Plannng Board to dscuss Wlmngton By Pass -.. The number one tem for the nejtt meetng of the Wlmngton Plannng Board s a dscusson of the proposals for a Wlmngton By-Pass, as currently planned by the Engneerng Department of the Massachusetts Department of Publc Works. The DPW now has plans for by-passng Wlmngton Square by gong to the north, and to the south of the Square. The north plans would have the proposed Route 29 Alternatve cross Church Street near the Fre Staton, and contnue on across country, meetng Man Street near Rocco's Restaurant. Gong South of Wlmngton Square - the latest proposal, would have the alternate Route 29 skrtng Sweetheart Plastcs, and up to Shawsheen Avenue. The Commssoner has asked that the Wlmngton Selectmen and the Wlmngton Plannng Board consder the plans, and Charman Hardng of the Plannng Board notfed the members, Tuesday nght, that t was to be dscussed at the next meetng. Woburm & West Streets The Plannng Board s also seekng to have a consultng frm produce a "fool proof plan" for the Town Meetng consder, concernng the varous proposals for roads n the southeast part of Wlmngton - the Woburn Street- West Street-Lowell Street area. Tuesday nght there was a long consultaton wth offcers of the Unversal Engneerng Corporaton of Boston, concernng studes for the area. The Plannng Board was seekng costs for a study. Among the offcals of the corporaton who were present was Domenc Tutela of School Street. Wlmngton. Charman Hardng told the frm that the Plannng Board wants a "fool proof plan", for acqurng the necessary land for the proposed roads, along wth envronmental and other studes necessary. Wlmngton already has ts "70 studes" whch provdes much of the background nformaton. The varous proposals for roads through from Woburn Street through to West Street and/or Lowell Street, together wth a complete four leaf clover at Route 93 and Lowell Street have been ds- GUEST OF HONOt: At tho mkdkon* of ho oftvor. of tho Au.tlk.ry W tho Amercan tooon loot Saturday ovonna woo Mo Macy Corbono. Fred Can, a few weeks ago, at the meetng wth the DPW Commssoner about the Route 29 By-Pass, warned that because of the burgeonng ndustral dstrct n North Woburn there would be need shortly for a full clover leaf at Route 93 and Lowell Street. Englewood Drve The Plannng Board has been consderng proposals by Attorney Wllam Damond of Readng, concernng the Gonfrddo property on Woburn St. The property s the old Asa G. Sheldon farm, and ts backland. Mr. Gonfrddo seeks, t seems, to purchase land along Woburn Street owned by Arnold Swan, who lves n back of the old Sheldon Farm, on a hll overlookng Englewood Drve, whch leads off Kenwood Avenue. The Swan home, whle "frontng" on Woburn Street, overlooks Englewood Drve, and a drveway leads to the home from the latter street. n order that the land may be sold to Gonfrddo there must frst be a "legal frontage" establshed for the Swan home on Englewood Drve. Ths would requre a longer street lne than s provded by the current cul-de-sac at the end of the Drve. The board voted to advse Atty. Damond that he could submt a plan, wth proper frontage for the Swan property, for ts consderaton, and then, consderng the problems of the rocky hll on whch the Swan house stands, suggested further that Mr. Damond mght want to explore the economcs of constructon before he spends money on engneerng plans. Wlton Drve Nearly one hour was spent n a legal hearng for a proposed extenson of Wlton.Drve, off Shawsheen Avenue. Ten resdents and frends of resdents of Wlton Drve, were present, as were four members of the famly of Leonard Chsholm of Hopkns Street. Mr. Chsholm owns 8 acres of land n back of hs home, whch extends down to Wlton Drve, and t was ths land whch was under dscusson, because of one proposed house lot. Rchard Cutts, engneer, from the offce of Dana Perkns & Sons, Readng, had prepared plans wth an extenson of Wlton Drve for 200 feet, n order that there be suffcent legal frontage for the proposed home. Durng the hour long hearng t was stated by several persons that the cost of constructng the proposed street would be about 0,000. The Wlton Drve resdents were