Summary The illegal trespassing in the country is not stopping. No one knows the exact number of Bangladeshi and Rohingya Muslims living illegally in the country. No one can deny the relationship of these illegal 'Jihadis' with Islamic terrorist organizations and their involvement in anti-national activities. Recently, police has arrest many such gangs, who used to provide fake Indian citizenship documents to these 'Jihadi' living illegally in India, from Deoband and Western Uttar Pradesh. Anti-India activities of these uninvited guests in Western Uttar Pradesh are increasing rapidly. It is very strange that Muslims residing in India have connection with Arab countries. Therefore, if any incident happens in any Muslim country, then reaction to that incident is evident in Indian Muslim community. Perhaps the reason to this is that Islam doesn't believe in the boundaries of any country. According to Islam, all Muslims across the world are one. Those who don't understand the pain and sorrows of their fellow community members are not considered to be Muslims. This is the reason why reaction to clashes between Israeli security forces and Palestinians, who are illegally intruding Israel, was seen in India. There were protests against Israel in many Muslim-dominated areas of the country. Now, Muslim intellectuals have issued a Fatwa that no Muslim should buy any Israeli product. Ramadan is going on and it is considered to be sacred that Roza is being given break by eating a date. Islamic organizations have appealed Indian Muslims to boycott Israeli dates. There are eight such states in India where Hindus are in minority. So people are demanding that Hindus should be given minority status in Jammu & Kashmir along with seven Northeastern states. But National Minority Commission has declined this demand. The question is that on what basis Hindu minorities living in these eight states of the country are being deprives of the welfare schemes on which Indian government is flooding off millions of rupees for the welfare of the minorities? This decision of National Minority Commission has been challenged in the Supreme Court and this matter is under consideration now. Shocking news came from Rajasthan. Anti-corruption bureau of Rajasthan arrested a gang which used to extract a lot of money from the Hindu refugees who came from Pakistan to extend the Visa. Appointed in the Union Home Ministry, Senior Secretariat Assistant, P.K. Mishra is also among those who were arrested. It is known that nearly 11 thousand families who came from Pakistan are living in different parts of the country from last one decade. The matter of providing them Indian citizenship is hanging in the balance from years. Last year, 375 Hindu refugee families appealed at Jantar Mantar, New Delhi that they shouldn't be sent back to Pakistan. They would be killed by the 'Jihadis' if they were sent back. These people also alleged that the officials of Home Ministry of India demanded bribe from them for the extension of their visa. As they are not capable to giving the bribe hence their visa is not being extended. Since, the matter was related to Hindus, so no one paid attention to their demand and the Indian government forcibly sent 500 families back to Pakistan. Pakistani media showed that how they were treated there. Initially, Pakistani media ignored the complaint of the Hindus of Pakistani origin, but when these victims demonstrated a India Policy Foundation June 1-15,

protest outside the Press Club in Karachi, and then they had to highlight their pain. These Hindu refugees, who were forcibly sent to Pakistan, had alleged that many of them were murdered and more than 500 people were forcibly converted into Muslims. Their daughters are being kidnapped and Mullahs are trying to convert them into Muslims. When this news got published in the Indian media, it saw strong reaction. The sad fact is that despite the serious allegation of seeking bribe from these refugees from Pakistan, the Indian government kept their eyes closed and they did not take any step to investigate the matter. Now the anti-corruption bureau of the Rajasthan Government has arrested the gang related to the Home Ministry official and exposed the whole matter. The question is that the Government of India, which has not been able to take any action to expel the millions of Rohingya and Bangladeshi Muslims living in the country, on what basis they decided to forcibly send back the Hindu refugees who came from Pakistan? India Policy Foundation June 1-15,

