2 ftukqeg Jjfspatcl] WtUMW L. AJTMUSWS, *ufc. MIOHIOAW Fama Deforr»d, John LaFarjje,, for many*$earb *%1«- ratpd mural panter, when he receved m«dal of honor from the Archtect.lral league of New York, a few weeks go, accepted t "wth some' retcence»f thanks," as he sad n a sprt of pleasantry, as comng rather late. Hs rears of work were almost pant, he s>ad, and recognton now was usetesa "as a help to lve, although had t been accorded earler t would have Htnoothed a very tolsome road. A few days prevous to ths presentaton, when Mr. W. P. Frth, member of the Royal Academy, attaned hs nneteth brthday, t was noted that pctures he had cold n hs early days for u hundred dollars afterward brought more than a^m^o-rrof whch, of course, ha receved nothng. Another academcan, remarkng on ths fact, observed that fame sometmes yelds lttle practcal beneft to the one w*o wns t, to hs famly, or to comrades he would gladly ad. Mllet's "Angelus" was sold by the panter for $200, but after Mllet became famous t changed hands sx tmes, always at an advance, and was fnally bought by an Amercan for $160,000. Yet ts value, as a work of art, was fxed when t left the easel. Sp the academcan suggested that n smlar eases a percentage of the advanced prce should be pad to the artst's hers, or f there were none, be used by the state to purchase the productons of lvng panters. Anomales of the "Angelus" varety are not confned to any class of artsts. Authors, composers, nventors and all who exercse creatve gfts are subject to the experence shared by the panters, nor s t easy to name a practcable remedy. All the more keenly, t may be, pays the Youth's Companon, one feels "the pty of t" that fame, or the rewards of fame, should come too late to help a genus to lve; and one wshes that, before expendng vast sums for "old masters," prospectve purchasers would try to satsfy themselves that no new master s strvng and starvng wthn easy reach. An mportant step toward stoppng the waste of the fuel resources of the country has been taken by the Unted BtateB geologcal survey n ts tests of the coals of the Rocky mountan regon at the government plant n Denver, Col. At that plant the purpose has been to determne what coals of ths regon are capable of makng coke that can be used by the great metallurgy Interests of the west. Of 37 coals tested, the government experts succeeded n producng good coke from all but three, though a number of these coals had never been known to be capable of makng coke. These results, whch wll prove of much Importance to the west n the next few years, were obtaned by followng out a carefully prepared treatment of the coals. Each of the coals was washed 1n order to get rd of the ash, sulphur and other mpurtes whch prevent the makng of coke that s of any use n metallurgcal work. The washng tests not only prepared these coals so that, they made good coke, but also demonstrated the fact that many coals of the west whch have too much ash and sulphur to bft used economcally under a steam boler may be rendered of commercal value through such treatment. Women of wealth and fashon n New York are now personally lobbyng for the support of legslatve blls n whch they are nterested. Whatever may be ndvdual opnon on tftr departure from establshed conventon there s no doubt condtons are changng and that the perod of transton now unmstakably upon us s bound to brng forth results leadng to a marked readjustment. Whether that readjustment wll be for the better or the worse remans to be seen, but hope s gven by the fact that mportant movements of the present are In the man rnarully and socally progressve. At least the good sense of the publc may be reled upon to check excesses n the way of reforms. The ancent g:old cup from whch Kng Edward drank to the health of the cty of Berln has been engraved wth an nscrpton recordng the dates and the crcumstances of the recepton and placed n the strong room of the Rathaus, to be kept as a memento. Edward VII. was the frst foregn ruler who has vsted that muncpal palace on ts own behalf, and ths ancent ctp s to be treasured aa the symbol of a ^ew era n the hstory # r.rlk. BRUTAL THREAT BY SNEAK WRITER HUMAN HYENAS STILL AT WORK TO WRING MONEY FROM THE MOONS. DASTARDLY LETTER OUT. Cruel Wretch Makes Threats That Wfs and Daughter Wll B«KMr«d Unless Money la Gven. Not conttjut wth rendng the heart of human Moon, father of the drowned boy Harold, for whom a country-wde search was made, by decoyng hm to Delavan, Ws., through a letter pur* portng to show that the lad had been kdnaped *nd would be returned for $500, the nhuman money-seeker has wrtten a second letter, threatenng