much alarmed that the proposal was only the begnnng for a street to be cut through to Hopkns Street. Leonard Chsholm told the plannng board that he was tryng to provde land "only for hs son" and that there were no deas n hs mnd about the street whch was worryng the people of Wlton Drve. WHS CLASS OF '74 TO HOLD PATRON'S DRVE The Wlmngton Hgh School, Class of 974 wll hold ts annual Patron's Drve on Tuesday nght, October 23rd. Chapter 082 of the Acts of 972 provded that the chefs of the Fre Department and Polce Department, n Massachusetts, should be pad twce the salary of any person n ther department, f 20 or more persons were nvolved. f there are 3 to 9 persons the pay s to be.8 tmes the salary, and f there are 2 or fewer the salary s to be ltt tmes the salary of the hghest pad ndvdual n the department. As happened n many towns, the Selectmen objected to payng more than had been voted by the Town Meetng, and as a result contnued the pay at the rate voted by the Town Meetng. A sut was nsttuted, n whch there was a crmnal complant aganst the Town Manager, for not obeyng the law, and nstead, lstenng to the Board of Selectmen. Two weeks ago the Town Crer learned that the Selectmen had gven the Town Manager orders, apparently n executve sesson, to try to settle the case out of court. Ths was done, the Town Crer reported, but the selectmen were unhappy, for some unstpulated reason. Wlmngton's Polce Chef s now recevng a salary of J440 a week, and the Fre Chef a salary of»428. Let us pray that ther hopes may be realzed. Let us work toward ther fulfllment... that we may be worthy of our young men and the sacrfces they've made. f n Honor of Our Naton's War Dead ^brdflm We Salute and Support Our Servcemen Beef, the world s beng told, at least the World of the Unted States, s n short supply Prces are gong to go up. Most of the beef today s shpped from ranches n the md-west, a number of whch are supposed to be owned by nsurance companes who, t s sad, know a good thng when they see t, the good thng n ths case beng the subsdes pad farmers by the Federal government for the past forty years or so. n the days before beef began to be a refrgerated produce of the md-west, and for some years after, Wlmngton was a place whch furnshed qute a bt of beef to eastern Massachusetts. The cattle were not rased n Wlmngton. They were rased elsewhere and slaughtered n Wlmngton, whereupon enterprsng merchants loaded ther carts wth choce cuts and went to the suburban Boston ctes, where they sold to the houewves and others. t was qute a busness. t may possbly have started as early as 850 Most certanly t was n full swng by 00 years ago. The last men to sell beef from wagons were workng n the MO's, and one of them lved and sold beef untl sometme after World War Early shpments of beef used to come n over the Boston t Lowell Ralroad, from New Hampshre. The cattle were unloaded nto a stockyard of sorts, along sde the ralroad and Man Street, opposte to Clark Street, accordng to early tradton. Ths most have been before the Cvl War, bat there s no way of datng the busness. By the tme of the Cvl War Wllam E. Cowng of Andover Street had a thrvng busness. Perhaps he had cattle shpped n by the Salem k Lowell Ralroad - there s no way of knowng. Hs partner, before the Cvl War was man named Armour. They had a butcher shop n Lawrence. Armour wanted Gowng to go wth WH» HORACE SMOON Andover Rood, 0 l w Carter farm, whch was at the Woburn - Wlmngton lne n Woburn. There he would stay overnght, and early nest mornng be would be gong up what s now Man Street and Eames Street, to the varous Wlmngton farms, wth hs cattle, and of course hs helpng dog. As he passed each farm the owner would come out and purchase the cattle be wanted. Perhaps there were a dozen farms that Horace served. The wrter s not certan of the number. Perhaps there were THE WUAM GOWNG BARN Hoed <n Ando... Sl...t W mngten. nhr Browm dottng OtM of tho eory moot wagon* t backed up to receve beef, a wagon such as rho U. S. Army was usng durng the latter part of tro OvS War. Ths pcture was probably taken shortly after that war, and rt r> presumed that the fgure en the rght s