Summary Clash between the two Sunni Islamic organizations of the international fame is in the public glare now. Darul Uloom Deoband issued a tough fatwa (decree) against an important Sunni sect organisation Tablighi Jamaat's main leader Maulana Saad Kandhalawi for the first time in its one-hundred-andfifty-year-old history. There is a long history of issuing fatwa by Deobandies and Barelvis against each other before independence but for the first time Darul Uloom Deoband issued such a tough fatwa against the person belonging to its own ideology. The US intelligence agency FBI in one of its reports declared Tablighi Jamaat as the biggest jihadi organisation of the world. It is said that branches of this organisation are spread across 159 countries of the world. The organisation is termed as the nursery of the Islamic terrorism while Darul Uloom Deoband is associated with Wahabi ideology. Allahabad High Court recently termed triple talaq as unconstitutional in its recent comment and called it exploiter of Muslim women. After this comment of the High Court on triple talaq, a new controversy was generated across the country. Muslim organizations are vociferously opposing this comment. Their argument is that this is a religious matter of Muslims therefore the court does not have any right to interfere into it. They have also argued that Muslim Sharia is above constitution. However, the matter of triple talaq is pending before the Supreme Court. Controversy over Islamic bank once again started in the country. The Reserve Bank of India recommended opening of Islamic window in every bank of the country where Muslims can participate in banking activities without giving or getting interest. Earlier Union cabinet had given its approval for starting Islamic banking in India. The discussion is hot over the future course of action of the Pakistan ever since Qamar Javed Bajwa took over as the chief of the Pakistani Army. It is said that Bajwa belongs to Ahmadia community which is considered to be non-believer (Kafir) in Pakistan. Bajwa is also considered to be the father infiltration doctrines of terrorists in Pakistan. The way Pakistan removed ISI chief recently that has set the alarm bell ringing for India therefore India needs to be cautious about the intentions of Pakistan. The Supreme Court of India has ruled that everyone must stand up for national anthem in cinema hall before movie starts but this has not been liked by radical Muslims. So they termed it against the faith of Islam. Now the question is if Muslims don't respect national anthem, could this decision termed to be right. India Policy Foundation December 1-15,

National I Uproar over triple talaq Commenting on triple talaq recently, Allahabad High Court ruled that triple talaq was unconstitutional and the practice was exploitation of Muslim women. News reports related to the comment made by Allahabad High Court was prominently published by most of the Urdu Newspapers. Hamara Samaj on December 9 had the headline Tripple Talaq unconstitutional, Allahabad High Court makes comment, Constitution told to be above all personal law. Muslim Personal Law Board said the decision of the high court did not have any legal sanctity. Inquilab on December 9 had the headline No one has the right to use divorce wrongly, wrong interpretation of the comment of justice by the media causes problem in the Muslim majority area. Hamara Samaj on December 9 reported that debate once again started on triple talaq, polygamy and Uniform Civil Code. This is to recall that in the past few month women organizations challenged the matter of triple talaq in the Supreme Court and the court asked submission from the Central government. Now the matter is once again racked up as the Allahabad High Court commented on it. Justice Sumit Kumar rejected the petition by saying that nothing could be above than constitution and prevailing triple talaq in India was against Muslim Personal Law, guidance of Hajrat Muhammad and spirit of Quran. No one and no section in the guise of personal law could claim to be above constitution. But since triple talaq, polygamy and issues like succession are lying with the Supreme Court so the high court can't say anything over it. This is to recall that earlier Shayara Banu of Uttarakhand challenged triple talaq. Due to this petition, organisation of Muslim women chief formed by the Hindutva forces Farah Faiz jumped into the battleground. She argued that Muslim Personal Law, 1973 is unconstitutional and violating rights of Muslim women and it is violation of fundamental rights under section 14, 15 and 21 of the Constitution. Inquilab on December 9 claimed that a section of media was deliberately