to kll hs wfe and daughter. Most cruel of all, the wrter attempts to make the father beleve that the lad was hurled nto Thread pond and drowned after he had faled to place the money demanded for hs son's ransom n the mouth of the ob park cannon n Delavan. From the absurdty of tryng to make the famly beleve the boy was the vctm of hs supposed captors as the body showed t had been n the water a long tme and the lttle skates were on Harold's feet t was at frst beleved the second letter was a hoax and that some feeble or evl-mnded person had sent t to annoy Mr. Moon and gratfy a morbd tendency. However, on the advce of the polce, the letter was forwarded to he Pnkerton detectves n Chcago, whence the letter came. The frst one was from Delavan, Ws. Mr. Moon and the Flnt polce are of the opnon that the letter, whch s apparently n the same handwrtng aa the frst one, was sent by the same vampre. Lke the earler mssve, t was wrtten n pencl and there was no sgnature. At the bottom of the sheet was a skull and cross-bones, rudely drawn. Whle a demand s made for $3,000, wth a penalty of death of Mrs. Moon and her daughter Maran, aged 17, no method of delverng the ransom s suggested. The second letter from the blackmaler, as f to make the wound deeper, arrved j-ust before the funeral servce over the body of Harold. Lester Moon, the ]6-year-oU! brother of Harold, after the funeral told Sherff Parkhurst of the threatenng letter, but the famly and offcers succeeded n keepng the matter temporarly quet. The Chcago Pnkerton detectve who s workng on the Moon case n Delavan, and who beleves he recognzed the man when ho was prowlng about the park n the vcnty of the cannon, s one who aded n ferrtng out the dsappearance of the Cudahy boy, who was kdnaped a few years ago by Pat Crowe. Mr. Moon has placed the rase entrely n the hands of the Pnkertons and s awatng developments. In the meantme he s takng good care to guard the members of hs famly from harm. - A Freak Electon. Joseph Sadon, lvng wth hs "12 apostles" n Whte Rver townshp, and one of the most pecular relgous fanatcs n the county, was elected school nspector of the townshp after one of the hardest contests ever fought out there. Hs majorty was 13. A. J. Gladstone ("Unksaed") Dowe, son of the former "prophet," John Alexander Dowe, of the Zonst movement of a few years ago, s shown to have been defeated for townshp clerk of Montague townshp on latest returns. He ran on the ndependent tcket. Clerk Paul Klng, who was defeated for renomnaton at the regular townshp caucus, ran on the slps and won from a feld of three regularly nomnated compettors. Frank Lyl«Is Dead. Frank W. Lyle, under ndctment for wreckng the Lyle-Gage prvate bank at Dowagac, who was found dead Wednesday at hs rooms n Chcago was not a sucde, n spte of the broadcast report to that effect, f what a physcan who made an examnaton, says s true. The doctor summoned mmedately on the fndng of the body asserted that death was due to a complcaton of dseases, ncludng eryspelas. Lyle had been lvng wth a former Mchgan woman, It s sad, and when hs body was found, t was reported that the woman had taken poson wth hm, to carry out. a supposed death pact. Ths report proved to be untrue and was found on the woman's recent. Illness. Lyle, snce hs ndctment, had been out on $13,000 bonds. Vctms of Wnd Storm. The blowng down n yesterday's gale of a fre wall n Mtchell Bros.' planng mll at. Jennngs, nstantly crushed out the lves of a man and a boy and njured another boy so that he ded shortly after. The dead are John Torrey, aged 35; Charles Jacob- 4 son, aged 16. and Bernard Carlson, aged 15. Both Torrey and Jacobson wer? klled nstantly. Ther bodes were almost unrecognzable. Young day. Carlson was so badly crushed about, the face that, hs death occurred n about an hour. A fourth person, young Oscar Nordstrom, sustaned njures whch were not severe. STATE BRIEFS. Alva Caawall, an old resdent of Berln townshp, was found dead la hs home n that place. Rumor has t that a grand jury may be called to nvestgate alleged graft n the recent sale of a gravel pt n Menomnee county., Kdward, Kng, 45, was found near the Urand Rapds depot wth a dslocated hp, and unable to tell where he was from or how he came by he njury. After Illness of two weeks, Mrs, Edward Weber, of Menomnee, s dead of tuberculoss. Ths s the ffth death from tuberculoss n the last fve days. Moses Taylor, for 29 years crer of the supreme court, and the oldebt employe of the state of Mchgan, has resgned hs poston. Mr. Taylor s 92. Charles Klmmerle, of CassOpolls, one-tme canddate for governor, was defeated at the recent electon for supervsor, an