Summary The Samajwadi Party government in Uttar Pradesh is so much worried about the growing popularity of the BJP in the state before 2017 Assembly elections that it started secretly aligning with Naxals. Earlier Mahagathbandhan in Bihar also took indirect help of Naxals to wrest power. Newspapers discussed the matter that the Congress took the help of Naxals to defeat the BJP in Chhattisgarh and Mamata Banerjee took the help of Naxals in West Bengal to force the Left Front to bite dust. There was a sharp reaction across the country on statement made by film actor Aamir Khan on intolerance. Social media was abuzz on this. As far as Urdu media was concerned, they got a new tool to curse the Modi government and the BJP. One of the important Muslim organizations of the country Jamate Islami has intensified its attempt to capture Islamic politics in the country. Welfare Party of India -- the political outfit established by the Jamate Islami announced fielding candidates in assembly elections in three states. It has also intensified its attempt to capture All India Muslim Majlis Mushawarat once again. Earlier Jamate Islami was forced to bite dust in the matter of Muslim Personal Law Board and command of this organization had gone to an old Congressman Syed Mohammad Wali Rahmani. As per the newspapers as far as West Asia was concerned cold war in the royal family of Saudi Arabia is getting bitter by the day. Pressure is being built on the present ruler Shah Salman bin Abdul Aziz to relinquish the throne. The name of prince Ahman bin Abdul Aziz for the future king is doing rounds. Tension between the Army and civil administration is increasing by the day. Pakistan Prime Minister Nawaj Sharif and Army chief General Raheel Sharif are having bitter relations. News reports are doing rounds that how many days Nawaz Sharif is going to continue more. India Policy Foundation December 1-15,

NATIONAL I Attempt to forge alliance with Naxals to win elections According to Chauthi Dunia (November 30), the secret alliance that was made during Bihar Assembly elections to get votes by vowing Naxals in their favour especially in the Naxal affected areas, it might also be given a try in Uttar Pradesh. Political parties with ultra Left ideology -- Naxalism -- are opposed to the BJP therefore with their help attempts were being made to stop the BJP coming to power. Maoists announced boycotting Bihar Assembly elections but Mahagathbandhan managed them. Leaders of Mahagathbandhan will not openly accept aligning with Naxals but after Bihar elections Naxal leaders from Andhra Pradesh Govind Yadav provided lots of information to intelligence sleuths. Mamata Banerjee used support of Maoists in West Bengal elections to win however Nitish proved to be more diplomatic. Now, the non-bjp political parties are vowing Naxals for Uttar Pradesh elections. This is the reason that a new strategy of surrendering Naxals and their rehabilitation is being made. Under this new policy, surrendered Naxals would be kept in rehabilitation camps and would be given vocational training for three years. They will also be given stipend to the tune of Rs 4,000 per month and the entire expanse will be borne by the central government while beneficiary will be UP. The Uttar Pradesh government sought detailed report from the intelligence department. According to the intelligence reports, Naxal activities are on the rise in districts like Chandauli and Sonbhadra besides bordering areas of Nepal. After the Modi government came to power, it intensified operations against Naxals infuriating them who are always against the BJP. There is open porous border between Uttar Pradesh (India) and Nepal so it is very easy for Maoists of Nepal to cross over to train people and supply arms and ammunitions. Several Naxal leaders have been arrested in Uttar Pradesh that included Kamlesh Choudhary and Krishna. Naxals are spreading their tentacles very fast in Uttarakhand, Uttar Pradesh, Delhi and Haryana. Over two dozen Naxal organizations are active in this region. STF recently arrested a Naxal leader called Charnic Das who accepted that Naxal network is getting ready in Meerut, Muzaffarnagar and Greater Noida. So the Samajwadi Party wants to use them against the BJP and the BSP in the next Assembly elections. II Now intolerance tune by Aamir Khan Hindustan Express on November 25 wrote an editorial that there was a trending in social media over the controversial statement made by Aamir Khan. He recently said that he was worried over the prevailing situation in the country. He said that even his wife expressed her concern if they stay in India. He is being targeted for this statement but a big number of people also joined him to support. India Policy Foundation December 1-15,

