4 Summary Recently, a defamed terrorist, Mannan Wani, was killed in an encounter with security forces at Aligarh Muslim University. Kashmiri students of the University tried to pay their prayers on his last rituals. Anti-national slogans were also raised on this occasion. On this, the university administration suspended some students and the police filed a case also. But after that due to some pressure the university administration withdrew the suspension order. A thinker of RSS and Rajya Sabha Member of Parliament, Dr. Rakesh Sinha has recently demanded the expulsion of the Christian missionaries from the country. The strange thing is that communal elements have started to oppose this. Strangely, the protest is being done by the Muslim community, not by the Christian community. Is this an indication of the new coalition of the Church and Islam? Yogi Adityanath's government of Uttar Pradesh has changed the name of Allahabad to Prayagraj and some secular people have started opposing the decision. Preparation is also going to challenge the decision in the court. The question arises that in the past names of dozens of cities have been changed, but no one had raised the opposition. Prayagraj's name is ancient and it is mentioned in the Puranas too. Even now, instead of Allahabad, Prayagraj is more acceptable. The name of Prayagraj was changed by the Mughal emperor Akbar. If the ancient name has been restored, then why is it bothering everyone? As elections are coming nearby, Muslim organizations have launched a nation-wide campaign for the first time where an appeal is being made to the Muslims that they should get their names register in the voters' list. For this, Muslim organizations are resorting to the Imams of the Mosques. In order to make Muslim community aware, advertisements are also been given in the newspapers. For the past several decades, the discussion has been going on in the country that a lot of money is being received from the foreign sources for establishing Mosques and Madarsas in India. Recently, the National Investigation Agency (NIA) has ascertained that Lashkar-e-Toiba, the infamous terrorist organization of Pakistan, has provided assistance of Rs 70 lakh to build a huge Mosque in Haryana. In this regard, two other persons, including Imam of the Mosque, have been arrested. Now Muslim organizations and Urdu newspapers are trying to suppress the dangerous matter. They are claiming that the militant organization has not given any money for this mosque. NIA claims that some organizations of the country are getting regular financial assistance from foreign terrorist organizations. 5 National I Mercy for Anti-national Kashmiri Students of Aligarh Muslim University University administration has given a safe-conduct to the Kashmiri students who raised anti-india slogans in Aligarh Muslim University campus. According to newspaper Akhbar Mashriq (October 17), the University Vice Chancellor Dr Tarek Mansoor has announced that the suspension orders of the Kashmiri students who were suspended for indulging in anti-national slogans are being withdrawn. He said that efforts are being made to withdraw the case of sedition filed by police against the three students. Notably, recently a university student Mannan Wani, who had joined the militant organization Hizbul Mujahideen, was killed in an encounter with the security forces. The students of the university had tried to pay Namaz Janaza for his death and raised anti-national slogans. University Public Relations Department official Omar Peerzada has also admitted that the inquiry committee has come to the conclusion after the full investigation of the matter that the order for suspension of Kashmiri students should be withdrawn. The newspaper claimed that Satyapal Malik, the Governor of Jammu & Kashmir, is behind this decision of the University. The same newspaper published a news of Srinagar, where Dr Bashir Ahmad, President of the Northern Region of National Conference condemned the action taken by the administration against the Kashmiri students in the university and said that the matter is being exaggerated. Paying Namaz Janaja of a terrorist is neither against the constitution nor is it a betrayal of the country. He said that the government is deliberately doing discrimination with the Muslims. Referring to the killing of Mannan Wani in encounter with the security forces, Inquilab (October 13) said that he was one of those youths who failed to understand the nationalism in true sense. Wani was not only participating in anti-national activities but also promoting it openly. According to the media report, Mannan Wani had left the hostel of Aligarh Muslim University on January 5, 2017 and joined the terrorist organization Hizbul Mujahideen. After joining this terrorist organization, he had not participated in any terrorist activity, but despite this, he was campaigning in the public about social media about the so-called freedom of Kashmir. The social media post clearly shows that he doesn't regret his decision. In another news, it is said that we are well aware of the fact that communal elements are always looking for opportunities to target Aligarh Muslim University. Sometimes a controversy is raised about the picture of Jinnah, and sometimes about the exploitation of Hindu girls is raised, and sometimes on the excuse of supporting the separatists, the opposition news channels start provoking the countrymen. Now, some news channels have an excuse to run campaign against the University that a former student of the university, Mannan Wani, was killed in an encounter with the security forces. When some Kashmiri students tried to remember him then some news channels promoted it that Namaz Janaja of Wani was paid in the university. Neither Wani's Namaz Janaja was paid in the university nor has anyone supported his separatist attitude. Indian Muslims just want that the people of Kashmir should accept their merger with India. It is a pity that the youths of Kashmir are setting the Kashmir valley on fire on the litigations of Pakistan. Indian Muslims have no sympathy for such youths nor do any University students have any contact with them. 6 According to Akhbar Mashriq (October 16) All India Mili Council's General Secretary Dr Manjur Alam has complained that communal elements are constantly targeting Aligarh Muslim University and students are being harassed on the basis of fake video. They have demanded that the lawsuits against students should be withdrawn. He said that the video tape