spoiling the matter and unnecessarily dragging Muslim Personal Law into controversy. The newspaper alleged that media was twisting the statement of justice to cause controversy which was causing problem to the Muslim society. Secretary Muslim Personal Law Board Zafaryab Jilani said that there was nothing in the comment made by Allahabad High Court that the media caused bedlam. According to Roznama Rashtriya Sahara (December 9), former chairman of the minority commission Prof. Tahir Mahmood said that there is no need to get agitated by the comment made by a justice of Allahabad High Court because the matter was not linked to talaq or any other talaq. Union minister M.J. Akbar said that violating rights of women was against Islam. The person who minutely studies such things will accept comment of the justice. He said that you have changed the law of divorce which has special mention in Quran. Chief of Darul Uloom Deoband Mufti Abul Qasim Nomani said that as per Section 25 of the Constitution every citizen of the country had the right to behave as per their own religion faith so the court did not have any right to interfere into it. Divorce was not considered good as India Policy Foundation December 1-15,

per Islam but due to infightings divorce happen. Woman having right to divorce like men was called khulla. Mufti Abdul Qasim Naumani said that the court must not interfere into the matters of personal law. According to Inquilab (December 12), general secretary Muslim Personal Law Board Maulana Wali Rahmani alleged addressing in Siwan that the government racked up the matter to impose Uniform Civil Code in the country. He termed triple talaq as the way to freedom. He claimed that maximum divorce was taking place in Hindus and Muslims were fourth in the list. He said that Muslims won't tolerate interference of the court and the government into the religious matters of Muslims and any attempt made in this regard would be opposed. According to Roznama Rashtriya Sahara (December 11), a lawyer from Lucknow Azmal Khan filed a petition in the Supreme Court to reconsider the recent comment made by the Allahabad High Court on triple talaq. He claimed that this comment was made without understanding Quran and Hadith. The court did not try to know while referring verses of the Quran that when these verses were used (Najil). In another news report president of Jamiat Ulama e Hind Arshad Madni alleged that the government wanted to end Muslim Personal Law. He claimed that only Quran was not the basis of Sharia but Hadith was also the basis of Sharia. He said that the comment made by justice of Allahabad high court on Sharia did not know Sharia and he made Quran the basis of his judgment which was wrong. Hindustan Express in its editorial on December 10 suggested Muslims that there was no need to get agitated by the comment made by Allahabad High Court because it was personal opinion of a judge. Roznama Rashtriya Sahara in its editorial on December 10 expressed its opinion that Muslims across the country must start agitation on the decision of the Allahabad High Court. The newspaper said that any judge who did not have the knowledge of Quran and Sunnat, he won't be able to give right decision on matters of Muslim Personal Law. The newspaper said that constitution could be amended but no one had the right to change the law made by Allah. The newspaper suggested Muslims that they must not take their matters to the courts. II Clash between world fame Islamic organizations The two important organisations of Sunni sects Darul Uloom Deoband and Tablighi Jamaat are at loggerhead. According to Inquilab (December 6), Darul Uloom Deoband issued fatwa against chief of Tablighi Jamaat Maulana Saad Kandhalawi. It is claimed in the fatwa that people have complained against the religious propagation done by chief of Tablighi Jamaat and it was proved after the investigation that interpretation of Hadith done by Kandhalawi was wrong. On several occasions, he had badmouthed against prophets. Besides that the statement made by Kandhalawi about the importance of Tablighi Jamaat and its ways reflect severe criticism of the other sects of Islam. The behavior of the present leader of Tablighi Jamaat was absolutely opposite to the other leaders of Jamat like Muhammad Ilyas Kandhlawi, Maulana Muhammad Yusuf Kandhalawi and Maulana Inaam ul India Policy Foundation December 1-15,