Statement of Aamir has also caused political ripple when Delhi CM Arvind Kejriwal tweeted that every word of Aamir is true but on the other side Anupam Kher who had worked with him in several films criticized him severely. Kher even organized a March in support of the Modi government when he said that making environment about so-called growing intolerance by artists, literature and other eminent people was actually a conspiracy to defame the Modi government. The newspaper said that one more actor Shah Rukh Khan expressed concern over growing intolerance earlier than Aamir. BJP leaders declared him agent of Pakistan in response to his statement. BJP leader Shahnawaz Hussain also jumped into the ring and said that Aamir Khan was not making such statement because he was afraid of anything rather to frighten other people. Such statements are not going to help the country in any manner. I am travelling across the country but I did not find intolerance anywhere. The country has given everything to Aamir Khan. I just want to ask Aamir that who had tutored him. No country like India is in the world. Shahnawaz also attacked the Congress on this occasion that the party responsible for hundreds of riots must not tell us definition of tolerance and intolerance. The newspaper said that this was the example of growing intolerance that artists, literature, historians and poets were not able to express themselves freely. When they want to say something they are called Pakistani agent or Congress agent. Anger of the BJP against Aamir is not natural when an actor tries to state the truth to the government its supporters attack him. People who claim that there is no communal tension must be asked if it is tolerance that Aamir Khan was asked if his wife wants to stay with Taliban. Unbridled comment against Aamir was such that he was given a place in list of people having black money. BJP general secretary Kailash Vijayvargiya had gone to the extent of saying that people having black money stashed abroad are planning to leave India in the guise of intolerance. The meaning is clear that even if you are disliking things and even your life is threatened during the Modi regime better keep quite. Only then you could be termed loyal to the nation. The moment you open your mouth heaven will break loose. You will be termed agent of Pakistan and might be asked to live with Taliban. Aamir and Shah Rukh Khan are the best examples. If wife of Aamir Khan expressed concern over prevailing condition in the country and Aamir made it public then what was wrong in it? Is intolerance not being spread in the country? Be it Vijayvargiya or Sakshi Mahraj, they want to snatch freedom of expression and want people to welcome every government decision. Are not we a democratic society where such things can be tolerated? This is the reason that when right to Freedom of Expression is suppressed then it is opposed. There is nothing wrong in it. Roznama Rashtriya Sahara on November 25 denounced in its editorial that statements made by artists against intolerance other than Aamir Khan or Shahrukh Khan had political overtone. The newspaper said that these statements were made by educated thinkers and justice loving people who have got nothing to do with any political party. The newspaper expressed astonishment by saying that statements of Shah Rukh and Aamir were being looked upon by narrow mind approach and they were suggested to go to Pakistan for being Muslims. Similar protest was made by several non-muslim thinkers but no one suggested them to go to Pakistan. Isn't it partiality? Condition of the country is not confined to thinkers, intellectuals and literary people only but President and vice president also expressed concern on these issues and the PM nodded President's opinion. It is important in such a situation to understand the pain of Aamir through his statement. It is also important to understand that if a section of people in the country is feeling inferior and unsafe, the society moves towards decline, India Policy Foundation December 1-15,

development stops and peace is broken. Advantage of the situation was taken by anti-national elements. Therefore it is important that the government and different political parties must take it seriously to stop it. According to Hamara Samaj (November 27), Syed Mujahid Hasan criticized to the fact that when Aamir spoke the truth that now he was actually afraid in this country, communal elements started spitting venom against him. Leader of Shiv Sena Ramdas Kadam called Aamir Khan, Shah Rukh Khan and Dilip Kumar as snakes. He suggested Aamir to go to Pakistan if he is threatened in India. Editor of the newspaper asked that why there is anger against the Modi government. Why people are returning their award and the government is targeting Aamir instead of focusing on the real issue. However, everyone in the country has been permitted by the constitution to express his opinion. According to Roznama Rashtriya Sahara (November 28), president of Nationalist Congress Party Sharad Pawar supported the statement of Aamir Khan and said that people suggesting Aamir to leave the country must understand that this country is not anyone's ancestral fiefdom. Mulayam Singh Yadav also supported Aamir by saying that everyone in the country has right to Freedom of Expression. According to Roznama Rashtriya Sahara (November 26), statement made by Aamir Khan on growing communalism and intolerance in the country was made mountain out of a molehill. Congress vice president Rahul Gandhi also said criticizing the PM that he did not have any right to say anyone antinational. The government must try to understand that what is the problem of Aamir Khan? Senior leader of Samajwadi Party Shiv Pal Singh Yadav said that if Aamir Khan was feeling threatened he could come to UP and here he would be given complete security while Shiv Sena said that people who don't accept India as their own country they should not talk about patriotism and Satyamev Jayate. The newspaper said that the way intolerance was growing in the country that was a danger to the country. The newspaper criticized PM Narendra Modi by saying that he was not worried about the country going in the which direction and what is happening to India rather he was busy in his own foreign trips. He is not worried that onion, pulses and oil prices have increased three times more. Tariq Anwar said targeting Shahnawaz Hussain that he was telling lie to keep his masters in good humor. This must be told us that what was the reason that thinkers, writers and artists were returning their award. Crisis in the country cannot be overlooked. Inquilab on November 26 wrote in its editorial that no one in this country had the right to order Muslims to leave this country. Muslims are living in this country willingly and they are such people who had refused to go to Pakistan. Muslims never tried to destroy the culture and civilization of this country rather they built beautiful monuments that people from across the country visit. After 1980 such people raised their heads who had claimed that this is their country only. Ever since the Modi government came to power in Delhi communal forces had gone out of control and unleashed campaign for ghar wapsi, beef eating and love Jihad. Due to this reason intolerance is growing and communalism is increasing. Situation has increased thus far that Hindu wife of Aamir Khan Kiran Rao is feeling unsafe in this country. India Policy Foundation December 1-15,

