4 Summary It is very sad that there are people in the country who are not even true to their salt and speak the language of Pakistan. Akhbar Mashriq on August 10 published a news report on the front page that was blatant lie that arrested terrorist from Udhampur Mohammad Naved was an Indian not Pakistani. Akhbar Mashriq has always been advocating Pakistan even in several instances in the past. IPF has been exposing this newspaper. Some of the leaders tried to politically en-cash hanging of 1993 Mumbai bomb blast accused Yakub Memon. This controversy was initiated by MIM president Asaduddin Owaisi but later on a big section of Urdu newspaper joined him. In this malicious campaign judiciary, administration and investigation agencies were specially targeted. However, good thing has been that a big section ignored this propaganda. Leaders of a particular community don't have respect even for the judiciary. Whenever they get a chance, they don't miss the opportunity to target judiciary in the name of interference into the matters of Islam. This is done to incite communal passion. When recently the CBSE tried to act tough on malpractices in pre-medical examination by canceling the previous examination and issued a dress code for the new examination, the decision was opposed by the Student Islamic Organization of India - the student wing of Jamate Islami. They took the matter to the Supreme Court. Chief Justice of the Supreme Court H L Dattu rejected the petition saying that by not wearing cap or hijab just for one day religious sentiment of anyone would not be compromised. After this decision, radical Muslims started a campaign against chief justice. A signature campaign against him was also started across the country. He was threatened that if he did not take his comment back and did not apologize, a nation-wide campaign would be unleashed against him. Islamic terrorist organization ISIS started spreading its wings in the country. When activists of Bajrang Dal organized a demonstration protesting against raising flags of ISIS in the Kashmir Valley, communal clashes took place in several parts of the country. A particular community not only organized violent protest but also caused strike. The administration somehow managed to settle down the matter between both the communities. Police were forced to release arrested miscreants for forcing shopkeepers to shut down their shops and cases against them were also withdrawn. Union home ministry became cautious over the growing influence of the ISIS on youths. The government was also working on the strategy to save youths from this Islamic organization. As far as West Asia is concerned, the situation is deteriorating by the day. The US and seven European countries entered into nuclear deal with Iran after a decade but this pact is being openly opposed by Saudi Arabia and its supporters. Another Islamic nation Libya is divided due to civil war in the country. At present there are two presidents, two prime ministers and two governments in the country. They are at loggerheads with each other. Taking advantage of the situation terrorist organization ISIS also entered the battle ground. As per the latest news reports, four Indians were in captivity of ISIS. However, the Indian government was successful in getting two of them released. The situation of Egypt is deteriorating by the day. There is a fierce civil war between Army and ISIS. 5 NATIONAL I Anti-National Act by an Urdu newspaper Pakistani terrorist Mohammad Naved is being called Indian national by Akhbar Mashriq Akhbar Mashriq, the newspaper with editions in Delhi, Kolkata and Ranchi, on August 10 published a report on the front page claiming that the arrested terrorist for attacking BSF bus in Udhampur was an Indian not a Pakistani. The newspaper claimed that the person named as Mohammad Naved who was arrested in Udhampur belonged to Bhat village of Kulgam district of Jammu and Kashmir. He is famous as Jhalla in his region. He is a mentally derailed person and keeps on smiling. At the behest of the Indian government, Hindustani media is calling him another Azmal Kasab. The newspaper said that as per television report when BSF bus attacked this person was passing from there. Indian security forces arrested him along with his family members. Hindustani media claimed that the person killed in Udhampur was Nauman and belongs to Bahawalpur of Pakistan. The newspaper claimed that father of the arrested person that was called Pakistani is actually a Kashmiri but his mother is not a Kashmiri. His mother had married a Kashmiri mechanic second time and the arrested person was living in Udhampur with his mother from past several years. Ascent of the person arrested was Kashmiri not of Pakistani. But the most unfortunate thing was that the newspaper termed Kashmir as Indian Occupied Kashmir. This Indian newspaper claimed that deputy chief minister of Indian occupied Kashmir Dr Nirmal Singh claimed while speaking to Hindustani newspapers that there was a possibility that attack on the police post near Udhampur might not have been carried out by terrorists rather was result of a clash among special police, SPO and workers of Local Development Corporation. The government is trying to get into the bottom. It is also claimed in the newspaper that the police used force against protestors in Pulwama in Jammu and Kashmir when they were shouting slogans against India. The police resorted to lathicharge and shelling of tear gas to disperse the crowd and also used pilot gun that had injured several people. A boy called Arbaj Ahmed was hit in his eye causing permanent loss of vision to his eye. Comment: This is to recall that Pakistani terrorist Mohammad Naved arrested alive told the police and security agencies during investigation that he was from Faislabad of Pakistan. His elder brother is a college professor in Faislabad while another brother was a shopkeeper. The Pakistan government claimed that the person arrested in Udhampur has got nothing to do with Pakistan. When Delhi-based correspondent of Hindustan Times spoke to father of Mohammad Naved in Faislabad over phone then he accepted that he was the unfortunate father of the person arrested by the Indian Army. 6 Indian TV news channels had shown pictures of house and locality where arrested terrorist lived in Pakistan. Sad thing was that the newspaper published from India was deliberately telling that this arrested terrorist belonged to Kulwama area of Jammu and Kashmir in India. Who is behind this newspaper that is prompting this newspaper to speak shameless language of the Pakistan government? This is to recall that the owner of this newspaper has very close relations with the Congress. Son of the owner of Akhbar Mashriq is Trinamool Congress member in the Rajya Sabha. Strange thing is that such a responsible person is telling a blatant lie and cheating upon people of this country. This is to recall that the same newspaper published a write up a few months ago in which it was claimed that the Indian government was occupying Jammu and Kashmir by force with the help of Army which killed thousands of innocent people there. India Policy Foundation exposed about this treacherous write up in its May 16 to May 31, 2014 issue. Earlier also when on November 26, 2008 Pakistani terrorists wrecked havoc in Mumbai, several Urdu newspapers in India claimed that there was no hand of Pakistan in it. This attack was actually made by Hindu terrorists with the help of the US and Israel. Thankfully one of the Pakistani terrorist was arrested on the spot so the Pakistani-supporter Urdu newspapers were exposed. II Tears on hanging of Yakub Memon MIM president Asaduddin Owaisi gave hanging of the accused of Mumbai blast case Yakub Memon a political color for Muslim votes. This was reported by most of the newspapers. A planned campaign was unleashed in Urdu media that innocent Yakub Memon was