Eastern perodcal tbuks t an abnormal condton of thngs f the prosperty of eghtyfv e mllon people s conceded to be n the keepng of JMorgan or even a dozen of hs knd Fnancer of less calber than Morgan broke the money market on the recent occason and Morgan was gven much rredt for mendng t The power to make and toreak s one thng n fnancal matters and the eghtyfv e mllon people really eem to requre that such power should not be held by ether the Jlorgans or ther understudes Evdently the Government n Washngton so thnks snce even ts resources for protectng the eghtyfv e mllons n emergency have been turned by the money barons to ther own account Among the remedes proposed for the weakness that the late crss revealed the establshment of a government bank has earnestly been dscussed wthn the admnstraton crcles Senator Hansbrough of 2sorth Dakota a member of the Senate fnance commttee s gong to ntroduce at the present sesson a bll provdng for a government bank After talkng wth Presdent Roosevelt lately Mr Hansbrough sad he hoped to see hs bll supported by the admnstraton t s sad n a Washngton dspatch contanng ths nformaton that two thngs had contrbuted toward makng the admnstraton favor the plan Frst of these causes mentoned s the fact accordng to the dspatch that the relef funds released by the government have not been handled by the lanks n a way to brng ad to the real busness nterests of the country but rather to buld up cash reserves and favor specalzed nterests tne real busness demand beng gnored Secondly t s stated that n the ssue of the $ certfcates of ndebtedness the banks have demanded that the government turn the money over to them wthout recompense of any knd The Secretary of the Treasury was compelled to compromse wth the bankers n order to get anythng at all The foundaton of the compromse announced by Secretary Cortelyou was the promse of the banks to use the certfcates as a bass for ncreased bank note ssues n return for ths they were to be permtted to retan of the purchase money seventyfv e per cent n ther own vaults The banks would therefore be requred to pay for ther certfcates twentyfv e per cent of the face value and to depost seventyfv e per cent n securtes for the addtonal deposts for whch the government would be credted upon ther books Then the banks would depost the certfcates n the treasury and obtan for them bank notes to the full amount of ther value For every dollar n Unted states currency that s drawn from the banks n payment for the certfcates four dollars n bank note currency wll be returned to them Thus on a $ ssue of certfcates assumng that t s entrely dsposed of n the manner stated the treasury wll receve from the banks $ and be credted the banks wth deposts amountng to $ J P Morgan was on hand personally to look after the nterests of the bank havng conferred wth the Presdent and Secretary Cortelyou the day of Senator Hansbrough a vef On comng away from the Whte House near mdnght Mr Morgan s reported 05 bebg talkatve wth the sgnfcant addton that but few facts were elcted The state of mnd of the admnstraton at the tme mentoned s thus nterestlflglj descrbed by the correspondent furnshng the foregong nformaton The transacton n the certfcates of ndebtedness leaves the Secretary of the Treasury n a ludcrous lght as a fnancer Brefly summed up t s revealed that for the frst tme n the hstory of the world probably a govern meat pays nterest on ts own Sep??? o the banks Ths rapaclousness of the backng trust s sad to have aroused the fghtn g blood of the Presdent and he s quoted as sayng somethng akn to a famous predecessor who wanted to know by the eternal f the banks were gong to run the country t all comes down to ths that f the eghtyfve mllons through ther duly consttuted government can not or do not regulate the natonal currency Morgan and hs satelltes wll contnue to hold the fnancal rens and drve the country whther they wll along the boulevard of general prosperty or down the pke leadng to the demnton bowwows as the nterest of the coachmen mpels WALUKU KNOWNOTHNGSM t was a foolsh controversy ndeed as the Mau News calls t whch arose n Waluku over the queston of recognton to a volunteer fre company formed by Japanese n that town The case mght be dfferent f Waluku had a pad fre department adequate for the protecton of the town Then any volunteer body or bodes of fremen would be nadmssble But wth ts fre department on a volunteer bass lke that of Honolulu before the revoluton of 893 Waluku should welcome the publcsprte d acton of the Japanese n the volunteer fre department of Honolulu the Chna engne company equpped by the local Chnese merchants was the neatest unformed body n the brgade at the annual parade t also frequently turned out stronger accordng to membershp than other companes at fres as well dscplned and workng as effectvely there as the best of them So well were the Chnas servces apprecated that the Legslature provded a handsome brck home for t the best fre engne house n the cty at the tme the volunteer department was dsbanded Ths housed the chemcal engne of the pad department untl the buldng was destroyed n the great fre of 900 vthere was no jealousy toward the Chna company though holdng the balance of power t was worked to the lmt sometmes for votes n the departmental electons n the evenng of hs long regn that covered the lfe of a generaton the late Kng of Sweden had to suffer the loss of the kngdom of Norway after a unon of the crowns for nnetyon e years Happly for the old monarch and the subjects of both kngdoms the separaton of Norway wth a kng elected by ts own people was not attended by a conflct of arms though ths Was for a tme lable to happen n 903 the Norwegan Storthng passed a vote declarng for an ndependent consular servce n order to assure the mantenance of the good relatons exstng between the unted kngdoms Serous dffculty bad arsen early that year between Norway and Sweden owng to the constant desre of the former for autonomous government On January 23 Kng Oscar temporarly resgned the dutes of the government to the Crown Prnce Gustavus at the advce of hs physcans Four days later the SwedshNorwega n Councl nvted the Crown Prnce to assume the regency of the two kngdoms On March 3 the regency termnated the Kng havng recovered hs health suffcently fo resume hs work Kng Gustavus V (as the name has been used n Englsh) had been gven a slght taste of regnng whch wll have made the sensaton of ascendng the throne of the great Gustavus Adolphus yesterday less novel than t otherwse would have felt to hm There was a hypothetcal queston contanng thrteen thousand words put to three expert alensts n the Bradley case Ths brcyulsde was fred by the defense Verly the dspensng of justce s producng the bggest farces of tne age No man lvng ean dgest such a Nkrgara of verbage as thrteen thousand words taken down at gulp Hence the answers to such a volumnous nterrogaton ought to have no weght wth a jury What s needed everywhere s a law that wll put a homcde offerng the plea of nsantv on tral frst of all before a judge and jury of alensts and f the defendant be found rresponsble for hs actons let hm be commtted to an asylum for that class of dangerous persons Otherwse let hm stand hs tral for the offense charged wth the plea of nsanty estopped ;T by gymnasum Durng my lfe hre have seen many advantages may not have been such as they wsh they had been or who wsh to ft themselves for some partcular calng Typewrtng s taught there and can remember many years ago when the frst class n bookkeepng was organzed wth Mr P C Jones as nstructor So practcal s t sought to make the subjects of nstructon that ths year there s a class n sugar machnery to whch Mr Kopke gves hs tme and hs experence And very shbrtfe there s to be a class n nstructon n automoble operaton whch ought to be of advantage to many chauffeurs But these thngs are not a lure or a bat to lead men to the Chrstan relgon As once heard sad soup ktchens are not establshed for the purpose of buldng churches but the church s establshed so that soup ktchens and all other agences for do ng good shall be mantaned But these thngs are there because the secular lfe must be consdered as well as the relgous However no mans Chrstan lfe s complete f he thnks only of hmself He ought to help others and the Y M C A offers the means for men to help ther fellows One of the most valuable thngs for whch the Y M C A stands s that t forms a common meetng place for Chrstans of ar denomnatons and a common bass of work and thnk t wll be one of the agences for the fnal unty of Chrstans MR TRENTS ADDRESS Rchard H Trent spoke on the subject of What the Y M C A Means to the Communty The Y M C A he sad s a great organzaton of