Hasan. It is said in the fatwa that letter was written to draw attention of Bangle Wali Masjid (Headquarters of Tablighi Jamat) but letters were not answered. According to Hamara Samaj (December 6), expressing anger over Maulana Saad Kandhalawi Darul Uloom Deoband said that Kandhalawi was digressing from the path of Islam, democracy and path shown by his ancestors and he would have to shun all this. He was warned several times on this. Maulana Kandhalawi recently organized a big rally in Bhopal where he spoke against Sharia by saying that after Mecca and Medina the purest place in Islam was Tablighi sect's Hazrat Nizamuddin. His statement was criticized by Muslims all across. Darul Uloom Deoband issued fatwa by expressing its opinion that due to lack of knowledge of Quran and Hadith he was digressing from the path of Islam. Darul Uloom Deoband warned that he must not hit Tablighi Jamaat and must apologies to the God. Comment : After several decades differences between Darul Uloom Deoband and the biggest organisation in the world propagating Islam were clear. This is to recall that in the past three years differences with Tablighi Jamaat were getting serious and serious. Infighting continues between these two world famous organisations and violence took place on several occasions. But this was for the first time that Darul Uloom, Deoband openly criticized Maulana Saad Kandhalawi faction. This fatwa caused new breaches in the Sunni sects. This is to recall that Darul Uloom Deoband was the second biggest organisation of the Sunni faith in the world. This was started by a Wahabi Muslim Muhammad Qasim Nanotvi around 150 years ago. The organisation at present provides free education to around 5000 students. The institute takes care of food, lodging and books. Imams trained by this organisation are heading mosques across the world. As far as Tablighi Jamaat was concerned, it was set up by a Muslim scholar Muhammad Ilyas Kandhlawi in 1926 to counter Sudhdhi movement started by the Arya Samaj. According to the American intelligence agency FBI, Tablighi Jamaat is the biggest organisation in the world preparing jihadies. Its branches are spread across 159 countries and it has supporters between 20 and 3adquarters of Tablighi Jamat is situated at Bangle Wali Masjid in Basti Hazrat Nizamuddin, New Delhi. Jamat was divided into two factions after the death of it's the then chief in One group is led by Saad Kandhlawi while other group is led by Maulana Zaheer. Both these groups are fighting with each other from a very long time. Now Darul Uloom Deoband was openly supporting Maulana Zaheer. III Banks recommended starting Islamic banking The Reserve Bank of India recommended to the banks for setting up a separate Islamic window which was welcomed by the majority of Muslim leaders. Dainik Munsif in its editorial on November 23 welcomed this scheme by saying that Islam was such a religion that gave necessary messages for every aspect of the life. The question is that this must be understood by Muslims as well as non-muslims that the community must help to take true faith to reach everyone however we are far away from fulfilling our duty. We cannot deny that today in our society we are neglecting Islamic education. Our social structure and economy was dominated by non-islamic ways. We have forgotten the Islamic ways of India Policy Foundation December 1-15,

business. We don't take care of right and wrong in transactions. Interest which was sternly prohibited by Allah and prophet was part of our business today. Excuse is given that we are helpless as we are living in a non-islamic state but now the government and the Reserve Bank of India took an important step in the direction of Islamic banking. According to the information, the Central government was seriously considering opening of an Islamic window in other banks of the country. If the experiment of Islamic window succeeds then system of Islamic Bank would start. Since interest is sin as per Islam therefore Islamic Banking is little complicated with other banking system. Siyasat on December 4 published a write up in which it was said that a close associate of Narendra Modi Zafar Sareshwala said India could become leader of the world in this regard. He welcomed the decision of implementing Islamic system across the country and opening Islamic window in banks. He said that if Islamic system was implemented in the country Islamic nations would invest billions of dollars in India which would help initiating infrastructure projects in the country. He further said that so far only western countries were reaping benefits of Islamic banking. Now, India should also try to get benefitted by this. Zafar Sareshwala said, If Islamic banking system was implemented in India then we will have dominance over countries like Pakistan, Bangladesh, Malaysia, Turkey and Bahrain. We would be able to provide experts of Islamic banking to these countries. This will help new employment opportunities for Muslims. Comment : Discussion