Sahafat on November 26 wrote in its editorial that Aamir Khan is children of Maulana Azad and he too is threatened in this country. It was Maulana Azad who had brought freedom to this country. Siyasat on November 27 supported the statement of Aamir Khan and wrote in its editorial that only such people were criticizing him who was not ready to accept the fact that there was intolerance in the country. The newspaper said that Aamir Khan was the only film personality whose seriousness and national integrity cannot be doubted. He keeps a close watch on problems of people and the country and tries to look for its solution. Who does not know about his programme Satyamev Jayate on TV? In such a situation if Aamir Khan expresses concern over growing communalism in the country it must be taken seriously. According to Urdu Times (November 27), West Bengal chief minister Mamata Banerjee openly supported Shah Rukh Khan and Aamir Khan. She said that whatever promises were made to the Muslims they were fulfilled. Muslims are given reservation, Urdu was given second state language status and over 8 lakh students were given scholarship. Campaign is on to give more representation to Muslims in government jobs. The chief minister said that Shah Rukh Khan and Aamir Khan are patriots. People calling him agents of Pakistan are actually enemy of the country and they want to break this country. Dainik Munsif on November 26 warned the government that if such communalism was not stopped unity of the country would be in danger. The newspaper said that everyone criticizing the government could not be termed as agent of the opposition to shut his mouth. Whenever a person targets the government the BJP and its affiliate organizations hound that person and the person become antinational. Allegations are leveled against him. Protests are organized against him and he is threatened to be killed. What kind of democracy is this? There is no freedom of expression. Is not it in this country a person cannot express his fear? Don't people have freedom to speak? Plurality is in danger. Taking to street against the people speaking against the government and setting effigy on fire is not solution to the problem. This will further deteriorate the condition. This is harmful for the government. Image of the country in the world is taking a beating. III Faceoff between students and Deoband administration According to Hamara Samaj (November 18), students of the biggest educational centre of Islam Darul Uloom, Deoband protested against administration. It is said that when meeting of Majlis-e-Shoora the administrative unit of Darul Uloom, Deoband took place students protested. Recently there had been several incidents of fire breaking out at several paces in Darul Uloom for that students were allegedly made responsible. Posters were put up in the entire area with serious allegations against the administration. It is alleged that students are forced to get up for morning namaj if they don't get up they are beaten up. Poor quality of food is served. Students are served stale bread and when complain India Policy Foundation December 1-15,

wad made to the management, no heed was paid to it. Students alleged corruption charges on management and threatened that if condition did not improve unrest would become dangerous. On the other hand chief of Darul Uloom, Deoband Abdul Qasim Nomani issued a press statement denying student unrest. He alleged that posters across the city have got nothing to do with students rather a gang was deliberately trying to close it. He claimed that mischievous elements were being looked upon. IV Conspiracy to form Muslim-Dalit forum According to Roznama Rashtriya Sahara (November 30), members of All India Muslim Personal Law Board Maulana Salman Nadvi appealed to all minority community people to strengthen themselves by joining hands with Dalits to give a new turn to politics. He said that Brahmin lobby was harassing 85 per cent population of the country in the guise of the RSS, Shiv Sena, Vishwa Hindu Parishad and Bajrang Dal. He said that it was important to counter Brahmanism by uniting Dalits, backwards and Muslims on one platform. So they can destroy dreams of Hindutva forces. He alleged that Congress was responsible for the present condition of the country. Both the Congress and the RSS are the flipside of the same coin. He said that Muslims were targeted after the independence and over 20 thousand riots have taken place in the country so far. He alleged that Narendra Modi failed to control his own people and this was the reason that there was unrest and suspicion in the country. He demanded reservation to Muslims in proportion to their population. He requested Muslims to join hands with Dalits and backwards forgetting their differences. They support such political outfit that could wrest power. He said that participation of Muslims was necessary in every state government for that Muslims need support of Dalits and Backward. He said 15 per cent population of upper caste are making slave to 85 per cent population of the country. He appealed to Muslims to capture power in the country with the help of Dalits and backwards. V Jamate Islami trying to spread its tentacles in Muslim politics Jamate Islami is trying hard to capture an important organization All India Muslim Majlis Mushawarat. A front of 15 Islamic organizations was made by Jamate Islami in 1964 but 13 years ago this was disintegrated and two Mushawarat were formed. But later on attempts were made to unite both the groups. President of the Mushawarat will be elected very soon. Earlier Jamate Islami India Policy Foundation December 1-15,