hanged for being a Muslim. In this campaign the judiciary, the Modi government and Sangh Pariwar was targeted. Mumbai-based Urdu Times on July 31, 2015 published news report on hanging with black border. The news report was published with pictures of Yakub Memon along with both his brothers and pictures of crowd gathered at his funeral. The newspaper severely criticized hanging of Yakub Memon. The newspaper wrote that the number of Yakub came just now but justice was hanged long time back. The newspaper reported that those who had placed bombs in Mumbai their death sentence had been commuted into life imprisonment. But Yakub was given death sentence because he was relative of the real culprit. Yakub was implicated under the black law that was abrogated 20 years ago. In the past 15 years, 373 people hanged had maximum Muslims and Dalits. The newspaper said that why five custom officials were not hanged who had also been involved in the case. Is it because all of them were Hindus? Assassins of Rajiv Gandhi and Beant Singh were not punished because there was no Yakub (Muslim) there. Had they been Muslims, they would have been hanged. The only crime of Yakub had been that he wanted to come to his country. He had faith in Indian judiciary and this could have only India Policy Foundation August 1, August 31,

7 been done by innocent person. The real problem with Yakub was that he belonged to such community whose intellectuals were idol and full of ignorance. The same newspaper published a write up of Dr Tasleem Rahmani in which serious allegations were made against judiciary. He writes that judiciary looks at the religion of the accused while pronouncing judgment. In the past years over 1500 people have been sentenced to death but only three have been hanged and they are Ajmal Aamir Kasab, Afzal Guru and Yakub Memon. There are communal elements in investigation agencies and wherever they get a chance they arrest innocent Muslims and gather false evidences. The entire country collectively prayed for pardon but Memon was hanged. Sri Krishna Commission in its report revealed perpetrators of riots but no action has been taken so far. The judge who gave clean chit to Amit Shah has been appointed governor after retirement. Rahmani alleged that India Judiciary is not free rather it is in the grip of political leaders. Now, the time has come to have an open debate on how to reform judiciary and how to make it impartial. Munsif on July 28 published a write up in which it was said that being a Muslim was the biggest crime in independent India. In this write up hanging of Yakub Memon was criticized in tough words. Urdu Times on July 30 wrote in its editorial mentioning two decisions of the Supreme Court. The newspaper said that the same court on one hand refused to commute life imprisonment into death for assassins of Rajiv Gandhi on the other hand it also refused to commute death sentence of Yakub Memon into life imprisonment. Though one of the three assassins were member of the dreaded terrorist organization and some death sentence was dragging on and on. So the court took a call that they have been enough in jail so their death sentence should be commuted into life term. Almost all the leaders in Tamil Nadu Assembly were against their hanging and a resolution was also passed for their pardon. As far as Yakub Memon was concerned, there was no political party for Yakub and neither any political leader but there were definitely justice loving people behind it. There was no harm to any political party for hanging Yakub therefore no political party was raising question in his favour. The newspaper appealed to Muslims that they must not get agitated with hanging of Memon but must question the decision if there were two criterions for justice. The same issue published write up of Rashid Ansari in which it was complained that Muslims did not have even right to protest. The writer said that ever since the Modi government came to power in Delhi communalism was on the rise. The government wants Hindu terrorism to remain safe but so called Islamic terrorism must be punished sternly. When Assaduddin Owaisi said that Yakub Memon was hanged for being Muslim, this bitter truth was not accepted by the Sangh Pariwar, the BJP and their bonded media. Owaisi said that why no one was sentenced to death in cases of Sikh riots of 1984? Why people responsible for demolishing Babri mosque are out of jail? Why no action has been taken on Sri Krishna report on Mumbai riots? Owaisi targeted investigating agencies more than the judiciary alleging that the government misguided court by hiding facts. Is raising voice in favour of Muslims and protesting on that a crime? After the statement made by Owaisi every news channel and newspaper, he was alleged to be inciting communalism and spreading hatred. But Owaisi had the courage to give everyone befitting reply. The question is if talking about issues of Muslims a crime. Why voice of Muslims is being suppressed in the BJP regime? Suppressing protests of Muslims and curtailing freedom of expression will not be India Policy Foundation August 1, August 31,

8 tolerated. The newspaper expressed happiness that statement made by Owaisi was understood by secular people and a nation-wide protest started. Muslim needs leaders like Zafarullah Khan and Assaduddin Owaisi that is very necessary at the moment. Inquilab on August 6 published a write up by Khalid Sheikh in which it was complained that judiciary did not consider the matter of Yakub Memon with all seriousness. He said that the government agencies brought him to India by deceit. He also complained that judiciary was neglected even in issuing death warrant. CBI did not reveal many facts to the judiciary. Had facts been put in the right perspective, there was no need to hang Memon. Hindustan Express published a report on August 6 by Syed Mansoor Agha in which it was alleged that the decision of the Supreme Court was not just and impartial. The court appeared to be in hurry in deciding mercy petition of Yakub. Heaven would not have fallen, had the matter been given 14 days time. The court ruled on the matter just by hearing the case superficially. The author said that this hanging was revenge murder by the government. Weekly Nai Duniya (August 10) issue published the picture of Yakub Memon on the front page and gave headline Death sentence to Yakub but when will Mumbai rioters be hanged? This is the question from SC by justice-loving people. Three write ups were published in this regard. Saroor Ahmed Khan alleged in his write up that judiciary always had double standards. There is one law but two standards. It is alleged in another write up that during P V Narsimha Rao regime the CBI betrayed. The main newspaper of Hyderabad Siyasat on August 2 published three write ups on hanging of Yakub Memon. One had the headline Hanging of Memon many questions one answer. Another write up had the headline Several questions remain on hanging of Yakub Memon. The third write up had the headline Justice is killed with hanging of Yakub Memon. All the three write ups have the same language and same logic that Owaisi used in his statements. Urdu Times on August 1 published a statement on the front page in which it was complained that assurance was given to release Mamon for providing information about the real culprits of Mumbai blasts and other information regarding blasts. It is alleged in its editorial that since the government failed to nab real culprits like Tiger Memon and Dawood Ibrahim so to salvage its image the government hanged Yakub. The newspaper said that Chief Justice of India nominated only those judges to hear his case in the mid night who had earlier rejected his mercy petition. Is it not correct to say that everything was a drama? Rejection of mercy petition and execution of sentence require 14 days gap but that was violated. Was not this to help the Maharashtra government so it hangs Memon at any cost? In the same issue Owaidullah Usmni incited Muslims against the Sangh Pariwar that who was claiming to make India 2020 Hindu Rashtra. Who is this who wants to make India Muslim-free? Hyderabad-based Munsif on August 2 published a write up against death sentence of Memon with the headline Finally hanging takes place. It is written in this write up when on the ground of being 22 years in jail could be the reason for commuting death sentence of Assassins of Rajiv Gandhi into life sentence why can't it be in the case of Yakub. Why this partiality? The newspaper criticized the fact that President and Governor are puppets in the hands of the ruling party. India Policy Foundation August 1, August 31,