on whose basis the students have been booked for sedition is fake. He said that similarly an atmosphere was created against a particular sect based on a fake video. Later the video proved to be fake. He has demanded from the administration of University of Aligarh that they should not come under any pressure and do justice with the students. According to Roznama Rashtriya Sahara (October 17), former Chief Minister of Jammu & Kashmir Mehbooba Mufti, All India Majlis Ittehadul Muslimeen President Asaduddin Owaisi and National Conference General Secretary Ali Mohammed, have condemned the harassment of Kashmiri students and demanded that the university should not harass the Kashmiri students unnecessarily. University Vice Chancellor Tarek Mansoor said that no innocent student will be harassed. He said that there is no hand of the administration in the case filed against the students. The police have filed the lawsuit. He said that discussions are going on with the police. Hope that this conversation will have positive results. Also, 1,200 Kashmiri students studying in the university have threatened that if any action is taken against them, they will leave their education incomplete and return to Kashmir. II Dr. Rakesh Sinha on Target In its editorial, Inquilab (October 1) said that Dr Rakesh Sinha, a RSS supporter and who recently became a Rajya Sabha MP, has openly said in Ranchi that now the time has come that Christian missionaries should be expelled from India. He also said that the time has come to run the campaign 'Christian missionaries Leave India' (Isaai Mishanari Bharat Chodo) on a nationwide scale. Speaking further, he said that now the Indianization of Church should be done. Dr. Sinha made serious allegations against Christian missionaries of Jharkhand and other areas and said that they are dividing the tribals. Notably, Dr. Sinha was seen protecting BJP in the discussion on television few months back, and as a result, he was made a Rajya Sabha MP. Now by saying that Christians should be expelled from India and about Indianization of the Church he has threatened a significant minority of the country. Such an open challenge to Christians has never been given by an important leader of the Sangh. Listening to Dr. Sinha's statement, it seems that the intentions of the Sangh are very dangerous and they are forcing the Christians to leave India in the same way as they forced the British to leave the country. Notably the leaders of the BJP and the Sangh have usually threatened Muslims also to leave the country. But Muslims have never considered these threats seriously. Because they know that more than 70 percent of the Hindus of this country want to live together with Muslims, but it is for the first time in the history of independent India when the clergy of a minority sect have been warned about Quit India Movement (Bharat Chodo Abhiyan). Well, Dr. Sinha is not such a big name in Indian politics that he can spoil the environment of this country but he it is been realized that perhaps the Sangh has created a conspiracy inside itself that Christian clergy have to be expelled from the country. 7 There is also news of exploitation of women and sexual harassment against children inside the churches. After the allegations made by Dr. Sinha on the churches, it is been realized that the regular news against the cathedrals, there is a conspiracy to defame the churches behind this. Some or the other saint is arrested every day for rape charges, but it hardly matters for Dr Sinha. But one deed of a pastor in church appears to be treason to him. The fascist elements have prepared a deep plot to create trouble for the Christians of the country on the same line of attempts been made to convert this secular country into a Hindu nation. A though should be given to the fact that monks, theologians and religious leaders of India are promoting Hinduism without any fear in Christian countries. The ashrams and other religious institutions receive huge amount of money from these countries. Since promotion of Hinduism is free so there are groups of people singing 'Hare Ram, Hare Krishna' on the streets of London and promoting Hinduism. Aren't there centers in the every small or big city of London to promote Hinduism? Do Dr. Rakesh Sinha and his partners of Sangh think that if any campaign is started to expel Christian clergy from the country, then people of Christian countries will not respond? III Ban on Appointment of Urdu Teachers According to Inquilab (October 10), the Uttar Pradesh government has banned the appointment of four thousand Urdu teachers. In addition to the basic education department, the circular issued by the General Secretary has left unrest in Urdu-speaking areas. Opposition and students have described this decision as hostility to Urdu and minorities. Students say that this decision is contempt of the court, which has instructed Yogi Adityanath government to finish the appointment of the vacancies of Urdu teachers till October 24. Opposition leader Ahmed Hussain in the Legislative Council said that the verdict is anti-minority. According to Additional General Secretary of basic education, Dr. Prabhat Kumar, after investigating it was known that there are already more than required Urdu teachers and hence there is no need to appoint new teachers. Condemning this decision, Samajwadi Party leader and former minister Ahmad Hussain said that the present government makes all the decisions on communal basis. According to the newspaper, the government has decided to cancel the new appointments because it understands that these appointments will benefit the Muslims. Professor Verma, former Vice-Chancellor of Lucknow University, condemned the government saying that the government intentionally wants to suppress Urdu. Sayed Mujjmul Hussain has described this directive as contempt of the High Court and said that this decision has exposed the communal face of Yogi Adityanath government. Arshad Jamal said that the old Samajwadi government had appointed eight thousand Urdu teachers. The process of appointment of four thousand teachers was completed but due to announcement of the date of election, the appointment of these teachers was in jeopardy. Now the BJP Government has refused to appoint new teachers due to its anti-urdu policy. He said that this decision in the coming election will prove costly to the BJP. According to another news, Mohammad Shahid Barkati, the head of the Social Reform Association, alleged that some Urdu teachers are also