offce whch he has held for 22 years. Maurce Ostlund, a Mellen townshp farmer, shot the largest wldcat ever seen there. The anmal measured nearly sx feet from the nose to the tp of ts tal. Farmers near Keystone have formed an organzaton to keep fshermen and hunters, who they say kll ther stock and do other damage, from trespassng on the farms. Grand Rapds property owners whose holdngs are n the down tow'n dstrct, are kckng over the ncreased assessments, whch have been boosted»2,000,000 n the past year. The fraterntes at the U. of M. have adopted resolutons makng the anttreat rule a law among ther members, and every man In the unversty wll be asked to observe It. Lous Walker, of Port Huron, who pleaded gulty to a serous charge brought by hs 15-year-old daughter, has been sentenced to from 4 to 10 years n the state reformatory. 'A. The vote on ths* schedule was 200 to 181 and the only Mchgan member to vote ugaust t was' Rep. Hamlton. Fordney started hs fght March 15 wth only sx supporters. The general reason for members supportng hm was that 2,000,000 revenue would be lost and the Canadan lumbermen be the only ganers. A fght wll be made n the senate to rase the duty to $1.50 or $2. Hdes reman on the free lst and the ncreased duty on gloves and stockngs remans. The members seemed to consder the puttng of ol on the free lst a slap at the Standard Ol. Co. and only 4G opposed t. The bll places hdjes on the free lst, wth a retalatory provson for a duty of 20 per cent ad valorem on hdes comng from countres whch do not gve the Unted States the beneft of the mosfcfavored naton clause. The duty on sole leather, as now n the bll, s 5 per cent.ad valorem. The maxmum dnty provded for sole leather s 20 per cent of the duty n addton, whch makes t 6 per cent ad valorem. It s contended that the nequalty between the maxmum dutes on hdes and sole leather s so great that t wll serously affect the Amercan tanners. It war ponted out that Venezuela, for nstance, would fnd t to ts advantage to have the maxmum rates of duty n the Payne bll apply aganst ts products, n order to encourage ts tannng ndustry. Whle ts hdes would not fnd as large a market on account of the 20 per cent duty, factores for tannng the hdes and exportng the sole leather to the U. S. would have an advantage over the Amercan manufacturers, whose hdes wou'd cost more on account of the maxmum duty, wthout a smlar ncrease n the amount, of protecton on sole leather. Awatng An Her. The brth of an her to the throne of Holland Is confdently expected ths week, and f all goes well the outburst of popular enthusasm wll be such as has seldom been wtnessed among the placd Dutch. There has been no royal brth n the Nether- 'ands snce that of Queen Wlhelmna herself, 27 years ago. Thrce before, snce the marrage of "Lttle Wlhelmna," as the Hollanders affectonately call the queen, have the hopes of the country been rased, only to be dashed. The constant fear of the Dutch hea been that the house of Orange would de out wth s chldless soveregn, and that Holland would pars under the rule of a German prnce, and would thereby possbly become a German vassal state. Ths partly accounts for the extraordnary eagerness wth whch the event Is awated n every town and vllage In the Netherlands. 3 aa«t.4jl>j.j VANISHING FLEETS t <fc ^H^», By ROY NORTON IIXUSTKATED BY A. WEIL 3YNOP8IS. "Van'lalln* Fleets." a story of "what Alght have happened," opens In Washngton wth the Unted States and Japan near war. Guy Hlllur, secretary of the Brtsh embassy, and.mlsa Norma Roberts, chef ade of Inventor Roberts, are lntx>duced as lovers. Japan declares war and takes the Phlppnes. Guy Hller starts for England. Norma Roberts leaves Washngton for the Florda coast. Hawa s captured by the Japs. All ports are closed. Tokyo learns of mssng Japanese fleet and whole world becomes convnced that Unted States has powerful war agency. England decdes to»«nd a fleet to Amercan waters as a Canadan protecton aganst what the Brtsh suppose s a terrble submarne flotlla. Hllltcr s sent wth a message. Fleet mysterously dsappears. The kaser s mssng. Kng Edward of England s confronted by Admral Bevns of the Unted States. The Dreadnaught, bggest of England's warshps, s dscovered at an Impassable pont n the Thames. The story now goes back to a tme many months before the war breaks out, and Inventor Roberta vsts the presdent and cabnet, tellng of and exhbtng a metal producton. Ths overcomes frcton when electrfed and s to be appled to vessels. Roberts evolves a great ttylng machne. The cabnet plans a radoplane war aganst Japanese. The start s made for the scene of conflct. The Japanese fleet, belevng Nppon supreme, suddenly dscerns the radoplane fleet. After maneuverng the arshps descend, and by use of strong magnets lft the warshps, one by one, from the sea. The vessels are deposted n a mountan lake In the Unted States to awat peace. The Brtsh fleet accepts Amercan hosptalty and s conveyed to the Unted States by the wngless terrors. To show the kaser ther wonderful nventon, that ruler Is taken on a long trp hs frst vst to Amerca thus accountng for hs mysterous dsappearance from Berln. The radoplane breaks down. CHAPTER XXI.