9 Siyasat in its July 28 editorial criticized the fact that after a communal party coming to power in Delhi, the law has been narrowed down. There are several murderer lodged in jail but there is no hurry to hang them. Death sentence of assassins of Rajiv Gandhi have been commuted to life term. Views of former SC justice Markandey Katju and former RAW official B Raman give a vivid picture of hanging of Yakub that justice must not be blind. Memon cooperated with the investigating agencies. He was part of the conspiracy but never planted any bomb. He tried to provide evidence for his innocence but it was decide to hang him. The question is that why there is so much hurry to hang Muslims in India. Why Memon's mercy petition was rejected immediately? If hanging anyone and spilling blood saves country, all those people having serious offences against them must be hanged first. The newspaper reported that several key people urged the President to pardon Yakub. This petition should have been considered by the president and if Memon is hanged for political gains it will be a big harm to the justice-loving people of the country. Roznama Rashtriya Sahara on July 30 reported in its editorial criticized hanging of Yakub Memon saying that the question raised by intellectuals, social workers and lawyer must be answered. Yakub was in jail for past 22 years and his mental condition was not proper. After this hanging, none of the foreign country would agree to hand over any accused to the Indian government. Some people wanted to make it a political matter but it is a social and legal matter. According to Hindustan Express (July 30), big uproar was made by the Shiv Sena in the Maharashtra Assembly on demands made by Muslim MLAs to commute death sentence of Yakub Memon into life imprisonment. They demanded prosecuting such people under treason. Shiv Sena MLAs said that such Muslim MLAs who wrote letters to the President and governor supporting a traitor have actually hurt the self respect of the Assembly. Therefore they too should be prosecuted under terror laws. This is to recall that many Muslim MLAs like Naseem Khan, Ameen Patel and Asif Sheikh had sent a memorandum to the President and governor. It was written in the memorandum that as per the new evidences were made public; death sentence of Yakub Memon should be commuted to life imprisonment. Hindustan Express on July 30, 2015 reported that on one hand death sentence of assassins of Rajiv Gandhi was commuted to life imprisonment and review petition has been rejected in this regard. The central government demanded that assassins of Rajiv Gandhi did not deserve any sympathy therefore they must be hanged. The SC rejected this petition. This is to recall that death sentence of these three accused was changed to life term on the ground that the court took very long on this matter while in the case of Yakub Memon his mercy petition was rejected. Siyasat on July 23 wrote in its editorial that mercy petition of Yakub Memon has been rejected by the President. Role of Memon has been a suspect in the bomb blast case. Now, Narendra Modi government got another chance so it could claim that its attitude towards terrorists was very tough. Hanging of Azmal Kasab and Afzal Guru was done for political mileage. However, it has not been implemented in the case of terrorists from Punjab and assassins of Rajiv Gandhi and their death sentence was changed to life term. The real culprit in this bomb blast case is still at large. Terror incidents are taking place in Mumbai for long. 10 blasts exposed all claims made by the police. There was no doubt about it that Yakub Memon was hanged for political reasons. Siyasat on July 27 reported that BJP MP Satrughan Sinha, former law minister Ram Jethmalani including 20 eminent persons requested the President that Memon should not be hanged. Besides that former justice Markandey Katju wrote in his blog that the ground on which Memon was held guilty were flimsy. The court made ground for his death sentence on statements recorded by the police. Everybody knows that how the police take statements. But since the matter was under TADA, so the court gave importance to statements made to police. Siyasat published another news report in this issue only in which Salman Khan demanded that Tiger Memon the real culprit should be hanged instead of Yakub. Later in the day he took back his demand on his father's advice. Urdu Times on July 26, 2015 published an editorial in which Shakeel Rashid claimed that it was foolishness of Memon that brought noose in his neck. He reached Pakistan two days before the blast but came back to India on insistence of RAW agents. It is said that his wife suggested him to come to India. This was the reason that he reached Karachi from Dubai and collected his documents to reach Katmandu. He was arrested from there and it was claimed that he was arrested from Delhi. If this was true then the question was that how did he reach Delhi with his seven family members without passport. Was not passport checked at the border? It is clear from the write up of B Raman that a deal was stuck between Memon and the security agencies and as per the deal he came to India to help gathering credible evidences against Pakistan. Raman accepted that he was brought in to a tehsil of Bihar from Nepal and from there he was taken to Delhi in a government plane. MIM president Asaduddin Owaisi had strength in his words when he had said that Yakub was hanged because there was no political party to save him while assassins of Rajiv Gandhi and Beant Singh was saved by political parties. The newspaper complained that investigation agencies deliberately did not produce important evidences. Yakub was not a criminal rather a well educated man. He had this belief that if he would help the government, his family would have a peaceful life. He had faith in Indian judicial system and that had become noose for him. Justice was not done to him. Urdu Times published a write up of Masoom Mooradabadi in the same issue in which it is said Yakub Memon was cheated by the investigating agencies. Yakub's Lawyer Shyam Keshwani words are important that hanging him is ridiculing law. The author complained that when entire world was calling for ban capital punishment, India is hanging people selectively. They have their sight over a particular community else what could be the reason that despite assassins of Rajiv Gandhi and Beant Singh getting death sentence, they were not hanged. Under pressure of the Tamil Nadu government, assassins of Rajiv Gandhi were not hanged. Why accused of Mumbai riots were spared? Akhbar Mashriq in its editorial on July 31 wrote attributing separatist leader of Jammu and Kashmir Syed Ali Shah Ghilani in which he criticized Memon's hanging by saying that the communal government proved it by rejecting his mercy petition that government did not have sympathy or mercy for Muslims. Spokesperson of Huriyat Ezaz Ahmed said hanging of Memon was the evidence enmity against Muslims. The newspaper also criticized hanging of Memon in its editorial but the government also accepted that the SC tried to follow all the laws in this matter. India Policy Foundation August 1, August 31,

