The wot * stoppage s due to pendng court acton on the road. n the state be.nnum budget $250,000 was approprated for the constructon of '.hs road and assorted repavngs. Along wth ths amount was a stpulaton statng only non-mnorty contractors could bd on ths constructon work. THE ASSOCATED GENERAL Contractors of Dayton. (ACG). decded ths bddng procedure was unjust, on the grounds that t dscrmnated aganst mnorty contractors. A mnorty contractor s defned as any company who has over half ts employees from the mnorty sector. The AGC took the Stale of Oho, snce Wrght State receves state fundng, a*jd the contractors who were to buld the road to an Appellate Court. WSU Engneer Robert Marlowe explans; "Our case was ^ut on the court docket ncorrectly and the case was dsmssed." WSU and Burton Cooper, the lawyer defendng the Slate, took the case to the Columbus Court of Appeals, where t s currently pendng. "EVERY WEEK OR two we call up there (Columbus) and they tell us t wll be heard soon." Marlowe stated. "Even when the decson s rendered we stll won't be able to buld the road untl next year," Marlowe contnued. The asphalt pavement WSU wll be usng freezes at 34 degrees. Accordng to Marlowe, ths entrance road s to begn by the ntersecton of North Farfeld and Colonel Glenn. t wll be a three-lane, one-way thoroughfare traversng the southwestern porton of campus. After several hundred feet, the three lanes wll converge to plant lsted three major problems: ) Non-dsabled people parkng n ther handcapped spaces. 2.) Slow response by authortes to ther legtmate complants, and 3.) there are smply too few H-spaces for commutng students, PATRCA MARX, drector of Handcapped Student Servces, sad. "Problems occur when people neglect to look and see that they're parkng n Handcapped spaces." She added that. Some people smply don't care about the handcapped student's stuaton, whether l s n an elevator or takng ther parkng spaces." She noted. "Dsabled students are very concerned about the able-boded students occupyng ther parkng spots." ROBERT KRETZER.assstant to the flrector of Parkng Servces, sad. "Problems often occur when able-boded personnel arc rushed to get to class or somewhere and end up parkng n the frst space they can fnd whkh turns out to be a handcapped space." "The purpose of the medan s to ease traffc congeston," sad Marlowe. THE ROAD WLL ntersect the current road whch travels east to west n front of the Medc! School and Creatve Arts Center. The two roads should meet approxmately 15 feet west of the Creatve Arts Buldng. t wll provde access for patents to the new Ambulatory Care Center. Eventually, a road leadng back out to Colonel Glenn from the Ambulatory Center wll be bult. However, a couple of new developments have evolved snce the case was taken to cout. WSU wll have to get a new contractor. Also, ths contractor wll have to charge a much hgher prce, because of asphalt's ncreased prce. "Some dsabled students don't buy ther dccals untl alter tne frst two weeks of the school year are gone. They usuallv have some knd of stcker on ther car whch confrms that they are dsabled." JEFF VRNOOY.an assstant wth Handcapped Student Servces. sad. "Handcapped students should purchase the approprate handcapped decals at the begnnng of the year. They don't have a handcapped decal. "t s just lke a student must have a B-dccal before he can park n a B-space." He contnued. "Ths apples to able-boded people who llegally park n the H-spaces also. People should only park n the spaces they pay for." An ncdent whch occurred on September 15 ncreased the concern of dsabled students. A COMPLANT was regstered to Parkng Servces concernng several vehcles that were llegally parked n the Medcal School vstor parkng lot and were blockng access to two dsabled students' autos. Parkng Servces passed the problem to Campus Securty, who lstened to the complant, and referred the dsabled students back to Parkng Servces. Approxmately 15 mnutes later, one of the dsabled students contacted the guard posted at the lot entrance and explaned the stuaton. The guard called Parkng Servces. who. after 45 mnutes, sent out two Parkg Servces employees to observe the stuaton. James McGee and Dayton's Cty Commsson have approved part of They voted recently to extend t to U.S. 35, but no further. MCGEE AND Commssoners Pat Roach and Rchard Clay Dxon voted for ths Kntted extenson. Roach orgnr.'ly was strongly aganst havng any further constructon on l-f.75. Roach explans her compromses. "1 do realze the transportaton needs of Wrght-Patterson (Ar Force Base) and Wrght State and feel these needs can be mett by some hghway that runs from the current termnus to U.S. 3S." The current end of whch Roach speaks of, s n a feld between New- Germany-Treben and Colonel Glenn roads. WHEN THE OWNER fnally came to move hs car. he admtted that he knew the symbol located n front of the parkng space desgnated handcapped parkng only. He explaned that he had been t'.endng the School of Professonal Psychology's Convocaton. When he arrved, he saw a space, and parked there, even though he notced the marked spacng as beng wder parked "where t was blockng the vew of the end sgn" sgnfyng H-parkng. Kretzer sghted another ncdent that also occurred recently. "One evenng, a man brought hs son to a swmmng meet, and he parked n a poston that blocked a handcapped student's access to hs car. The