National I Gangs that make fake passports of illegal intruders According to Sahafat (May 21), the Intelligence Department has expedited the campaign against Rohingya Muslims and Bangladeshis living illegally in western Uttar Pradesh. Recently, a Rohingya Muslim, Junaid Khan was arrested. Fake Aadhar card and other documents were recovered from Junaid Khan. He was living in a building of Waqf Darul Uloom Deoband. He was trying to get his passport made through fake aadhar card. It was informed that recently he gave application to get a fake passport. The investigation about him revealed that he is Rohingya and living illegally in India. Earlier, another Bangladeshi resident Abdullah was arrested from a mosque of Muzaffarnagar district and another Bangladeshi Yusuf was arrested from Moradabad Khursi, Ghaziabad. Four Bangladeshis were arrested from a Madrasa of Deoband Kotwali area whereas the head of the gang, Faizan is still absconding. It is said that he ran away to Bangladesh. The police are trying to find other people related to this gang. An office of Anti-Terrorist Squad has been established in Deoband. It is said that there are many agents in Deoband who are providing the false identity card and aadhar card to Rohingya Muslims and Bangladeshis, and with these false documents fake passports are also being made available to them. Recently, seven people were arrested from Kila Street of Deoband, including five Bangladeshi people living in India. According to intelligence agencies, the number of Rohingya Muslims and Bangladeshi intruders living in Deoband and Western Uttar Pradesh is increasing rapidly. Now, instead of living in towns these people stay in Madrasa and mosques of small villages so they can avoid the eyes of intelligence department. According to Akhbar Mashriq (22 May), as per the police interrogation of Junaid Khan, young Rohingya Muslim of Myanmar, the councilor of Deoband Municipality, Aslam Ali illegally provided him false documents. Aslam Ali fled away when police conducted a raid and police is still finding him. According to police, resident of Myanmar, Junaid Khan intruded illegally from Manipur and he got his fake aadhar card of India, bank passbook as well as got his police verification done over there. Even he had an immigration certificate of Imphal. On the basis of immigration certificate and identity card he applied for passport. Police captain said that while interrogating the arrested person, it could not be ascertained why he was living in Deoband. It is said that Junaid Khan, native of Myanmar, had claimed in his application for passport that he owns a house in Deoband and born here only. When police investigated about this then only his forgery was exposed. The intelligence department suspects that Deoband has become the base of illegal foreign intruders. Recently, police has arrested the people living illegally in Deoband, who are suspected to have relations with terrorist organizations. Siasat (22 May) has claimed that Rohingya Muslims living in India are trying to get Indian citizenship because they are under the fear that they will be expelled from the country soon because they are living India Policy Foundation June 1-15,

illegally in India. Thousands of Rohingya Muslims are living in many areas of Hyderabad. Many people inform that this number is around 1.5 lakh. These people are living in nearby areas of Hyderabad. Balapur Police has arrested four persons in connection with this, who were getting the passport made for two Rohingya Muslims on the basis of fake documents. The names of the people arrested are Fayaz and Faizal, both residents of Myanmar. Four Indians were also arrested for helping them in getting the passport made on the basis of fake documents. Balapur Police Inspector said that 25 people have been arrested in the past, including many women who have fake documents. He said that around 4,000 Rohingya Muslims are living in Balapur police station area. The intelligence bureau is monitoring their activities. II Appeal to Muslims to boycott Israeli goods According to Inquilab (19 May), various Muslim organizations protested in front of Israeli Embassy and raised slogans against the Israeli Embassy against the persecution of the Israeli army in Palestine and opening of American Embassy in Jerusalem. An appeal was made to the Muslims of the country to boycott the Israeli goods and they shouldn't buy any products made in America. Imam of Kashmiri Gate Shia Mosque, Maulana Syed Mohammad Mohsin Naqvi said that we will strongly fight the enemies of Islam. We will destroy the efforts of the communal elements who are trying to create a situation of dispute between Shia-Sunni. Muslim leaders said that Saudi Arab is facing America and Israel. We condemn those Muslim countries which are supporting America and Israel. Syed Qasim Rasool, National President, Welfare Party and India said that Israel is targeting the Palestinians on the directions of America. Indian Government and specially Narendra Modi should break all the ties with Israel because Israel is enemy of Islam and Muslims. While discussing the problems of the opening of US Embassy in Jerusalem and harassment against the Palestinians, Inquilab (22 May) said a convention of Islamic countries was organized in Turkey few days back on the backdrop of these incidents. Representatives of 41 Muslim countries participated in this convention. In this convention, it was decided that Islamic world should economically boycott the country which still considers Jerusalem as the capital of Israel. In addition to this, there was also a demand to set up an international army to protect the Palestinians' rights. Recep Tayyip Erdoðan, President of Turkey, made an appeal to Islamic countries to unite for Palestinian rights. Also, Turkey has called back its Ambassadors from America and Israel. Taking a jibe, indirectly on Saudi Arab, the newspaper said that some countries in the Middle East can think whatever they want on the basis of money from oil business and close proximity with America but Israel is the biggest friend to America. This is why they shifted their Embassy in Jerusalem and gave a clear message that Israel's interests are most important for them. If Arab countries had similar India Policy Foundation June 1-15,