constituted a political organization called Welfare Party of India and attempts were being made to include Dalits, Christians, Budhdhists and Jains. After the success of Mahagathbandhan in Bihar, Jamate Islami decided to field Welfare Party in the elections. Hamara Samaj on November 27 reported that activities of All India Muslim Majlis Mushawarat intensified. Jamate Islami is trying its best to capture power over this organization. Current president made members in huge number after getting elected to the post on which fingers were raised. At the moment three candidates are in the fray. Interesting thing is that Jamat had strained relation whom it decided to support. Three contestants included former Rajya Sabha MP Mohammad Adeeb, former police official Manjoor Ahmed and Naved Hamid. Jamate Islami started placing its pawn to capture AIMMM. Mohammad Adeeb played an important role in making an appeal that Narendra Modi must be denied US visa when he was Gujarat CM. Manjoor Ahmed belongs to Lucknow and is old police official while Naved Hamid is also active among Muslims. Present president of Mushawarat Dr Zafar Islam is also very active. Out of 158 members of Mushawarat three dozen are from Jamate Islami. As a forum of Muslim organization, Mushawarat was started on August 8, 1964 in Lucknow and Dr Syed Mehmood was its first president who was a Union minister. Chief of Jamate Islami Maulana Abbulais Silahi, former chief Maulana Mohammad Yusuf and editor of Jamate Islami mouthpiece Mohammad Muslim and editor of Radiant Weekly Mohammad Yusuf Siddiqui. Later on Dr Manjoor Mohammad Ahmed along with Kazi Mujahid Islam formed a new Mushawarat. Alam was supported by Maulana Ali Miyan of Nadwa and president of Muslim League Sulaiman Seth. This was the time when chief of Jamate Islami Maulana Sirazul Hasan opposed Dr Mehmod Aalam for this post and his relations with Jamate Islami became bitter. Jamate Islami is trying to keep its dominance over the organization intact so it is supporting a former police official Manjoor Ahmed. Manjoor Ahmed belongs to Saran district of Bihar and is a retired IPS official. He was OSD of Jamia Milia Islamia and during this time around Milli Council general secretary was made vice president of Institute of Objective Studies. It appears that attempt is being made to unite Milli Council and Mushawarat. Dainik Sahafat on November 29 reported a news item on the front page with the headline ''Attempt to hijack Mushawarat by Jamate Islami''. The newspaper reported that activities of election of Mushawarat were in full swing meanwhile secretary of Mushawarat Rashid Sherwani was forced to resign. The way development is taking place Muslims across the country are facing problem. The newspaper reported that recently golden jubilee of Mushawarat was celebrated and the celebration was dominated by Jamate Islami and members of Mushawarat were ignored. People who had lost last elections were accommodated in executive and Muzitaba Farook was made executive president while current president of the organization Zafrul Islam instructed Syed Shahabuddeen by sending him a letter that he must vacate his room in the office of Mushawarat. Besides that allegations and counterallegation also intensified. The newspaper alleged that Jamate Islami wanted to control it without coming to fore and wanted to make its own president, however, the report was denied by Jamate Islami when it came to media. Some responsible official bearers alleged Jamate Islami for interfering. The newspaper also alleged voters list was changed after elections were declared and several new names were included in the voters list. India Policy Foundation December 1-15,

Background: Jamate Islami has been claiming from the beginning that it is a religious and cultural organization but it has been indirectly trying to control Muslim politics. Muslim Muttahida Mahaz was formed in 1960 in which 11 organizations were included. Its president was made Atiqurahman but the experiment failed. In 1964 Jamate Islami formed a new front of 14 Muslim organizations as All India Muslim Majlis Mushawarat. Its first president was made former Union minister Syed Mahmood after his death command had gone to Atiqurahman. Zafarullah became its president after the death of Atiqurahman. It was divided in the year 2000 and command of one group was taken over by Maulana Salim Qasmi and parallel organization was led by Syed Shahabuddin. Both the groups leveled allegations against each other and both groups appealed to vote for its candidates in the Lok Sabha elections but failed. Attempt to unite both the group started in July 2013 and Zafrul Islam was made president of the united Mushawarat. It is said that this organization had gone out of control of Jamate Islami now once again it was trying to get control over it. VI Pakistan spreading spy network in the name of Muslim Mahasammelan National investigation agencies have unearthed a spy network and arrested 8 people associated with it. They included 3 army soldiers and 1 BSF hawildar. Leader of this gang Kifayatullah was arrested by NIA from Delhi who was going to Bhopal to attend Muslim Mahasammelan. According to Hindi newspaper Dainik Jagran (November 30), he accepted being a Pakistani spy after interrogation. He was instructed by his Pakistani masters to participate in the Mahasammelan to look for some more people. Kifayatullah belongs to Rajori. This is to recall that 18 such big Muslim Mahasammelan have already been organized by Tablighi Jamaat in which over three crore people participated. With the arrest of Kifayatullah the game plane of Pakistan stand exposed once again. According to Siyasat (November 20), Tablighi Jamaat in Hyderabad organized three-day long gathering in which over 5 lakh people participated. The Telangana government also supported it and water of Krishna River was turned towards this gathering at the government expanse. Deputy CM of Telangana Mohammad Mahmood Ali took special interest in it and 300 acres of land was arranged for it. Over 5000 police officials were put on duty. Tablighi Jamaat was established in 1927 in Mao region of Haryana and its headquarters is in Delhi and it has 80 branches across the world. New reports did not mention that how much money was spent on it. Deputy CM said that purpose of this Mahasammelan was to spread Islam and make people true Muslims. According to Hindustan Express (December 2), in a four-day Muslim Mahasammelan over 16 lakh Muslims participated. This included teams from 32 countries. This Mahasammelan was organized by Tablighi Jamat but they did not provide any information about money spent on it. India Policy Foundation December 1-15,