cooperating with the government's anti-urdu policy and are knowingly declaring the number of students reading Urdu as less. He said that the UP Government had made a policy in 1973 that in whichever school more than five students will be studying Urdu, an Urdu teacher will be appointed. He complained that the government is deliberately doing discrimination with Urdu. This is the reason that even after 6 months, Urdu books have not been made available to students studying in Urdu. IV Campaign to Register more and more Muslims in the Voter List After preparing national voter list in Assam, various Muslim organizations have expedited the nationwide campaign throughout the country. In which the Muslims have been appealed to pay special attention to get their Aadhar cards made and to get their names register in the voters list so that Muslim voters can influence the politics of the country in the coming elections. With this goal lot of advertisements are also being published in various Urdu newspapers of the country. According to Akhbar Mashriq (October 10), Jamaat-e-Islami and other organizations in Uttar Pradesh have decided to run 'Voter list awareness campaign'. Apart from Jamaat-e-Islami and student organization, the workers of Muslim organizations have also been instructed to go to the homes of Muslims and motivate them to register their names in the voters' list and get their Aadhar cards made. Similar campaigns have been started in Bihar, Madhya Pradesh, Telangana, Andhra Pradesh etc. Muslim organizations complain that communal elements are deliberately not registering the names of Muslims in the voters list and their names are being removed from voters list under a planned conspiracy. Javed Mohammad, President of Jamaat-e-Islami, Allahabad, said that we are making Muslims aware so that they are politically aware. This is the reason that among the Muslims of Allahabad, ten thousand forms are distributed by Jamaat-e-Islami so that they can register their names in the voters' list. They complain that in Muslim areas, Muslims are not aware and they are not making any effort to register their names in voter's list. In addition, they are not interested in getting their Aadhaar cards made. An advertisement in Sahafat (October 7) has been published by Jamiat Ulema in which Muslims have been appealed to make special efforts to register their names in the voters' list. Jamiat Ulema has directed the units of Uttar Pradesh, Madhya Pradesh and Maharashtra to send their workers to the homes of the Muslims and motivate them to register their names in the voters' list in the maximum numbers. All India Muslim Personal Law Board has also decided to launch a special campaign in this regard. According to Roznama Rashtriya Sahara (October 9), Muslims organizations have expedited the task of getting the voters' cards made for Muslims in Delhi too. This campaign has been started in Muslimdominated areas like Seelampur, Jafarabad, Maujpur etc. Muslim organizations are using especially mosques and imams to make voter cards. Muslims complain that Muslims are disinterested in getting their voter cards made. Thousands of Muslims in Delhi are living in Delhi for decades but they have not yet got their voter card made. For this reason they fail to take advantage of several schemes of the government. According to another news, Muslim organizations in Bihar have expedited the campaign to make voter cards for Muslims. Recently, a meeting of various Muslim organizations was held in the areas of Dumariaganj, Begusarai, Patna, Bihar Sharif etc. where it was decided that Muslims should pay special attention in getting their Voter cards and Aadhar cards made. 9 V Decision to File a Petition in Court against Change of Name of Allahabad According to Inquilab (October 17), United Muslim Front President Shaheed Ali has said that Uttar Pradesh has changed the name of Allahabad to the Prayagraj, which is legally wrong and it will be challenged in the Supreme Court. He said that the decision of the Uttar Pradesh government is against the guidelines of the central government. He said that according to this guideline the name of a historical city can't be changed. He said that Allahabad's name is historical. This name was given by Mughal Emperor Akbar. In 1575 Emperor Akbar named this city as Allahvas, which means the place where Allah lives. Later Akbar changed this name to Allahabad in 1584 and made it the capital of Uttar Pradesh. From this point of view it is a historic place whose name can't be changed. As far as Prayagraj is concerned, historian Pradeep says Jhonsi Nagar was actually Prayag. Shaheed Ali said that Section 51 of the Constitution has provision of protecting country's culture. Therefore, as soon as Supreme Court open, I will file a petition against this matter. According to another news, a lot of people are angry with this decision and the opposition parties say that the government has done this to divert the attention of public from the real issues. Hamara Samaj (October 17) has criticized the changing of the name of Allahabad and it has been described as a political trick. The newspaper has written that it appears that the Uttar Pradesh government has no other work except changing the names of the cities. A few days ago some saints demanded to change the name of Allahabad to Prayagraj, which the Uttar Pradesh government approved. The truth is that after coming to power, BJP is running a special campaign to change the names of the institutions and cities. Will this fasten the development work? The question of the people is that what Yogi Adityanath government has done to increase education, hospital facilities? What steps have been taken to stop inflation? Will changing the name stop inflation? VI Narendra Modi on Target as Election Season Begins Opposition parties have once again started targeting Prime Minister Narendra Modi as election season begins. According to Roznama Rashtriya Sahara (October 14), former Vice-President Mohammed Hamid Ansari released a sensational book 'Sarkari Mussalman' by Lt Gen Zameeruddin Shah at the India International Center. On this occasion, former military officer, Zameeruddin Shah, alleged that if the state government of Gujarat was serious then the Gujarat riots could be controlled. He claimed that though the army troops from Delhi had reached Gujarat, but the state government deliberately did not make any arrangements to bring the army into the affected areas. This led to the communal riots in Gujarat and a large number of people were killed. The Gujarat government can't escape this negligence. Mohammad Hamid Ansari said that this is Shah's courage that he has presented the truth in the front of the people of the country. Zameeruddin Shah's younger brother and actor Naseeruddin Shah said that Muslims of the country believe in secularism. The program was attended by journalist India Policy Foundation October 16-31,

