4 Page 4 May 8, 1975 THE TOWN CRIER. bill cohen FROM CONGRESS Waler Cronkie solemnly declared, "We have reached he end of he unnel, and here is no ligh, " The war in Vienam is ov~r. The Saigon governmen has surrendered. The Americans, all bu a few newsmen and a handful o'f ohers have been airlifed o safey, as have a leas 55,000 Vienamese. There can be no joy in he ending of he war, closing as i does wih a oal Communis vicory. There can only be relief ha he long ragedy is over and sorrow ha we ever allowed.i o begin. The cos of he decade of fighing in Indochina is immeasurable. Some 56,737 American servicemen were killed in comba. _Tens of housands more were wounded, many permanenly maimed. Hundreds of housands of Vienamese, miliary and civilians on boh sides, died and millions were wounded. The Unied Saes invesed af leas $160 billion in he war, a~d cos iself billions more in he inflaion he war spending spawned. No doub some will now call for U.s. assisance o aid in he reconsrucion of he ravaged ciies and hamles of Vienam, W'hile I believe some form of relief, adminisered hrough volunary inernaional bodies, is in order o relieve he suffering of orphans and refugees, I rejec all suggesions of massive u.s. expendiures. Le hose governmens who suppored he Norh Vienamese miliary effor in he Souh pay o rebuild he naion desroyed by hose effors. Le us in he Unied Saes concenrae on he refugees who will be arriving in his counry from fheir mid-pacific saging camps in he weeks ahead. Already here have been some fears expressed hahe new arrivals will add o domesic problems, increasing local housing problems and unemploymen. There wiil cerainly be difficulies in accommodaing he refugees, bu I belie ve we in lie Unied Saes have a duy o help relocae i,j.ese newcomers forced from heir homelan<;l by.heir associaion wih us. In addiion we mus call upon our allies o assis in our humaniarian objecives and bear some of he responsibiliy and cos for he proper placemen and reselemen of he refugees. No war has proved more divisive han ha in Vienam. I has drained our resources and sapped our spiri. I brough abou he exi from office of one Presiden who escalaed he war and secured he elecion of ano.her who promised our exricaion from i. I polarized our people. I se children agains parens, sudens agains Naional Guardsmen. Afer years of domesic urmoil over he seemingly endless killing in Souheas Asia, Americ~s mus ge back o he business of living. Our economic problems, exacerbaed by our long involvemen in Vienam, mus be me. The nai.on's growing energy problems mus be solved. Domesic problems. ha have plagued us for years -- polluion, crime, healh, housing -- demand our renewed aenion. We mus heal he deep ~rounds!ef by Vienam on America. 'The debae over he wisdom of our involvemen in a land war in Asia and he means and mehod of our wihdrawal undoubedly w'ill be debaed for years o come. I hope ha such debaes will n:o add o he bierness. We mus now re-examine he principles which guide our foreign policy. We mus decide wha causes and wha governmens we shall suppor a all coss and which ones we shall no. From he lessons we have learned, we mus re-esablish a srong, sraighforward foreign. po!icy ha will make sense in a changing world. We mus~ -rsanly srive o promoe and secure peace hr.nugho\..._/.e world.. We mus dedicae ourselveo? o pre v~ m war s bu be prepared for wars ha canno be prevened.. We mus le friends and foes alike knov,; ha in our pursui o~ peace we will no follow a course of appeasemen a a.ny and all coss; ha deene musbe abilaeral commimen and no ours. alone; ha we will no sacrifice our principles under he sword of force or for he carro of commerce; and finally ha we are as lile inclined o inflic as o endure injury. This mus be h~ job of he Presiden and he Congress in he monhs o ccin1e. War is a.window looking ino hell --bodies are broken, families shaered and memories and hopes swep ino he dusbin of hisory. Few have imaginaion enough o pain is horrors. This war is over; bu i will never be forgoen. The searing images of Vienamese children burned by napalm, of U.s. pilos pale and hin afer years in Communis prisoner of war camps, of grieving American families burying servicemen who died in a disan land -- hese are memories we will never lose. Le i never happen again. Claude N. Trask 3 Main ~ree, Milo Agency, Inc. COME IN AND SEE US FOR ALL YOUR. INSURANCE NEEDS,..