is continuing on the government instruction of implementing Islamic banking in the country. Islamic Banking System has been implemented by a cooperative bank in Solapur in Maharashtra. Some Muslims have been given interest-free loan under this provision. Telangana has also implemented Islamic banking. Around a decade ago when attempts were made to implement this system, the move was opposed all across by a particular section. Dr. Subramanian Swamy had even gone to the Supreme Court on this issue. He argued that this banking system would help terrorist organizations to get foreign funding. During the UPA region, Union minority minister K. Rahman Khan along with over 50 MPs tried their best to get Islamic banking implemented in the country but the Dr. Manmohan Singh government did not allow this. It was argued that in the present banking system of the country, interest-free banking system did not suit it. IV Who will Muslim join in Uttar Pradesh? According to Weekly Nai Duniya (December 12-18), what is the inclination of Muslims in Uttar Pradesh? What is the speculation about Muslims? Muslims will vote Samajwadi Party or Bahujan Samaj Party or some votes might to the Congress and Rashtriya Lok Dal? Will they vote for Ittehadul Muslimeen or Peace Party? Such questions are matter of discussion these days. When representative of Nai Duniya asked one Akhtar Hussain, who had come to participate in a programme of chief minister Akhilesh Yadav in Rampur that if he would vote for the SP, he had said that there was still a long way to go. I will see when time comes. Similarly in a programme of Ittehadul Muslimeen a youth Nasim was asked the similar question if he would vote MIM, he answered that Asaduddin Owaisi was a good orator but he would not be able to win in Uttar Pradesh rather voting him might help the BJP. Muslims India Policy Foundation December 1-15,

of Uttar Pradesh are not in favour of the SP and neither have they any affection for Samajwadi Party. But in the present scenario voters are united behind the SP to stop the BJP. However, they are angry with the SP over Muzaffarnagar riots and deteriorating law and order situation in the state. Muslims are not confident if Mayawati won't join hands with the BJP. Muslims are openly with the SP in eastern Uttar Pradesh. Merger of Quami Ekta Dal with the SP strengthened the SP. Mayawati is trying hard to get Muslim votes in Uttar Pradesh and she fielded maximum number of Muslim candidate in the state. She is scripting the new story of Dalit-Muslim unity. She is appealing Muslims that if the BJP has to be stopped, Muslims must vote the BSP. Muslims had been voting Mayawati in western Uttar Pradesh and had been supporting Jats with the RLD but now situation was changed. This is the region from where maximum numbers of Muslims are getting elected to Assembly. But the ground reality is that Muslims are inclined towards the SP but they had not forgotten Muzaffarnagar riots. The biggest challenge is to woo Jat votes in this region. RLD vote bank is divided after Muzaffarnagar riots. Choudhary Ajit Singh lost 2014 Lok Sabha elections from Bagpat. Jats who had voted for the BJP were moving towards the RLD again. The BSP distributed maximum number of tickets to Muslims to get support of angry Muslims after Muzaffarnagar riots. Ajit Singh is taking help of Jat pride to woo them. Jat leader Prof R P Singh said that Jat could get power only after the community was backed by Muslims. This is also clear that in the Jat belt of Western Uttar Pradesh BJP is not going to get as much support as it got in forthcoming Assembly elections. V BSP trying to woo Muslim voters According to Hindustan Express (November 29), Bahujan Samaj Party intensified its elections preparations for the forthcoming Assembly elections. The BSP is distributing a booklet containing eight pages which had the title Who is the well wisher of Muslim community? This is to recall that there is a picture of Mayawati on its cover page who clarified Muslim voters on the policies of the party on different issues. This booklet is being distributed in the Muslim majority areas of the state. Mayawati also gave clarification on the alliance with the BJP thrice in the past. It is written in this booklet that the party never compromised on its principals and ideology and despite an alliance with the BJP, the party had always stuck to its policies. The party never allowed any new tradition in Ayodhya, Mathura and Kashi to start. The BSP taught a lesson to the BJP in 1999 when the party overthrew the Atal Bihari government. The booklet also mentions close relations between Narendra Modi and Mulayam Singh Yadav in which it is said that Narendra Modi had been attending marriages in the family of Mulayam Singh and said that in the emergence of the SP, there was a big role of the BJP. The BSP reminded Muslims that though the BSP formed the government with the BJP but it did not allow the Vishwa Hindu Parishad to perform Jalabhishek at Vishvanath Temple at Varanasi and yagna at the birth place of Lord Krishna. It was assured in the booklet the BSP would not go in alliance with the BJP in future. It is alleged in this booklet that not a single promise made by the SP in its manifesto was fulfilled. India Policy Foundation December 1-15,