- Contnued. It was noon before the workers saw hm agan. They came out of the dark hull for a cold luncheon, and were joned by the emperor, who sat slently through the meal. Agan they resumed work, and ths tme t was dusk when they emerged. There before them was a camp fre, and studously brolng trout, caught wth and prepared by hs own hands, was the kaser. On huge peces of brch bark "before the coals he had spread hs catch, and wth a boy's jublaton laughed at ther surprse. Hs natonal phlosophy had conquered, and the soveregn had become a democrat n truth. As a boy he recounted hs adventures of the day, and as a tred boy he went to rest. The next day was gven up to the rfle, and huntng such as he had never dreamed of havng was before hm. Indeed, he had turned camp hunter, and wth success. So ended the second day, and so passed many others. And each day brought hm nearer to thoso round hm, each nght brought hm better rest, and every hour added to the broadenng of hs serenty. He was now merely a man among men, playng hs part n hs own way, enjoyng t, and fndng the worres of empre droppng away n ths spot where all ha crown of rulershp" avaled hm nothng. What was the need to fret when hs hands were ted? Why not dsmss t all from hs mnd? The great federaton would pass on and on long after hs bones had gone to dust. Here n these Canadan woods, whch he had never dared hope to nvade, was lfe such as he had dreamed of, freedom such as he had never known, and absence of all formalty. Here were men who were learnng to love hm for hmself, and for whom he was formng an af- Itctlon that would last hm to tho end..^4. Strange as t seemed, the cloud Whch had dsturbed hm on the nght of the accdent had taken another form. Then t had been because he was to be detaned for an ndefnte tme. Now t wan because the detenton was to be so short, and he saw wth regret that the tme for hs departure was nearly at. hand. He foresaw the reluctance wth whch he would enter that craft of tho ar and hear ts metal door close hm n for homeward flght, but as a prson door shuttng hm out forever from the forests nnd hlls, the pools and brooks, whch he had learned to love. Only now and then, as he tramped besde eome stream or followed some game tral cut through the- fallal* leaves by countless carbou, he would^smlfe roncally at the amazement and alarm whch mut^have b*en Ac#usjad..fy ha bmbct, not only In hs own empre' but In rtbju«t«frft«tehj»wtef<» those who had- caused hs dsappearance.... L <y<.* {*«*. v. * And n both surmses he was correct; but the dtreas n ttjg Amercan teputdj^ J^a p^rtkps tne nj t keen. MfcJslncJ He bannng of hletltles had the presdent am bs.assocates tflleredosuek. grave 'BpptabetBlon* 1 as when t became known to a certanty that Brockton's endeavor hud met wth accdent or dsaster. On the frst day when the expedton faled to return from ts voyage of conclaton no undue alarm was occasoned, t beng consdered entrely possble that t had been compelled to return drectly to the key to avod observaton. Another 24 hours of slence caused comment; but agan t was regarded as tenable that a barrer n the frst quest had requred a second trp. The thrd day passed wth anxous expectatons but no news. The fourth, however, was a memorable one;' fur then t became known to the entre cvlzed wurld that the heads of a naton had beau abducted, and the stuaton n Washngton grew almost unbearable. In response to an urgent message to the plant, "Old Bll" Roberts, Norma, and Bevns appeared on the ffth nght, utlzng the new radoplane fur ther vst. The gravty of the consultaton whch followed was ntense; but the fath of the nventor lu bs work afforded some measure of relef. "It would be almost mpossble," he asserted, "for anythng worse to befall them than delay. They may have been cast away n the ar or on the land by an accdent to ther steerng He Had Turned Camp Hunter. gear, whch would requre flght, n straght lnes. Nothng but a blow such as was sustaned by Seventeen n battle could even temporarly stop both dynamos; hence t s mprobable that they lost ther lves." Step by step he reasoned out the course