handcapped student couldn't get hs wheelchar through the allotted space. We offered to move the handcapped student's vehcle frst, but he wouldn't allow t. He nssted that we tow the other vehcle dptsf.f j,,'y away. So. we honored hs request by removng the blockng vehcle." Kretzer contnued. "The man obvously dd not care about nconvenencng the handcapped student. He s stll contestng the stuaton we bestowed upon hm." "We have offered and wll offer to move the handcapped student's vehcle frst n any case lke ths." Kretzer sad, "lkely the handcapped student wll not let us touch hs car because of the complex equpment that he possesses n t." He added, "We can usually tell whether t s a handcapped student's car by the specal equpment nsde t." HANDCAPPED STUDENTS' complant sad that a warn-ng tcket or small fne mght ncrease the student body's awareness that H-parkng s restrcted to Hdccals. 24 hours a day. The complant says, t would help f towng was enforced and not just prnted neatly on a sgn. The complant suggest that each space be provded wth an nternatonal Access Symbol sgn. These sgns are set up exclusvely to desgnate areas that are to be occuped only by handcapped students' vehcles. The nternatonal Access Symbol s a gudelne that explans why dsabled parkng spaces are wder, etc. and tells students why there s Handcapped parkng. Through the complnt. the dsabled students nsst that they have pad for the spaces and arc enttled to park n them legally. They beleve wth the ncrease of commutng dsabled students, the spaces arc a premum to the persons who have H-decals. THE COMPLANT says that a random check of decals n the H-spaces mght prove that many spaces are taken by students wthout an H-decal. especally durng the early mornng and afternoon hours The complants would also apprecate a more prompt response to calls expressng a volaton. All H areas are easer to dentfy, as opposed to B or C spaces. Marx sad. "There s a dfference of opnon among handcapped students whether or not vehcles should be towed away or just warned durng the frst two weeks of the school year. At ths pont n the year. thnk most of the dsabled students would lke to see volators towed away." "Towng the volator's vehcle seems to be the only soluton to the matter," she added. Wc only have fve montors ths year. KRETZER CONTNUED, "The handcapped spaces n the vstor's lot are servng two purposes. Thct accomodate both handcapped people who have decals and vstng handcapped personnel. t shouldn't create any problems though, f everyone understands ths. "Vstors usually aren't aware of our parkng problems." Kretzer sad. "Some of them have possbly never been at WSU before. The vstors lot has always bee our bggest problem area for handcapped parkng." Another problem for the handcapped students, s people parkng n H'spaces because they are convenent. Unfortunately, n the lot by Mllett Hall there s no room to add more spaces. There are a total of 76 handcapped spaces countng the ones n the vstor's lot." "We don't determne who gets the handcapped decals. The Handcapped Student Servces tells us who qualfes, and we sell them one. Some students receve permanent handcapped decals and others, who smply have mnor dsorders. receve temporary decals." sad Kretzer. "The permanently dsabled students smplv fle a card wth us when they frst attend WSU and they never have to come and sec us agan." Kretzer contnued, "ther decal applcatons are smply renewed at the start of each school year. Ths allevatews any problems they mght have n gettng here." Kretzer noted, "The handcapped people don't have a choce of parkng where they want to lke able-boded people do. We must remember they have just as much rght to attend classes as wc do." 4 Polce kept busy By MKE MLLER Guardan Staff Wrter Wrght State polce receved several reports of stolen parkng decals over the past week. WSU Polce Offcer Darlene Burdck sad, "We are gong to nvestgate the decal thefts more closely n an attempt to return the stolen decals to ther orgnal owners. We cannot let these decal theves go unnotced, because decals smply cost too much, especally annual B-decals whch sell at $50." MONDAY,SEPT. 24, an annual B-decals was taken from a vehcle parked at the Unversty. Burdck sad. Sept. 25, three decals were reported mssng. Burdck sad, an annual B-decal was taken from a car parked behnd Unversty Center. Later. Burdck sad another B decal was taken from a car parked n the Creatve Arts C-lot. Shortly after that, an annual C-deca! was also taken. Accordng to Burdck. the followng day. a ral B-decal was taken from a 1973 Pontac. Fnally, Thursday, Sept. 27, an annual C-decal was taken from a vehcle parked n the Physcal Educaton C-lot. N A THEFT occurrng early Thursday mornng, a battery was removed from a vehcle parked n the Creatve Arts C-lot. Burdck sad. n a mnor theft. Surdck reported, a lght was taken from room 105 of the Physcal Educaton Buldng. WSU polce were called on to nvestgate three accdents whch '>" >ohnut the week. SEN. 24. TWO vehcles collded n 'he Allvn C-lot. The subjects nvolved decded tr. settle the matter among themselves. Accuuug o ourdck. both vehcles suffered dents n ther front bumpers. No estmate was made on the cost of damages sustaned by ether vehcle. A 19^9 Chevy and a 1979 Pontac collded n Allyn C-lot Sept. 25. The Pontac. whch faled to yeld the rght-of-way. was struck on the passenger sde door bv he Chevy, sad Burdck. Both vehcles suffered over $150 n damages. Fnally, on Wednesday, a 1979 Chevette collded wth a 1974 Volkswagon n K-lot. The Volkswagon was attemptng to maxe a rght hand turn when t collded wth the Chevette. Agan, both j vehcles sustaned over $150 n damages. Burdck sad. Fnally, on Sept. 26. WSU polce receved a report concernng a burnng odor on the thrd floor of Mllett Hall. Accordng to Burdck. pocc respondng to the scene, dscovered the problem was caused by a hot-lght ballast. 