VI Playing national Anthem in cinema halls criticized Dainik Dawat on December 10 criticised in its editorial the Supreme Court's decision in which it was instructed playing national anthem before the start of any movie in every cinema hall. The mouthpiece of Jamate Islami reported that similar attempt was made around 50 years ago which failed. The newspaper alleged that some so called nationalist were trying to create a environment of fake nationhood. Dawat reported that the decision of the Supreme Court couldn't be criticized and only legal luminaries could give their opinion over it. Famous commentator Bhanu Pratap Mehta made an analytical comment. The court gave this decision on one Shyam Narayan Chouksey of Bhopal. He said that when he was watching a movie in the year 2003 and national anthem started playing so I stood up but rest of the people around remain seated. Chouksey considered it disrespect to the national flag and anthem and filed a petition in the Supreme Court. Dawat wrote that the decision of the Supreme Court couldn't be for troubling a particular community but as far as Muslims were concern, it was very easy to deal with this difficult situation. They must stop going to cinema halls. This will help Muslim reformists who wanted Muslims to keep away from films. But this was not the matter of Muslims but was the matter of constitution and entire Indian society. Hopefully judiciary will consider opinion of such people also who were not in agreement with this judgment. India Policy Foundation December 1-15,

Western Asia I President Election in Lebanon According to Munsif (November 16), Parliament of Lebanon elected its new President. Name of the new president is Michel Aoun who is 81-year-old and is a Christian. He is a former Army official. This is to recall that political crisis continuing in Lebanon since The present 128 members of Parliament were not unanimous on any name to choose a president. Former president Michel Suleiman just completed two-and-half-year's term and the post was vacant since then. It is said that in the election of this new president there is a role of the compromise between the US and Saudi Arabia. Now it is decided that the next President would be Saad Hariri. Lebanon is an important nation in the West Asia with a population of 44 lakhs. Its capital Beirut was the centre of civil war since last 20 years. Lebanon has the influence of western culture therefore it is called Paris of middle-east. Beirut was a nice port city and very nice tourist destination. Lebanon is surrounded by Arab and Rome Sea therefore impact of Arabic and Roman culture is very much on Lebanon. In the beginning of the history, this region was part of the Roman Empire and was the main centre of Christian civilization. Later on when Muslims captured these regions then Islam became the biggest religion and Muslim culture had the greater impact on it. Shia came to power there later on and established a kingdom in southern Lebanon. In the constitution of Lebanon all the three communities living in this region had been given proper representation. As per the constitution, President of the country will be a Christian while Prime Minister a Sunni Muslim and speaker of Parliament a Shia. During this civil war Syrian Army captured this region and remained there till The crisis that Lebanon is facing today was started in 2011 due to civil war in Syria. There are around 15,000 Syrian refugees and their number is increasing by the day. These refugees are against the Syrian president Bashar al Assad. There are three big political parties in Lebanon and the incumbent President Michel Aoun belongs to Free Patriotic Movement and Saad Hariri belongs to Future Party while third party of Lebanon is Hejbollah whose chief is Hasan Nasrullah and he is a Shia. The present president Michel Aoun was chief of the Lebanon Army till 1996 and was considered to be the powerful people but after Syrian Army joining Lebanoni Army, he had to flee France to take refuge. Michel Aoun formed Free Patriotic Movement in 2011 while extremist Shia Party joined hands with Syrian president