The headline is 'Gujarat Riots 2002: The city kept burning and the army kept waiting for vehicles at the airport'. The newspaper claimed that the military officer who was responsible for the prevention of communal riots in Gujarat said that if they were provided buses and other facilities on time, they could have saved the lives of hundreds of people who died in these riots. According to official figures, more than a thousand people were killed in these riots in Gujarat, whereas the number of non-official deaths is more than that. Most of them who died were Muslims. The state government had decided to convene an army to overcome the riots. Keeping this demand in view, the Central Government asked the Army Chief to make the necessary arrangements. In his book, General Shah has claimed that as soon as the orders were received, the troops of the army had rushed to Ahmedabad, but the army was camping at the airport one day, because the state government had not arranged transport for it to reach the riot-hit areas. According to the newspaper, during Gujarat riots, Narendra Modi was the Chief Minister of the state. Since these riots, it has been alleged that Narendra Modi either did not take any action deliberately to stop these riots or he failed to take appropriate action. Before provoking the riots, a train was set on fire, in which 58 Hindu Karsewaks were killed. The dead bodies were taken to their houses in the form of a procession and it provoked communal tension. General Shah said that it was a big mistake to not arrange transportation from the airport to the riot-hit area. But if we would have got vehicle as soon as we reached Ahmedabad, the riot could have been stopped at the earliest. He said that more than a thousand people were killed in three days. So if the army would have reached on time, the lives of hundreds of people could have been saved. He said that when we were flying over Ahmedabad, we saw that the whole city was on fire. We were told that when we would arrive we will get the vehicle, police guide, cellphone etc. But when we arrived, there was nothing but only a military officer. General Shah says that he went directly to the Chief Minister house, where the then Defense Minister George Fernandes was present. General Shah told him what things he would need and after that he came back. The second day passed waiting and no arrangements were made. The vehicles and guide were made available the next day. After this we controlled the situation in 48 hours. General Shah claimed that the local police was supporting the rioters and the rioters had surrounded the minority areas at different places. The police was either supporting the rioters or was only a spectator. The Gujarat riots were investigated by a team formed by the Supreme Court. Most people say that didn't get justice. It is also alleged that the cases of Muslims were not recorded after the riots and the cases which were recorded were not investigated properly. Commenting on these claims of Zameeruddin Shah, Hamara Samaj (October 14) said in his editorial that the claims made by General Shah in his book are very shocking. In an interview, the allegations made by him on Narendra Modi's Gujarat government are very serious. The claims of Shah are not new today, but for the past 16 years, the people of the country and the Muslims as well as opposition parties have been exposing him. Although the matter of the fact is that no attention has been paid on them till date. Now, the only difference is that the same thing is now been said by a responsible military officer. A Congress MP and MLA were involved in the gruesome communal riots in MLA Ehsaan Jafri kept appealing to the Central and state government to save his life but nobody heard him. His widow, Zakia Jafri, is seeking justice, but no one is ready to listen her. Witnesses of Gujarat riots say that India Policy Foundation October 16-31,

11 children were murdered on the table and women were raped. At that time Chief Minister Narendra Modi did not take any action to stop these riots. Rioters are still outside which include people from the ruling party. Lok Sabha elections are going to be held in the country next year. At this juncture, Zameeruddin Shah's bitter truth can affect the politics of the country, but observers say that till today the country's media doesn't believes in the people affected by the riots and no one believes in the report of Nanavati Commission, then what will be the impact of the claims of a former army official? VII Construction of Mosques with Money of Terrorists in Haryana According to Sahafat (October 16), a large under construction mosque at Palwal in Haryana is also on target of central investigation agencies. The National Investigation Agency (NIA) has claimed that Pakistani terrorist organization Lashkar-e-Taiba had provided funds to build the Khulfa-e-Rashidan Mosque which is under construction in Palwal. The mosque is located in a village of Palwal district. However, Pradhan of the village has denied this allegation. According to knowledgeable sources, the NIA had closely examined the matter on October 3 and in this regard, Imam of the Mosque Mohammed Salman, Mohammad Salim and Sajjad Abdul Wani of Kashmir had been arrested. According to the news, the agency has been informed that Pakistani terrorist organizations have constructed madarsas and mosques in many places in Haryana and Rajasthan. Before this, Imam and his brother were arrested in connection with this incident in Mewat. While the villagers claim that mosques were built by villagers and many people of the village had collected donations for its construction. That's why the allegation is not correct that Pakistani terrorists had made money available for the construction of the mosque. NIA has claimed that a Pakistani citizen living in Dubai gave a check of Rs.70 lakh to Imam Mohammad Salman for the construction of the mosque. This person named Kamran is associated with the terrorist organization and provides funds for terrorist activities in India. Salman accepted during the interrogation that Pakistani terrorist organizations have