1 Mormon Battalion Association Minutes Executive Leadership Meeting 7:00 PM, Friday, 16 March 2018 LTC Max Jamison Residence and via GoToMeeting.com 189 E South, Orem, UT The Mormon Battalion Association Executive Staff meets at least once per quarter on the third Thursday of the month at 7:00 pm, except when that day is a holiday or conflicts with another event. In that case, the meeting will be re-scheduled and the Executive Leadership will be notified of the change. Members of the public are invited to attend. Policy: As with U.S. Congressional minutes, anyone can read appropriate items into the minutes. In the interest of expediency, all participants should be familiar with our proposed minutes before each meeting. We will only address items requiring discussion and decisions. The Action Item Review may refer to more detailed discussion in Membership Reports, Member Advisory Committee Reports, and New Business. 2 Service Opportunities See website. Project Request Forms and Annual Budget Requests We have received no Project Request Forms and Annual Budget Requests from local units. We can only allocate funds to you if we know your plans and needs. Action Item Review: Leadership: All: Recruit civic and community leaders to serve on our new Board of Directors. We have two remaining unfilled positions. All: Find viable candidates to run for offices of Battalion Commander (ex officio President of Board) and Battalion Executive Officer (ex officio Vice President of Board), who will stand for election for two years. Section 2.02 of the Articles of Incorporation states that they coordinate and direct all member activities. Their roles are that of Chief Executive Officer (CEO) and Chief Operations Officer (COO). All: Find individuals willing to serve as 1 st Executive Director (S1 - Adjutant General) and 2 nd Executive Director (S7 - Public Relations Commandant) of the Battalion Continental Support Staff. Section 2.02 of the Articles of Incorporation states that they manage all administrative support business matters. Their roles are that of Chief Business Executive (CBE) and Chief of Business Operations (CBO), supervising the Battalion Continental Support Staff. Graves Memorialization: COL Larson and Kevin Henson: Work on preparations for graves memorialization for Lewis Dent, Milton Smith, Thomas P. Dutcher and William Reynalds (Reynolds). Finances: COL Gourley: Have Gary Lunt, CPA, contact LTC Jamison to prepare IRS Form 990 for $ CPT Crappa (Chief Finance Officer): Prepare documentation to forward to Board of Directors for internal audit. CPT Crappa (Chief Finance Officer): Create new Payment/Reimbursement Request Forms. COL Gourley shared CPT Crappa s health condition and recent adoption of four children, stating that he is simply overwhelmed and unable to participate as he would like. Mormon Battalion Historic Trails Awards: # Kevin Henson: Lead Mormon Battalion Historic Trails Member Advisory Committee in providing the data to LTC Jamison and CSM Munford for publication of Requirements Booklet. CSM Munford: Coordinate new patches, lapel pins/pendants, requirements list, booklet, and other documentation with the Greater Salt Lake, Trapper Trails, and Utah National Parks Councils, and with the LDS Primary-Young Men- Young Women Scouting leadership to start publicity. COL Gourley: Follow up with Greg Christofferson regarding his contacts with our friends with deep pockets to fund $20,000 for two BYU students in Dr. Jill Crandall s BYU Center for Family History and Genealogy to find and digitize original cradle to grave documents of the approximately 2,000 members of the original Mormon Battalion and their laundresses, guides, and family members. Research Mormon Battalion Association Documents in BYU Special Collections: LTC Jamison: Research missing history of Mormon Battalion Association from late 1940s through late 1990s in the Special Collections, Harold B. Lee Library, Brigham Young University. Possible Alliance with Sons of Utah Pioneers: Ashley Hall: Discuss situation with General Authorities. LTC Jamison noted that there have been three failed alliance attempts between our organizations: members of COL Fred Reese s Mormon Battalion were formally organized as part of the SUP, but later seceded to incorporate separately COL Gourley negotiated a cross pollination alliance where our Battalion Commander would serve as the Area Vice President of a Mormon Battalion Region in the SUP, and a designated staff member of the SUP would become the voting Affiliated Organizations Representative on our Board/Executive Staff. COL Gourley moved and did not attend any SUP meetings, but Ron Van Leuven served on our Board for three years. In July 2012, the SUP Executive Council disavowed all knowledge of this agreement and advised that it would no longer honor it President Hurst of the SUP proposed a dual membership affiliation between our two organizations, but declined a more formal organizational interchange between our Boards. 4 17 February, Hands on History, Sutter s Fort Theme: "They Came by Land and Sea". We have experience on both with the Mormon Battalion and Ship Brooklyn. I will need a list of who might be able to come. I need a head count to help out the kitchen meal planning. We should have shelter available if it decides to rain ever again. Hours are 10 AM to 4 PM. Please be there by 9:30 for the morning briefing. 