Bashar al Assad. The newly appointed President has got the support of western countries but he had recently made friendship with Hejbollah which helped him to get support of Shia people and Iran. After the alliance of Iran and the US, influence of the US was increasing. The US had reduced oil prices to give Saudi Arabia and other oil producing countries a big shock. Influence of Shia extremist organisation Hejbollah was increasing very fast. Now Shia and Sunni are at loggerheads in Lebanon. There is no denying the fact that due to Shia-Sunni dispute influence of Islam declining very fast. There are around 35 per Christians in the country while Muslims are 55 per cent but they are fighting with each other due to Shia-Sunni divide. India Policy Foundation December 1-15,

II Extremist Islamic Parties succeed in Kuwait According to Hamara Samaj (November 29), in the Parliament election of Kuwait extremist Muslims had won the elections. In the election of 50-member Parliament Ikhwan ul Muslimeen, Salafi Jamat and other extremist Islamic organisation had achieved a great success. It is said that in the formation of ministry every extremist organisation would have its role. Most of the ministers had lost elections. Amir of Kuwait Sheikh Sabah al Ahmed al Sabah dissolved Parliament in October to conduct new elections. This is to recall that Islamic organizations boycotted 2013 elections and due to that only 40 per cent votes were polled. This time Islamic organizations participated in elections enthusiastically. Interesting thing in the recent elections had been that Shia organizations were not as successful as they were in the last elections. There were nine Shia members in the last Parliament but this time round they are just six. Only 40 members got reelected. III 15 people sentenced to death in Saudi Arabia According to Hindustan Express (December 7), a court in Saudi Arabia sentenced 15 people to death for alleged spying. These accused included 30 such people who had been arrested three years ago and they were produced before the court in February this year. Arrested people belonged to Shia community. They were alleged that they formed an organisation for spying with the objective of spreading communalism and harming the economic interest of Saudi Arabia. According to the Saudi Arabian government sources, most of the arrested people had past link with the Army and they were accused of providing important information regarding Army to Iran. IV Blast in Istanbul According to Hamara Samaj (December 12), around 38 people got killed in twin bomb blast in Istanbul the biggest city of Turkey outside the football stadium that included 30 policemen. As per the government spokesperson, there is a hand of Kurd terrorists in these blasts who had been trying to attack security forces. According to the government spokesperson, the first blast took place in a car and the other was executed by a human bomb. So far 10 people have been arrested in this regard. Deputy prime minister claimed that these attacks had the link of Kurdish Workers Party. However, no one has claimed the responsibility of these blasts but as per BBC spokesperson the attack could have hands of Kurdish terrorists. President of Turkey Recep Tayyip Erdoðan termed it a terrorist attack. According to the home ministry, a car targeted the police bus. Earlier also several terrorist attack took place in which many people got killed. India Policy Foundation December 1-15,

V Bomb blast in a Church in Egypt According to Hamara Samaj (December 12), at least 25 people have been killed and 49 got injured that included women and children in a blast in Qutubi church in Cairo the capital of Egypt. No one claimed the responsibility of the blast but people associated with IS expressed happiness over this blast. Blast took place where sitting arrangement for women was made. For this blast 12 kg of TNT was used. A person known as Imad Laskari said that the moment padre stood up for prayer blast occurred. VI Court orders release of Shia leaders in Nigeria According to Inquilab (December 3), Nigeria High Court ordered release of leaders of Shia Islamia who were arrested after the bloody clashes with Shia demonstrators in December last year. Nigerian Army killed 347 demonstrators after which Army arrested Sheikh. He argued before the court that keeping him in jail without prosecuting him was violation of human rights. High Court rejected the argument of public prosecutor that due to security reasons Shia leader was kept in jail. He and his wife do not have any case against them so they could be kept in jail. This is to recall that violent demonstrations by Shia demonstration took place against this