11 Akhbar Mashriq in its July 31 editorial criticized hanging of Memon but the newspaper also accepted that the SC fulfilled all the judicial procedure required in this matter. The BJP and the RSS tried to give it a communal color and protests were made where it was said that those opposing Yakub's hanging should go to Pakistan. However, Muslims and Urdu newspapers make it clear that the decision of the law and judiciary was absolutely correct. Former minister of Maharashtra Mohammad Asif Naseem said that he did not expect hanging of Memon. There was no solid evident for which he was hanged. Editors of Urdu newspapers of Mumbai appealed to countrymen that they must accept decision of Supreme Court. There was no need to be emotional. Whatever the decision was made by the SC, it must be on the basis of evidences produced before it. Social Democratic Party of India called hanging unfortunate and said that had the President pardoned him, it would have been better. Inquilab on July 29 reported that former CBI official Shantanu Sen accepted while talking to TV channel that CBI assured Memon's family in Pakistan that if they come to India, protection would be given to them. Shantanu was chief of the Special Task Force of the CBI which was working of Mumbai blast case. Shantanu said that his source revealed though Memon had left for Pakistan but these was difference of opinion over the matter of the living permanently in Pakistan. Yakub wanted to come to India while Tiger was opposing his decision. He said several security agencies were in touch with Memon's family and they included IB and RAW. We assured him of justice. We had a close watch on their activities and they were brought back and arrested. He said that the CBI cheated Memon. III Muslim organizations unleashed a campaign against Chief Justice of India Chief Justice of the Supreme Court of India H L Dattu is in the line of fire of Jihadies. Recently a dress code was decided by the CBSE for pre-medical examination in which candidates were not allowed to wear Hijab, handkerchief tied over head, Turban and full sleeve shirt. Student wing of Jamate Islami opposed it and knocked the door of Supreme Court by saying that it was interference into the matter of Islam. Justice Dattu rejected the petition with the comment that wearing turban, Hijab would not compromise religious faith. Radicals started campaign against him and even started a signature campaign across the country demanding the President to remove him. It could be recalled that sometimes ago former SC judge Justice Markande Katju commented on beard of a petitioner and much hue and cry was made against it and Justice Katju had to eat humble pie on this issue by taking his statement back. According to Urdu Times (July 25), the Supreme Court refused to allow wearing cap, turban, hijab and full sleeve shirt for candidates appearing in pre-medical examination by saying that this would not compromise their religious faith if not worn just for one day. 12 by chief Justice H L Dattu on student wing of Muslims Islamic Organization of India rejecting its plea. It was said in the petition that the dress code set by the CBSE was interference into the religious matters of Muslims. So it required changes in it. The chief justice said that these were very common problems and just for not wearing cap or hijab for one day would not compromise faith in the religion. The court ruled that due to widespread corruption in previous exam it was cancelled and dress code was decided to stop cheating. As per dress code tying handkerchief on head, donning hijab, wearing cap and turban was not allowed. This was challenged by the Muslim organizations. The court ruled that dress code did not affect religious feeling and if someone was wearing full sleeve shirt that could be folded and checked and candidates must cooperate. This is to recall that three days ago Kerala High Court ruled that Muslim girls may take exams with hijab. According to Siyasat (July 27), Muslim League criticized the decision of the Supreme Court by saying that the court did not have any right to interfere into the religious matters of Muslims. Secretary of Muslim League E T Bashir said that this matter was associated with faith and religion of Muslims. This is not such matter as the court understood it. The decision of the SC is against the Islam. Commenting on the opposition of the Muslim League to the SC, Vice President of the Kerala BJP V Muralidharan said that Muslim League was challenging Indian Constitution and the Supreme Court. If someone lives in India he/she must respect the Supreme Court else they could go anywhere they wished to leaving India. Urdu Times on July 26 criticized chief justice Dattu in its editorial that this phrase of the CJI had hurt lakhs of Indians that it would not end religious faith by denouncing hijab and cap. His statement questioned secularism. People have started feeling that there might be the case when religious minorities could be stopped from following their religion. If any girl does not wear hijab for one day, heaven would not fall. This is sad that hijab and cap is associated with terrorism in India. The newspaper said that the ruling people were communal and wanted to declare everyone Hindu. According to Roznama Rashtriya Sahara (July 30), secretary of Jamate Islami Engineer Salim said in press conference that comment of the CJI was unfortunate. He should take back his words and must immediately apologize to countrymen. He said that the decision taken by the education board on dress code was anti-islamic and direct attack on freedom of Muslims. He said that it was also against Christian and Sikh faith. Christian leader Father M D Thomas said that education board did not have any right to interfere into the religious matters of minorities. If a nun appears in the examination in traditional dress no one should have any objection. According to Roznama Rashtriya Sahara (July 30), Dr Syed Zafar Mehmood said that environment in the country is against Muslim these days. This affects judiciary as well. In this country more women wear Burka than Hijab still the comment made by the court was absolutely unnecessary. Environment is being created to hurt existence of Muslims. So every step must be taken cautiously. According to Inquilab (July 30), all the minorities criticized the statement of the chief justice in one voice. Student Islamic Organisation of India the student wing of Jamate Islami threatened that if chief justice did not withdraw his statement a nation-wide campaign would start. 13 According to Sahafat (July 21), secretary of Muslim Personal Board Maulana Wali Ahmed Rahmani alleged that the Modi government at the Centre was interfering into the personal law of Muslims. This is a very serious matter. He alleged that in the guise of changing old laws, the Modi government wanted to end Muslim Personal Law. He said that the government was hell bent upon changing laws that included Waqf Laws of 1913, Shariyat Application Act of 1937 and Waqf and Cancellation of Nikah Law of 1939 and Waqf Law of He said that all these laws are related with Shariat Laws of Muslims. Now, the government wants to snatch religious freedom of Muslims. The Vajpayee government set up P C Jain Committee that had recommended changing old laws. Taking of help of the recommendation of this committee Shariat laws can be snatched from Muslims. The Modi government does not have any right to fiddle with the Sharia Laws. He said that marriages in Islam, divorce and property had separate laws and no one had the right to interfere into it. He said that Muslims of the country must be united and fight with the government interference. Some people wanted to thrust Brahmanism on us. Yoga, Surya Namaskar and Vedic Culture are part of it. Muslims would not accept all this at any cost. Besides