Too many have complcatons that result n paralyss, deafness, blndness, or mental retardaton. Death clams others before they have had a chance to grow up. Many parents provde the protecton of vaccnaton for ther chldren, but many others do not. Through vaccne has been avalable snce 1964, over 9,000 cases were recorded n 1977, and seven deaths occurred the prevous year as a result of such complcatons as encephalts and pneumona. Last year over 2,200 cases of rubella (German measles) were reported, and about 20 eases of congental rubella wth damagng congental defects. DE.TALS OF SPENDNG Audtor-general's report OTTAWA (CP) --The man behnd the 746-page audtor. general's report to be released today doesn't really lke tellng horror stores about government waste. J.J. Maedonell sad n an ntervew ths week hs annual report contans dozens of colorful and embarrassng tales of government overspendng--or rregulartes as he delcately calls them. But he feels these wll he forgotten n a few years. The four chapters of the report, wth whch the 63. year-old audltor-general hopes to leave hs mark on hstory, tell how he and hs staff spent the last two years buldng a new system to measure whether taxp.%.ers are gettng ther m~,~y's worth from the ::. ~:ra~ government. Washngton, of course, and then home agan to wrte a report, And for what? For the Archves. what else'? As Macdenell spoke, hs prde seemed overshadowed only by hs enthusasm to get hs new concept across. Maedonell says the frame work to examne govern- mec~t spendng s more refned and more corapreher, sve than any system now operatng n the prvate sector. The audtor-general s aware there are those who would prefer he confned hs efforts to huntng down jucy revelatons of mllons of dollars squahdered on useless equpment, half. empty government buldngs and bureaucrats flyng all over the world at government expense. Hs predecessor Maxwell tlenderson, who held the post untl 1973, was regarded by many as a master chroncler of scandal and abuse. lenderson's pcture hangs pr ~.,nnently n a small room :~.~;t to Macdoncll's offce. M.,cdonell says he s not n!f:e least haunted by the sprt of hs flamboyant predectssor. "Each person that takes on the job s bound to brng hs own background and management style to t. Ths s healthy. "Mr. Henderson and other audtors-general felt there was a deterrent effect n gettng rregulartes wdely reported n the meda. "The economst's jargon ddn't work at all. But the blunt Englsh worked just fne." The epsode taught Mucdenell the value of plan speakng. He has made a determned effort every year snce to make hs annual reports as free of obscure techncal language as possble. He says he stll has a long way to go n that crusade. But Macdouell says he doesn't want to use sensatonal language to get attenton. He felt vaguely uneasy each year when journalsts talk about a "blockbuster nvestgaton" or "a man eager to expose scandal and waste," He says such catchy phrases mask genune government efforts n the last fve years to act on the audtor-general's recommendetons. " certanly don't feel 've been bashng my head aganst a brck wall n ths job," he sad. Mecdonelrs second major cause for eelel:raton ths year s a short letter whch appears n the front of hs 1978 annual report. t expresses a commtment by Treasury Board Presdent Robert Andras, the cabnet mnster n charge of the government's purse strngs, to act on Macdonell's recommendatons. No such wrtten promse has ever appeared n an audtor-general's report. Release of the 1978 annual report wll mark the tooth annversary of the offce of audtargeneral. CONSUMER COMMENT f you're savngs.orented, you'll normally compare lhe features of one product wth those of another and shop around for the best prce before you buy most thngs. There are tmes, though, when even the most budget-conscous consumer fals to shop around, and one of those tmes s often when drugs are requred. f you're one of those Who beleves drug prces are pretty much the same everywhere, thnk agan. Not only do most non-prescrptlon or overthe.counter (OTC) drugs vary n prce from one place to another, but n some nstances, you could pay two dfferent prces at the same drugstore to have almost dentcal prescrptons flled. OTC drugs (cold remedes, laxatves, etc.) are subject to the same knd of mark-up as any other product, and f you don't shop around you could be payng consderably more than you have to. How can you pay two dfferent prces to have nearly dentcal prescrptons flled at the same drugstore? The answer s n your prescrpton. t your doctor specfes a brand name drug nstead of the generc name, you'll usually pay more. Nembutal, for example, s one brand name for a sleepng