whch would be pursued, and at last gave t as hs opnon that the Norma had come to ground n Canadan woods. He suggested searchng expedtons, even though t entaled the exposure of the secret, the abandonment of the Orental campagn, and the opportunty to establsh permanent peace. The presdent alone stood steadfast for the latter hope, and was quck to offer a new plan. It was that the people of Great Brtan themselves should have a conclusve and fnal demonstraton, and, yeldng to hs arguments, t was agreed upon. The project was no less darng than those whch had been executed before. The Dreadnought was to be deposted n the Thames under rover of darkness, and n an apparently mpossble poston, where the people of London mght look upon t as nn ohject lesson. Immedately afterwards the kng and hs most, powerful offcals were to be shown the workng of the radoplane, that they mght be n a poston to advance measures for peace and dsarmament, fortfyng ther arguments by ther own poaervatong>, The utxnoat secrecy war- to- be mantaned, because nj e meantme the Chnes* armada mfgnthfvf *alled?'<xb case It had not, the secret-would be gven out and search begun actvely ''for the mssng Norma and her dstngushed passengers; but ra any event Brtsh support would ave been ajtsuwd. Bevns, foreseeng the dffculty of hs task, asked and obtaned" permsson to Invte the Brtsh admral to accompany hm, the whsdom of whch was evdenced. Favored by the dfference In tme, the speedy Roberts on that very nght crossed the Atlantc and deposted letters to secret sendee agents n London, Instructng them to obtan postve knowledge of where the kng mght be found te followng evejun^ On bur return she conveyed Felds and the Dreadnought to the, key, preparatory to the xncr meutous journey. That tllght whch was agan to dsturb the thrones or Europe was accomplshed wthout ncdent, but not wthout dffculty. The Roberts swouped down from the heghts of ar, untenanted save by her, to fnd spread between the earth and sky a blanket of fog, thck aud Impenetrable. Into t she slowly dropped, groplug ths way aud that over the unsuspectng cty, whose sounds came up to her but gave no hnt as to localty. Amlessly she wandered here aud there n the murk, takng desperate chances n her quest. Suddenly somethng loomed drectly below the open port, from whch Bevns was leanng and peerng down, and only a quck change of course avoded a collson. Felds joned hm, and dentfed the dome of Sant Paul's. It was a narrow escape, but enabled them to set ther course and gan the deserted greens of Sant James' Park, where Bevns was lowered by ropes to the earth. He stood for a moment whle the bulk of the radoplane and the Dreadnought whch she was carryng rose nto the ar and dsappeared from vew. He felt, alone n an unfrendly cty, but set hs teeth and stumbled out to a street, where he enlsted the servces of a constable and a hansom, and was conveyed to the Cecl, whose lghted doors stared out upon the fog washed courtyard leadng from the Strand. Hs message of the prevous nght had met wth nstant response, and no one would have suspected that the two men who lounged n the hotel entrance n seemng dle conversaton, smokng and watchng passersby, were mportant agents n the hands of fate. As nonchalantly as they had met they parted, one returnng wthn doors, and the other saunterng baek to the watng hansom whch was to convey the admral to the hppodrome and a darng audence wth the kng. The fog deadened bells of the ancent cty marked only an hour's tme before he had emerged.and returned to the park entrance, where the wonderng drver was dsmssed, shakng hs head and marvelng at the dosyncrases of the Amercans, who seemed never to have a resonable destnaton. Once more the grm old admral Ifrtp^I tnrough the paths to hts rendezvous and gave the whstled sgnal to hs watng craft, wtter* durng nts absence had released Its burden near Westmnster brdge and above Qlackfrlars, where her poston would, be both accebslfte and mpressve to ha peoptb on the* followng jaornlnf. ljf nto tre ar for o*stfbrt dstance, then down agan n hoverng slence, tter Roberts went, and,4*nde4her coamundec n the garden behnd Buckngham. The fog was no lunger an enemy; for now she remaned motonless only a tew feet above the roof whch had sheltered so many kngs and queens. Ths nearness aded the quck vst of ^th#..brtsh offcer to hs sov Of elga. when called, and prevented d,elay when the monarch and hs companons appeared for ther Journey. The log, bad become an ally. Those, who st upon England's hroue -may never show surprse -so runs tradton but on s ths nght an expresson of astonshment burst from one of her soveregns