VII Jamiat Ulama and Azam Khan at loggerheads According to Inquilab (November 20), minister in Uttar Pradesh government Azam Khan and Jamiat Ulama general secretary Mehmood Madni were at loggerheads. Azam Khan called Paris incident a reaction to the past actions which was criticized by Madani by saying that there was no scope of reaction in Islam which harms Islam and humanity. Azam suggested Madani that he was a cleric so he must read religious tests. Azam Khan ridiculed him by asking who Madani the same person who had contested on Congress ticket and got 137 votes. Madani retorted that he knew Quran and recited it every day and talked in the light of Quran. Killing any innocent person and causing riots was killing humanity. He said that he was thankful to Azam for suggesting him to read Quran. Commenting on Azam Khan Syed Ahmed Bukhari said that Muslims might accept everything but not humiliation of its clerics. Azam Khan must remain in his limits and Samajwadi Party must rein in him else he should be ready for electoral losses. Jamiat Ulama has been working for the community and it had also fought for the freedom struggle. On one hand Islam is being defamed by its enemies on the other hand black sheep within the Islam are trying to harm Muslims. He warned SP once again else 2017 election might cost him very dear. India Policy Foundation December 1-15,

West Asia I Cold war in the royal family of Saudi Arabia Weekly Nai Dunia on November 9 exposed that anger against king of Saudi Arabia Salman Bin Abdul Aziz was growing fast and there was a possibility that he was forced to resign. If this does not happen civil war might take place in Saudi Arabia to capture power. A senior prince said that accidents during Haj and war in Yemen had shaken his position. The newspaper claimed that out of 11 brothers of Shah Salman 8 wanted to remove him who got support of religious leaders. Newspaper claimed that if Salman was dethroned Ahmad bin Abdul Aziz would become the king who was Home Minister for 40 years and he was more progressive. Royal family is opposed to war against Yemen. This decision was taken by the King in haste and due to his growing opposition. Opponents are saying the King also failed managing Haj pilgrimage arrangements. This is to recall that immediately after taking over reigns Shah Salman removed several opponents from important positions. Now they are looking to take revenge. Oil prices have come down after he took over so the economy is in shambles and unemployment is increasing. Earlier also Kind had to relinquish his post due to rebellion and in 1964 such thing happened against Shah Saud. It is speculated that like Shah Saud, the present King might shift to any foreign country after leaving the throne. If he relinquishes the throne, Prince Ahmed is expected to be the new King. Cold war between army and civil administration is continuing from very long. It is very difficult for Saudi Arab to sustain war with Yemen looking at the economic condition of the country. International Monetary Fund warned Saudi Arabia to take austerity measures. If this does not happen the country might become bankrupt. Since Saudi Arabia failed to give security so he came to Saudi Arabia and the country jumped into the war. Prince Ahmed is expected to become king who was governor of Mecca. Ahmed wants political reform and is in favour of giving freedom of expression. He also wants to reform present judicial system. He suggested releasing such prisoner who were not lodged in jails for terror charges. II Burqa banned in Africa Dawat on November 25 reported that African nation Senegal decided to ban Burqa. Home minister of Senegal Abdul Yahi said that women in the country would not be allowed to wear such burqa in which only eyes were visible. Banning burqa is in national interest. Now terrorists would not be able to attack hiding in burqa. Senegal has 92 per cent Muslim population but no terror incident took place there but it has threat from terrorist organization Boko Haram that is active in Nigeria. Earlier two other African countries Chad and Cameroon banned burqa. India Policy Foundation December 1-15,

III Iran buys plane from Britain Hindustan Express on November 7 reported that though Iran did not have diplomatic relations with Britain still Iran bought transport plane from Britain on which arms and ammunition were transported for president of Syria Bashar al Assad. When these planes were bought, the US had imposed sanctions on Iran that prominently included banning oil export and stopping all supply to Iran. Still Britain provided planes to Iran. The US expressed its displeasure over it. According to the newspaper, Mahaiyana Airlines bought these planes. It has also been reported that these airplanes are supplying arm and ammunition to Iraq, Syria and Lebanon. IV Retrenchment of laborers in Saudi Arabia According to Inquilab (November 27), the biggest producing company of Saudi Arabia Bin Laden Group decided to retrench around 15 thousand people. According to Saudi Arabia TV channel, the number of employees of this company is around 2 lakhs. Company is closing down its operation in Arabic nations. It recently got a contract of billions of dollars to build an Airport in Jeddah and focusing its attention towards it. This is to recall that Saudi Arabia government instructed all companies to employ people of Arabic origin instead of foreigners. So people of foreign origin are being retrenched. Saudi Arabia government decided not to give any new contract to Bin Laden Group after the accident in Kaba in which 107 people were killed. Its directors were banned to go out of country. The government held its engineers responsible for accident. V Photography banned in schools According to Inquilab (November 27), education minister of Saudi Arabia banned clicking photographs and shooting videos. This ban was applicable on teachers, managements, guardians and students. But photographs could be clicked with special permission of Saudi Arabia government on the school camera. A circular issued by the government tells that this ban is for all government and private schools. Earlier the government banned clicking picture on mobile. Schools will have to take permission from the government for clicking pictures of school function. Any picture is un-islamic. India Policy Foundation December 1-15,

