Walker dsclosed yesterday that a new method of determnng the amount o' State allocatons to the Unversty s b,eng planned a method he s "not t all happy about." Addressng the Unversty Senate, Walker explaned that the Unversty currently determnes ts annual budget by lstng the number of undergraduates and graduates and tabulatng the cost to the state for educatng them. Added to ths fgure are ncreases n salares, ncreases n prces, buldng costs, mantanence expenses and the cost of new programs nd research. "Not many people are sold on new programs or research, and we usually run nto a chop n ths category," Walker sad. "We normally end up wth grants from 50 to 85 per cent of the amount we requested," he sad. 'Would Cause Problems' The State Superntendent of Publc nstructon has employed Heald-Hobson, an an ndepdent research frm, to develop a new formula for determnng state allocatons to the Unversty. Walker sad. The presdent sad he has seen a draft of the new formula and clams "t would cause problems." The proposed method, whch s stll n the dscusson stage, would be based on a system of student credt hours, Walker explaned. The Unversty would lst the number of undergraduates and graduates and tabulate the cost to the state for the credt hours earned by the students. Under the proposed formula, the total budget fgure would nclude the amount the Unversty spends to match federal grants for agrcultural research and agrculture extenson work, and the funds for contract research. The Unversty submts ts budget for the.perod untl June 30, 1970, today n Harrsburg. Few Restrctons on Funds "Any unversty that gves money or takes money gves up tome of ts freedom," Walker sad. "We sometmes get money that has a te on t." Most grants to the Unversty have few or no restrctons on ther use though, he sad. "Last year we got S30 mllon from the federal government, and there were very few restrctons on ths money," Walker sad. The lmtatons on funds from the state are only "restrctons by ncdent," Walker sad. "We fght them off and usually get away wth t," he added. By PAT GUROSKY Report Delayed On Bookstore By DAVD NESTOR Collegan t/sg Reporter Peter Bennett, charman of the Unversty Senate bookstore commttee, sad yesterday that a full report on the commttee 's-worfc-wlhw-teady for the Senate on Nov. 1. Bennett, head of-the marketng department, told the Senate that the full commttee has not yet voted on any of the recommendatons, but that the commttee wll meet n the next two weeks when all of the fgures wll be avalable. " expect the commttee to make a very strong, very straght forward statement about the bookstore," Bennett sad. After the report s gven, the matter s out of our hands, "Bennett sad. "t s then up to the Senate to take acton. The commttee s only nvestgatve and can take no acton on ts own."' Formed Last Sprng - The commttee was formed last Sprng Term after the Undergraduate Student Government reopened the bookstore ssue. R. G. Cunnngham, then Senate charman, formed the commttee, consstng of two representatves of Presdent Erc A. Walker's offce and three faculty members. Cunnngham also asked the Graduate Student Assocaton and USG to appont two members each. The commttee met through the term and nto Summer Term, complng nformaton and facts. Bennett sad that the commttee saw ts task as one of studyng the benefts and costs of a non-commercal bookstore and of reportng to the Senate. Two subcommttees were formed for the major work of the commttee, one on cost and one on benefts. Used Many Sources The commttee, accordng to Bennett, has used a varety o sources of nformaton, ncludng a natonally known consultant, student and faculty surveys and publshed documents. Ths part of the work s fnshed, Bennett sad, but not far enough along to release any results. Bennett sad he feels that the fnal report wll contan enough nformaton.for a reasoned decson by the Senate. Ths fnal report s scheduled for the next Unversty Senate meetng, scheduled for Nov. 5. Any further acton must then come from the Senate who wll be responsble for acceptng or rejectng the proposals of the commttee. The resoluton, sponsored by D. H. Sampson, assocate professor of astronomy, was not acted upon because a majorty of the senators felt that the language of the statement was vague. Joseph Flay, professor of phlosophy, sad the measure should go to the proper commttee "to gan perspectve." Sampson urged the Senate to act on the measure because of "wdespread dsrupton by extremst groups" that he <-s : rt may occur soon. Unversty "Not Defenseless' Whle Flay agreed that there s "reason for dsrupton." he asked the Senate not to act out of fear. "The Unversty sn't defenseless. The admnstraton stll has the means to deal wth dsrupton." he sad. Sampson's moton, whch was seconded by E. C. Pollard, head of the department of bophyscs, was presented as part of the Senate's forensc busness, when Walter Walters, actng dean of the college of arts and archtecture, moved to send the moton to commttee. The moton to send the protest measure to commttee was passed by a vote of 71 to 51. n other acton, the Senate heard Thomas F. Bates, vce presdent for Unversty