sentiments with the Palestinians, then America and Israel would not have gathered courage to take any action against Muslims. According to Siasat (19 May), Amir Hamid Mohammad Khan of Jamaat-e-Islami said that Muslims should boycott Israeli dates as a protest against the persecution of Palestinians by Israel. He said that thousands of people have been injured due to the firing of the Israeli army. He further said that the root of this whole controversy is the shifting of American Embassy to Jerusalem. Hamid Mohammad Khan said that the United Nations Security Council has failed to stop the torture on the Palestinians. He made an appeal to the Muslims of the country not to buy any material made by Israel. He had requested Muslim traders not to sell goods made in Israel during Ramadan. III How come Muslim legislators decreased in Karnataka? According to Weekly Nai Duniya (28 May), there are about 16 per cent Muslims in Karnataka and they are hold same importance as Lingayat. Political situations in Karnataka are such that polarization of Hindu votes is done as compared to Muslim voters. Despite this, the number of Muslim MLAs has decreased, which is not a good sign for democracy. On the other hand, not even a single Muslim candidate succeeded on the ticket of Janta Dal (S). The number of Muslims in the dissolved assembly was 11. Out of these 11, Roshan Beg was one of them, elected from Shivaji Nagar. He defeated BJP candidate Katta Subramanya Naidu by 15,000 votes. From Shantinagar area, N.A. Haris defeated BJP's K.K. Vasudeva Murthy by 18,205 votes whereas former Minister, Tanveer Sait won from Narasimharaja Assembly constituency by defeating BJP's Sandesh Swamy by 18,127 votes. Zameer Ahmed, who joined Congress after quitting from Janta Dal (S) is also in the list of the winners. Kaneez Fatima also won from Gulbarga North area by defeating BJP candidate Chandrakant Patil by huge vote difference. Former Minister, U.T. Abdul Khader also won from Mangalore constituency. He defeated Santosh Kumar Rai of BJP by 19,739 votes. Rahim Khan defeated BJP's Suryakanth Nagamarapalli by huge vote difference. Asaduddin Owaisi, President of All India Majlis-e-Ittehadul Muslimeen expressed his concerns over less number of Muslim candidates in recent elections. He said that declining number of Muslim candidates in the assembly elections is not a good sign. This time Janta Dal (S) gave ticket to 17 candidates but no one won. The reason was that there too many Muslim candidates contesting from one seat which went in favor of BJP. Though Majlis-e-Ittehadul Muslimeen had declared to support Janta Dal (S) but Muslims voted in favor of Congress. The newspaper informed that Muslims don't contest elections by making strategy. Many Muslim candidates contest elections from one seat which gives advantage to people from other castes. People say that when the fight was between BJP and Congress then Muslims used to vote for Congress but they supported Deve India Policy Foundation June 1-15,

Gowda's party in South Karnataka. On the other hand, Lingayat card didn't worked for Congress and Lingayats supported BJP. Congress has complaints from Majlis-e-Ittehadul Muslimeen also. Congress says that whenever we try to make a coalition of anti-bjp party in Delhi, then Owaisi is part of it but during elections he separates himself from the coalition and harms Congress. BJP got the benefits in Bihar and Uttar Pradesh elections as his candidates contested the elections there. IV Minority Commission denies minority status to Hindus According to Inquilab (28 May), Syed Garur Al Hasan Rizvi, President of National Minority Commission blew away the demand of BJP leader Ashwini Upadhyay's demand of granting minority status to Hindus in eight states of the country. Rizvi said that this is not possible and the Minority Commission can't take any decision on this. People who are spreading such news are baseless. Notably, Hindus are minority in Jammu & Kashmir, Punjab, Meghalaya, Manipur, Mizoram, Lakshadweep and Nagaland. Some BJP leaders started a campaign so as to get a minority status for th Hindus in these states. They declared that Hindus of these states will get minority status on June 14. National Minority Commission issued a clarification after such news was published. They said that we are making our point in front of the Supreme Court and we have also formed a committee. This is completely baseless that we are granting minority status to Hindus in these eight states. He said that I don't think that Hindus, who are legally in majority, will get minority status in these states. If this was possible then Lingayat would also have got the same status. Despite this we are taking this issue seriously and we have also formed a committee to consider it. The findings of the committee will be shared with Central Government and the Supreme Court. V Arrests for taking bribe for Visa from Pakistan-origin Hindus According to Sahafat (22 May), an official of the Home Ministry has been arrested for demanding a bribe from Hindu refugees of Pakistan to provide them long-term visa. With this, the government has ordered for further investigation of the entire matter. The Home Ministry has also ordered an inquiry into how many cases are pending for granting long-term visas to Hindu refugees from Pakistan. A spokesperson of Home Ministry said that an officer had taken bribe to extend the visa from the Hindu refugees of Pakistan. According to the newspaper, P.K. Mishra, Senior Secretariat Assistant, appointed India Policy Foundation June 1-15,