VI 24 thousand rebels killed in Yemen According to Inquilab (November 20), at least 24 thousand Habbasi rebels have been killed by joint operation in Yemen. As per newspaper Sidajarat Madas, in 200 days campaign 24 thousand rebels were killed and 50 thousand injured. Around 3000 Habbasi rebels have been arrested. Saudi Arab's bombardment in different cities of Yemen is continuing. On the other hand Habbasi claimed that they killed several thousand people by attacking Saudi Arabia. VII Tahriq-e-Islami banned According to Hindustan Express (November 19), Israel banned a Muslim organization Thariq-e- Islami. As per the government sources this group was inciting violence among people. As per the police, there are 17 groups associated with it and during the search huge cash, computer and documents were recovered from them. This group has its influence in north Israel. Chief of Tahriq e Islami Raud Sala criticized the government decision and said that the government was deliberately suppressing Muslim organization. He said that his organization provided educational and religious facilities to Israeli Arabs but the government was claiming that this organization was propagating that Israel was trying to capture Al Qasa mosque which was a sacred place of Muslims. India Policy Foundation December 1-15,

World I Confrontation between Pakistani Army and civil administration According to Hindustan Express (November 17), tension between the Army and civil administration is growing. As per Dawn, it was alleged in the meeting of Core Commando that civil administration was not paying any heed to the National Action Plan prepared by the Army. On the other hand a press release issued from the PM house claimed that implementing National Action Plan within the legal framework was the responsibility of every national institution. A senior official of Muslim League (Nawaz) claimed that Prime Minister Nawaz Sharif had objection over Army chief visiting different countries. This official said that the PM did not like Army chief's visit to the US and Saudi Arabia. The Army chief knows it very well that Nawaz Sharif has very good relations with royal family of Saudi Arabia. Visits of the PM and Army chiefs don't matter but in Pakistan Army has important role in deciding defense and foreign policy. Information minister of Pakistan Pervez Rashid denied any differences between the PM and Army chief. He said that Pakistan was fighting a war against terrorism and since the US and Afghanistan were both involved in it so it was necessary for the Army chief to visit these places. Senior leaders of Muslim League also said that Army is not happy with the liberal approach towards opposition Muttahida Qaumi Movement. Several MQM leaders were arrested in Karachi and they openly targeted Army but instead of government supporting Army action constituted a committee after that MQM MPs and MLAs withdrew their resignation. Action against corrupt people is also causing tension Army and civil administration. The government failed to provide any evidence against the matter of currency smuggling by model Ayesha Ali. It is alleged that the government is deliberately doing all this. II Anti-Muslim wave in Britain According to Inquilab (November 24), hatred against Muslims in the western countries increased after terrorist attack in French capital Paris. Attack against Muslims increased three fold in Britain. Over 100 incidents of attack on Muslims took place in Britain and Muslims were finding themselves insecure. Recently two American citizens were attacked for speaking in Arabic. Burqa clad women are becoming target. Most of the Muslim women or girls attacked were in Islamic robe. Where ever burqa clad women are scene they are called terrorists. Several mosques have been ransacked and Muslims are India Policy Foundation December 1-15,

feeling unsafe in Europe. The newspaper alleged that media and leaders have important role in spreading Islam phobia. People in the government are racists and hate Muslims. Hindustan Express on November 24 expressed concern in its editorial over growing hatred against Muslims in Europe and the US and emphasized that there was a need to run campaign against terrorism. III Death sentence for Jamate Islami leaders According to Sahafat (November 23), two important leaders of Jamate Islami have been given death sentence. Ali Ehsan Mohammad and Salauddin Qadir Choudhary were hanged In Dhaka jail. They were given death sentence by the court for siding Pakistan during 1971 Bangladesh Mukti Abhiyan. According to Roznama Rashtriya Sahara (November 24), Pakistan protested against hanging of these two leaders. Bangladesh based high commissioner of Pakistan Suja Aalam expressed displeasure to the foreign ministry. Ambassador of Pakistan said that there was tripartite treaty in which it was assured that no one opposing freedom struggle would be targeted. But Bangladesh government was not following the treaty. On the other hand spokesperson of Bangladesh government said that people hanged were found guilty by the court. This is internal matter of Bangladesh and Pakistan does not have any right to interfere into it. According to Hindustan Express (November 24), Jamate Islami e Hind also criticized Bangladesh government for hanging both these leaders. Chief of Jamate Islami Syed Jalaluddin Umri called it murder of justice. He alleged that prime minister of Bangladesh was revengeful. As per Dainik Munsif (November 19), people who were hanged included 67-year-old Ali Hasan Mohammad. He was the second senior-most leader of Jamate Islami in Bangladesh while 66-year-old Choudhary Qadir was the leader of opposition belonging to Bangladesh Nationalist Party led by Begum Khalida Zia. Over a dozen of Opposition leaders were hanged for supporting Pakistan. Violent protest took place protesting these hanging in which over 500 people were also killed. Big police arrangement was made in view of possible violence against hanging of these two leaders. According to Inquilab (November 25), Aasma Jahangir -- Human Right worker of Pakistan -- alleged the Pakistan government for adopting double standards. She said that on one hand Home Minister of Pakistan Choudhary Nisar was opposing hanging of Jamate Islami leaders on the other indiscriminate hanging was taking place in Pakistan. Pakistan did not protest hanging of several Pakistani in Saudi Arabia. India Policy Foundation December 1-15,

