ONE PRIMARY NEW FEATURE Retans 40 Per Cent Clause and Provdes Nomnaton of U. S. Senalors; Upper House Abuses Warner, Returnng Message. WHAT THE SPECIAL SESSION HAS DONE. PASSED THESE BILLS. General prmary bll, fxng the frst Tuesday n September as general prmary day. Mltary bll, ncreasng the per capta tax from rve to sx cents, appropratng $40,000 for state armores and provdng pay for enlsted men. uvenle court bll, gvng probate court charge of all such cases. Ill for the annexaton of part of the vllage of Farvew to the cty of Detrot. Bll authorzng the state asylum at Newberry to purchase land. Bll amendng act relatve to the purchase of votng machnes. REFUSED TO PASS THESE. Bll authorzng refundng of Wayne county road tax. To place telegraph and telephone companes under the ad valorem system of taxaton. To authorze the state board of tax commssoners to value the ocean mleage of express companes n computng the valuaton of these companes. To restrct lobbyng by requrng lobysta to regster, and compellng corporatons employng them to make a statement of amounts pad them. To restrct waterng of stock and over-captalzaton by steam and electrc ralroads by gvng the board of ralroad commssoners supervson over such matters. Sensaton followed sensaton n the fnal sesson of the legslature. /Frst, Governor Warner read the rot act to the legslature n a fnal message, when he took the members to task for falng to pass the knd of a prmary electon bll he favored. The members retalated by endeavorng to secure a quorum n the senate n order that a stngng rebuke n the form of a resoluton mght be read nto the record. In the effort to secure a quorum the Lansng chef of polce and two offcers were pressed nto servce, Leutenant Governor Kelley refusng to allow senate offcals to search for the mssng men. Shortly before tme for adjournment a quorum was secured through the efforts of the polce and the senate resoluton was passed and went nto the record. The vote was 15 to 2. The legslature succeeded n passng the boxers' prmary bll, the admnstratonsts captulatng at the last moment and runnng up the whte flag. They declared the boxers' bll was better than none at all. PRIMARY BTLL FIGHT. In token of defeat the senate admnstraton force reported out the ooxer prmary bll and passed t wth dspatch, meekness and resgnaton. Ths decson was reached after a conference followng the defeat of the Dcknson bll that had been sent over from the house. It was a foregone concluson that the sesson could not be held over another day and the admnstratonsts came to the concluson that they dd not care to accept the responsblty of havng the sesson close wthout at least abolshng the double prmary system whch has proved so costly. Senator Fyfe acted as spokesman, and n reportng out the bll sad that whle t was not just the knd of a bll that ought to be passed, he was convnced that t was the best that could be obtaned under the crcumstances. The boxers were so taken by surprse that they could hardly beleve ther senses and there was a rush for the clerk's desk to see f some trck was not beng played. The bll was gone over very carefully to see that no changes had been made and then the work of passng the bll was taken up. Senator Fyfe wanted to nsert an amendment that would make t clear that, the 40 per cent provson appled to the governor and leutenant governor, specfcally, but even ths, was dened hm, the others contendng that, the context, showed very cleraly what was meant. On the fnal passage of the bll the vote was 28 to 2, Whtney and Ely votng aganst, t, the former because he s aganst prmary reform and Ely from chagrn. The house had adopted the senate concurrent resoluton to wnd up busness at mdnght when the bll was sent over and t was decded to get the thng over wth before takng any recess. Representatve Dcknson devoted twenty mnutes to explanng the provsons of the bll and pontng out the dfferences between t and hs own bll, after whch t was passed, 75 to 4. So far aa beng a workable measure the new bll s vastly superor to the present law. In addton It provdes for one prmary day Instead of two and gves the people a chance to nomnate canddates for Unted States senator. The bg pont on whch the governor lost out s the provson requrng that canddates for governor and leutenant governor must secure 40 per cent of the vote cast to secure a nomnaton H retaned. The practcal effect of ths s that unless some canddate for governor shows that he s the popular choce the nomnaton wll be made by a state conventon. Some Glarng Defects. There are several glarng defects n the bll, due to the prejudce that exsts n some sectons of the state, as rejected by ther senators, as to how far the prmary system should be extended. Several senatoral dstrcts now operatng under the prmary system wll be affected under the newlaw. It s provded that n senatoral dstrcts where all the countes do not operate under the prmary, the proposton must be resubmtted by