as he entered the yawnng portal of the strange machne, Up to that moment nether he nor hs companons had entertaned a belef that the ^Amercan engne of destructon could be other than some powerful, speedy, and nvncble sub- 'marne. Now n the cloak of fog and darkness, wthn sound of the roar of traffc past hs palace gates, n the mdst of hs own garden, he found a formdable monster wth undreamedof mght. Wth hs companons he was ushered through a shadowy companonway wthout hearng the stealthy closng of the port through whch he came. Nor was he aware as he entered the brllantly lghted drawng, room amdshps, that already he had been lfted nto the lght of stars and was flyng through space over the Atlantc ocean at a speed of 600 mles an hour. It was noomprehenable that before hs frst questons had been answered the rbbon of the channel had been passed and Ireland had lost tself n the eastern horzon. Gravely nterested and steadly courteous, he nspected the radoplane under the gudance of the nventor and hs daughter, who made known to hm ts capabltes, and t was hs own suggeston that the trp mght be extended to the Chesapeake, where the fleet of the Lon was moored. For once the frst lord of the admralty showed eagerness, and was vsbly pleased when Bevns sad there could be no objecton to the kng^s desre. Between the nventor and the kng, as they sped westward, there was establshed a frendshp. Gruff and querulous "Old Bll" Roberta, democratc to the core, and respectng men only for ther real worth, found n ths quet, self-contaned guest one whom he could Admre. And to the monarch the scentst was the most nterestng man he had ever met, consderng that hs past achevements had ganed world-wde fame, to be capped wth the surprsng creaton of ths aeral masterpece. From tme to tme he glanced at the stately Amercan grl, who sat slently besde the prme mnster. He found hmself puabled by the broodng wstfulness of her eyes and speculatng as to what yearnng had mrrored lt9 sadness In ther depths. Not untl Bevns had recounted the tale of the western battle dd the kng realze that on occason the supple hands of the grl mght become thngs of steel, and that wthn her was a soul of flame. She begged permsson to retre before the admral had farly begun hs story, and was not there tc hear that stern old veteran of the seas conclude wth the trenchant statement: "It was not I, your majes^ ty, who won the battle that day; t was that slp of a grl who led the cohorffe of the Eagle down upon them. It was she who clasped the flag n her arms when the battle was done." The men n the room leaned forward n slence when Bevns ended. They had been carred away nto the realm of magnaton to pcture the strrng clash of mghty arms and valorous deeds. Before anyone could speak an offcer appeared at the door. "I have to report that we are above the Chesapeake, sr," he sad to hs superor. It was the breakng of revere, the sharp call from the past to the present, and the kng rose expectantly The lghts of the Roberts flashed out and left them n darkness. The port! below opened, and they grouped them selves round them, wth nght glasses tendered by ther host. (TO BE CONTINUED.) Where Water Means Lfe. As llustratng the scarcty of water n some parts of Australa and the hgh value set upon t, I would draw attenton to the case of three Afghans who were murdered n West Australa. 6 al ^f -..,* Hat b,v I v t : M : - GEN. BOOTH ON EIGHTIETH BIRTHDAY STARTS NEW PLAN Veteran Founder of Salvaton Army Launches Scbemt for "Unversty of Humanty" lt the Unted-States-All the World Celebrates Annversary of Hs Brth. New York. Gen, \$lllam Kooth, founder and commander-n-chef of the Salvaton Army, -celebrated hs eghteth brthday on Saturday. Aprl 10, an* the event was made the occason ol rejocng all over the cvlzed ^orld. The Army tself held bg meetngs n every, cty and town where t Is establshed, and these were partcpated tn by hundreds of thousands of other ctzens who were glad to do honor to the dstngushed phllantropst (Jen. Booth hmself presded over several monster mass meetngs n London. Ha advanced age and tho fact that he was operated on recently for rataract dd not deter hm from takng part n the celebratons held by hs devoted Bolders. Unversty of Humanty Launched. ID Amerca the day wa.