provided funds for the construction of madarsas and mosques in Delhi, Rajasthan, Haryana, Gujarat and Jammu and Kashmir. Notably, the NIA had arrested him last week in connection with the infamous terrorist Hafeez Saeed's organization Jamat ud Daawaa's NGO Falah-e-Insaniyat and receiving funds from it. NIA said that when Salman was in Dubai he came in contact with Pakistani terrorists. This organization had given Rs 70 lakh for the construction of the mosque and had provided funds for the marriage of daughters. The agency is investigating why the terrorist organizations provided money to these people. Dawat (October 19) alleged that the government is spreading lies against the Muslims. Recently, NIA had claimed that Pakistani terrorist organization had given assistance of 70 lakh rupees to construct a mosque in a village in Palwal. The newspaper has claimed in the editorial on the main page that the construction of this mosque was going on from the year 2009 and ten acres of land was given by the villagers for its construction and it was being constructed with the public funds. In addition, onion and tomatoes were also cultivated on the empty ground of the mosque. According to the newspaper, this mosque was being constructed by Mohammad Salman, who lives in Delhi. Now, the NIA has made a false allegation that the Pakistani terrorist organization had given funds for the construction of this India Policy Foundation October 16-31,

12 mosque. Three people have been arrested in connection with this case, including Mohammad Salman, about whom it is claimed that he belongs to Lashkar-e-Taiba. The newspaper claimed that according to a correspondent of The Indian Express, the people of this village are not ready to admit this claim of NIA. They said that the NIA is making a false story. This mosque was constructed by the villagers. The villagers claim that betraying the country is a sin in Islam and therefore we have not taken any help from any foreign source to construct the mosque. The newspaper said that NIA's name was heard for the first time during the Batla House encounter. It is a Central Investigation Agency and can take any action in terrorist cases. We do not know what Lashkar-e Taiba is and who is behind it. This organization is the brainchild of intelligence agencies. But getting help to construct a large mosque from Lashkar-e-Taiba is a strange thing. The government has also been claiming from a long time that money is received from abroad on the name of mosques and madarsas in the country but for the first time, any investigation agency has claimed that the terrorist organization has provided funds for the construction of the mosque. 13 Western Asia I No Threat to Saudi Arabia for Two Thousand Years According to Siasat (October 7), Saudi Arabia's Prince Mohammed bin Salman said that we are not afraid of threats of US President Donald Trump. Saudi Arabia has been on the map of the world since then when America was not even in existence. He complained that former US President Barack Obama had taken several measures against the interests of Saudi Arabia. They not only targeted Saudi Arabia but also other Islamic countries, but we have preserved our interests. We were successful and Obama had to loose his post. He said that we do not take any help from America for free, but we pay for it. He said that we are not ready to accept Donald Trump's advice that we should pay more money to the US for safety. We have paid the full cost of whatever weapons we have bought from America. Our policy is that we do not depend on any one country for weapons. Now we have decided that we will buy 60 percent of the arms and ammunition from America. Referring to Aramco controversy, he said that the demand for petrol is increasing by two to three percent per day, so it is important that more investment in Aramco should be done. He said that the government's plan is to invest a capital of 100 billion dollars. Commenting on this, Siasat (October 10) said in the editorial that US President Donald Trump is very arrogant and recently he has threatened Saudi Arabia that if the United States wants, the Saudi Arabian government will not last for two weeks. Yuvraj Mohammed Bin Salman, who implemented social reform in Saudi Arabia, said that Saudi Arabia was in existence from centuries without even the United States and will continue to be in existence. The statement that Donald Trump had given was answered by the Prince of Saudi Arabia. He said that till 2030, the Saudi Arabian government will not impose any new tax on the people. II Security Personnel of Iran Kidnapped According to Inquilab (October 17), the militant jihadi faction has kidnapped 14 Iranian security personnel deployed in Mirzeveh by attacking the Iranian border posts on the border of Pakistan and Iran. The kidnapping is done by the terrorists of Jaish al-adal. Official media of Iran has also confirmed the incident and said that five of the security personnel who have been kidnapped belong to the Border Forces while others belong to the Intelligence Department. 14 III Currency Prices in Saudi Arabia Decline According to Sahafat (October 16), the price of currency in Saudi Arabia has been continuously declining from last two years and the price of the bonds issued by the Saudi Arabian government is also declining. Recently, after the assassination of a Saudi Arabian journalist in Turkey, international pressure on the Saudi Arabian government has increased and the currency prices of Saudi Arabia are constantly falling in comparison to the US dollar. The price of Riyal has now dropped to only quarter to four Riyals. This is the lowest price of Saudi currency. Government sources admitted that since the liberalization began in Saudi Arabia, foreign investment has decreased rapidly. Recently, Saudi Arabia's share market has declined by more than seven percent in just two days. IV First Woman Chief of the Bank According to Sahafat (October 7), Saudi Arabia has made a woman businessman head of a Saudi Arabia bank. Lubna Al Olayan will be the head of a new bank. This is for the first in the history of Saudi Arabia that a woman has been appointed as the head of any bank. Lubna Al Olayan has received higher education in the US. The capital of this new bank will be $ 17 billion. V Pastor Released in Turkey According to Etemaad (October 15), due to the pressure of the American government, Turkey government has released American pastor Andrew Broonson, who was held for two years. Notably, the Turkish government had accused the pastor that he has relationship with anti-national elements and he is inciting people to revolt against the government. The government also alleged that this clergyman also has relations with the Kurdistan Workers Party, a banned organization, and it was behind the unsuccessful attempt to overturn Turkey's administration in The Turkish government had also accused him of spying and the court sentenced him to 35 years imprisonment. He was later released from prison under the pressure of the US and was detained in his house itself. There was a continuous pressure from the United States to release the pastor and finally Turkey's President Recep Tayyip Erdoðan had to bow down under this pressure and release the pastor. Notably there is a lot of resentment in the US on the disappearance of Turkish anti-saudi government journalist Jamal Khashoggi in Turkey. 