, but they get used to t. Bauer added that several female students have confded feelng safer because the polce were present. They know that they re here for ther protecton, she concluded. A spokesman for Corby s also stated that W e had a really good w eekend. He added that he knew nothng about any decrease n busness. Dvson Polce Chef Donald Foy stated that there were no arrests n the Corby - Eddy area ths weekend. The only complants we receved were about loud stereos at partes, he sad. Foy sad the extra patrols wll be contnued. K anser and Bullet also cted the openng of the Senor Bar as a cause of the fall n attendance. K anser called t A new fad for the senors and added that the craze wll de off after a whle. Nether felt that not servng draft beer had any dffect on busness. Kanser feels that f a student judges prce of a product as an ndcaton of ts volume, our prces are no hgher than anyone else s. K anser, a Northeast Neghborhood Assocaton representatve, feels that once students begn to take responsblty for the area, the patrols wll no longer be necessary: Ths area s the last strong hold of off-campus lvng, Kanser stated. Any student who lves here has as many rghts as any resdent of South Bend. f these rghts are volated, we wll offer free legal assstance. Convcted Plat awats sentencng By Drew J. Bauer Senor Staff Reporter Former Notre Dame archtecture professor Enrco F. Plat pleaded gulty last month to three counts of recevng, concealng and facltatng the sale of three cars. A fourth charge of consprng to defraud the Unted States by smugglng foregn cars was dsm ssed by the federal attorney n exchange for the three gulty pleas. Plat, who s scheduled to be sentenced on sept. 27, subm tted hs resgnaton to the Unversty n July after last year s academc year ended. The South Bend Trbune, n a story two weeks ago, quoted Ambrose M. Rchardson, charman of the Archtecture D epartm ent, as sayng th at he had expected Plat A couple of local b ars experenced decreased attendance last w eekend because of stu d e n t's fears of arrest, but C orby's sad th er busness w as unaffected, [photo by D oug C hrstan] not to return to Notre Dame n the fall even before he heard about Plat s ndctment. Rchardson told the Observer that he had no dea why Plat resgned and that although they had talked on the telephone several tm es ths summer, they dd not talk about the possblty of Plat resgnng. He dd ths on hs ow n, sad Rchardson. However one assocate of Plat com mented you couldn t really expect hm to stay around here too long after he was ndcted and was watng to stand tral. The Unversty m ade t very clear that they ddn t want hm around any m ore. Accordng to th e Faculty H andbook, f Plat had not resgned, he could have been dsm ssed snce he was convcted of a felony. The procedure would have had former Provost Jam es T. Burtchaell, who would have ultmately decded after the councl subm tted ther report f t would have been necessary to term nate Plat s servces, refused comment sayng don t know anythng about t except what read n the p apers. W hen reached for a comment f Notre'Dame offcals asked hm to resgn, Plat sad f the Unversty dd not want to make publc w hat happened, guess should not com m ent. An archtecture assstant professor for the last sx years, Plat was ndcted last Aprl along wth Pacolo Bernard) from Turn, taly. Accordng to the U.S. attorney s offce n Chcago, Bernard) pleaded gulty to all four counts n July stem m ng from hs nvolvement n the sm ugglng rng. He was sentenced to three years probaton and s now lvng n taly. The prosecutor s offce refused comment on whether Plat and Bernard) were part of a larger organzaton. However, the two were arrested n connecton wth a specal federal nvestgaton of a rng suspected of smugglng exotc cars nto the country. Plat sad Tuesday nght that he wll m ss Notre Dame very much and that leave the Unversty wth many regrets and no btterness.