-3 marked -especally by the launchng of another of Gen. IJooth'a orgnal schemes for Socal reform n the Unted States At every post of the army was announced the begnnng of work to found ft Unversty of Humanty, a great nsttute for the tranng of workers n socal servce. Tho unversty wll be dvded between New York and Chcago, and t s expected to begn wth a fund of $1,000,000. The gatherng of ths fund fa the work that the army now enters upon n commemoraton of ts famous leader's complelon of- hs eghteth year. Asa nucu-needed stone n the «re:f hrganza;ttonal structure that Wllam l^oolh nls been buldng durng the past 47 years, ths dea of a school Cor the systematc tranng of hs workers has been In hs mnd for sevor*l.years. On hs last vst to the Halted States the general made hs ftfst tentatve announcement of the l»lan. Snce (hen he hns worked out many of the detals and he has Just consented to the begnnng of prelmnary work n. ths country where the need for traned workers has been especally great. No other relgous organzalon n the world's hstory has branched out nto so many departments of phlanhopc effort and ahsnrhed them ns part of Us relgous dutes. Need of Traned Workers. The scheme for a l"nver.-.'.y ot Hu- -njajfty grew nauraly out. of the development of the 20 other departments. Wth a Held as wde a.s the world tself the work of the Salvaton Army s only lmted by the number <of workers that can be secured and Its effectveness, by the understandng And earnestness of these workers. As uplft work has grown from local efforts to help a few nto a great Inclusve movement whch must mss none, the problems of organsaton have grown greater. Charty has become a scence and Its applcaton an art requrng the hghest development of personal qualtes of nsght and altrusm. There s thus pressng need for workers of qute exceptonal qualfcaton. These qualfcatons must frst of all be Inherent and must then be developed by experence and specal tranng. Ths s the new work planned by Gen. Booth. Thoso women, for Instanco, who are to go among the slums of the bg ctes must not only have the desre to help but must know how real helpfulness can best be secured. They must understand by a study of practcal socology somethng of the socal forceb that create ths poverty and crme and wretchedness. They must understand the danger of the unwse charty that merely ncreases dependence and understand the value of better lvng condtons n rasng the moral coutege of those to whom fate has been unknd. They must be able not only to correct home condtons themselves but to mpart ther knowledge and to nspre wth a desre for betterment. Value of the Organzaton. Ths wll be hut a small part of the unversty's tranng n socal servce aa planned by the patrarchal evangelst, but It serves to show of what value such an organzaton wll be. Of the general's plan for the unversty he hmself sad recently: "1 want to tran men and women to tteal wth msfortune. 1 want them nstructed to combat wth the weaknesses and Rns of the drunkard, the crmnal, the pauper and the would-be sucde." At 80 years of age the head of the Salvaton Army, after more than half a century of almost unceasng actvty. s as vgorous and untrng as at any lme n hs career. The nexhaustblo vtalty and ntellectual and physcal [ actvty of ths socal reformer, phlan- j thvnpst. preacher, author and traveler are marvelous. At fourscore he s travelng many thousands of mles over the world every year, controllng tre destnes of hs more than 7,000 ; rons of Salvaton soldery wth ther 18,000 commssoned offcers, dstrbuted among every cvlzed country, preachng constantly to vast audences and dong an amount of Mtetarjr wdrk that would "toe"* faetcr to majmp-ra professonal author wth DO otter occupaton. WtHlam-Booth waa born on Aprl 10, 1829, n Nottngham, England, and was traned for ttwr Methodst mnstry whch he entered and became one of the strongest evangelstc forces n that ohuteh. He grew dtoaatsned, however, at reachng only those wth some ttlguus tranng and convcton. He tell that then wove 'thousands whose seed waa tar greater and ho- gravtated to the East end of Loodon where wretchedness ol all knds was tho rule. In a dsused bural ground ou Mle End road he ptched an old tent and the frst Salvatonst mootng waa held In that tent In The fery eloquence ol the earnest young preacher caught the attenton of a crowd or poor WhtecU*p«l*r **<* b ** fore that frst meetng was over he had made several conversons,, a performance that he has been repeatng throughout the world for 47 year*., Ths frst meetng resulted n th/s formaton of the Chrstan msson, from whch t waa the evangelst's custom to uend^hls converts to the exstng churches of the localty, but fndng that they were not walcomeu and were 4a danger of slppng bacj from sheer want of comradeshp and oversght, be set about formng socetes «f the converted. These be found to he a potent agency for brng lug ha more, as the heedless East ender could be Impressed by tho words of a former "pal" when he would not lsten to a mnster. So