in the Union Home Ministry along with three others have been arrested by Anti-corruption bureau of Rajasthan. They are accused of taking bribe to expand the visa of Hindu refugees of Pakistan. The other three people who have been arrested include Ashok, Govind and Bhagwan Ram. Comment: It should be noted that a few months ago, a news was published in Pakistani newspapers that few Hindu refugees went to India from Pakistan but the Indian government refused to extend their visa period and they were forcibly sent back to Pakistan on the charges of living illegally in India. Around 500 Hindus had to accept Islam under the pressure of Islamic organizations of Pakistan. It is been said that these Hindu refugees protested outside Karachi Press Club and told their problems as well as misconduct that happened with them in India. These Hindu refugees alleged that officials of Home Ministry of Indian Government demanded hefty bribe to extend their visa duration. Since they were unable to pay the bribe, the officials denied the extension in visa duration and 372 Hindu families were forcibly sent back to Pakistan. After these news were published in the Indian media, there was a lot of stir up. Many Hindu organizations had protested against this attitude of the Indian Government. As per United Nations Organization report, there is severe water crisis in Afghanistan and all the water reservoirs have dried up. This year the rain has been very low and as the ice has not melted the water in the rivers is nominal. Due to lack of water, farmers have stopped sowing their crops. Some people have sowed seeds in less area but due to drought, the entire crops have dried up. Notably, there has been a severe famine in Afghanistan since last two years. People are migrating from villages to the cities. 15 lakh sheep and goats have died to lack of feed. In many areas of Afghanistan, continuous struggle between government forces and Taliban is going on that is why the relief is not reaching at the places. According to the government report, more than one crore people are victims of drought in Afghanistan. VII Malaysia's Aircraft was targeted by Russia! 19 OTHERS I 37 Places Earmarked for Offering Namaz According to Sahafat (21 May), advocating about the Muslims offering Namaz at open places, Haryana Chief Minister Manohar Lal Khattar said that this problem is not political but social. Politicizing this issue is really condemnable. Nobody has right to offend their religious sentiments. Such matters should be resolved with mutual dialogue. He said that 37 places have been identified in Gurugram where Muslims can offer Namaz in open. Mosques and Idgah are not included in these places. Khattar said that population of Muslims and other communities are increasing. Since the population has increased so the places where Namaz can be offered are decreasing hence administration has identified 37 places in Gurugram where people can offer Namaz in open. According to Inquilab (19 May), at many places of Haryana Muslims offered first Namaz of Zuma (Friday) of Ramadan on streets. However, the Haryana Government has put a ban of offering Namaz on the streets. According to Inquilab (9 May), Haryana Government has decided to give the status of Minister of State to Chairman of Waqf Board. Rahees Khan, Chairman of Waqf Board has thanked Chief Minister of Haryana, Manohar Lal Khattar and BJP for this. He said that it is for the first time after 1954 when the State Government has decided to offer the status of Minister of State to Chairman of Waqf Board. According to information received, till now Chairman of Waqf Board of three states have been given the status of Minister of State and now Haryana is the fourth state where a Chairman of Waqf Board will be given the status of Minister of State. II Thousands of Hostages Rescued from the Clutches of Boko Haram According to Inquilab (10 May), army in Nigeria rescued more than one thousand hostages from the possession of Jehadi terrorist organization, Boko Haram. With this, the number of people killed in the war between the army and militants of Boko Haram has gone up to 71. The presidential elections will be held in Nigeria next year. Therefore, the number of incidents of violence has increased there. Nigerian military spokesperson said that most of the hostages rescued are women and children. He admitted that hundreds of girls are still hostage with Boko Haram. According to the information received, Boko Haram, the largest Islamic organization in Africa has created uproar in the country for last nine years and so far thousands of people have been killed while thousands of India Policy Foundation June 1-15,