Lbrary receves grant Thrd Dstrct Congressman John Brademas announced W ednesday that Notre Dame has been awarded a $400,000 challenge g ran t from the Natonal Endowment for the Humantes to bolster ts lbrary expanson drve. The challenge grant, a matchng program whch could brng the Unversty as much as $1.6 mllon f t s fully subscrbed, was created by Congress specfcally to attract prvate support to major cultural nsttutons lke the Notre Dame lbrary, Brademas sad. The Unversty m ust rase three dollars from ndvduals, corporatons, foundatons and other sources for every one dollar t spends under the Humantes Endowment grant. Unversty Presdent Rev. Theodore M. Hesburgh, who accepted the grant, sad, The heart of academc enterprse n any unversty s ts lbrary, and the mprovement of Notre Dam e s collecton has been a top nsttutonal prorty. The endowment grant wll enable us to take a major step forward n mantanng and enhancng the qualty of our collecton. Brademas, who s chef House of the legslaton whch Endowment, sad that the grant comes at an m portant pont n the Unversty s overall fundrasng drve and should provde a strong ncentve for prvate gvng to the lbrary fund. The Memoral Lbrary now holds over 1.3 mllon volumes as well as other materals. O'Connell Psych Servces to help wth alco John Morrssey Staff Reporter n an attem pt to help solve some of the alcohol-related problems on campus, a new branch of the Psychologcal Servces Counselng Center has been formed to deal wth such dffcultes. The program does not have an offcal name yet, but accordng to coordnator Peggy Cronn, the project s begnnng to take shape. Workng wth Betty Albert, a socal worker for the center, the program wll offer a new approach to dealng wth alcohol at both Notre Dame and St. M ary s. came here three years ago, Cronn sad, and dealt wth Eleven students qualfy as paratroopers by Mchael Berberch Eleven Notre Dame students became qualfed paratroopers by completng Army ROTC Arborne Tranng held at Fort Bennng, GA over the summer. Ths brngs the number of qualfed Army ROTC paratroopers at Notre Dame to 14 and ranks the Unversty s Arborne program thrd n the naton. The Army ROTC Arborne Program conssts of three weeks of tranng, accordng to Capt. Robert Clemens, an assocate professor of Mltary Scence. Durng the frst week the cadets went through general condtonng. n the second week they learned how to operate parachutes and ext arcraft properly. Durng the thrd week they made fve jum ps from an alttude of 1,500 feet to complete the program. Cadet Art Brannan stated that he was unafrad durng the jum ps, but that t was an eery feelng watchng those ahead of hm dsappear as they jum ped. Landng s the hardest part, he sad. Most njures occur from mproper landng. Cadet Bran Kao was nervous before hs frst jum p. Regardng the rest of hs jum ps he stated, knew what to expect and wasn t as tense. There are currently 14 Arborne cadet n the Army program. Only W est Pont and Texas A & M surpass ths number, sad Clemens. Clemens stated, Arborne Tranng provdes exctng tranng for cadets. He explaned that the program enabled cadets to get a feel for the army and prepared them for actve duty. He added that Arborne Tranng expands the cadets opportuntes. Those who fnsh the program are elgble for placem ent n Arborne unts worldwde. students that Dean of Students Roemer would send to me. Students, who would come to me as ther punshm ent, would, n many cases, prefer to rake leaves than talk about ther actons under the nfluence of alcohol. But slowly the kds came around, and we began meetng once a week, she contnued. The students began to feel that dscusson of ncdents nvolvng alcohol was not as dffcult as they had thought. became less of a threat and they began to open u p. Cronn s prepared, she sad, to ntate a program that would nclude all aspects of the Notre Dame communty students, rectors, resdent assstants and admnstrators. She sad she s n the process of preparng a hgh-level sem nar nvolvng adm nstrators and have approaches from outsde professonals be brought n and dscuss alcohol problems and ther solutons. An extensve meda campagn, nvolvng both the Observer and WSND s also n the plannng stages, Cronn mantans. A weekly column or program dealng wth alcohol n a student s lfe would be of nterest, thnk, to everyone. As the program stands now, Cronn stated, there are student groups at Notre Dame and at St. M ary s who are actvely nvolved n brngng alcohol abuse problems nto focus. There are two flms avalable for dorm showngs and there are students avalable to go to dorms and talk wth ther peers about alcohol. She also noted that there has been no Notre Dame women s hall that has nvted her or her group to go to the dorm to dscuss alcohol. m not sayng that they have delberately avoded us; have been nvted to women s halls to talk about other subjects, but just thnk that fact s nterestng, she commented. We are begnnng to get a drecton for ourselves, Cronn concluded and encouraged Notre Dame and St. M ary s students to get nterested n alcohol and ts role on campus. Theodore M. H esburgh. The announcem ent was made last nght at a banquet salutng Hesburgh on hs slver annversary as presdent, and was attended by more than