leader. Demonstration still continuing and they are demanding that their leaders and supports who were illegally arrested by the Army must be released immediately. VII Israel to buy fighter planes According to Siyasat (November 29), Israel decided to buy F-35 jet. As per the office of Israeli PM, around 17 jets will be purchased. After this the total number of such places in Israel will be 50 and around $400 billion would be spent on this. It is expected that Israel would be getting supply of these planes after three years. An important official of the Israeli Army said that after getting these planes Israel would be able to deal with its enemy in right manner. The US supplied such planes to Britain, South Korea, Italy, Australia, Canada, Turkey and Japan so far. India Policy Foundation December 1-15,

World I Will there be a war between India and Pakistan? According to Weekly Nai Duniya (December 12-18), border posts are still tense after the surgical strike. Exchange of fire is continuing and sound of fire shot is still heard. There had been violation of ceasefire for over 300 times and over 27 Indian soldiers martyred. India had retaliated properly but the biggest thing was that whatever was happening was after September 29, 2016 surgical strike. The objective of surgical strike was to stop cross-border terrorism but situation was telling the different story. After surgical strike, Pakistan intensified its nefarious activities from across the border. The message is clear that surgical strike failed. Now in such a situation a full scale war was the only option that the country has. If Pakistan continues with tense border situation, India will have to sound full scale war. How will be this war? What kind of arms will be used in this war? What will be the outcome is another debate? But the biggest thing is that China is the secret of Pakistan behaving such recklessly. It was the hands of China that was not allowing terrorist activities to decline in the region. China was using Pakistan as pawn against India. Talks are not happening, coordination and engagement is totally stopped. There is a situation of war from both sides. Both the countries don't want war but are playing war game due to their political compulsions. Anything could be force them to war and both the nations are nuclear power. Pakistan realized that India was not shying away from the war if it was thrust on it. In such a situation Nawaz Sharif was trying to give message to the world community that Pakistan was active to defuse tension. Pakistan knows it very well that if war happens, it would have dangerous repercussions. The question is that what kind of relation the new Army chief of Pakistan Qamar Javed Bajwa has with Nawaz Sharif and how long anti-india elements in Pakistani army remain silent. The truth is that China is instigating Pakistan against India. Pakistan is instigated due to Chinese support. Increase in the number of ceasefire violation makes it clear that Pakistan did not learn any lesson from the surgical strike. China is actually concerned over the growing India-Japan relations so it wants India to remain stuck with Pakistan. Ceasefire violation is a clear cut indication that intention of Pakistan is not good and the matter might get worst. Pakistan had denies surgical strike but there was hands of National Security Advisor behind the surgical strike. Pakistan was under pressure to give a befitting reply to India. Since General Raheel Sharif is retired, so Pakistan is preparing to take revenge. The Pakistan government wants to give message to its people that it is in a position to give India befitting reply. The new Army chief Qamar Javed Bajwa had made it clear that no policy change would be done along Indian border. But Pakistan also knows very well that what would happen to it in case of full scale war started. As both the countries are nuclear powers. India Policy Foundation December 1-15,

II Differences between President and vice-president of Afghanistan Munsif on December 4 published a write up in which it was claimed that differences between President of Afghanistan Ashraf Ghani and vice president Abdul Rashid Dostum were emerging very fast. Due to such differences Dostum refused to go to Kabul. This is to recall that Abdul Rashid Dostum demanded from Ashraf Ghani that Dr. Abdullah Abdullah must be sacked because he was causing tension between Shia and Sunni. Dostum emphasized that his fighters should be allowed to fight with Taliban and there should not be any compromise with them. Afghan president refused to accept the demand of Abdul Rashid Dostum. Afghan President appointed an eight-member committee to talk to Abdul Rashid Dostum but Dostum refused to