IV Fine for donning veil According to Roznama Rashtriya Sahara (November 28), Switzerland banned Muslim women wearing burqa and veil. This decision was taken after a voting was conducted on this issue in which two third people supported banning burqa. This will be applicable on foreign tourists as well. There was a fine up to 50 Euro if anyone was found wearing burqa in France. Dainik Sahafat reported on November 26 that the Switzerland government banned burqa at hotels, restaurant and market places and Rs 6 lakh file would be imposed on anyone found wearing burqa. V Demand for implementing Islamic law in Pakistan Siyasat reported on November 14 that a controversial Islamic cleric demanded in a public meeting in Islamabad that Islamic law must be implemented in Pakistan. Maulvi known as Abdul Aziz is very popular in Pakistan and his headquarters is at Lal Mosque. In 2007, President Pervez Musharraf ordered raid in this mosque in which Abdul Aziz the younger brother of Abdul Aziz was killed along with 100 others. Aziz was arrested and prosecuted but was released by the court. VI Muslim political party formed in Australia According to Roznama Rashtriya Sahara (November 18), recently Muslims have formed a political party in Australia which would contest elections. Formation of this party was announced in Sydney by Daya Mohammad. The name of the party is Australian Muslim Party. Daya Mohammad is a business and wants to remove all misconception about Islam. 19 VII Christian state declared According to Akhbar Mashriq (November 30), a new terrorist organization suddenly cropped announcing to annihilate Muslims from the world. According to the Arabic newspaper Al Hayat, main leader of Belgium Jamal Habbasheesh said that he was getting threat calls from a secret Christian organization. They are saying that time has come to target Muslims, their mosques and business hubs. This threat was given by an organization called Daulat Massi. It said that revenge would be taken to what had happened in Paris. Muslim leaders expressed concern over this threat. Muslim leaders appealed to investigate about this terrorist organization. VIII French Muslims being ostracized According to Munsif (November 27), ostracization of Muslims in France increased. Christian students refused to sit along with Muslims in the class. Shopkeepers are refusing to sell goods to Muslims. A newspaper in Morocco Al Mashriq disclosed that Muslims were being targeted and Christian students were boycotting them. Only in Paris 48 complaints have been received so far. An organization keeping a watch on Islamic phobia's director Abdullah Zakaria said that French people held Muslims responsible for Paris attack therefore they started boycotting Muslims without prior announcement. Imam of 12 mosques of France complained that people coming to offer namaj were being beaten up. Posters are put up outside houses of Muslims asking them to leave France. Some burqa clad women were attacked and their burqa were torn. Some stores refused to give goods to Muslim customers. It is written at several places that Muslims must be killed. A Muslim family in Nees was attacked and children and old parents were beaten up. French newspaper Le Monde confirmed that extremists were attacking Muslim houses and mosques. Petrol bomb was hurled at mosques while pig was thrown inside a mosque. Several school management emphasized that Muslim must withdraw their children from schools. According to Dainik Etemaad (November 25), Muslims living in France complained that they were being treated like terrorists. There were around 60 lakh Muslims in France. India Policy Foundation December 1-15,

OTHERS I Amir Shariat appointed Inquilab on November 30 reported that Maulana Syed Mohammad Wali Rahmani has been appointed 7th Amir of Adara Imarat Shariah Bihar, Orissa and Jharkhand after a meeting. Maulana said that people in this country had the freedom to follow their faith. There are Sikhs, Christians and Mahadalits who are also very weak. Maulana Rahmani appealed Muslims to participate in programmes of the welfare of Muslims. He expressed satisfaction that there was victory of secularism in recent elections of Bihar. Earlier Mohammad Mateen said that the government was attacking life and faith of Muslims. Over 900 maulana present there supported the name of Rahmani for Aamir. Secretary of Imarat Shariah Maulana Anisurahman Qasmi said that first Imarat e Shariah was elected Maulana Syed Badruddin Qadri. Comment: Imarat Shariah, Bihar, Odisha, West Bengal and Assam is the highest body of Muslims that takes decision for them. The new Aamir was elected by 851 representatives who belong to Bihar. He is chief of mausoleum Rahmania of Munger. His grandfather Maulana Mohammad Ali Mungeri was an important leader and his father Maulana Millatullah Rahmani had been Aamir-e-Shariat. He got education from Jamia Rahmania, Darul Uloom, Nadva and Darul Uloom, Deoband. He was elected to Legislative Council on Congress ticket in He was deputy speaker of Legislative Council. He ran a campaign Save Madarsa in He also led a campaign against driving out Bangladeshi Infiltrators in India. More than 8 lakh people have converted to Islam due to his efforts. He is executive general secretary of All India Muslim Personal Law Board and leading a nationwide campaign against the Modi government as Deen Bachao, Samvidhan Bachao. Roznama Rashtriya Sahara on December 2 reported that Imam of a mosque in Loni Imran Qasmi demanded that Uttar Pradesh must also have Imarat Shariah in the line of Bihar so Islam and Muslim law is protected. These leaders complained that Muslims from UP were comparatively backward than other parts of the country. II Bail granted to a terrorist Hindustan Express on November 19 reported that a person known as Mohammad Chismad Pasha arrested by the Delhi police for suspected link with ISIS was granted bail by a court on surety of 52 thousand. Lawyer of the accused M S Khan claimed in the court that arrested person was a highly educated person and belonged to a reputed family and did not have any police record. According to the police, Pasha was arrested from New Delhi Railway station with a pistol. He bought illegal weapons from Bareilly and going back to Hyderabad. Public prosecutor argued that he wanted to kill politicians. India Policy Foundation December 1-15,