16 World I Rapist of a Girl Hanged till Death in Pakistan According to Sahafat (October 18), a person was hanged till death within nine months in Pakistan on the charges of kidnapping a seven-year-old girl Jainab, raping her after that and then killing her ruthlessly. The rapist murderer was hanged in Lakhpat Jail in Lahore. During the execution, the child's father, two uncles and a maternal uncle were also present. Imran Ali was hanged in the presence of the magistrate. The girl's father, Amin Ansari, told reporters that we have got justice. It would have been better if the killer was hanged publicly. He further said that his daughter Jainab was seven years old when she was kidnapped and murdered. He said that he is thankful to the media and Pakistan's judiciary for giving us justice. After hanging, the body of the rapist was handed over to his relatives. Notably, a seven-year-old girl named Jainab was kidnapped from Kasur district near Lahore on January 4, 2018, while the girl was going to her aunt's house to read the Quran. Five days later, her body was found lying in a trash. There were countrywide mass demonstrations about her murder and kidnapping. The Supreme Court intervened in this matter and directed the government to find out the killer/killers within a week. On this, the Pakistan government launched a nationwide campaign to find the killer. The killer was arrested on January 22. During the investigation, the police got a CCTV footage in which the killer Imran Ali was taking away the girl. The then Chief Minister of Punjab, Shahbaz Sharif, announced in a press conference on January 23 that the things found in the body of the killer matched the DNA, so he is the killer of the girl. During the interrogation, Imran Ali had admitted that he had kidnapped and raped eight children in Kasur and adjoining areas and killed five of them. The Lahore High Court had directed the Anti-Terrorist Court to sentence the accused within a week. The court sentenced him to hang till death for four times, life imprisonment for one time and seven years imprisonment on charges of killing Jainab and other nine children. The court heard this case on daily basis from 10 February, 2018, and within two days fixed the charges on Imran Ali. On February 17, it announced his execution. According to the court verdict, he could appeal to the High Court within 15 days. Police termed him a mental serial killer. Police said that two hundred policemen found out the accused by working day and night. Jainab's parents had demanded that the killer should be hanged in the place where he kidnapped the child. The hearing of the case of 24-year-old Imran Ali was done inside the Lakhpat Jail. He was sentenced under Section 364 A (kidnapping a person under 14 years of age), 376 rape, 302 (murder) and 1997 under the Prevention of Terrorism Act of Pakistan Penal Code. In addition to that, a fine of Rs One lakh rupees was imposed on him that would be given to the family of Jainab. Apart from this, another penalty of 32 lakh rupees was imposed on him. The High Court and the Supreme Court rejected his appeal and the Prime Minister also rejected his mercy petition. The Anti-terrorism Court had issued a black warrant for hanging him on October 10. After hanging, his dead body was taken to his ancestral place Kasur by his brother and two relatives where he was buried. Jainab's father Ameen Ansari told the media that he has got justice because a rapist murderer has been hanged in front of his eyes. Jainab's father filed a petition in the High Court demanding that the accused should be hanged publicly at the crossroads but the divisional bench of the court rejected his request. The High Court said that according to the jail rules, since the death warrant has been issued, it is not possible to hang the accused publicly. 17 Supreme Court of Pakistan has banned public hanging of criminals. Ameen Ansari's lawyer has demanded that the hanging of the accused be shown on television, but the court said that it is not possible according to the jail manual. Comment: There is no doubt that Pakistan's jurisdiction has gone ahead of the Indian judiciary in this matter. The accused of the famous Nirbhaya Case have not been hanged till today. However, the court has given the death sentence to the accused. For 6 years, this case is entangled in legal maneuvers. Ajmal Kasab, who was caught from the spot of 26/11 attacks by Pakistani terrorists in Mumbai could be hanged after four years. This can't be denied that if the culprit is given the punishment immediately, then it is very helpful in creating an environment against the crime in society. II Forceful Possession of Properties of Hindus According to Roznama Rashtriya Sahara (October 13), Pakistani Chief Justice Shakib Nisar has issued a notice to the Pakistani government in which it has asked for an answer to why the government has forcibly taken possession of a Hindu woman's property. The Chief Justice has issued notice to the Central Government of Pakistan and the State Government of Sindh after seeing the video message of retired Dr. Bhagwati Devi. According to Dawn TV, this lady professor in the video alleged that minorities and especially Hindus are being tortured in Pakistan. Land mafia is forcibly occupying the property of Hindus in many areas of Sindh. Dr. Bhagwan Devi has specifically mentioned in this regard about acquiring her property in Ladkana. III Death Sentence to 19 People According to Siasat (October 11) a Bangladeshi court sentenced nineteen accused in 2004 bomb blast case, while other nineteen people were sentenced to life imprisonment. Among those who have been sentenced for life imprisonment include former Prime Minister Khaleda Zia's son Tarek Rahman. It is known that in 2004, a bomb blast killed twenty-four people and five hundred were injured. This attack was done at a rally of the Awami League. Those who have been sentenced to death include a former minister Lutfuzman Babar. Tarek Rahman is living in exile these days in London. IV Foreign NGOs Expelled from Pakistan According to Inquilab (October 8), the Government of Pakistan has expelled 18 NGOs from the country. They have been instructed to leave Pakistan within two months, while 72 international NGOs have been banned. Out of these 18 NGOs expelled from Pakistan, nine of these belong to the United India Policy Foundation October 16-31,