talk to them. Spokesperson of the Afghan President said that Abdullah Abdullah was trying to bring peace in Afghanistan so he won't be removed from his post. According to other sources, civil war in Afghanistan intensified and fighters of Abdul Rashid Dostum attacked Faizabad area to drive away thousands of Afghans from there. According to Afghan sources, the fight between Afgahns and Uzbeks was getting intensified by the day. They are trying an alliance with rivals of Afghan Ata Mohammad Nor. Fighters of Atta Mohammad Noor are being armed and they are being appointed in the administration. This is posing a danger of civil war in Afghanistan. III Attack on Shia mosques kills 32 people According to Siyasat (November 22), a fidayeen targeted a Shia mosque in Kabul the capital city of Afghanistan in which 32 people got killed on the spot and over 100 got injured. As per Afghanistan police, the attacker reached the mosque and blew himself up where people were offering prayers. Several people got killed in this attack. Information provided by the Kabul office of the United Nations informed that at least 52 people got killed. This is to recall that Sunni terrorists targeted at least six times on Shias in the past two months in which over 400 people got killed. Prime Minister Narendra Modi criticized attack on Shia mosque and said that India would support Afghanistan in its war against terrorism. Etemaad in its editorial on November 23 criticised attack on Shia mosque. The newspaper reported that a day before also terrorists of Islamic Caliphate attacked Shia Imambada killing 18 people while next day a mosque was attacked in which 14 namajies were killed. The newspaper expressed concern over the new Caliphate playing bloodbath with Muslim blood. People killed included women and India Policy Foundation December 1-15,

children. According to the newspaper, population of Muslims in Afghanistan is around 30 crore in which 12 crore are Shias. The newspaper expressed concern over the fight among different sects of Muslims and termed it danger for Islam. IV What colour the new Army chief of Pakistan will show? Suleman Batt in Munsif on December 4 claimed that the new chief of Pakistani Army General Qamar Bajwa not only gave a new shape of defence policy of Pakistan after taking over as the Army chief but was also making efforts of the economic development of Pakistan. His target has been that the economic corridor set up by Pakistan with the help of China must be utilized properly. People were losing faith in Taliban, the way it was found involved in bloodbath. The author claimed that Taliban terrorists took benefit of the differences among the Pakistani leadership. The author also claimed that Islamic madarsa had become den of terrorists because they had not been upgraded like Egypt and Turkey. Pakistani leaders have been misguiding people of the country by shouting jihadi slogans. A huge network of madarsa had been set up in the country to get foreign aid and then they are being used for terrorist training camps. Sad part of the story was that special attention was paid to cause enmity against different sects of Islam. The author claimed former Army chief Raheel Sharif had relinquish his post peacefully and he was completely successful in his mission. The author expressed hope that the new Army chief would provide stability in Pakistan and give befitting reply to the opponents of Pakistan. Siyasat in its editorial on December 1 expressed hope that with the appointment of new Army chief of Pakistan tension would die down. 57-year-old Qamar Bajwa is the chief of sixth largest Army in the world. He is said to be a democratic General. The newspaper expressed hope that the new Army chief would get his country rid of terrorism. Qamar Bajwa is well aware of the conditions of the Pakistanoccupied-Kashmir therefore he could play an important role in ceasefire. The newspaper said that even after surgical strike the incidences of infiltration from the side of Pakistan were not declining. The new Army chief must pay attention towards it. Jihadi activities increased in Pakistan and they were given protection by the Pakistani Army. Pakistan was always governed by the Army whosoever was ruling it. Now, Pakistan is an atomic power and it must now remain careful that its atomic arms and ammunition must not go to the hands of terrorists. The newspaper congratulated Raheel Sharif for not dislodging the Nawaz Sharif government though he was given chance by Imran Khan and Maulana Qadri by causing disturbance. The newspaper appealed to the Pakistani leaders that they must try to develop friendly relations between the two countries. India Policy Foundation December 1-15,