the SC some radical Muslim leaders started targeting the Central government in the guise of Islam. According to Inquilab (July 24), Member of Muslim Personal Law Board Hafiz Peerji Hussain Ahmed and Maulana Javed Nadvi alleged the Central government that it was interfering into the matters of Shariat of Muslims. A committee of Central women and child welfare ministry suggested that triple talaq must be banned. Registration of marriages must be made compulsory and minimum age of nikah must be specified. These Muslim leaders said that the government was interfering into the matter of Shariat and Islam that would not be tolerated by Muslims. These leaders said that basis of Islamic laws were Quran and Hadith so Muslims would not tolerate any interference. Maulana Asgar Ali Qasmi said that why the government wanted to ban triple talaq? It is clearly written in Quran that husband can divorce his wife. He said that whatever law the government wanted to pass it could do but Muslims would do as per the Quranic laws only. He said registration of marriage is also interference into Sharia Laws. At the time of registration both husband and wife would have to sign that was against Quran and Hadith. Fixing age of marriage would also not be tolerated because it is not fixed in Islamic laws. IV Two different groups clash over burning IS flag According to Roznama Rashtriya Sahara (July 23), there was a clash in Rajori town of Jammu and Kashmir between the two organization over burning of IS flag by the BJP and Bajrang Dal workers. Several people got injured in this. Curfew was imposed in Rajori and Army was called in. On the day of Eid when VHP and Bajrang Dal workers burnt flag of IS, the other community opposed it. They said that flags that were burnt had Kalma written on it. They called it disrespect to Islam. 14 demanding arrest of those who had burnt flags. But deputy CM of the state Dr Nirmal Singh said clearly that they would not be arrested because they did not take part in any anti-national activity. Separatist organization Hurriat Conference criticized the incident of burning flag and demanded arrest of people involved in it. Hurriyat said that ever since coalition government of the BJP came to power in the state, mischievous activities against Muslims in Peer Panjal and Chinab Valley of Jammu region increased. But if these activities were not stopped, it might have dire consequences. This is to recall that ever since Mufti government came to power frequency of Pakistani flag being been raised in J&K increased over ten times more. Slogan shouting in favour of these organizations is continuing. Interesting thing is that not a single person raising this flag was arrested by the police. PDP spokesperson called it minor incidents. He said that this kept on happening therefore no need to take action against them. The BJP was keeping mum on it. Their leaders were saying that such incidents must be stopped. Interesting thing was that after Kashmir Valley now terrorist organization IS was spreading its tentacles in Jammu. According to Hindustan Express (July 26), there was a complete shut down in the Kashmir Valley on burning of the IS flags. Closure was appealed by the different business organization while Hurriat Conference, Jammu and Kashmir Liberation Front and some other separatist organization supported it. All the offices and shops were closed and South Kashmir was also on strike. The government sources claimed that with the intervention of minister in Jammu and Kashmir government Choudhary Gafoor Ali peace was brought in the Valley. All shops were open and prayers at mosques were offered. Around 17 people arrested for stone pelting on the police have been released. Inquilab on July 27 editorial expressed concern over rising of the IS and Pakistani flags and said that such action was done by the people who wanted disturbance in the country. This action had not benefited extremist but Hindu organizations got the chance to protest against Muslims. Some of the organizations burnt the IS flag two-three days ago. Verses of Quran were written on these flags that caused communal tension. The newspaper reported that under a deep-rooted conspiracy IS flags were being burnt to throw J&K into a new turmoil. The Sangh Pariwar must be asked that from where they got these flags? Are IS people supplying these flags to them? Whatever the truth is Kashmiris must understand that the day IS reached their land they would meet up the same condition that Syria, Iraq, Libya, Nigeria and Afghanistan and Pakistan were undergoing. Kashmiri must understand that why many Islamic countries are against the IS. Former CM of Jammu and Kashmir Farooq Abdullah gave a new twist to the matter of these flags. He said that Kashmiri youths were expressing their anger by raising IS and Pakistani flags. They want to draw attention of the countrymen. Farooq Abdullah suggested that these youths must be brought to the national mainstream and must also be asked their problems. Farooq Abdullah might be right but he cannot deny several Kashmiries reached to the lap of terrorism in the name of Jihad. These are the people who want to draw attention of Islamic world by putting a level of Islam on their protest. Movement by Kurds in Turkey and Iraq is no less than separatist movement but why level of Islam and Jihad is not put on it? I want to ask separatists of Kashmir that Balooch separatist movement is going on in Pakistan but instead of raising Pakistani flag they want to remove it from their land, said Abdullah. 15 V Attempt to unite both the groups of Jamiat Ulama e Hind According to Roznama Rashtriya Sahara (July 23), attempt was being made to unite the two groups of Jamiat Ulama e Hind. Jamiat Ulama e Hind (Mehmood group) president Maulana Qari Syed Mohammad Osman Mansoorpuri, general secretary Maulana Mehmood Madani, MP Badraduddin Azmal met with the president of the rival group Arshad Madni for the unity of both the group. Maulana Arshad Madni extended invitation to the other group for Eid celebration that was accepted by the other group. This is to recall that recent split of Jamiat Ulama e Hind took place around nine years ago when after the death of Maulana Asad Madni his younger brother Maulana Arshad Madni and son were at the loggerhead. Both of them announced separate organizations however both of them have their offices in Masjid ul Nabi at ITO, Delhi. Arshad Madni said that he welcomed the proposal of compromise. This is to recall that Jamiat Ulama e Hind was constituted in 1919 by Congress minded Muslim leader Syed Mohammad Hussain Madni. This organization was opposed to formation of Pakistan therefore Jinna did not see it eye to eye. After the independence, the leadership of this organization was with leaders like Maulana Hafizurahman but later on differences among them increased. Maulana Mohammad Hussain Madni's elder son Asad Madni removed Maulana Taib from the post of its president and taken over himself. Later on one senior vice president Mohammad Atiqurahman Usmani had also differences with Asad Madni and he started a parallel Jamiat Ulama. Division in Jamiat Ulama continued and took place four times earlier. According to Inquilab (July 23), some differences between Arshad Madni and Mehmood Madni cropped up in 2007 and they made parallel organization. Mehmood Madni's Jamiat Ulama decided to meet Maulana Arshad Madni and also that he must be brought back to the organization. 