that of Mr. Gowng. hm to Chcago, where wholesale meat busnesses could be establshed, Gowng refused, and stayed home. The name of Armour s well known now throughout the world, n the meat ndustry, as s the name of other enterprsng men who went out west at that tme and got nto the meat ndustry. Wllam E. Gowng ddn't to so badly, stayng at home, but eventually the local meat ndustry of Wlmngton was defeated by the move that Armour and others had made. Local butcher shops could be set up wth ease, and sell refrgerated meat from Chcago. There was no need of the enterprsng butchers of Wlmngton gong to Lynn and other places to sell meat, and the local meat ndustry ded - a slow and lngerng death n some nstances. Perhaps, possbly, the man who dd the most to brng the butcher busness to Wlmngton was a man named Horace Sheldon. Horace was a son of the Asa G. Sheldon who started the blacksmth shop at Perry's corner, among other thngs, and whose autobography can be found n the Wlmngto Memoral Lbrary, under the ttle of Wlmngton Farmer. Horace called hmself a Drover. That's a man who drove cattle. He bought cattle at the Brghton abattor and sold the cattle n Wlmngton to the men who slaughtered and butchered. Horace would make a two or three day trp of t. He would take the tran to Boston, go to Brghton and buy bs cattle, aad then, wth the help of hs Colle, he would drve the cattle over the roads aad hghways toward Wlmngton. Hs frst goal was the Ruel more. One of them was hs father's old place, on Woburn Street, whch was rgged to be a utcher shop, as were the others. Each of the farms n the busness had a "butcher wheel". That s not the proper name. The proper name seems to be lost, at least to ths wrter. A "butcher wheel" had an axle of wood, at least sx nches n dameter and sometmes S. The axle was sx feet long, or maybe eght feet. The wheel would be located hgh up, n the barn. On that axle was a rope or two, wth hooks. The cattle would be pcked up by ther hnd feet, and hung at a convenent heght so they could be butchered. On one end of the axle was a huge wheel, whch provded the leverage for pckng up the cattle. Sxty years ago there were several barns n Wlmngton wth such butcher wheels. Now there seems to be only one, n the shed behnd the home of James and Anna Low, on Woburn Street - the home whch was the home of Prest Reynolds, as he was called, 75 years ago. There s a part of a wheel, whch les besde the road, n the bushes near the barn of Mrs. Ether on Woburn Street. That wheel was, 00 years ago, where Charles Buck conducted hs butcherng busness. Don't say Charle Buck. t was Charles, and he lved to be over 0 years old. And to dstngush hm from hs neghbor up the street, also a butcher, that relatve was named Charles H. Buck. That's the way t waa la Wlmngton 00 years ago Wth a populaton of leas than 000, there were always duplcate names, especally among the Buck, Carter _ UVRU New lh.h. ^M,.«M R lph Bo.<o<k,,H, * n, 00 y.o ofo, now Webum Street Wlmngton. aad Eames famles. As a general rule names were fully pronounced, or there were dstngushng ncknames or mddle ntals. Take Wllam Henry Carter, who lved on Hardscrabble n the ltm's. Today Hardscrabble s called Hgh Street. n the 870's another Wllam Henry Carter moved nto town and bought the farm on Shawsheen Avenue at Brdge Lane. He was known as Bll Hen Carter, and the farmers of Wlmngton sort of took that to ther hearts. Wllam Henry of Hardscrabble. beng the Motor, became, at least to a degree Bll Hen One, and Wllam Henry of Shawsbeen Ave. was known as Bll Hen Two. The last butcher wheel to be bult n Wlmngton was probably that of Thomas Sdelnker, n the barn that stands alongsde the Woburn Street School. The Sdelnker bouse was bult about 876. and the barn about the same tme. The wrter s not certan of the date. Sdelnker put n a lot of equpment for hs butcher shop. There were sectons of that bam that were refrgerated. There were steel rals, just above head heght, wth travellers, so that a person could push a sde of beef from one sde to the other and to the refrgerated sectons. There was a huge wheel, some thrty feet up, n the loft. The wrter, as a boy