three hundred busness, professonal and cvc leaders from the Mchana area. Earler n the evenng, H esburgh was prased as a " p re sts presden t by Bshop Wllam E. Mc M anus, head of the South Bend docese, and as a bg brother to the world by Ernestne Racln, co-charman of the event and member of Notre Dame s Board of Trustees. Prncpal Speaker for the evenng was U.S. Representatve John Bradem as (D-nd.), mnorty whp, who descrbed Hesburgh as our communty s most llustrous ctzen. Fr. Hesburgh has been an outstandng champon of human rghts and socal justce both at home and abroad, Brademas sad, and credted the Unversty Presdent wth admonshng us that lberty s worth the effort, and the creaton of justce and peace abroad wll n large m easure depend on the m easure of justce and peace that we create here at home. H esburgh responded to Brade- U.S., Canada reach agreement upon new ppelne constructon WASHNGTON (AP)- The Unted States and Canada agreed yesterday to construct a 2,700-mle ppelne across Canada to brng natural gas from Alaska to the lower 48 states. The Canadan route was chosen over a compettve land-sea route because t wll save U.S. consumers an estm ated $6 bllon n fuel costs, do less dam age to the envronment, and provde greater safety, Presdent Carter sad. Carter and Canadan Prme M nster Perre Ellott Trudeau announced agreem ent on the $10 bllon project after meetng for an hour n the Oval Offce.- Both prased the project as an example of Amercan-Canadan cooperaton. Ths jont undertakng wll be the largest prvate energy project n hstory, they noted n a statem ent. Scheduled for completon n 1982 or 1983, the ppelne s expected to carry up to 2.2 bllon cubc feet of natural gas a day, or 4 per cent of present U.S. consumpton. The Amercan-Canadan ppelne SU by Tony Pace would run alongsde the Alaska ol ppelne before turnng east along the Alaska Hghway. t then would cross the rugged Yukon and enter Canada s prare provnces. The ppelne would splt nto two branches before enterng the lower 48 states. One branch would carry natural gas as far east as Chcago. The other branch would serve the W est Coast, endng n Calforna. Detals of the project reman to be worked out. We wll sgn the fne prnt next week, Trudeau sad. m certan there wll be no dffculty th ere. The ppelne wll be prvately fnanced by a jont Amercan- Canadan consortum headed by Northwest Ppelne Corp. of Salt Lake Cty, Utah and Foothlls Ppe Lnes Ltd. of Calgary, Alberta. t wll be the largest natural gas ppelne ever bult, brngng the fuel south from Alaska s North Slope to the W est Coast and Mddle W est. The ppelne wll be 2,700 mles long, wth about 2,000 mles n Canada. The two leaders noted the ppe- actvtes Student Unon Socal Commsoner Orest Deychakwsky outlned hs plans for fall sem ester actvtes at two organzatonal m eetngs ths Tuesday and W ednesday. He ndcated that most actvtes would be a contnuaton or adaptaton of last year s actvtes. At the frst meetng, whch was attended by all commsson m em bers, Deychakwsky revealed plans for Darby s Place, the Nazz, and the Quckee. Darby s opened earler ths week and the Nazz wll open ths weekend. W th ther o p en n g, th e b a sem e n t of LaFortune wll be actve every day but Sunday. The Quckee, a shuttlebus to varous Mchgan waterng holes, wll begn operaton on Frday Sept. 16. Deychakwsky sad the Quckee wll run on both Frday and Saturday nghts on eght weekends ths sem ester. Other events scheduled nclude Frday s block party on the Stepan courts, Homecomng, whch wll be held on the weekend of the USC football game, a small md-november concert and a Halloween m asquerade party. Detals concernng these events wll be revealed as plans are completed. Ths week s second meetng, held n conjuncton wth the St. M ary s Socal Commsson, was ntended to coordnate the schedule of socal events for the ND-SMC communty. One event specfcally dscussed was Oktoberfest, tradtonally a St. M ary s functon. Ths sem ester the two socal commssons may work more closely on Oktoberfest. Deychakwsky descrbed the second m eetng as frutful. Bascally, he sad, the meetng (wth St. M ary s) was to exchange plans for the year. We offered to co-sponsor ev e n ts w th th em. Oktoberfest would be the frst step. Lookng at ths sem ester s socal schedule, Deychakwsky expressed hope of workng wth hall socal commssons. Already ths sem este r, he stated, we have co-sponsored a concert wth Howard Hall. From what can see everybody was happy wth th a t. Deychakwsky hopes that these actons wll help to provde students wth a more vared and ntegrated socal program. lne would