The dlemma we face s that of how to enjoy the fruts of technology wthout losng the freedom that s ntated wthn us. Can technology feed ths freedom or does t smply dssolve t? Freedom s to be measured not by the number of optons one has but by the meanng they gve to lfe. JUSTCE Should freedom be lmted? f one s to be free, should not all be free? Ths queston turns out to be one of justce -- namely, that we fashon technology to make avalable real opportuntes for all, not just more for the rchor the powerful. f our technology denes some of us equalty, not just n a formal sense but concretely, then t s a poor thng. A lfe that concerns the whole socety, not one of ease or medocrty -- ths s the sort of justce technology needs to serve. t s a technology that s reconclable wth justce -- and wth an ntellgent and compassonate, an exactng and exctng exstence -- whch s ts own justfcaton. Technology does not make nevtable SST's, gasguzzlng cars, and technques of mnd-modfyng behavor, whether chemcal, bologcal, or electronc. Technology s not rreconclable wth justce, technocrats are. The dfference les n those who place prvate goods and the goods of specal nterests ahead of the publc good. Conflct s the result, at home or abroad. PEACE AND POWER Thus, our most far-reachng moral problem s the tragc dlerhma of peace versus naked power. Ths was frst clearly posed by the Greek poet Aeschylus n the 5th century B.C. n hs mythcal tragedy, "Prometheus Bound." Aeschylus contrasted the mmoral, warlke and deathmakng force of the omnpotent dety, Zeus, wth the peaceful practces of Prometheus, who gave manknd fre -- the knowledge of techncal crafts and other arts that make lfe lvable, make memory memorable, and dstngush wakng vson from dle dream. These ends hold good for gudng us as they dd for the ancent Greeks. Technology s at ts best today when t contrbutes to the arts of cvlzaton. t does ths through the ad- "vancement of the practcal arts, such as those that revvfy ctes, purfy ar and water, ratonalze transportaton, employ solar energy, and nvent an archtecture measured to the human dmenson. Complementng the practcal arts are the arts of expresson, the song, the colored shapes, the dance, n ther endlessly creatve forms that supply the knd of vtalty to a modern culture that myth dd for prmtve tmes. How to establsh these new arts, consonant wth the new technology for a new age -- ths s the dlemma that technology faces n a world of turbulence, despar, and dscontent. We need a genune culture n whch humans become an ntegral part of the seamless web of nature. The destructon of ths web s conflct, whether between natons or between groups of a sngle socety. Only the arts of peacefare can combat those of warfare, and n the process make technology a fttng expresson of human well-beng.