ffty years ago, played a sort of game of tag wth the Sdelnker boys, usng that wheel and the ropes whch hung from t. The ropes were wonderful, n assstng for a quck descent from the loft to the ground floor. A boy would grab that rope, and start down, usng the forces of nerta on that wheel to slow hs descent. By the tme the boy on the rope had gone down eght or ten feet the wheel would be spnnng too fast for anyone to stop. That boy would have acqured qute a head start on the others, and yet the landng on the ground floor was never too hard Of course f any of the boys who were pursung could get to that wheel before the frst one had gone down eght or ten feet, then the wheel could be stopped, and the young man would-be "caught." He could be left to dangle on the rope, or he could be hauled up, as hs captors chose - he was completely at ther mercy. Anyway, at that tme, ffty years tsv W«'S r ago. the Sdelnker barn was out of busness, as far as beng a place for butcherng. How long t had been out of busness the wrter knows not. Just because there were "butcher wheels" n a dozen places or so does not mean that every bam had a "butcher wheel." The Carl Pettngll farm ddn't have one. Hs farm later became the Downs farm, and Luccl's Market s located there today. Anyway, at sx n the mornng, or maybe even earler Horace Sheldon would leave the Ruel CarteV farm for the second day of hs journey as a Drover. When be got to Perry's Corner hs frst customer would probably be watng there - Perry's corner today s the Avco comer across from Lucc's Martn Holt lved on Lowell Street, n a home that s now panted red and owned by the Butler famly (almost down to Doctor Marshall's). One of hs sons ded recently n Woburn - 9 years old. That gves the reader an dea of what year t was when Martn started to buy cattle from Horace Sheldon. Perhaps there were a dozen farms that Horace served. He sold to Henry Carter, who had a bam n back of hs home. The bam s long snce gone. Henry lved on Woburn Street about half way between Federal Street and West Street, and t was hs son who was known as "Pp" Carter - Pp s long gone, too. Down on Federal Street, n the old Gowng farmhouse that was behnd the East School was Lawrence Swan. He had qute a butcherng operaton, at hs farm - 5 to 25 wagons left each mornng, at sunrse or a lttle earler, to go to Lynn and sell. All were ndependent traders who bought from Lawrence Swan. Somehow those traders all went to Lynn. One never bears of them gong to Medford, or Somervle t was always Lynn. Both Wllam E. Gowng and Lawrence Swan had operatons that were extesve enough to call for offce assstance, n the matter of correspondence and the keepng of books. One of the young ladles who was a bookkeeper for Lawrence Swan was named Roseanna T. Kelley, the lady who later became Mrs. A. Chandler Mannng and lved n the huge house on Glen Road, now the «b. 7 Blss home. She passed on about 0 years ago, and a book could be wrtten about that gracous lady. Charles Buck lved n the farmhouse where Mrs. Ether lves now, a lttle north of Concord Street. He had hs butcher wheel outsde the barn, and up to a few yean ago t could be seen by passers-by. Now t les n the bushes. Charles was another who travelled to Lynn, but unlke the others he sold only to the meat stores. He was what one mght call a wholesaler, and he klled and butchered hs own cattle. Charles' son was Albert, who s remembered by many n Wlmngton today. Albert used to go around and sell meat to the homes n Wlmngton. He bult the house on Woburn Street where Clayton Buck lves today. Clayton was hs son, and travelled wth hs dad sometmes, back before World War. Housewves used to say there wasn't a need for a newspaper n Wlmngton - Albert Buck could do just as well. Albert Buck was stll n busness about forty years ago. He had a yellow wagon, wth yellow wheels and black strpes on each spoke. The hub of the wheel was panted black, as was the nut that was wthn the hub. Every fve years or so Albert would take that wagon back to ts maker MacLane of North Readng, and get t overhauled. The spokes would be tghtened, the entre wagon gone over - new canvas f