petton. Under the last senatoral reapportonment several prmary countes were joned to conventon countes, wth the result that they wll have to petton to have the prmary proposton submtted and n case the conventon county polls the largest vote wll not get t. The bggest change from the present law s the provson relatng to the electon of delegates to the county conventon whch n turn elects delegates to the state conventon. It s provded that only countes whch nomnate county offcers by the pr-! mary system shall elect delegates to I the county conventon by the prmary system. Ths wll ht some thrtyfve countes n the state. I Wayne Back to Caucuses.! It wll result n throwng Wayne [ back to the caucus system to choose j delegates to the county conventon, for the reason that. Wayne, Kent, Muskegon and Alpena countes are exempted from the provsons of the bll, and Wayne has no local act to cover that pont. Summed up, the bll ams to make the prmary system optonal nstead of compulsory n the varous dstrcts. "We are greatly pleased wth the workng features of the bll," was the only comment that Attorney-General Brd had to make regardng the bll. Tlmt the admnstratonsts are mad clear through s puttng t mldly, but they were outgeneraled, The boxer bll had so many features that could not be overlooked that It threw the burden of acton upon them. They wated untl the last moment, fondly hopng that some boxer would desert and fnally, wth defeat but a queston of mnutes, they wlted. Found a Coal Mne. It has been dscovered that Mch gan Odd Fellows were fortunate n buyng Cooley park, of 81 acres, n ackson, for the home for aged members and orphans. They secured wth t a coal mne. The coal s from two to four feet thck atfd the average qualty of ackson county coal. It s found at a depth of 60 feet on the west and between 90' and 100 feet, on the eastern part of the property. W. F. Ward, who owns adjonng coal leases, says ths coal wll yeld from v 3,000 to 7,000 tons per acre and that the revenue would amount to from $250 to $700 per acre. He estmates that the coal covers an area of about 40 acres. Peter Clark's Tral. The case of Peter Clark, charged wth the murder of hs wfe near Merrll, three week3 ago, was called for tral Thursday mornng In the crcut court, Sagnaw. The aced prsoner pleaded not gulty and s defended by. P. Devereaux, of Chesanng. Hs demeanor has not changed snce the day of hs arrest on the charge of kllng hs wfe wth a club and he stll Inssts that he s nnocent. The tral s expected to take about two weeks and a large number of wtnesses were subpenaed by the state, whose evdence la entrely crcumstantal. Selna Pearse, aged 4, of Pontlac, "at green apples and ded. Taft to the Flpno*. Secretary Taft opened the Phlppne assembly n the Natonal theater Thursday mornng n the presence of a large orowd of people. In hs address Mr. Taft reterated hs former statement regardng the Phlppne slands, declarng that hs vews announced two years ago regardng' the ndependence of the Phlppne people were unchanged. He dd not beleve that they would be ftted to govern themselves for at least a generaton, but he added that the matter was entrely n the hands of congress. The secretary dened emphatcally that the Unted States had any Intenton of dsposng of the Islands, sad he had absolute confdence n the Flpnos, dented that he was dsapponted n ther Inablty to legslate conservatvely, and asserted hs belef that they felt ther responsbltes apd acknowledged the necessty of supportng the Amercan government. Mr. Taft refraned from makng any suggestons regardng specfc legslaton on the part of the Phlppne assembly, but he recommended that attenton be pad to the cvl servce. Fghtng Chnese Boxers. The Imperal Chnese troops detached from the Yang-tse-Kang valley cantonments snce the antt-mssonary outbreak at Nan-Kang-tsen, have drven the so-called Boxer rebelb Into the mountans on the borders of Kwang-Tung. In an engagement at Chung-Y, the troops klled 70 of the nsurgents. The government has cashered many local offcals on account of the dsorders n the south of Chna, all of whch the government beleves, were connected wth the revolutonary movement and especally wth the ant-manchu organzaton headed by Sun-Yat-Sen. Trouble on Lake Steamers. Typhod fever has caused trouble on several lake vessels the past season, and ths has resulted n the ssuance of an order at Washngton drectng the surgeons n charge of marne hosptals at lake ports to make rgd examnaton of all vessels where typhod has been reported. Water tanks are the most lkely sources of typhod germs f they are not closely watched, and these wll receve partcular attenton at the hands of the examnng surgeons. Cholera Spreadng. The cholera whch has been spreadng the whole past summer from Samara has now broken out volently n Keff. There were 180 cases Wednesday, and Thursday there were 30 deaths. The cty was unprepared, there are nsuffcent quarters, and corpses are lyng on the hosptal