5 r OPNONS A Vffez&ST ROADS" Parkng forum You would thnk, because Wrght State s a college composed of about.goo students, and because most of those students commute to school and desre a reasonably convenent parkng space, that the masses would have turned out n force to attend last Frday s dscusson of the parkng stuaton. Held on the Quad, attendance for the meetng of admnstratve and student mnds peaked and remaned at about 200 durng the course of the dscusson. Those who dd show up, or at least bothered to speak to others who dd. hopefully, came away wth a partal overvew of parkng problems on campus, and the questonable changes lkely to take place n comng years as possble solutons. Here was one of those rare stuatons when a number, of admnstrators however few, crawled out from behnd the safety of ther respectve desks and were wllng to face students and ther questons and attempt to provde reasonable answers. Some of those responses were nterestng /J Full refunds wll be gven for parkng decals untl October 5. The refund would normally be HO percent. Nevertheless, as unversty Center Board (UCB) advsor. felt oblged to try to dspel a few of the rumors that have cropped up about next Wednesday's lecture by Jane Fonda and Tom Hayden: Rumor: Wrght State s gong to cancel the Fonda/Hayden lecture. Fact: Wrght State s not gon& to cancel the lecture. There was never a thought of ths, from the tme Mark Womble's UCB Lecture Commttee booked the lecture last July. Ths rumor began when one or two other schools backed out of the lecture tour Ths tour started at 3-Mle sland and ncluded the bg ant-nuke rally n New York Not everyone at Wrght State s overjoyed by the prospect of Jane Fonda's appearance, but there has never been the slghtest ndcaton of cancellaton. Rumor: Wrght State sorortes and fraterntes have bought lar,f;e blocks of tckets and plan to heckle Fonda and Hayden. Fact: Where ths rumor got started s beyond me, but was asked about t by a Guardan reporter and by several staff members. t s absurd. So far, the largest block of seats sold has been 11. That was to a hstory professor from Wttenberg. Ths rumor s aso nsultng to sororty and fraterntes members. ntellgent dsagreement can be expressed at the queston/answer sesson n the second hour of the presentaton. Rumor: Ths tour s beng used to promote Tom Hayden's poltcal career. Fact:Ths may be true, at least n part. The presentaton opens wth a few sldes and a talk by Hayden. Hs theme s corporate control of the average ctzen. Fonda follows and speaks. about nuclear energy and women's rghts. The queston/answer sesson follows. A support group called "Campagn for Economc Democracy" (CED) does advance work on the tour Hayden has close tes wth the CED. The whole tour moves through major states whch wll hold prmares n Hayden was an unsuccessful canddate for Senate. Ths tour may boost hs poltcal career. Rumor: Parkng s gong to be a problem that dav. Fact: Parkng s a problem every day. Ron Oldges '. rkng to try to make the shuttle system from K-lot as effectve as possble that day. My fantasy s that faculty, staff and students wll voluntarly park n K-lot early n the day and use the bus to reach campus, thus accomodatng guests on campus. To return to realty, we are encouragng tcket-buyers to come early and use K-lot. For those who get to he gym early, snger Holly Near wll perform from 11:40 a.m. untl noon. Dan Rather gets $6,000 and Wllam F. Buckley asks 512,000. Jane Fonda could make much more workng for one day on a move. Rumor: Jane Fonda wanted to come to Wrght State because of her nterest n the rghts of handcapped persons. Fact: n July. 1 sent the agent for Fonda/Hayden nformaton about Wrght State. Ths ncluded nformaton about Handcapped Servces and accessblty on th's campus. The agent told me he passed ths nformaton on. For whatever reasons. Fonda and Hayden decded to come to Wrght State. There were dozens of schools who wanted them tor every school that got them. Ths event, lke,\1 Wrght State actvtes, s accessble to the handcapped; there wll be an nterpreter for def persons. t s a fact that Jane Fonda gves strong personal support to the cause of handcapped persons' rghts. Rumor: There has been strong opposton :o Jane Fonda's appearance at Wrght State. Fact. "We played very much as a unt «nd that s what pleased me the must. Other than a fewhttng mstakes, we made very few errors overall." she sau. JULE 7.MMEH WAS cted as the standout of the Raders n ths match. Coach Wynkoop spoke of Jule's play be sayng. "1 thought that Jule was perhaps our key becausc she played a very aggressve match. Ths made Xaver respect our offensve power." The coach also stated that she * as proud of the performance of Lan Calvo and Carol Westbold. She added that she beleved that the defensve standout was Melnda Warnke. Overall. Wynkoop was extremely happy wth her team's play aganst Xaver.