waa created the central Idea of the Salvaton Army. The need of organzaton becomes apparent, but several methods were tred wth lttle success before Gen. Booth ht upon the mltary Idea and named hs organsaton the Salvaton Army. From that tme on the movement grew amazngly and t has contnued to grow wthout ceasng to ths day. Spread Over the Werld. The movement began spreadng to other countres of the world n 1881 when t frst readed the Unted States through the nfluence of a slkweaver who" had emgrated from Coventry, England, brngng wth hm the Salvaton Army dea and a strong desre to contnue n the work. It reached Australa n the same year through a mlk dealer from Stepney, and soon afterwards the frst Canadan corps was organzed n a smlar fashon. Fve years later, n 1886, the general made the frst of many vsts to the Amercan branches of the army and he has seen them grow from a few small corps nto a vertable army of tremendous nfluence and unsurpassed effcency. Hs frst great world-tour was made n 1891, when he vsted South Afrca, Australa and Inda. Snce then he has vsted the Unted States, Canada, Australa, New Zealand and Inda four tmes, South Afrca twce and Japan and the Holy Land each once. Durng all these travels the actual executve responsblty for the government of the army has never been lfted from hs shoulders. Even on shpboard he s an ndefatgable work er, plannng and wrtng through the days.*' Gen. Booth Honored. One of the most remarkable of the many trbutes pad to the general by the great of the worm was that of the mkado of Japan durng the vst to that country. The mkado personally receved the general wlth/"great warmth and he was accorded [remarkable ovatons In Yokohama, Tokyo, Senda and Kyoto, a crcumstance of strange mport when It s realzed that Japan s not a Chrstan country. Another nterestng dstncton gven Gen. Booth was tho conferrng on hm of the degree of doctor of cvl law by Oxford unversty. The sgnfcance of ths honor wll he better understood when t s stated those who receved unversty honors wth hm at the tme were Prnce Arthur of Connaught, the prme mnster of England, the lord chancellor, the speaker, Sr E. Grey, the archbshop of Armagh, Sr Evelyn Wood, the Amercan ambassador, Mark Twan and Rudyard Kplng. As a wrter Gen. Booth s remarkable, both as a stylst, as a thnker and as a producer. He las wrtten n all 21 volumes, besdes nnumerable artcles for the army publcatons. Hs best-known book s "In Darkest England and the Way Out," In whch he outlned hs scheme for socal reform by means of colonzaton. "The Tranng of Chldren," "Love, Marrage and the Home." and hs books on reform are among the others of the general's best-known lterary productons. Of hrs creed the general has wrtten very beautfully. He says: 'The smplcty of our creed has been, as I beleve t wll reman, one of the prncpal helps to our unty. We stnnd for the old truths. He dozed off agan as he was swallowng a delcately drowned noodle tt the shape of the letter "S." Hs wfe shut Off the alarm, Bafd: "I ought to have known 'S' meant sleep," and got Paul to bed. He awoke wth a start and moaned that be had had a terrble nghtmare. "What was t?'* asked hs wfe anxously, "I dreamed I was In a delcatessen shop, wth my hands ted, starvng to death," he waled. Snce then he has gven up all attempts at pleasures of the table and sets hs alarm every mornng when he pets up, so that he wll wake up n tme to go to bed. But eatng s only one of the sleeper s problems. He has had to gve up hs job n the rubber works, where he put soles on sandals. After a few days he got so that he went to sleep the nstant that he jumped up, and the propretor of the store found hm standng n the wndow snorng at the crowd outsde nstead of smlng at, them, as demonstrators always do when about 1o demonstrate. Hs neghbors say hs trouble began wth the opera. Mrs. Zabach s fond of musc and once persuaded her husband to take her to hear "Parsfal," though that doesn't prove she s fond of musc. Ths curous case was brought to the attenton of the doctors and polce of Passac by the mshap that befell Paul the other day when he tred bcycle rdng as a stmulant. Leavng hs home In Passac he wheeled northwest, straght toward the regon where Rp Van Wnkle slept for 20 years, dozng as he pedaled. But. Haverstraw was too much for hm. He went soundly to sleep there and fell off hs wheel. He ddn't wake up, for nobody can le perfectly level n Haverstraw on account of the hlls. The polceman of that town found hm sleepng n the road and sent word to the Passac polce, who had been nformed of Paul's dsappearance by hs wfe. She went to Haverstraw and brought hm home. I>.