plannng, outlne the ams and procedures n Unversty plannng. Academc Plannng Bates sad there are no set procedures for plannng, but the process must contnually mprove wth tme. "The faculty, speakng through ts admnstratve and elected representatves, are responsble for recommendatons as to academc plans whch are opportunstc, yet sound." n other Senate acton, Galen Godbey, student representatve to the Senate's Undergraduate Student Affars Commttee, reported on the 1968 Student Encampment. Godbey sad the reacton of encampment members to Presdent Walker's keynote address was ''qu te negatve.". Walker sad n hs Encampment speech [f No Acton on Com plants that the purpose of the Unversty, as stated n the Morrll Act of 1861, was to "teach agrculture and the mechanc arts to the sons and daughters of the workng class." Walker then declared, "That was our charter and purpose n the md-1820s and t s our purpose today." Godbey sad the reacton to Walker's statements was one of "amazement, confuson and rrtaton, for the large part." Unversty 'Famly' "Why had Dr. Walker deleted two very sgnfcant phrases from the Morrll Act (one of whch s carved across the front of Old Man ") whch very defntely call for the lberal as well as the practcal educaton for the ndustral classes '?." Godbey asked. Godbey sad that the majorty of encampment partcpants who dsagreed wth Walker's remarks on the purpose of the Unversty call on hm to clarfy hs poston publcly. Godbey also questoned Walker's analogy of the Unversty wth a "famly." The Presdent clamed that the Board of Trustees, as the "father" of the Unversty, was legally responsble for the actons of the "chldren," or student populaton. "Ths partcular analogy drew rather sharp crtcsm from many of the encampment partcpants," Godbey sad. Whle no one doubted that the Board of Trustees s legally responsble for the Unversty, to cast t n the role of father s, t was felt, an unrealstc parallel. To be a father mples a great deal more than beng a legal guardan, whch would, perhaps, be more nearly the poston of the Board of Trustees." Racal Balance Needed Godbey sad the feelng of encampment partcpants was that the Unversty s not a famly, "but a free assocaton of ndvduals." Several resolutons made by the encampment wll be submtted to the Senate as legslaton later. These nclude the belef of the encampment that the Unversty should commt tself to an ntensve recrutment program of qualfed black students and that the racal mbalance of the Unversty be corrected as rapdly as possble. Another resoluton requests elmnaton of course overlap, reducton of n-class teacherstudent rato and nnovaton n teachng. Sun Tenonfs Threaten Rent Strke By ALLAN YODER Collegan TM Reporter Another town housng problem has come to a crss wth a threatened rent strke aganst the apartments of Shou-Chuan Sun, a Unversty professor. Accordng to Terry Klasky, Town ndependent Men's Councl second vce presdent, the rent strke wll go nto operaton f Sun refuses to lsten to hs tenants' complants. These complants bascally nvolve alleged hgh ernt and added costs to tenants". But Edward DCenzo (loth-lberal arts-pttsburgh), one of Sun's tenants, sad, "We have a lst of complants as long as my arm. "Not only dd he rase our rent unfarly, but he s now makng us pay for heat, and we never had to pay for that before; he's chargng us S4.00 per term just to park our cars n our own parkng lots. Cockroaches are comng out of the walls; there's a S5.00 fne f we're caught washng our car n the parkng lot; had to clean up my apartment thoroughly before could even move n. My apartment s supposed to be furnshed, but for a one bedroom, all have s one bed, one desk, one table, and one char." DCenzo sad, " want to nform other people who are n Sun's apartments that we are organzng and that we plan to try to see Dr. Sun about our grevances. We went to one of Sun's apartments across the street just to get a few general complants and the kds started to mob us, they were so anxous to let ther feelngs be known. n an attempt to gather support for the rent strke, DCenzo sad, "we appeal to all those n Sun apartments to support our efforts to brng more equtable rents and better lvng condtons." Explanng ther plan of.-acton aganst Sun, DCenzo added, "We want to form a commttee composed of ndvdual spokesmen from each Sun apartment house. Then when we get ths commttee form- ed, we ntend to attempt to negotate wth Dr. Sun about our grevances. "We wll go back to the tenants wth the results of the commttee's fndngs, and let the tenants know what Dr. Sun had to say. "f the tenants decde to wthold ther rent, then that wll, be our course of acton. n other words. gnored Clause Causes Bluebell Lease Mx-u p A dsregarded lease clause was the cause of the duplcate lease mx-up earler ths term at Bluebell Apartments, but all partes nvolved have now been placed n downtown apartments. Town. ndependent Men's second vce presdent, sad a clause n the lease stated that unless resdents told the management they would not be lvng n ther apartment agan, the lease would automatcally be renewed. But Bluebell managers overlooked ths clause n the leases of sx apartments