necessary, and a new pant Job. MacLane's place n North Readng furnshed more than a few wagons for Wlmngton - t was over to the eastward of the present fre staton n that town. Albert Buck n hs later days, after World War, and after the Chcago meat frms had nvaded practcally all parts of the country, used to buy hs meat wholesale, down n Woburn, n a shop that was, the wrter beleves, on Hgh Street n that cty. That shop used to buy from Armour, and Cudahy, etc., bg wagon loads of beef, and pork, comng out from Cambrdge. Charles H. Buck was another man who bought from the Woburn wholesalers, after World War. The wrter doesn't know whether or not he ever bought cattle from Horace Sheldon. Horace, n addton to servng a dozen or so places n Wlmngton had hs own butcher shop, or Allen Sheldon had t. n the Asa Sheldon farm, today the Glonfrddo place at 604 Woburn Street. There were 50 or more wagons that would leave Wlmngton each week-day mornng to sell meat n the cty - and t was always Lynn, or so the stores seem to go. n the early days those wagons resembled Cones toga Wagons, but they were really the type that the US Army used n the Cvl War - and possble they were Government surplus. One of them can be seen n the pcture of Wllam Gowng's bam - exactly the same type of wagon as n the famed pc Allen Sheldon used a Sharps Rl- ture of the US Army, under Grant, fe. Charles Sargent located on Woburn St., and bult a borne and barn lor J900 - the place that s now the Smth Pump Company. Hs son was Edde - the gentleman who recently retred at the Superntendent of the Wlmngton Water Department. Shorty's prncpal clam to fame was that he was the father of the man known as Henny-Penny. Many stores have been wrtten of Henny Penny, but there s a lot more than can be wrtten. Charle Sargent decded to put hmself nto the butcher busness He set up busness n the barn he had bult. He had an ce-house constructed - a small one - on the pond n back and half way out to Lowell Street m u e wnter tme be would cut ce on that pond, and store t n the ce-house for next summer, when he would use the ce to keep hs meat n pretty good condton. Charle got a wagon, and n the wnter tme he drove around n a pung - whch was a heavy slegh "fed by the farmers of Wlmngton. That pung was rgged for the sellng of meat. There were sdes, and lttle doors that a person could lft, to look at what Charle was sellng. Charle went to Lynn, just lke everybody else, but then, one Saturday nght he had a lot of meat on hand, and he went up to Ballardvale. n Andover to see f he could sell. He put out a couple of flares, to attract attenton, and the housewves came out and bought hs meat. That was "the begnnng of a good busness for Charle. Every Saturday nght he went to Ballardvale, whch has always been a charmng lttle vllage on the Shawsheen 'Rver, worth any one's vst. 'Charle was there to sell meat, not to look at the place, and every Saturday nght he would sell between $50 and $00 worth of meat. ' Busness was so good that he took to carryng a revolver wth hm, under the cushon of the drver's seat, just n case someone tred to hold hm up, on the way home. But after several years somebody opened a butcher 'shop n Ballardvale. t s entrely possble that that somebody was buyng from Albert Buck. Mr. Buck, Just about that tme, was tryng to expand nto Andover, sellng meat to the butchers, and he had several stores buyng from hm n An- Later tbey were lghter, lke the wagon of Albert Buck.. There are many names to be recalled as drvers of those wagons. Sdney Buck, for nstance. He Uved on Mddlesex Avenue opposte to what s now Rotary Park. There was Warren Carter, That's a story. Warren was really Wllam Warren Carter, and he lved on Mddlesex Avenue near what s now Mystc Avenue, n North Wlmngton. Hs was the home that became the Mullarky home. Warren was workng somewhere as a laborer, gettng a day, and someone suggested that be should become a meat peddler, n Lynn. So Warren went over to see Brad Eames (so the story goes) n what s now the Rchardson Farm, on Woburn Street. Brad wasn't n the meat busness - he was n lumber, and coal and ce. Apparently Brad loaned Warren the