floors. It s feared that the Infecton s be'ng dssemnated throughout the south, west. An Auto Record. A report Issued by the Safe Roads Automoble assocaton shows that between uno 21 and September 21 of ths year 41 persons were klled and \\\\\ njured as the result of automoble accdents In the state of Massachusetts, as far as they were recorded by the assocaton. There were three explosons shortly after 9 o'clock and a fourth one at 10 o'clock. In whch a number of the physcans were slghtly Injured, among them Drs. Wllen and Moore, of Brazl. The shock from the exploson was felt In Indanapols. At Crawfordsvllle, 35 mles from Fontanet, the shock cracked a brck wall and sank tlng n a floor one Inch. All that long une day, snce Tm's harsh, "Come, out wd ye," bad roused her to daly tol, untl now, weared and dsconsolate, she had crept, barefoot, up the back stars to her room, not one moment's rest or one kndly word had been hers. Below, n the one lvng room of Tm's Place, the men were grouped playng cards, and the medley of ther oaths, ther laughter, the thump of knuckles on the hare table, and the pungent odor of ppes, reached her through the floor cracks. Outsde the frefles twnkled above the slow-runnng rver and along the stump-dotted hllsde. Close by, a few pgs dozed contentedly n ther rudely constructed sty. A servant to those scarce ft for servants, a menal at the beck and call of all Tm's Place, and laborng wth the men n the felds, Chp, a grl of almost 16, felt her soul revolt at the flth, the brutalty, the coarse exstence of those whose slave she was. And what a group 4hey were! Frst, Tm Connor, tte owner and master of ths oass n the wlderness, 60 mles from the nearest settlement; hs brother, Mke, as coarse; ther wves and a half a dozen chldren who played wth the pgs, squealed as often for food, and were left to grow up the same way; and Perre Lubec, the hred man, completed the score. There was another transent resdent here, an old Indan named Tomah, who came wth the snow, and deserted hs hut below on the rver bank when sprng unlocked that stream. Two occasonal vstors also came here, both even more objectonable to Chp than Tm and hs famly. One was her father, known to her to be an outlaw and escaped murderer n hdng; the other a half-breed named Holduc,"but known as One-Eyed Pete, a trapper and hunter whose abode was a log ca&n on the Fox Hole, ten mles away. Hs face was horrbly scarred by! wldcat's claws; one eye-socket was empty; hs lps, chn, and protrudng teeth were always tobacco staned. For three months now, he had made weekly calls at Tm's Place, n pursut of Chp. Hs woong, as.mght be expected, had been a persstent leerng at her wth hs one snster eye, oftrepeated nnuendoes and Insnuatons of lascvous nature, scarce understood by her, wth now and then attempted famlarty. These advances had met wth much tlv same recepton once accorded hm by the wldcat. Both these vstors were now wth the group below. That, fact was of no nterest to Chp, except n connecton wth a more pertnent, one a Ions conference she had observed between them that day. What t was about, she could not. guess, and yet some queer ntuton told her that t concerned her. Ordnarly, she would have sought sleep n her box-on-legs bed; now she crouched on the floor, lstenng. For an hour the game and ts medley of sounds contnued; then cessaton, the tramp of heavly, shod feet, the lght extngushed, and fnally slence. A few mnutes of ths, and then the sound of whspered converse, low yet dstnct; reached Chp from outsde. Cautously she crest to. her wndow. "I gf you one hunerd dollars now, for se gs^' Pete was sayng, "an' one hunerd more when you fotch her." "It's tbrse hundred down, I've told ye, or we don't do busness," was her father's answer, In almost a hss. A pan lke a knfe percng her sv&art came to Chp. "Rut s'pose she run away?" came n Pete's voce. "What, 60 mles- to a settlement? Hardly conscous of the real ntent and object of ths purchase, she. yet understood t dmly. Lfe here was bad enough t was coarse, unloved, even flthy, and yet, hard as t was, It was a thousand tmes better than slavery wth such an owner. And now, stll weak and tremblng from the Bhock, she rased her head cautously and peeped out of the wndow. A fant spectral lght, from the rsng moon outlned the log barn, the two log cabns, and pgsty, whch, wth the frame house she was n, comprsed Tm's Place. Above and beyond where the forest enclosed the hllsde, t shone brghter, and as Chp looked out upon the etheral BlYered vew, away to the rght she saw the dark openng nto the old tote road. Up ths *hey had brought her, eght years before. Never smce had Bhe traversed t; and yet, as she looked at t now, an nspraton born of her father's Bueer came to her. It was a desperate chance, a foolhardy step a journey so appallng, so almost hopeless, she mght well hestate; and yet, escape that way was her one chance. Only a moment longer she wated, then gatherng her few