and rented them to other partes, Klasky sad. Persons returnng around Sept. 12 fo'nd that other partes were n ther apartments, but because of the clause, the former resdents thought the apartment was stll thers. Shuffled Resdents Klasky sad Bluebell handled the stuaton by shufflng the dsplaced resdents nto other apartments that were vacant at that tme, but other resdents were due to arrve. More people got bumped out o ther apartments hs way, Klasky sad. "t was a chan reacton," he added. When TM heard about the stuaton the occupants of fve apartments were homeless. Klasky sad that the occupants of three apartments found places at Bluebell and that the others are lvng elsewhere. TM now regards the matter-as settled, he sad. n other Bluebell busness, Klasky sad that resdents should not arbtrarly sgn or gnore the addendum callng for an addtonal 10 per cent rent monthly. Advce on Addendum.. TM's advce to Bluebell resdents s to frst decde whether they can sub-let ther apartment ths summer. f they can, ther best move would probably be to not sgn the addendum and to retan ther 12-month lease. f there s a good chance that they wll not be able to sub-let, then t would be advantageous to sgn, pay the addtonal 10 per cent monthly and have a 10-month lease. " Klasky sad that wth a 10-month lease, resdents do not rsk losng three months' rent by gettng stuck wth ther apartment for the summer. The addendum that Bluebell resdents receved was a sngle copy of an unsgned form. Klasky sad a sgnature by the management s not necessary, and that t s typcal, but not llegal, for Bluebell to ssue just one copy. Other landlords n State College offer 10-month leases to ther lessees and demand as hgh as 15 per cent addtonal monthly payment. These frms always gve ther lessees an opton of acceptng a 10- or 12-month lease, but Bluebell offered no choce n ts addendum. The consequences of a rent strke must be clear to all students, accordng to Klasky. After speakng to TM's lawyer, Klasky sad, "The Sun tenants can put ther rent money n escrow and t can be held by anyone, by TM, a justce of the peace, or a lawyer. But the students must know that f they' do ths Sun can evct them, he can sue them for any rent that s due hm or he can enter the tenant's apartment and confscate the student's valuables. "f the rent strke can be avoded, would lke to see t avoded. t s there as an ultmate weapon. f we do use t,.the students must remember that by wtholdng rent they wll have to face the consequences." Apparently the students are wllng to face the consequences. John Matheu, a tenant n one of Sun's apartments, commented: " support ths movement completely. feel Dr. Sun has set a bad example for a professor. A man who s supposed to be dedcated to students n the classroom should also be dedcated to the student when he s off campus." Sun s a professor of mneral preparaton at the Unversty. The Vce Presdent has been tralng Rchard Nxon snce before the Democratc' Conventon, and wth only fve weeks untl the electon, the outlook s no brghter for Happy Hube. n fact, Humphrey has been losng ground. The latest CBS poll shows Nxon easly wnnng, wth even George Wallace drawng more electoral votes than Humphrey. So t was not too surprsng Monday to hear the Vce Presdent pledge to stop the bombng of North Vetnam f Hano showed "evdence" of a wllngness to de-escalate the war. ' Humphrey's move may partally ccomplsh ts purpose, to brng back lome dssdent Democrats lo the Vce Presdent's sde. But, t wll undoubttdly fall far short of corrallng enough sf the former supporters of Eugene McCarthy and the late Robert Kenaedy. Far too many of them wll reman aloof from next month's electon [or the Vce Presdent to wn. Humphrey's belated ' move away from the Lyndon Johnson hard lne s»s feeble as t s desperate. The, condtons, wth the key word "evdence," vary only slghtly from the often repeated Johnson promses. Only yesterday, Hano rejected Humphrey's offer, and agan called for an uncondtonal bomb halt. Humphrey's offer falls far short of promsng a bomb halt and a qucker snd to the war, as some have nterpreted t. t does not move hm away from the long Johnson shadow over Vetnam, as some Humphrey ades happly chortled. A close examnaton of Hum- phrey's wordng dscloses the same ambguty for whch LBJ s notorous. Humphrey's terms' are totally unsatsfactory to those who had hoped he would make a clean break wth the Admnstraton's war polcy. To merely promse "ths f that" s not enough. What makes Humphrey's promse less appealng s that t was made n the desperaton of a flounderng campagn. t was almost as f Humphrey loathed lo move the slghtest dstance from the Johnson poston, but found t necessary to avod beng bured beneath both Nxon and Wallace. And when he dd move, t "was only a token gesture n the fnest tradton of poltcal pussyfoolng. Even Humphrey admts that hs campagn s n serous trouble. n the same speech n whch he offered, a bomb halt he sad, " want to tell you very frankly that f the electon were held today we wouldn't have a chance." Regardless of Humphrey's lastmnute herocs, we feel he stll has lttle chance. Hs peace gestures are too lttle and too late.