money, and Warren got a wagon, and became one of the twenty-fve or so that got meat every mornng at the Lawrence Swan farm - and then set off at daybreak for the cty. On the frst day Warren netted $2. He never went back to beng a laborer. After a whle he te* pad off Brad Eames, and then later he got rd of hs busness and opened a store n North Wlmngton, down by the ralroad tracks. That store was later sold to Herbert Buck - and Herbert left t to hs son Rodney, who sold t about eghteen years ago to John Ela. Warren had qute a lfe, n one busness and another. He Uved, towards the last, n the bg house besde the brook, on Mddlesex Ave. just north of Ela's - whch house was once the North School of Wlmngton, but on a dfferent ste, when t was n the trangle opposte the Browns Crossng pumpng staton. Just one rhore story about early Wlmngton butchers. Ths s about Charle Sargent. He bult the place that s now the Smth Pump place on Woburn Street. To buld the house and barn cost hm 900. Charles Sargent came down from New Hampshre, as had hs half brother Sheldon, before hm. Charles, as may be suspected, was called Charle. Sheldon, who was a small man, and who moved back and forth to New Hampshre on several occasons, was called dover. and one n Ballardvale. Anyway, somebody opened a butcher shop n Ballardvale. and that was the end of the busness for Charle, n that charmng lttle vllage. Charle went out of the butcherng busness, and took up the lumber busness, whch was somethng a lot of people n Wlmngton were nterested n, before the Spansh Amercan War. Some of them made money, too. Late n the openng perod the Eagles Pete Danforth ntercepted a clearng pass nsde the Wldcats devensve lone and fed Tom Duff off rght wng. The varsty's Chuck Wood was equal to the task comng up wth a brllant serve to keep the score deadlocked. At the seven mnute mark of the second frame Paul Marasco headed a corner- kck over the net, wth the Eagles netmnder out of poston, for the best Wldcat chance up to ths pont. Takng the ball back up feld St. John's proceeded to score the goahead marker. Sloppy play n the Wldcats goal area resulted n an Eagle goal as John Scanlon beat Wood the short sde after the varsty's netmnder had stopped Jm Toomey's 20 footer. At the sx mnute mark for the last perod Marasco's 25 footer from the left sde was stopped by Greg Johnson and tme was runnng out on the Wldcats. Some four mnutes later came the turnng pont of the contest as fullback Dan Burns made a sprawlng save off the foot of Toomey, after Wood had been drawn out of poston. Comng back up feld Marasco was stopped on hs bd to te the game wth Johnson makng hs best save of the day on the short fve footer. The Wldcats kept the pressure on and t payed off at 2:28 when Rck Dlehl was fouled by the Eagles' John Maurce n the penalty area. Aruda made no mstake on the penalty kck bootng the ball past Johnson on the near sde. The varsty was fortunate n preservng ther unbeaten sken and n ther quest for the league ttle they wll have to come up wth better efforts n ther remanng fve encounters. Each letter lsted a large number of other executves who were also gettng copes of the letter, and when he got no response playng executves aganst each other, he ncluded the names of several state and federal agences as recevng copes. Mela explaned, "What we were dong was tryng to make everyone take acton because be was afrad someone else would get the jump on them and they would have to defend why.they hadn't done anythng.".,,, Plays agency game ' - When Lemeux's letters starta) lstng copes to state and federal agences, the pressure began. As soon as Lemeux started wrtng to stale and federal agences under the new letterhead, everyone started to take even more nterest n the thngs he was complanng about. After several years of actvtes aganst the chan-store corporaton's actvtes, Lemeux and Mela were recently pleased when the Federal Trade Commsson fled sut aganst the company for ts nsurance actvtes. Brngng about FTC acton aganst a naton-wde company remans Lemeux and Mela's greatest accomplshment n consumer advocacy, but t hasn't been ther only goal n recent years.