girls have been kidnapped. A few months ago, the army rescued 1100 hostages from the terrorist organization. III Campaign against High Castes An article has been published in the Akhbar Mashriq (22 May) claiming that the upper caste Hindus have occupied the entire economy of the country. Brahmins, Rajputs and Baniyas together not even constitute 6 per cent of the total population, but this minority population handles politics, industry and trade of the country. Upper castes are controlling most of the big companies and newspapers of the country. Writer Mohsin Usmani Nadvi has spread the poison of communalism in the country by claiming that in future when the authors will write the history of Islam in India, they will definitely write that after independence the Muslims were ousted from education, trade and economy. Doors of government jobs are closed for them and they are not getting private jobs either. If they didn't get jobs in Arab countries, then they would have to beg on the streets. The writer claimed that the reasons why Muslims have been lagging behind are due to poor government policies for Muslims and negligence of ruling parties hence they are forced to live as second class citizens in the country. Muslims were not able to compete because most of them were uneducated. Educated 2-4 per cent left India out of disappointment. Earlier Congress was in power and so the few people from upper castes were all over the economy. Things have not changed after BJP came into power. The author alleged that the policies of the government are deliberately anti-muslim and in the areas where Muslims are in majority, government schools are not opened and if a private party runs a school in those areas, then it is very difficult for them to get recognition. Muslim children who get education in metros sway away from Islam and they no longer remain Muslim. The author has appealed to the wealthy Muslims to establish Islam in all major cities of the country. The amount which is spent on taking care of Muslim students living in the hostels should be spent from the amount of Zakat. IV Free distribution of clothes to Muslims According to Etemaad (21 May), the Telangana Government has started distributing free clothes to 4 lakh Muslim families of the state. Distribution of these clothes will be completed by the end of this month so that they can wear new clothes given by the Government on the occasion of Eid. The State Government has also decided to arrange for Roza Iftar in 800 mosques of the states. Out of four lakh India Policy Foundation June 1-15,

people to whom free clothes are been distributed, two lakh are from the cities while rest two lakh are from the villages. Every mosque of the state has been given 500 packets of clothes to be distributed to the Muslims. Notably, two lakh Muslim families were given free clothes on the direction of Chief Minister of Telangana, K Chandrasekhar Rao last year. Apart from this, the government will also give Rs. 5,500 to the Imams of the state. Chief Minister has ordered that during Ramadan, these Imams should be given their monthly allowance and rest of the amount. V New Vice Chancellor of Maulana Azad National Urdu University According to Siasat (18 May), Feroz Bakht Ahmad has been appointed as the fifth Vice Chancellor of Maulana Azad National Urdu University. He has been appointed for three years. Firoz Bakht Ahmad will replace Zafar Sareshwala. Firoz Bakht Ahmad is also a journalist. He has written many books and his column is also published in many newspapers on regular basis. Feroz Bakht used to be a teacher in Modern School, Delhi. Feroz Bakht Ahmad comes from the family of first education minister of the country Maulana Abul Kalam Azad. VI Plotter for murdering leaders arrested According to Etemaad (18 May), Maharashtra Anti-Terrorism Squad has arrested Faisal Hussain Mirza, a 32 year old resident of Gujarat. It is alleged that he was plotting for assassination of some key Indian leaders and is connected with terrorist organizations. A few days ago Allah Rakha was arrested from Kutch area of Gujarat. He is accused of participating in terrorist attacks in Gujarat, Mumbai and Uttar Pradesh. Mirza has been arrested on the basis of clues found during interrogation of Allah Rakha. It is said that he has a relationship with Farooq Devdiwala living in Dubai and he gave Mirza and Allah Rakha responsibility to spread terrorism and do suicide attacks in India. According to Siyasat (15 May), police caught Faisal Hussain Mirja in Mumbai with the help of intelligence department of Kolkata. Atul Chand Kulkarni, police chief, claimed in a press conference that Mirza had gone to Dubai, a few months ago, to get terrorist training. Kulkarni said that he was directed to do blasts in crowded places so that more and more people should be killed. Apart from this, he was also given responsibility to kill many politicians. India Policy Foundation June 1-15,

VII Teaching Urdu Language Made Mandatory in Jammu & Kashmir According to Inquilab (28 May), the Jammu and Kashmir government has made teaching of Urdu language mandatory up to primary level in all government and private schools of the state. Orders are being issued by the government in this context. This is the second important step towards promoting Urdu language by Mehbooba Mufti. Earlier, for the upliftment of Urdu, the state government had announced to create a separate body. According to Roznama Rashtriya Sahara (28 May), most of the schools in the Kashmir valley are th teaching Urdu as a subject till class 10, whereas teaching of Urdu in Jammu and Ladakh schools is not mandatory. But now the decision of state government to make Urdu mandatory subject up to the primary level will encourage Urdu. Prior to this State Government has made knowing of Urdu mandatory for government jobs. But the people of Jammu and Ladakh have been complaining of discrimination with them in recruitment of government jobs as Urdu is not taught in their schools. A young boy from Jammu said that either Urdu should be taught as compulsory subject in all schools or the orders of making it mandatory for jobs should be canceled. This person said that paper for new Tehsildars and Patwari is prepared in Urdu. How can you do this job when you don't know Urdu? It has also been demanded from the state government that Urdu should be made mandatory for the highlevel jobs of the state government. India Policy Foundation June 1-15,
