CONNECTICUT A regular mnthly meeting f the 21st Bard f Representatives f the City f Stamfrd was held n Mnday, December II, 1989, in the Legislative Chambers f the Bard in the Gvernment Center, 888 Washingtn Bulevard, Stamfrd, Cnnecticut. The meeting was called t rder at 9:05 p.m. by President Gldstein, after bth plitical parties had met in Caucus. INVOCATION was given by Rep. Sctt Mrris, D-17. "Gd Evening. Tnight, we the members f the 21st Bard f Representatives begin the task t take n the burden f legislating fr ur City f Stamfrd. When I say that we are taking n the burden f legislating, let that signify that we are dedicating urselves t undertaking a labr f lve. We will have many imprtant and weighty issues and decisins t make during the curse f the next tw years, but let us all try t discuss and debate thse issues in a spirit f cllegiality, cperatin and mutual respect. Let us try t get t knw ne anther, t understand ne anther and t appreciate ne anther because we are all here fr ne purpse; t serve the peple f the City f Stamfrd and t d the best we pssibly can fr them. "G'd luck t us all and may we d ur city prud." PLEDGE OF ALLEGIANCE TO THE FLAG was led by President Sandra Gldstein. ROLL CALL was taken by Clerk f the Bard Annie M. Summerville. There were 35 present and 5 absent. Absent were Reps. Dminick Cardill (excused), David Blum (excused), Patricia McGrath, Frank Mll (excused) and Garry Clemmns. The Chair declared a qurum. MACHINE TEST VOTE: Test vtes were taken by the President. The machine was in gd wrking rder. MOMENTS OF SILENCE REP, PHILIP STORK fr the late Richard Mll. "Mr. Mll passed away last week as a result f heart failure at a relatively yung age f 51. Dick Mll wre many different hats. He was an emplyee f the City f Stamfrd; he was an rganizer f sprts fr ur children; he wrte a weekly article in the Trader abut Belltwn, my district; and he wrte a bwling clumn in the Sunday Advcate. But, the ne hat he wre that I wuld like t hnr him with tnight was his title as ne f the Mayrs f Belltwn. He will be srely missed."

Lu and his widw Shirley and their fur children have lived in Stamfrd n Stillwater Rad fr ver 30 years. Lu was a man fr all seasns; a devted husband, father, grandfather, parishner, pet, sailr, devtee f the ballet and a very special friend. "He was als Santa t thusands f children in Stamfrd and allver Cnnecticut fr several decades. Luis Little persnified Kriss Kringle in lks and spirit. Thse he tuched will remember him always with lve and gratitude that he was a part f ur lives." REP. JOHN ZELINSKI fr the late Richard Mll. LyNS stated that the questin was nt raised at the Cmmittee meeting. Mr. Lyns said there were different questins raised at the Steering Cmmittee meeting; thse questins were regarding transprt and reimbursement. Mr. Lyns said that mst insurance cmpanies will reimburse if a persn is transprted. He als stated that ur system is ne that EMS respnds but they d nt transprt; the ambulance transprts. He said this system is nt reimbursable by Medicaid. Mr. Lyns did nt knw hw the percentages were arrived at. MR. DeLUCA stated that he knws f peple treated by EMS; they never received a bill frm EMS r their insurance cmpanies. Mr. DeLuca was cnfused as t what is taken place. HR. LyNS said that if advanced life supprt was given, the persn shuld be billed. If it was nt given, the persn will nt be billed. MR. DeLUCA questined if there were any fund raising activities by EMS. HR, LyNS said the entire EMS system will be reviewed. The Bard f Finance requested that this be dne, and the matter is nw in the Mayr's ffice and within the next few mnths, we shuld see sme recmmendatins regarding the <=) EMS system. HR. DeLUCA said that he wuld vte against this apprpriatin. PRESIDENI GOLDSTEIN called fr a vte t apprve $85,000 fr the EMS Fundatin. She wanted t knw hw much was being stred at Rice Schl and if there was any strage area in this building? MR. LYONS stated these questins were nt raised. He said he wuld get the answers t these questins and frward them t Mrs. Maihck. MRS. HAIHOCK said she thught that this was an inefficient system and if smene has t be paid t pick up a lad f statinery at Rice Schl, that is an expense that shuld nt be incurred. MR. DeLUCA stated that with the size f this building, there are n prvisins fr a strage area. He viewed this an an inefficient system, a waste f mney and manpwer. MARTIN said the Cmmittee. cnsidered at length a set f revisins. These 0 revisins were mailed t all members f the. Bard n Nvember 30. Mdificatin were made by the Cmmittee and the Rules as mdified were sent t Bard members n December 7. Mr. Martin said the Cmmittee apprved the revisins by a vte f 6 in favr and ne ppsed with n abstentins. Mr. Martin Mved t delete the Rules f Order that nw exist and replace the Rules with the new cmplete set as prpsed by the Legislative and Rules Cmmittee. The Mtin was Secnded. Mr. Martin Mved t apprve an amendment t the Rules. The amendment wuld be n page 6, under Sectin IV. POSTAGE ALLOWANCE: His Mtin was t delete the entire sectin frm the Rules f Order. The Mtin was Secnded. MR. MARTIN said the Cmmittee spent mre time n this sectin f the Rules than any ther. He said the essence f the Cmmittee's belief was that it was the right and the respnsibility and the duty f an elected representative t cmmunicate with cnstituents. Mr. Martin said that was the first premise. He said the next part was hw was it best t d that. Mr. Martin stated that sme representatives wrk full-time and d nt have time t make calls r make persnal visits with cnstituents. Als, he said that sme representatives are able t pay fr cntact thrugh their wn funds and sme cannt. Mr. Martin said the Cmmittee felt it best t prvide sme srt f franking privilege, and felt it wuld be best t make a frmal and definitive allwance fr representatives. He said the Cmmittee favred cnstituent cntact. MR. FEDELE aplgized t the Cmmittee fr his absence at the Cmmittee meeting. He said that his cmments wuld have been brught up at the meeting. Mr. Fedele stated his cncern was wuld this send a signal t the cnstituents that the members have nt been cmmunicating with them and a stipend f srt is needed t d that? Mr. Fedele said that representatives have been cmmunicating with their cnstituents~ It was bvius since members were elected t the Bard. He said the amunt f mney was fr $250 per year; $500 per term. He said that wuld be $20,000 per term fr the full Bard. Mr. Fedele said the amunt wuld be greater if cnsideratin is taken t cpying csts, clerical csts, stuffing envelpes"and mailing. Mr. Fedele stated that cnstituents wuld be mre cncerned abut the $20,000 being put fr services that wuld better serve the cmmunity. Mr. Fedele said that alluding t Mr. Martin's cmment that sme representatives wrk full-time and they d nt have the pprtunity t visit cnstituents n a daily basis, there are ways t cmmunicate. Mr. Fedele stated that he des nt believe that by allwing a $500 per term franking privilege is the right message t send t cnstituents in respect t cmmunicatins. Mr. Fedele recmmended the entire paragraph be deleted frm the Rules. MR. RUBINO said he agreed with Mr. Fedele's mtin. Mr. Rubin said he had nthing against cnstituent cntacts but the $500 amunt is excessive. Mr. Rubin said it wuld nt serve any ther purpse but t perpetuate incumbency. Mr. Rubin said this represents 2000 letters per term. He did nt think that that much mail is needed t d a representative's jb. PRESIDENT GOLDSTEIN requested that Mr. Bccuzzi assume the Chair. She said that as per Rbert's Rules f Order, the Chair cannt speak frm the seat. Mr. Bccuzzi assumed the Chair. MR. PAVIA said that when thinking abut franking privileges, we shuld think f the cnstituents. He said that we wuld be wasting tax mney. He said that we culd pick up a phne and call a cnstituent r walk dwn the street t pay the cnstituent a call.