18 States; three belong to Britain and two to Holland. While one each NGO is related to Ireland, Denmark, Italy and Switzerland. The Government of Pakistan has allowed 141 NGOs to work in Pakistan. Out of these, 66 are foreign NGOs. They have accepted to work in Pakistan under the rules made by the Government of Pakistan. According to these rules, they will have to make annual checks of their accounts with government officials. The secret information about the organizations which have been expelled from Pakistan was that they are participating in anti-pakistan activities. These NGOs used to spy on the Fata and Afghanistan border and provided data related to Pakistan to the foreigners. They have been accused of provoking people in Balochistan to revolt against the central government. Apart from this, they have also been accused of spreading hatred among the various castes of Muslims. According to Pakistani intelligence agencies, these foreign organizations had established their offices near sensitive locations and under the cover of the survey, they used to collect information for anti- Pakistani agencies. Security agencies have been asked to closely monitor the Pakistani contacts of these NGOs so that they can't collect sensitive information on the name of social welfare activities. V Terrorist Arrested in Malaysia According to Sahafat (October 7), the Malaysian government has arrested eight jihadi terrorists. Of these seven are of foreign origin while one is a local citizen. A week ago these eight people were arrested on the information of detectives. It is said that they belong to militant Islamic organizations and they intend to instigate terrorism in Malaysia and neighboring countries. According to Malaysian police Chief Mohammad Fuji, those who have been arrested are related to a Madarsa of Yemen which kills those who do not believe in the ideals of Islam. The government has not clarified that the madarsa to which these terrorists are related is connected with with ISIS or Al Qaeda. According to the police, five of those who have been arrested are from the European country and the two belong to America and one belongs to Arab country. He said that the terrorists had been trying from long time to establish Madarsas where Islamic terrorists should be trained to promote Islamic ideology. The intention of the arrested people was to kill many people in Malaysia and the neighboring villages. VI Supreme Court Judge Removed from his Post According to Roznama Rashtriya Sahara (October 13), the President of Pakistan has accepted the Supreme Judicial Council's recommendation and removed the Supreme Court Judge Shaukat Aziz Siddiqui from his post. It is known that Siddiqui, while addressing the Rawalpindi Bar Association, had alleged that the Pakistani intelligence agency ISI has pressurized him to give decision against former Prime Minister Nawaz Sharif as per its will. Siddiqui had said that due to pressure from the Pakistani army, it is not possible for the judiciary in Pakistan to act fairly now. There was a lot of fury in Pakistan on this statement. Siddiqui had demanded that a trial against him should happen against him in an open court or any judicial commission should be constituted to investigate the issue so that he can keep his side in front of the people of the country. Siddiqui, while criticizing the President's decision, said that he will keep his side in front of the people of the country and will make them aware of all the facts. VII Taliban Attack in Afghanistan According to Inquilab (October 17), official sources of Afghanistan have claimed that the Afghan Taliban attacked several police stations in which at least twenty security officers were killed. The attackers took away five vehicles and several trucks filled with food items. A senior police also died in this attack. According to police sources, the Taliban attacked many check posts in District Zarine at one time. Police officers and security personnel fled from the posts due to this attack and it is still not known where they are now. At least twenty security personnel have been killed in these attacks. Government sources have admitted that security forces have suffered heavy losses in these attacks. It is known that recently a dozen check posts were attacked in this area, in which many people were killed. There have been clashes between the Taliban and the government forces for many days, in which many people have died. VIII Tensions in Relations between Pakistan and Afghanistan According to Akhbar Mashriq (October 16), the border has been closed due to increasing tension between the security forces of the two countries on the border of Pakistan's District Balochistan and Afghanistan. According to a government official, when fencing was being done on the border by Pakistan, the Afghan authorities had opposed it. This broke the firing from both the sides, so Pakistani officials closed the Badosti Gate, due to which many people were trapped on both sides who faced difficulties. According to official sources, Pakistan has decided to fence the border with Afghanistan to stop militants entering their country and infiltration. Notably, there is a 2,400 km border between the two countries. A spokesman said that when the fencing work was started in the Tangla Pass from Pakistan, border guards of Afghanistan stopped fencing. On this, firing broke from both the sides. The spokesman said that there is no information about how many people died in this firing. It is known that the boundary of Chaman is about 130 km away from Quetta city. This border of Pakistan goes to Kandahâr, the second largest city in Afghanistan. 