16 VI Clash among different sects of Islam According to Inquilab (July 21), there was a violent clash between Baralwi and Deobandi over offering namaj at Eidgah in which several people got injured. According to DSP Dharam Singh, the police brokered compromise between both the groups of Muslim that namaj would not be allowed there on Eid still around 150 people from a sect came there to offer Namaj after Eid. Objection was raised and clash started. The police objected and they were driven out of the premises. Heavy police deployment has been made in the area. Seerat Nabi is organized in a mosque of Mathurapura where two groups clashed and the police had to interfere while Shia and Sunni fought at Machli wale Hate locality in Kanpur. It is said that one Shakan Ali was reversing his car when two people fell from motorcycle by its impact causing Shia-Sunni riots. Stone pelting was done at Ali's residence. Police was deployed to stop any untoward incidence in the region. Akhbar Mashriq on July 14 reported that a clash between Barelwis and Deobandi took place in Prem Nagar Locality of Bareilly in Uttar Pradesh in which imam of the mosque got seriously injured. It is said that when people from both the sects reached police station to lodge complain clash took place there also in which dozens of people also got injured. 17 WORLD I A billion dollar scheme to keep terrorism at bay According to Hindustan Express (July 24), the Australian government prepared a Five Year Plan to keep Muslim youths away from terrorism and radicalism. It is expected that around $1billion to be spent on this. This scheme was opposed by a Muslim leader Mablaq Sameer Bandan who said that the Australian government was interfering into religious matters of Muslims. He accepted that Muslims living in Australia are getting inclined towards terrorist organization of Iraq IS very fast. At present more that 100 Muslims are fighting war in Iraq from the side of IS. The Australian government is worried that Muslims in Australia are getting attracted towards jihadi activities. So the government made a plan to keep the new generation of Muslims away from jihadi activity. The government spokesperson suspected that these people might cause trouble in Australia after getting training in Iraq. In the beginning of the year a supporter of the IS killed several dozens of innocent people in Melbourne after that Army killed him. The Australian government instructed security agencies to keep a close watch on activities of Muslims. The government also decided that the person would be not issued passport about whom there was even iota of doubt for having terror connection. II Muhajir leaders under attack in Pakistan According to Inquilab (August 4), a court in Pakistan issued a warrant against Muhajir leader of Pakistan Altaf Hussain. The Pakistan government is planning to bring this Indian-Origin leader to Pakistan to prosecute him. According to Hindustan Express (July 15), in several cities of Sindh province of Pakistan several dozens of cases have been registered against chief of Muttahida Qaumi Movement. He is alleged for rioting and inciting violence. Altaf Hussain told the newspaper from London that Major General Bilal Ahmed unleashed a campaign against his organization. Recently Dr Imran Farooq was killed by government agencies so Altaf Hussain and his organization could be implicated for it. On government instigation cases were filed against Sunni Tahrike Ahle Sunnat and All Pakistan Muslim League of Pervez Musharraf. He alleged that rulers of Pakistan wanted to extradite him from London with the help of Interpol so he could be prosecuted in different cases. This is to recall that Altaf Hussain fled to London long time back. The Pakistan government alleged that Hussain was running a campaign against the country at the behest of India. 18 According to Roznama Rashtriya Sahara (July 16), there are around 61 cases against Altaf Hussain in which 22 are in Sindh, four in Islamabad, 25 in Punjab, four in Baluchistan, Three in Khaibar Pakhtunia, two is PoK and one in Gilgit. According to Akhbar Mashriq (July 21), president of Muttahida Qaumi Mahaz Movement Altaf Hussain announced hunger strike for the action against his supporters. This is to recall that this organization is of Indian refugees that had gone to Pakistan. Altaf Hussain is living an exiled life in London. Hussain alleged that in an attempt to finish off political opponent the Pakistani Army was killing his supporters. He said that the Pakistan government and Army was implicating innocent people and killing them mercilessly. He said that he sought permission from the British for hunger strike and informed that if he died during hunger strike a committee would run his organization. Inquilab in its editorial on July 23wrote an editorial with the headline Torture of Altaf Hussain in which it was said that resident of Nai ki Mandi of Agra city Nazir Hussain was a serving class person. He did not want to leave India. But under pressure from elder brother, he had to leave Agra for Karachi and there Altaf Hussain was born. The truth of Pakistan was revealed gradually to him as he was growing up. The country made in the name of Islam was not heaven for refugee who came from India. They were called Muhajir. Several colonies were set up for refugees of India and Urdu-speaking people were treated as foreigners. Doors of Army were closed for people from them. Altaf wanted to join Army but he was denied because his family migrated to Pakistan from India. So Hussain started a fight for the people migrated to Pakistan from India. He demanded in 1979 that Urdu-speaking people in Bangladesh must be brought to Pakistan. When he protested for these demanded, he was whipped and sent to jail. After that he became leader of Muhajirs and in 1983 he formed a political group for the rights of Muhajirs that is Muhajir Qaumi Movement. He fielded candidates in Sindh Assembly and almost won all seats. The success of this Urdu-speaking political party was not liked by the Pakistani rulers. In 1985 Ayoob Khan started inhabiting Pathans in Karachi and they selectively targeted Urduspeaking refugees. Pakistani rulers were after their lives to avenge this defeat. Urdu-speaking people were tortured so much so that Altaf Hussain had to leave Pakistan for England. His brother and nephew were killed. In 1997 Altaf Hussain changed the name of his organization to Mutahida Qaumi Movement. First it was a clash between Pathans and Muhajirs which was later on changed to Shia- Sunni. Urdu-speaking people living in Sindh were being harassed by the Pakistan government for several decades. There was complete lawlessness in Karachi and no one was safe there. The government instead of controlling terrorism put the entire government machinery on Altaf Hussain who was being termed as agent of Indian intelligence agency RAW but he was not afraid of all this. The way rulers of Pakistan and Army targeted Urdu-speaking people, they were now demanding a separate province for the Urdu Speaking people in Pakistan. Demand for self rule in Baluchistan was also emanating. Comment : This is to recall that recently the Pakistan government raided Karachi-based office of Muthaida Mahaj Movement and around 100 party supporters were killed and several hundred were arrested during the raid. Two dozen cases of treason were filed against Altaf Hussain. The Pakistan government is putting pressure on the British government to hand over Altaf Hussain so he could be prosecuted. 