medcaton wth the generc name of pentobarbtal. The relatonshp bet'~,..,n,~.., 'e brand drugs and generc drugs can be lkened to that between a supermarket's house brand and a natonally advertsed brand. Both are essentally the same product, both have to meet the same federal qualty and safety standards, but the natonally advertsed brand s lkely to be more famlar to the purchaser. Your doctor may, of course, have a specal reason for prescrbng one partcular brand name, but chances are the brand name drug comes more readly to hs mnd because of the advertsng done by large drug companes. Ask your doctor to prescrbe drugs by ther generc name whenever he deems t advsable. Once you've got your prescrpton, check wth two or three pharmaces to see what the cost wll be. Rerefnng plant plan BURNABY, B.C. (CP) -- Mohawk Ol Co. s plannng to buld the bggest rerefnery plant n Brtsh Cnlamba at a cost of $3 mllon to process used ol from motor vehcle crank- e a s e s. Gordon Wnter, specal projects manager of Mohawk subsdary Waste Ol Salvage Co., sad Wednesday the company wll employ about 15 persons and begn operaton next summer. Wnter sad the locaton of the plant lkely wll be determned next week, wth four suburban Vancouver stes- n Burnaby, North Vancouver, Delta and Surrey--heng consdered. He sad there should be no major problems n gettng a ste approved because lubrcatng ol, unlke gasolne, s not easly gnted. Mohawk says t s western Canada's bggest ndependent gasolne retaler, wth 250 retal outlets from B.C. to Mantoba. t also sells lubrcatng ols, tres, batteres and assocated auto products. Mohawk buys ts ol and gasolne from several of the major ol companes. Wnter sad there's a bg future market for re-refned ol n Canada. "B.C. sales of h~breatng ol are currently runnng a lttle less than 25 mllon gallons a year," he sad. "We estmate we can captore two mllon gallons of ths market wth re-refned ol. "The ol wll sell for about 15 per cent less than new ol, but ths s only an estmate as we haven't worked out our prce lst yet." New lube ol sells for $1.05 to $1.29 a quart and up. The nearest re-refnery of a scale comparable to what Mohawk plans s Hub Ol Ltd.'s plant n Calgary. "When the drty ol n your car's crankcase s rerefned, t comes out exactly the same and has the same lubrcatng qualtes as vrgn ol," sad Wnters, addng that there's a stgma aganst re-refned ol.. "Possbly because some rereflners--the back lane shops-- don't put back the addtves needed to properly lubrcate a modern hgh performance engne." There may be some doubt that re-refned ol can be trusted to do the same job as new ol, sad Wnter, t has been approved by hundreds of thousands of owners of cars, trucks and buses n Europe and elsewhere who have used re-refned ol for years. Dr. John Howard, a scentst at B.C. Research n Vancouver who has done much research on the qualtes of re.refned off, sad that lubrcatng ol never wears out. "n re-refnng--or recyclng-the sludge, carbon and drt s washed out untl you reach the basc ol stage," sad Howard. "Then you put back the addtves--the detergents and other chemcals--and you're back to an ol as good as the new ol sold at servce statons. "The addtves cost between 20 and 30 cents for each quart of ol to be re-refned," Peter Mnssalem, a techncal servces specalst for mperal Ol Ltd. n Vancouver, sad t would possbly cost about 15 per cent more for an ol company to re-refne used ol than to produce ol from a crude ol base usng exstng refneres. "The ol companes' atttude s that more use" should be made of ol, such as ncreasng tle number of mles a motorst can drve wthout changng t," sad Mossalem. "We market an ol that doesn't have to be changed for 15,000 mles, as do other ol companes." Canada ~;.~cards an estmated 70 mllon gallons of once-used motor vehcle lubrcatng ol a year--on rural roads and for heatng (t's dluted wth Bunker C fuel ol)--weat Germany re. refnes 75 pet cent of ts used lubrcatng ol and then rerefnes t several more tmes before t s ultmately dscarded. n B.C., sad Wnter, 9.3 mllon gallons of recoverable oll s wasted or used for dust suppresson or for heatng greenhouses, whle only 500,000 gallons s re-refned and used aga!n for lubrcatng purposes. "B.C, rerefnes less than one per cent and Canada as a whole less than two per cent," Wnter sad. "We're not even up to the natonal average of wastage. "n these days of energy conservaton, t's a crme to put used ol on the reads." Mohawk pcks up used ol from servce statons wthout payng for t and at no charge to the staton, At one tme companes charged servce statons to cart away ol they removed from crankcases. Waste Ol Salvage Co. has tanks n Burnaby wth a total capacty of 500,000 gallons,