PAVIA (cntinuing) said d we think that the mailman wuld lve t bring anther piece f junk mail; fr what? Mr. Pavia said if ne's knw his/her cnstituents, they wuld nt mind spending mney n material that serves them; Mr. Pavia said this allwance was a waste f mney and was sending a bad signal ut t the cnstituents. He said the cnstituents may think that unless we have the mney t d things, we will nt d them. Mr. Pavia said t talk t the cnstituents n the phne r call n them. He said the pstage allwance was bgus and shuld be defeated. c=) MR. STORK said that passing this rule takes away sme f the meaning f being a district representative. He said the peple lk upn their district representatives as serving their cmmunity with n renumeratin. He said if we start with the pstage rule, the dr will be pened; in the next term maybe a mtin will be made t add expenses t the rules, and that culd eventually lead t salaries. Mrs. Gldstein said that last April, at her expense, she sent a letter t her cnstituents in the district; 1,200 letters. She said in respnse t the letter related t the pstage issue, she received clse t 500 letters. Mrs. Gldstein shwed the members f the Bard, the packet she received. She said she did nt give her cnstituents pstage fr return mail. She said that she tld them the situatin and asked them t write t her regarding their feelings n the matter. Mrs. Gldstein said in her letter, she asked hw the cnstituents felt and their respnse culd be as fllws: "Dear Sandy, Yes, I believe it is apprpriate t cntinue cmmunicating with us n matters which affect ur district using city pstage" r "n, it is nt apprpriate t cntinue cmmunicating with us n matters which effect ur district using city pstage." Mrs. Gldstein said that she received apprximately 450 respnses; three f which said, "n." She said the cnstituents nt nly tk the time t respnd but als wrte. Mrs. Gldstein said she wuld read sme letters she received and picked-ut a few randmly t read. One letter read: "Dear Sandy, Keep up the letters. We wuld nt have knwn the details f ur sewer prject last 0 year if yu hadn't infrmed us. I will still be lking fr yur prmised letter regarding garbage cllectin. If yu had t cmmunicate thrugh an ad in the paper, we'd never see it; we dn't get the paper. Telephning wuld be ridiculusly time cnsuming. We feel that since yu are ur representative and we are taxpayers, yu shuld be allwed t use sme f ur tax mney t infrm us f matters which cncern us as Stamfrd residents."

He said when he first heard f the cmpliant, he cnsidered whether r nt these privileges that shuld be extended, was being abused. Mr. Martin said that rules shuld be set s there is n abuse.