-. Your lndependenagel\-lj ~ Walfer' E. 6 Page 6 May 8, 1975 THE TOWN CRIER REP.')RT FROM CAPITOL HILL BY SENATOR WILLIAM D. HATHAWAY Final acion has been compleed by boh he House and Senae on appropriaions for several very imporan veerans' assisance programs. Agreemen o $638 million in emergency funds was unanimous in boh he House and Senae and means here will be no delay in April VA checks for educaion and cerain oher purposes, These are he checks firs reflecing he needed increases auhorized las December over he Presiden's veo for several VA programs of special ineres o Vienam-era veerans. Nearly 500,000 veerans will be able o coninue heir educaion under he GI bill wih increases and exended VA assisance. The pos-korean eligibiliy period for educaion aid has been upped from eigh o en years. The benefis, hemselves, have also been increased by 22.7 per cen o accommodae for cos-of-living increases. For he same purpose, disabled veerans can look forward o larger housing grans of up o $25,000. The previous limi was $17,500. Benefis have also been boosed o $3,300 for specially equipped auomobiles for disabled veerans. The sandards deermining who would be eligible for hese special auo benefis have also been broadened, as have he requiremens for equipmen used in hese auos. This money is for fiscal year 1975 only and he larges porion, $618 million, will be spen on educaion relaed benefis. There are approximaely 144,000 veerans in Maine, alhough nn all will be affeced direcly by hese paricular benefi increases. Cerainly more Vienam-era veerans, of which here are an esimaed 35, 000 in Maine, could make beer use of hem, however, if he law did no limi hem o bachelor's degrees. Educaion quallflcaions for employmen are chmbing ino he pos-graduae brackes as he compeiion for scarce jobs inensifies. Vienam-era veeran unemploymen raes in some cases are wice ha of he nalonal average. Hampering a veeran's abilly o pursue he higher educaion he needs oreener he civllian job marke is a new resricion which never applied o he veerans benefis of any previous pos-war era. I should be ellminaed. Anoher law which should be eliminaed is he offse provson. This cus veerans or heir widows' pensions when Social SecuriybP.nefis are raised. I's hard o.imagine where anyone hough persons receiving boh would be geing oo much money any ime one or he oher is increased. Neiher is a grauiy, bu a hard-earned, well-deserved and ofen very needed source of income. Neiher one should be cu wih he increase of he oher under an income earnings limiaion. Ye.i does, and affecs oher federal pensions and benefis as well. In fac, afer he firs big Social Securiy cos-of-living raise wih he auomaic adjusor clause, many veerans complained hey were beer off wihou i, because wha hey were given in Social Securiy increases was aken away from heir VA benefis. Such false and unfair economy mus be correced, as quickly as possible. REPORT FROM AUGUSTA From Represenaive George S. Winship A heendofhe week of April 25 a seriesofbudgedeficis oalling more han weny millio~ ~ollars ~ad been discovered. The greaes porion of he defe was n he Deparmen_ of Educaion budge. The Governor ha week proposed seveal alernaives o solve he problem, all of which would have pl:lced a significan burden on local propery ax payers. The Maine Municipal Associaion esimaed ha he burden would be an average of a 15% increase in local axes across he sae. Members of he Legislaure disagreed as o wha approach o ake if a ax increase were o become necessary, bu mos all agreed ha hey would oppose any measure which would place he ax burden on he local propery ax. During his pas week, however he Governor has proposed some changes in he mehod ~f axing corporaions and has revised surplus revenue figures. A he end of he week he indicaed ha he considered he budge o be bacl< in balance.. The deadline for finalizing municipal school budges has been exended o he end of May. The Legislaure had been unable o proceed wih acion on LD 1452! he bill ha would make changes old 1994, because of some quesion as o.he consiuionaliy of porions of he bu. Las Thursday mgh he Maine Supreme Cour ruled ha a compromise porion of he bill which would have eased he increase in propery axes for many coasal communiies violaes he consiuion. On Friday morning, members of he Educai~n Commiee ~e o formulae an amendmen ha would sasfy he cour s requiremens. " Wednesday of his pas week was "Welcome Back Day, an even held each regular session o honor former legislao" and legislaive officers. Eigh former House Speakers we._ presen as well as former Senae Presidens and hree former Governors. A buffe lunch was held in he Hall of The Flags of he Sae House and was caered by sudens from The Souhern Maine Vocaional Technical Insiue. The number of bills being prined each week has begun o diminish. All commiees are supposed o have all hearings compleed and all bills "Repored Ou" by he end of his monh. This was unavoidrbl., inasmuch as. he issue involved he minimum wage -- an :ssue abou which he wo poliical paries have definie philosophipal differences. ' The RepLlblican members of he Senae proposed ha he minimum wage be increased o $2. 30 an holr, in keeping wih he pending increase of he Federal minimum wage law. These senae members poined ou ha presen economic condiions make i exremely difficul for many employers o pay increased wages. I was also claimed ha increased minimum wages could resul in he layoff of employees. Tl1e vas m,ajoriy of he Democraic senaors fel ha he minimum wage should be se a a level above $2.30 an hour. I was poined ou ha even a minimum wage of $2. 50 an hour -- he highes amoun proposed -- would provide a pay check of only $100 a week before deducions, \Vhich is jus barely.a living wage for mos breadwinner&.