19 III Stampede in Bangladesh during distribution of Zakat Siyasat on July 11 reported that in Memon Singh where cloths were being distributed to poor people a stampede took place in which 24 people were killed and dead included women and children. As per the newspaper reports, during Ramadan a businessman was distributing food and cloth thousands of people gathered. In charge of Kotwali police Qamarurahman Islam said that in this stampede over two dozen people died that included 22 women and two children. He said that this businessman distributed cloths and food every year during Ramdan. The police arrested the businessman and his nine employees. IV Imam alleged to have terror links Munsif on July 22 reported that the US government was considering cancellation of citizenship of a residence of Portland. It was alleged that Imam Sheikh Abdul Rahman had recruited people for Taliban in the US and had sent them to Afghanistan in 1980 to fight against Soviet Army. According to intelligence agencies, the name of this recruitment was Maktab al Khidmat. According to the Justice department of the US, Imams of the mosques in the US recruited US citizens for jihadi organizations. This is to recall that this Imam of the Portland mosque is of African origin and was born in Somalia. He had come to the US in 1982 on student visa. He visited Afghanistan between 1985 and 1988 and participated in jihad. He was arrested with Mujahiddins in Pakistan. And he came back from Afghanistan in It is said that he had recruited over 100 people for al Qaida. He visited US several times for jihad and collected funds by visiting several mosques. American intelligence agency Federal Bureau of Investigation recommended the US government that citizenship of this Imam must be withdrawn and he must be deported from the country. V Beard and Burqa to be banned in Britain Munsif on July 15 reported that the British government is working on a law to keep beard and donning Burqa. Under this law keeping beard, hijab, donning burqa and participating in programmes for spreading Islam might be banned. As per the government spokesperson, it is an attempt to check the growing influence of IS in Europe. Muslims of Britain will be under watch under this law. 20 make the country a police state. Terrorists will go underground while anger against the government among common Muslim will grow. British Muslims have also opposed this law. However, British PM David Cameroon made it clear that objective of this law was to keep Britain safe from jihadi terrorism. Radical people would be removed from educational institution while radio and television would have programmes awaking people against terrorism. VI Campaign against jihadies in Thailand Munsif on July 13 reported that Thailand intensified campaign against Algore Muslims of the Chinese origin and so far 109 Muslims have been arrested and handed over to China and around 170 more to be arrested soon. On request of China, Army started an operation to arrest jihadies hiding in the Muslim majority area. This is to recall that Algore Muslims rebelled against China and entered Thailand to escape wrath of Chinese Army. The exile government of Algore Muslims criticized the action of handing over of Algore Muslims to Chinese Army who would be shot the very moment handed over to them. The decision of Thailand government handing over Algore Muslims to China was protested by thousands of people in Turkey against China and Thailand. Protestors pelted stone at Thailand embassy in Istanbul on which Thailand closed its embassy. Turkish Muslims said that those people being handed over to China were Muslim brothers and they were into armed rebellion to get them free from China. Recently 173 Chinese Muslims took shelter in Turkey but the Turkish government refused to hand over to them to China. On the other hand prime minister of Thailand said that people handed over to China were Chinese citizen so on the request of the Chinese government, they were handed over to them. This was not the concern of Thailand that what the Chinese government did to them as they were their citizen. 21 WESTERN ASIA I Civil war continues in Libya Munsif on July 15 reported that protest against ruler of Libya Colenel Gaddafi had been successful still one of the main Islamic nation was destroyed due to ongoing civil war there. Attempt made by Turkey, Arabs and Africans failed to take it out from the crisis while the US and its ally countries which had instigated rebellion against the Gaddifi government now remained mute spectator. There is nothing called governance in Libya. As per a report by the United Nations, due to civil war lakhs of people have become homeless and thousands of people are taking shelter in foreign countries. Several armed groups are involved in looting and killing including ethnic people. United Nations allowed making a no fly zone in Libya to stop killing in the country. Army of the NATO country followed it up. The US and French army destroyed defense system of Gaddafi by bombardment. Opponents of Gaddafi formed a National Council whose militia have been attacking government forces. Opposition Army entered the capital, arrested Gaddafi and killed him who ruled the country for 52 years. He did not try to make the country strong rather tried to make himself strong. Libya is the ninth largest oil producing country in the world. It has the maximum oil in Africa continent. Different groups are fighting to take control over oil wells. The country is divided into two parts. Eastern part has the capital Tabrakk with General Haftar as its chief while western portion is led by the other group. He is called Libya Don. This group raised voice against Gaddafi. Now, there are two Parliaments in the country. There is no regular Army and regular Police. Country is under siege of armed gangs which are looting 60 lakh population of Libya. Muslim world is worried over the deteriorating condition of Libya. Sudan, Qatar, Turkey, UAE and Egypt are trying that their supporters must come to power. But this appears to be impossible. After the end of Gaddafi rule a National Council was constituted. This council conducted elections in 2012 as interim arrangement. In 2014, a new constitution was made under which fresh election took place but instead of unity disturbance is ruling the country. Elected Prime Minister was abducted and US Ambassdor was killed. Parliament was openly bombarded and both the groups are fighting to occupy maximum land and establish government. 22 II Terrorist arrested in Bahrain Hindustan Express on July 28 reported that a terrorist leader Mehandi Saba Abdul Hasan told reporters on campaign unleashed by the Bahrain government against terrorism that he got training at an Army camp of Iran. This terrorist said that he was arrested by security personals of Bahrain when he was collecting explosives in the sea. He accepted during interrogation that terrorist trained in Iran were participating in terrorist activities of Iraq and Syria. Earlier also Bahrain police arrested some terrorists. They were given war training in Iraq and Syria. III New Israeli law to provide 20 years jail for pelting stone Inquilab on July 23 reported that Parliament of Israel passed a new law in which provision was made that person hitting with stone could be given 20 years in jail. In Israeli Parliament, 49 votes were in favour of this law and 17 were against it. This law was made due to growing incidence of stone pelting by Palestinian on Israeli vehicles. Earlier if no one is injured in stone pelting the punishment was just 3 months. In this new law the government would not have to prove if he wanted to harm the people sitting in the vehicle. It was informed Parliament that every year over 1000 Palestinian were sentenced for pelting stone. Law minister of Israel said that stone palter terrorists must be given stern punishment. Commenting on the new law, Islamic terrorist organization Hamas said that this law exposed ugly face of Israel. IV Attempt to cause blasts in mosques foiled Inquilab on July 20 reported that Saudi Arab government claimed that Islamic terrorists planned blast in four mosques in the country that were foiled by security agencies. The government spokesperson claimed that terrorist organization IS planned to kill namajies during Ramdan. Some local people were involved in this conspiracy. The police recovered two dozens of jacket with full of ammunition that were used by human bombs. The government claimed that 431 Islamic terrorists were arrested. Al least 6 terrorists associated with the IS were killed in this drive. In this drive 37 security personals were killed and 120 got injured. 