belongngs a par of old Bhoes, the moccasns Old Tomah bad gven her, a skrt and jacket fashoned from Tm'B cast-off garments, a fur cap, and soft felt hat she thrust them nto a soled pllow-case and crept down the stars. Once out, Bhe looked about, lstened, then darted up the hllsde, straght for the tote road entrance. Here she paused, put on her moccasns, and looked back. The moon, now above the tree-tops, shone full upon Tm's Place, softenng and slverng all ts uglness and all ts squalor. Away to the left stood The Ever Present Menace of a derness Assaled Her. Wl Tomah's hut. across the rver, a shnng path brght and rppled. In spte of the awful dread of her stuaton and the years of her hard, unpad, and oft.tmes cursed tol, a pang of regret, now came to her. Ths was her home, wretched as t. was. Here she had at least been fed and warmed n wnters, and here Old Tomah had shown hor kndness. Oh, f he were only n hs hut now, that she mght go and waken hm softly, and beg hm to take her n hs canoe and speed down the rver! But no! only her own desperate courage would now aval, and realzng that ths look upon Tm's Place was the last, one, she turned and fled down the path. Sxty mles of stony, bushencumbered, brer-grown, seldom-traveled road lay ahead of her! Sxty mles through the somber slence and persstent menace of a wlderness, peopled only by death-ntendng creatures, yellow-eyed and sharp-fanged! Wth only "a sckenng, soul-nauseatng fate awatng her at Tm's Place, and her sole escape ths almost nsane flght, she sped on. The fant, spectral rfts of moonlght through nterlaced fr and spruce as often deceved as aded her; bendng boughs whpped her, bushes and logs trpped her, -sharp stones and ponted stcks bt her; she hurred over hllocks, wallowed through sloughs and dashed nto tangles of brers, heedless of all except her one mad mpulse to escape. Soon the ever present menace of a wlderness assaled her, the yowl of a wldcat close at hand; n a swamp, (le sharp bark of a wolf; on a hllsde above her, the hoot of an owl; and when after two hours of ths desperate flght had exhausted her and she was forced to halt, strange creeplas, crawlng thngs seemed all about. They had a Cheftan also, a great whte spectre who came forth from the north n wnter, and swept across the wlderness, spreadng death and terror. To Chp, educated only n the fantastc lore of Old Tomah, these terrors now became Insanty breedng. She could art turn. back better death among the sptes than slavng to tfee half-breed; and so, fant from awful fear, gaspng from mles of runnng, she stumbled on. And now a lttle hope came, for the road bent down besde the rver,, and ts low voce seemed a word of cheer. Into ts cool depths she could at least plunge and de, as a last resort. Soon an openng showed ahead, and a brdge appeared. Here, for the frst tme, on ths vantage pont, she halted. How thrce blessed those knotted logs now seemed! She hugged and patted them n abject grattude. She crawled to the edge and looked over nto the dark, gurglng water. Up above lay a fant rpple of slver. Here, also, she could see the moon almost at the zenth, and a few flckerng stars. A trfle of courage and renewal of hope now came. Her face and hands were scratched and bleedng, clothng torn, feet and legs black wth mud. But these thngs she nether notced nor felt only that blessed brdge of logs that gave her safety, and the moon that bade her hope. Then she began to count her chances. Ths landmark told her that fve mles of her desperate journey had been covered and she was stll alve. She began to calculate. How soon would her escape*be dscovered, and who would pursue her? Only Pete, her purchaser, she felt sure, and there was a possble chance that he mght return to hs cabn before dong so. Or perhaps he mght sleep late, and thus gve her one or two hours more of tme. And now cheered by ths trflng hope and lessenng sense of danger, her past lfe came back. Her chldhood n a far-off settlement; the home always In a turmol from the strange men and women ever comng and gong; the drnkng, swearng, sngng, at all hours of the nght, her constant fear of them and wonder who they were and why they came. There were other features of ths dsturbed lfe: frequent quarrels between her father and mother; curses, tears, and sometmes blows, untl at last after a nght more hdeous than any other her mother had taken her and fled. Then came a long journey to another vllage and a new lfe of peace and quetness. Here t was all so dfferent no redshrted men to be afrad of, no loudvoced women drnkng wth them. She became acquanted wth other chldren of her own age, was sent to school and taken to church. Here, also, her mother began to smle once more, and look content. For two years, and the only ones Chp cared to recall, she had been a happy schoolgrl, and then came a sudden, tragc end to t. all. Of that she never wshed to thnk. It was all so horrble, and yet so mercfully bref. The one frend lfe held, her mother, had been brought home, wounded to death amd the whrrng wheels of the mll where she worked; there were a few hours of agonzed dread as her lfe ebbed away, a whsper or two of love and longng, and then the sad farewell made doubly awful by her father's frownng face and harsh voce. At ts endng, and n spte of her fears and tears, she was now borne away by hm. For days they journeyed deeper and deeper nto a vast wlderness, to halt at. last at Tm's Place. "For God's sake gve me suthln" to eat," she sad, lookng from one to another of the astonshed group. "I'm damn near starved only a bte," she added, snkng to her knees and extendng her hands. "I han't eat nothn' but roots V berres for three days." 