The meeting was called t reer by the President, Hr. Nrtn Rhades at 8:05 P.M. INVOCATION was given by Rev. Bernhard Jhnsn, Pastr, St. Jh~'s Lutheran Chu~ch : ROLL CALL was taken by the Clerk. This subject cmes up rather ften ~nd we wuld like t be a little mre careful in vting fr these large grants f :nney." Mr. Russell's request was accepted in the frm f a mtin and secnded by Mr. Lewis. MR. MURPHY ppsed Mr. Russell's request. He said: "We are dealing with a very sensitive matter. As members f the Bard, we can delve deeply int this if we wish. They are having 8 lt f truble in New Yrk n this prblem and ne f the reasns, I believe, fr mst f their truble, is the fact that they are giving it entirely t much publicity a. t the as.essibility f relief fr peple cming in frm ut f the state. That wuld be a bad thing fr Stamfrd. "I think that this infrmatin thllt Mr. Russell has requested is unnecessary - that he shuld endeavr t find ut thf.s infrmatin fr himself in his capacity as Representative, withut giving it all this publicity." MR. BAKER; "As I pinted ut at the last Bard meeting, I think this is infrmatin that shuld be generally knwn by the residents and taxpayers f Stamfrd and nt nly t the individual members f this Bard. I whleheartedly g alng with Mr. Russell's suggestin. II MR. GERONIMO said he ppsed Mr. Russell's suggestin, and that he thught it sunded like a reflectin n the Welfare Department. He said: "I am sure that ur Directr f Public Welfare has the interests f the citizens and taypayers f the City f Stamfrd at heart, and I wuld assume that he Sees t it that all cases are thrughly inve.. tigated." MR. NOLAN said he thught Mr. Russell's mtin was ut f rder and shuld be brught up under the Educatin, Welfare & Gvernment Cmmittee reprt, rather than nw, as it des nt have any bearing n the item under Fiscal Cmmittee (item #3) nw n the flr. The Chair ruled that it des have a bearing n item (3). MR. NOLAN: "We are nt debating Mr. Huizinga's mtin any lnger. We are talking abut Mr. Russell's mtin. I think it is quite cnfusing. 1I MR. RHOADES: "Of curse, there cannt be a vte n a matter f this type until the matter f the apprpriatin has been settled. 1I MR. lewis; "I think that Mr. Russell is quite prper in bringing up the questin at this time, in vlew f ur dual cmmittee reprt. We are nt lking fr names f peple n relief. I assume, frm Hr. Hacrides nn actin (this is nt, believe me, a persnal attack n Mr. Macrides' Cmmittee, fr he des nt have that infrmatin at hand). But, [ d believe Mr. Macrides wuld welcme the pprtunity f prviding us with the lnfrmatin that Mr. Russell has requested, and I think we, as a Bard, are entitled t have it. I think Mr. Russell is in rder. He is nt talking against Mr. H".lizi nga's mtin, and I think we shuld favrably cnsider his request." MR. HUIZINGA spke regarding Mr. RIJssell' 5 request fr a breakdwn f figures n the Department f Public Welfare t be prepared by Mr. Macrides' cmmittee. (Educati n, Welfare & Gvernnent Cmmittee) MR. HUIZINGA; "IL has nt been brught ut yet by any f the peple wh have spken n this.~loo,ooo apprpriatin, ne matter in particular, and that is that Mr. Macrides' Cmmittee is furnished mnthly with a reprt frm the Welfare Department, which is a very eetailed reprt. I~ fact, if I am nt mistaken, it may cve= as many as 20 pages

It is this infrmatin which is available t Mr. Hacr!des J which we checked int befre we apprved the apprpriatin f this $100,000 request. If yu want t hear this whle reprt, I think it wuld be t lengthy, but if it will help any: There are apprximately 175 families nw n reliei, as f the last mcnthly statement; there are apprximately 800 individuals n relief as f the last mnthly statement; there are apprximately 4 members f each f the 175 families, s that means yu are ging t have sme families that are ging t have as high as 7 r 8 members. "When we questined this item f 'Gash Relief' which is nthing but fd and rent (there are a few 6mall items in there, but it isjdstly fd and rent). Hwever. I d think this infrmatin shuld be presented t this Bard. One f the questins that ur Cmmittee asked Mr. Laturney was the fact that if there are as many as 7 r 8 peple in a family, and if the city is required t payut cash relief fer rent and fd, in accrdance with the schedule sent dwn frm Hartfrd, giving the base requirements -- isn't it pssible that a family f 7 r 8 peple might even receive ~ mney frm relief than that man wuld have received when he was wrking fr a crpratin in Stamfrd? When yu take ut withlding taxe., and ther deductins. sme f them actually get mre uney when they are n relief. Nw. that is nt the fault f the Welfare Department." Mr. Huizinga talked st sme length n reimbursement being given by the Welfare Department fr ambulance use, at the rate f $1 per mile. He said Mr. Laturney infrmed the cmmittee that last week they had t bring smene in - a ttal f 47 miles at a cst f $47. He said, "They even had t bring in a bdy - a welfare case - frm 130 r s miles away. Sat that is ne reasn why Qur Welfare Department is paying ut such a tremendus amunt f mney. And, bear in mind that ur ttal apprpriatin fr the whle year was $80,000. The riginal request that came t the Mayr was fr $200,000. I am t~ld by Mr. Laturney that very sn agsin they will have t ask fr anther very sizeable amunt, because at the mment, the cst f relief is running arund $20,000 a mnth. II MR. HUIZINGA: "In clsing, we have nt frgtten ur task in trying t find a slutin t the pensin prblem. We h~ve had several interviews. The last meeting we had was with Mr. Buck, the Actuary frm New Yrk. Bth Mr. Keleman and myself spent the whle evening in this meeting, endeavring t get mre infrmatin n this very crublesm e prblem. It LEGISlATIVE & RULES COMMITTEE: r- MR. RAITERI, Chai~n, presented his cmmittee reprt. He said meetings were held n Octber 16 and Nvember 6, all members being present at the Octber meeting, and Messrs. Clatrella and DeFrest were absent at the Nvember meeting. MR. RAITERI: "The meeting f Octber 16 was given ver t further wrk n the Building Cde. MILANO: "The Cmmittee has taken up this matter with the Plice Department several times. The latest infrmatin we received was that this was being investigated. They can either tum nrth, suth, east r west at all fur entrances, and if that isnlt a hazard, then I dnlt knw what a hazard is, because it pretty near gt sme f my friends, lncluding myself." MRS.