23 V 15 thousand people killed in Iraq Urdu Times reported that in the armed struggle 15 thousand people were killed in one year and 29 thousand got injured. This information was provided by United Nations in a report. According to the report, these data have been proved by the government. During this period thousand of jihadies of the IS were killed. Besides that Iraqi Army and its supporter militia were also included. However, the government was not ready to provide data that how many soldiers were killed. VI Hundreds of disappeared in Egypt Urdu Times on July 22 reported Human Right Watch allegation that Egyptian security agencies arrested hundreds of opponents secretly and killed them. The organization demanded from the Egyptian government that it must provide information about such people who had mysteriously disappeared because arresting anyone illegally was international crime. This organization alleged that security agencies killed hundreds of people at the behest of the Egyptian government and around 40 thousand people have been put behind bars illegally. Most of the arrested people belonged to the Muslim Brotherhood. The organization released a video about the people arrested by the security agencies. Later on their bodies were recovered in different parts of the city. People arresting these people were in plain cloth. The government failed to provide any information that who arrested them and how they died. VII Punishment for supporting terrorism Inquilab on July 24 reported that a special court in Syria sentence death to famous Islamic scholar Al Sheikh Yusuf al Qatar Zohafi and four other senior journalists of Arabic language. The court sentenced them to death for forming terrorist group in Syria and providing them with financial assistance. The court ruled that these people were inciting Syrians to wage war against each other. The government also alleged that they provided them arm and ammunition. The court ruled confiscating their properties. People sentenced to death included former MP Sheikh Mohammad Jaish, Sheikh Andan al Gaur, journalist Faisal al Qasim and Mehshal Kilo. Siyasat on July 23 reported about an old manuscript of Quran that was found in Birmingham University. As per radio carbon trace, the book was at least 1370 year old. This manuscript was kept in the library for the past hundred years. Manuscript expert of British University Dr Mohammad Isha said that this was very important discovery. This manuscript was lying in the library with other manuscripts. Recently a researcher decided to get its radio carbon test. After the test it was found that the manuscript is one of the oldest in the world. This is written on the skin of a sheep or goat between 568 AD and 645 AD. Head of the department of Religion Prof Devid Thomas said that this manuscript was written when Mohammad Saheb was alive or within 20 years of his death. Therefore there is no difference between this and the prevailing Quran. This manuscript is written in Hijaji of Arabic language. This might be written during the time of first Caliph. However, it has been claimed that the present form of Quran was given at the time of third Caliph Hajrat Usman. This manuscript was brought to Britain from Iraq in 1920 by a padre. He was sent to central-east by a chocolate making company Cadbury to collect some documents. According to Inquilab (July 30), several scholars of Saudi Arabia doubted the claim of the oldest manuscript by the Birmingham University. Abdul Sattar al Hoji said that the claim of British scholars was wrong. He said that during the first three Caliphs red colour was not in use therefore saying this that manuscript was written 20 years after the death of Prophet Mohammad Saheb was wrong. The truth was that the present form of Quran was not given during these Caliphs. The oldest manuscript of Quran was in Turky, Egypt and Yemen which belong to the first century of Hijri. They definitely are more reliable than the manuscript available at Birmingham University. II Fake collection for madarsa Urdu Times on July 13 wrote a special editorial expressing concern that number of bogus people increased in Mumbai who were collecting money for madarsa. The newspaper reported that as soon as Ramdan started people from across the country reach Mumbai and Maharashtra to collect money for madarsa with fake receipts printed. They sometimes get caught also but the number of such people is on the rise. Recently a person was caught from Bakla area that appeared like a Maulana. Three receipt books were recovered from him and three caps were also in his bag. He used to camouflage the way it India Policy Foundation August 1, August 31,

25 was required for donation. He had three fake certificates one from Jamait al Sharkia of Mubarakpur, the other from Darul Uloom, Deoband and the third one Darul Uloom Sharfia, Varansi. When the crowd beaten him up, he accepted the fraud and he did not have any relations with any of these madarsa. Such people are not only bringing disrepute to madarsa but also to the community. The newspaper wrote that madarsas were Islamic citedals from where sunlight of Islam emanates which strengthen Islam. These madarsas give religious education so he could become savior of Islam. Burden of running these madarsas is with Muslims that arrange free food and education to Muslim students. Muslims help with Jakat, Firta and Sadka to these madarsa that fulfill financial requirement of these madarsa. The newspaper writes that when it comes to donating money to these madarsa Muslims avoid it. They fulfill their entire family obligation then why not this. Muslims must help these madarsas by curtailing their daily expanses because madarsa save Islam. If you want to save Islam then save madarsa. If any Maulana or Hafiz comes to your door step donate him with free hand as they are doing an obligation to you by coming to you. III Indian student wins Quran recitation competition According to Hindustan Express (July 17), international competition to recite Quran was organized in Saudi Arabia that was won by 9-year-old Hafiz Mohammad, Omar bin Hafiz and Rais Khan got second and third place. This child was selected after All India Quran Recitation Competition in May The child will be given a prize of 20 thousand riyal. Around 50 contestant of 33 countries participated in this programme. This is to recall that Hafiz Mohammd is student of Umar Akwa. This madarsa gives training to learn Quran in right fashion. All India competition for reciting Quran had 3000 contestant from 1500 madarsa in which Hafiz Omar stood first. IV Now Kathmandu witnesses first ever joint Eid namaj Inquilab on July 21 reported that Muslims for the first time allowed offering Namaj in Ratna Park in Kathmandu. This is the first time that the government allowed it. Kendriya Jamiat Ahlade Hadith Nepal's deputy chief led the namj. Maulana said that there was no proper environment for protection of fundamental rights of Muslims. There is partiality with Muslims. Former agriculture minister Iqbal Ahmed, Justic Tahir Ali Ansari and several other Muslim leaders participated. This is to recall earlier Nepali Muslims used to offer namaj at several places separately. For the first time all Muslims living in Kathmandu offered namaj together. 26 V Namaj e Janaja not to be offered for terrorists Hindustan Express on July 20 reported that a fatwa was issued by Bareli dargah making it clear that namaj e janaj would not be offered for any one killed in terrorist activity. Mosques associated with Barelwi sect were told after Eid prayers to keep away from such people and boycott them who have any connection with terrorists. Organisation of Barelwi Sunni sect made it clear that no maulana or mufti would lead namaj e janaja who was guilty of terrorist act. This is to recall that namaj e janaja is offered before burying. Earlier also dargah issued a fatwa instructing Muslims that Jakat money should be spent on modern education and hi-tech education.