20 OTHERS I Investigation of Rohingya Muslims According to Roznama Rashtriya Sahara (October 8), the central government has hastened the work of preparing data about Rohingya Muslims living in the country. All the state governments have been instructed to investigate how Rohingya Muslims living in their states reached India. They will have to give their agent's name; address and telephone number and they also will have to share the information of someone who they know in India. Central agencies are also investigating the NGOs who support Rohingya Muslims. According to the Ministry of Home Affairs, there is a huge difference between the data provided by Central security agencies about the Rohingya Muslims and the data provided by the state government. The State Government has been instructed to arrange biometric identification to identify Rohingya Muslims. It is said that the Myanmar government has sent a questionnaire to get information about Rohingya Muslims living in India. II Decreasing number of Muslims in the judiciary In Chauthi Duniya (October 8), it has been claimed that the number of Muslims in judiciary is decreasing day by day. According to author A. M.U. Asif, the number of Muslim judges is continuously decreasing in other high courts of the country except the Hyderabad and the Jammu & Kashmir High Court. The population of Muslims n West Bengal has increased from 23 percent to 27 percent in the past two decades. But in 1991, the number of Muslim judges was 25 percent, which was reduced to just eight percent in Similarly, in this period, the Muslim population has increased from nine percent to 12 percent in Karnataka whereas in 1961 the percentage of Muslim judges was 67 which has decreased to 2.9 percent in The Muslim population in Madhya Pradesh has increased by 6 percent, but the number of Muslim judges has decreased from 14 to just 2 percent. In Patna High Court where in 1951 there were 25 percent Muslim judges, the number has decreased to 11 percent in However, population in Bihar has increased from 12 percent to 16 percent. As far as the Supreme Court is concerned, in 1980, 4 of the 33 judges were Muslims. This means that the proportion of Muslims in the Supreme Court of the country was 12 percent. After this, the number of Muslim judges continued to decrease because the Muslim judges were not nominated in the Supreme Court. In 1990, the total number of judges of the Supreme Court was 40. Of which only 3 judges were Muslims. In 2000, there were two Muslim judges out of 49 judges. From 2010 to 2018, out of 40 judges the number of Muslim judges has declined to three. These judges were M.Y. Iqbal, F. M. Ibrahim and S. Abdul Nazir. After independence, till 2018, the total number of judges in the Supreme Court was 2,229, of which only 18 were Muslims. But it can't be interpreted that increasing the number of Muslims in the country's jurisdiction, Muslims will get more justice or they will be benefited. Thankfully, the views of most of those in the judiciary are secular. The author has complained that the trend of studying law in the Muslim community is decreasing day by day. 21 III Controversy over Fatwas According to Inquilab (October 13), the Supreme Court has removed the restrictions imposed by the Uttarakhand High Court on the issuing of fatwa last year. It is known that the Uttarakhand High Court had said in its judgment that no religious organization, institution, or local panchayat etc., will not issue any fatwa or decree. Justice Madan B. Lokur and Justice Deepak Mishra of the High Court had sought a reply by issuing notice to the petitioner in the High Court. Senior lawyer Raju Ramachandran filed a petition on behalf of Jamiyat Ulema. After this, the Supreme Court has issued a notice and has banned the order of the High Court. It is known that the High Court had directed the hearing on a petition regarding the fatwa issued by the Panchayat after the rape of a minor in a village near Haridwar. Commenting on the decision of the Supreme Court, General Secretary of Jamiyat Ulema, Syed Mahmood Madani has termed the decision satisfactory. Arguing in the court, Raju Ramachandran said that the decision of the High Court is against the Constitution. Section 26-B of the Constitution gives every person the right to solve his religious affairs himself. Apart from this, it is also clear in Article 141 of the Constitution that no court has any right to interfere in this matter of the Constitution. IV Manifesto of Jamat-e-Islami in Telangana According to Hamara Samaj (October 12), Jamaat-e-Islami has issued a manifesto for the assembly elections in Telangana which demand that Muslims should support only those candidates who are willing to accept this manifesto. In this manifesto it has been demanded that 12 percent reservation should be given to the Muslims in the state. Amir Hamid Mohammad Khan of Jamaat-e-Islami from Telangana and Odisha told the reporters that Jamaat-e-Islami has been supporting a different state status for Telangana since its inception. He said that today more than 25,000 youths are unemployed in Telangana and Telangana stands at number three in the list other state in the country. Whereas, the condition of agricultural workers and land owners, who have less than one hectare land, is bad in this state. Jamaat-e-Islami is demanding that the government should provide loans to poor farmers and other sections of society without interest. Restrictions on interest-seekers should be imposed and the Swaminathan Commission's report should be implemented in the state so that farmers can get the right price for agricultural produce. It has also been demanded that the campus of Aligarh Muslim University and Jamia Millia Islamia should be established in a dozen of districts of Telangana so that people can get opportunities to get as much education as possible. The districts where campus are been demanded are Nizamabad, Mahmood Nagar, Kareem Nagar, Varangal etc. In addition, there is also a demand for establishment of a Women's University in the state. Jamaat-e-Islami has demanded reservation of seats for Muslims in various boards, corporations and legislative councils of the state government, keeping ahead the recommendations of Ranganath Mishra and Sudhir Commission. The illegal occupation over the Waqf property should be removed and the income from the Waqf properties should be used to improve the financial condition of the Muslims. It was also demanded in the press conference that a postage stamp containing pictures of the Majar of Hazrat should be issued and special arrangements should be made to give visas to the pilgrims from all over the world.