gve Canada greater ablty to develop ts gas reserves n the wlderness regons of the Mackenze Rver delta. The Unted States, n turn, wll have the enormous beneft of new natural gas supples from the North Slope of Alaska at a sgnfcantly lower cost-of-servce prce than could have been acheved through an all U.S. route, they sad. The losng project, sponsored by the El Paso Co. of Houston, would have bult a ppelne parallel to the Alaska ol ppelne, endng at Valdez, Alaska. The natural gas then would have been lqufed and shpped sou th to the W est Coast by tanker. El Paso vowed to fght the Amercan-Canadan route n Congress, whch can overturn the agreem ent. El Paso charman Howard Boyd sad recent hstory dem onstrates that even treates wth foregn countres are honored only so long as t serves the nterest of such countres to do so. The Whte House announcement brngs closer to a concluson a long dspute over how to transport to the lower 48 states the m m ense reserves of natural gas found n the Alaskan Arctc. 4 the observer Frday, Septem ber 9, 1977 SMC renovates by Maureen Sajbel Senor Staff Reporter The St. M ary's art departm ent n Moreau Hall s nearng the end of ts year long renovaton program and s now able to offer students «wder choce of studo facltes. The man areas of renovaton nclude sculpture, desgn, ceramcs and graphcs. The area of the most remodelng was the desgn and gallery area located on the frst floor under O Laughln Audtorum. The secton was redvded for a more effcent use of space and to make room for a new sculpture studo. Ths new sculpture area ncludes new tables, all types of large and small power tools, sewng ma chnes, com pressors, new lghtng and addtonal plumbng. Specal concern was taken to provde every safety feature possble wth the new equpm ent and power tools, accordng to Jam es Parads, actng art departm ent charman. The graphcs area was redesgned and new tables, chars, two presses and cabnets were added. Also a wde range of etchng supples, ncludng a plate cutter, exhaust system and large hot plates, were purchased. The area, on the frst floor of Moreau, s used manly for etchng and prntm akng processes. The ceramcs area also receved a facelft wth the addton of two klns, a clay mxer and a slab roller. He added that he hoped to have addtonal work done on the sculpture and desgn areas. The renovatons began after the art faculty and NASA, the Natonal Assocaton of Schools of Art, revewed the St. M ary s faclty and recommended the changes to correct weaknesses n each area. St. M ary's has been a m em ber of NASA for about fve years and wll be revewed agan n the fall of 1978 for further remodelng needs. The changes n the departm ent were fnanced partly by the school, and, to a large extent, by the Graham Company. The Graham grant of $25,000 was acqured through Dr. John Duggan, Presdent of St. M ary s. Another fear s that Panama (and thus the Canal) may drft to the communst camp. The Canal tself s clearly no longer a mltary or commercal asset: t can no longer handle the larger shps that comprse a large part of modem fleets. Beyond that, the condtons under whch the orgnal Canal agreement was obtaned rank among the most dshonorable epsodes n Amercan Hstory. t s a product - and to the natons of Latn Amerca an everlastng symbol - of an era of ruthless colonal explotaton. As long as the Canal queston remans unresolved, any move towards closer cooperaton among the Amercan natons wll be forestalled. t s ths polarty that leaves a vacuum for another power, namely the Sovet Unon, to exert ts nfluence n Latn Amerca. Hopes for a more democratc-republcan system of government n Latn Amercan countres wll suffer so long as the U.S., as the embodment of that system retans control over the very symbol of colonal explotaton. Of course, we cannot be certan under what condtons ths treaty wll be fulflled. Who can say what Panama or the Unted States or Russa or the world as a whole wll be lke n the year 2,000, when Panama would assume full control of the Canal? Short-range predctons are more relable, and offcals have warned that falure to ratfy the treaty could provoke guerrlla and terrorst attacks aganst the U.S. and ts ctzens. The experences of Brtan, srael and South Afrca wth varous terrorst organzatons lend credence to ths possblty. On the other hand, the ratfcaton of the Panama Canal treaty may open the door to a new era of cooperaton between the U.S. and her Latn Amercan neghbors. The poltcal and commercal benefts of such an allance would far outwegh any advantages accrung to contnued control of the Canal.