III ISIS in the eyes of Jamate Islami Dawat on November 25 reported that enemy of humanity built an organization in the past one and half years as Islamic State. They are making arms and ammunitions available to the organization. They themselves are attacking countries and then making noise. Earlier there was no plane to make it big they just wanted to use it in Iran and Syria. But when they succeeded there they are looking to replicate it across the country. Every country is being frightened in the name of IS. Actually it is benefitting several countries as it diverted attention from domestic issues of that country. Let us accept for the moment as propaganda is made by the US and Israel that it is an Islamic organization wanting to set up Caliphate in the world. Is it really so strong that the US is unable to face it? Where is its Army? What is its capital? Why is it supplying oil to other countries while no one can sell a single barrel of oil without the permission of the US? How could they attack a strong force like France? How and from where they get dangerous weapon? Moreover if this was done by Muslims living in France was not it an attempt to defame Muslims living in France? Muslims were at receiving end after 9/11. Is it possible that attack like France was possible without big forces? It requires planning for years and experience. The entire world knows that European countries gave recognition to Palestine without consent of the US and Israel. So Israel created refugee problem across Europe. The entire world knows that France, Germany and Brazil don't want US hegemony. They have different perspective over terrorism and there is another opinion that there is an in-principal clash between the US and Islam. Israel is an illegal country that wants to occupy the entire region. So in the name of IS, Muslims and Islam are targeted. This is done by such people who hate Islam but why they hate Islam is a matter of impartial thinking. IV Mindless statement of Muslim Personal Law Board member: 'Pakistan is the birthplace of Lord Ram' Sahafat on November 3 reported that Muslim Personal Law Board general secretary claimed in a press conference that Lord Ram was not born in Ayodhya rather in Rahmandiri town of Dera Ismail Khan in Pakistan. Maulana Rahim Qureishi claimed that the city which is told Ayodhya today has got nothing to do with Lord Ram. He said that the real birthplace of Lord Ram is in Pakistan. In Ayodhya no such proof was found telling it to be birthplace of Lord Ram. He said, I am working on it from decades. I am claiming with historical evidences that Ayodhya in Uttar Pradesh is not the Ayodhya of Ramayan period. Evidence of Ram Rajya is found in Sapt Sindhu and that is the place of Ram the land of seven rivers including Indus and Saraswati. Therefore Haryana, Pakistani Punjab and north Afghanistan included in it. I have my faith that Ram was born in Sapt Sindhu area. Incarnation of Vishnu was born in Treta Yug and this period is 5000 BC while the present Ayodhya came into being around 7th century BC. So this can't be birthplace of Lord Ram. He appealed to people of the country that mosque that was demolished calling Ramjanmabhoomi was not correct. He claimed that no place of worship was damaged during Babur. He respected every religion and was against cow slaughter. When Goswami Tulsidas wrote Ramcharitmanas Akbar was ruling the country. Ramayan was written in Ayodhya India Policy Foundation December 1-15,

while Babri mosque was built. Had Babri mosque was built demolishing Ramjanmabhoomi, he would have written about it. There is no evidence that Babri mosque was built demolishing a temple. V Salary demanded for Imam of Uttar Pradesh Akhbar Mashriq on November 30 reported that chief of the organization of madarsa teachers Gufran Ali complained that before elections Mulayam Singh's party promised to give salary to Imam but nothing has happened so far. He said Delhi, Haryana and Punjab waqf boards provided salary to imam. But UP does not do it. He demanded salary for Imam to be given by the government. There are around 1.25 lakh Imam in UP and they must be given salary else imam would be forced to take to street. VI Muslim youths killed fighting in Syria Munsif on November 25 reported that a youth of Aadilabad was killed fighting for Islamic organization IS. The government sources confirmed six such deaths. Dead people included three from Karnataka and one each from UP, Andhra Pradesh and Telangana. The name of Youth from Adilabad was Atif Mohammad Wasim and he was 26-year-old. He was recruited to the army of Baghdadi by social media. His family stays in Hyderabad. Atif was BE in computer science. He went to London subsequently joining the ISIS. Over two dozen youth in Hyderabad are still in contact with ISIS. VII 12 per cent reservation promised for Telangana Muslims Siyasat on November 26 reported that MP of Nijamabad K Kavitha promised giving 12 per cent reservation to Muslims while addressing a gathering of Muslims. The state government has already set a letter to the Centre. She said that the election promise of giving Muslims 12 per cent reservation would be fulfilled at any cost. In the current financial year Rs 800 crore would be spent on marriage of Muslim girls, mosques and repair of Idgah. Representatives of Jamiat Ulama-e-Hind, Jamate Islami, Jamate al Hadith and representatives of other Muslim organization participated. They demanded that Imam must be given free residence in all mosques. They demanded increase in the salary of Imam to 8000 and salary of Mojjam to Urdu teachers must be recruited as soon as possible. Urdu schools and colleges must be open in every district. Please send your suggestions, information, news and views from Urdu newspapers to the foundation. Editorial Board would try to accommodate them as per our editorial policy in forthcoming issues. India Policy Foundation December 1-15,