'Angle was the frst to recover. "Here," she sad, hastly extendng her plate, "take ths." Wthout a word the Btarved creature grasped It and began eatng as only a desperate, hungry anmal would, whle the group watched her. "Don't hurry so," exclamed Martn, whose wts had now returned. "Here, take ths cup of coffee." Soon the food vanshed and then the grl arose. "St down agan, my poor chld," entreated Ange, who had observed the strange scene wth most eyes, "and tell us who you are and where you came from." "My name's Chp," answered the grl, bluntly, "an" I'm runnln' away from Tm's Place, 'cause dad sold me to Pete Bolduc." "Sold you to Pete Bolduc," exclamed Ange, lookng at her wdeeyed. "What do you mean?" "He dd, sartn," answered the grl, laconcally. "I heerd 'em makn' the bargan, 'n' I fetched 4 three hundred dollars." Martn and hs wfe exchanged glances. "Well, and then what?" contnued Ange. "Wal, then I wated a spell, tll they'd turned n," explaned the grl, "and then I lt out. Sx persons were njured; two crtcally. Palms, wth a populaton of 100, s a juncton of the Harbor Beach and Port Austn branches of the P. M., about 70 mles from Bay Cty. Ralroad offcals who vlrted the scene of the accdent unhestatngly lay the blame to carelessness of the rear brakemau of the freght n not closng and lockng the swtch. It s sad there were nu swtch lghts burnng. The escape of Freman Hghborn, of the freght's engne, was the feature of the collson. Hghborn was perched on the plot of hs engne attendng to hs headlght when the smash came. He had but an nstant's warnng, but nstead of jumpng he dved for the smokestack and then dropped to one sde wthout a scratch. About a fortnght ago a man lvng n the Oewterdal valley dsappeared suddenly' from hs home, and all search proved ran. The chld, ohn Floettum, 14 years of age, was sent for eght days after the man's dsappearance. The boy walked around the house where the man had lved and got a photograph of hm, whch he carefully examned. Sttng at a table, wth hs left band coverng hs eyes, be drew some lnes on a slp of paper, the lnes ndcatng where the man had walked. The perspraton poured down the boy'b face, and he often stopped. When at last he "saw" a place where the man had sat down under a bg tree, he was exhausted and had to gve up for the day. People were sent out to search, wth the boy's sketch as ther gude. The whole populaton of the dstrct followed, and exctement was hgh as the crowd followed the course the man had taken, step by step, as Indcated by the boy. Nght came on before they reached the tree, and the search was adjourned tll next day, when the boy hmself led the party. He took them to the tree, and there found the lost man's handkerchef. From the tree the boy went straght to a rver, but agan he became so exhausted that he had to gve up. However, as soon as he came home he sad he could planly "see" where the man was. Early next mornng the search party, wth the boy, took a boat, whch was steered accordng to the boy's drectons. After a whle he suddenly rose and sad, "Here he les." A search was made and the body was found at the bottom of the rver on the very spot the boy had ponted out The boy only three months ago ds covered that he possessed ths ex traordnary sense of clarvoyance. Durng ths tme he has gven many proofs of hs strange power. A man went to hm and told hm that he had lost a gold rng n a feld last autumn as he was loadng hay on a cart, and the boy soon told the man that the rng could be found among the hay on hs farm, pontng out the very place, where the rng was mmedately found. The boy has acheved other feuts equally remarkable. Old Turksh oke. Among the many anecdotes related of the old Turksh oker, Nasr-Eddfn Khodja, s the followng: Khodja went one evenng to the well to draw water, and lookng down to the bottom he saw the moon. Quckly he ran Into the house and got a rope wth a hook attached to the end of It. Ths he lowered nto the well. The hook caught fast on a stone, Khodja pulled desperately, the hook gave way and there was the joker Hat on hs back starng up nto the sky. "Upon my soul," he exclamed, percevng the moon, "I have had a bad fall, but I have put the moon back ID Its place." Torpedo Boats of the World.
