SEPARATE TAX FROM VOTE The cynic would answer here by quoing he French wrier o he effec ha poor rich alike have he righ o sleep under bridges. n oher words, he Negro who is for he mos par poor, hrough circumsances shifless, doesn' pay his poll ax can' hold on o his receip if he does. Bu his is no he bes argumen. sirs up he deep muddy waers of racial prejudice, a whole rain of emoional argumen can obscure he more immediae, imporissues. To mee hese genlemen on heir own ground, we. voe in Virginia bu don' say yes,' we favor a ax similar o he poll ax, bu add separae he ax from he voe. NCREASED REVENUE f hese genlemen really are concerned over raising money for he schools, hey are picking he wors way also placing needless resricions upon sufferage. As he poll ax now ss, he revenue raised from i amouns o abou $700,000 annually. This comparaively small sum comes from only abou 1-3 of hose who could voe in Virginia bu don' choose o or can' voe. f now everyone over 21 were axed in Virginia by a separae ax, he revenue raised would amoun o more han wo million dollars annually. Wha a difference such a sum would bring abou in educaion in Virginia. magine wha William Mary could do wih an increased appropriaion. Why even our gymnasium new library yes even he new heare could' be buil. And somehing even more incredulous could happen, our professors are liable o ge wha hey deserve an increase in salary improved faciliies for conducing heir classes. NO NEW TAX The beauy of he ax oo, is ha i is no a separae ax, bu only a broadening o an exising ax o cach he wo-hirds who now escape he poll ax by evading he responsibiliies as ciizens by refraining from voing. For as maers now s he ax on voing desroys he effeciveness of he ax as a revenue producer robs Virginia school children of abou one million dollars annually. As a maer of fac he presen poll ax is less han 2 cens on he dollar of he-sae oal revenue. EVLS OF POLL TAX We haven' reaed he quesion of he advisabiliy of universal sufferage as ye in his column, because we waned o clear he air bring he real reason for he ax ou in he open. Debaes on universal sufferage are an old, opic on his campus. As far back as 1930, Dr. Chler, hisorian of Virginia elecions said ha: "On he campus of William Mary Callege, a ha ime Virginia's grea school of poliics, universal sufferage was a favorie heme for he young oraors of he counry." Dr. Chler goes on furher o speak of. he evils of he poll ax. He says ha he ax was aimed a keeping he Negro from voing. Tha cidaes would frequenly buy voes by paying he axes of heir consiuens hus inroducing fraud ino he elecions. Furhermore, he ax brough abou a small elecorae which could be hled easily, which on he whole favored he monied ineress; for even he poor whies, who like he Negro, have an urgen need of governmen aid inervenion, are effecively kep from voing. TAX MPORTANT SSUE All of hese quesions offer ample opporuniy for debae discussion. f would be ineresing o see he campus of William Mary ake up again is favorie heme, he quesion of universal suffrage, make i a vial opic for discussion. n hese days when democraic processes are being seriously quesioned he poll fax, as one phase of he quesion of universal suffrage, becomes an increasingly imporan _ opic for discussion.