19 February, American Heritage Day, Mt. Vernon Memorial Park, Citrus Heights The day started out cold, but clear. As the day progressed, the cold wind picked up and made it uncomfortable for ourselves and the visitors. The public attendance was disappointing. The exhibits were very nice, with everything from trappers to Revolutionary War Soldiers to Amelia Earhart and Sally Ride quite a slice of American history in different venues. Bro. Sumner Howes had his first opportunity to help with the cannon exercise. We did get a nice smoke ring on the second firing, once the wind died down for a few seconds. Heritage Trails Association Marilyn Mills: (Paul Hoffman,(18 March 2018 late breaking news) I learned this weekend that the construction and refurbishment is on schedule for completion before the Fourth of July and that the City, County, and Church are planning a Rededication of the Fort Moore Pioneer Memorial in Los Angeles (on Hill Street near the 101 freeway bridge) on Wednesday, July 4, The Fort Moore Memorial Committee would like to invite you and your reenactor friends to attend and help us to rededicate this important monument. We are especially looking for those who portray Mormon Battalion, 1 st U.S. Dragoons, 7 th (1 st ) New York, U.S. sailors, Californios, and others in 1840's attire. We plan to have musket volleys, cannon volleys, a reenactment of the first flag Fourth of July flag raising in California, a period band, and other authentic period presentations. I am informed that we will have high profile speakers, but I am not at liberty to say who those persons are at this point in time. But this will be a BIG deal with press coverage. Please let me know if you plan to attend, so I can get a head count. I hope you can all come. (19 March 2018) I spoke to Marilyn Mills on Saturday [17 March]. She has inside sources and they have told her that the construction is on track for completion in time so we can plan the rededication for July 4. Art Committee Mike Anderson: I am trying to schedule another photo shoot for potential artists to use for their work as well as to gather additional photos to be used on the web site to help tell the Battalion story. I talked with Mark Stewart this week. He has completed the remodeling of his home and is starting to work on art pieces again. He plans on retiring from his full time job later this year and take up his art work full time. I am trying to talk Mark into a "beginning of the trail" subject matter. However, an artist does what he feels is right when he feels up to doing it. I guess we'll know when he begins the project. I am also working with another artist as well who looks promising. 2. Website Historians Editorial Review Board (HERB) Mike Anderson: No updates from the HERB. There are many projects in the works, but none ready to be submitted to HERB for approval. 3. All Things Mormon Battalion Project LTC Jamison, MAJ Anderson, and Dan Roper: (For details, see Board of Directors Report in our 21 January 2017 Minutes.) Phase 1: 1. Fund two BYU student researchers part time through Dr. Jill Crandall s BYU Center for Family History and Genealogy to find and digitize original cradle to grave documents of the approximately 2,000 members of the original Mormon and their laundresses, guides, and family members, i.e., original birth, christening, marriage, property, census, death, and probate records.. We have not received a report from Greg Christofferson since 2 February. MAJ Anderson is researching a grant to help fund this. 2. Fund digital copying of: a. our growing collection of primary and secondary Mormon Battalion data, i.e., Muster Rolls, Pay Rolls, Post Reports, medical reports, finance reports, LDS Church records, etc. b. digital copies of the Mormon Battalion Association library we donated to the BYU Special Collections. 3. BYU has agreed to host the Item 1 data compiled by Dr. Crandall, plus whatever Item 2 data we are willing to share with other researchers, but we must store our private data on our own website. 4. Join the recently formed Early Saints Research Group/BYU computer working group. If we find out where they are headed, we can map out what we want to accomplish without duplicating their efforts. We hope to refine our own Content Management System (CMS) well enough to become the default standard for sharing access to data from Items 1 and 2. Phase 2: 5. Rehost and build Release 4.0 of our website, replacing the current limited proprietary CMS with a portable more flexible and user friendly one, and hosting it on the Google cloud based server. We have not received a report from Dan Roper regarding a time line when we will switch our public website over to our new server with his new CMS, complete with updated online Comprehensive Alphabetical Listing, new Individual History templates, and links to Kindex transcriptions. 3. Mormon Battalion Historic Trails Award Program Committee CSM Munford, Chair: (LTC Jamison) We have finally reached the end of the beginning for this new award program, having finished Sections 1 and 2 of our new Requirements Booklet and posted it online today with our poster and flyer. We are now transferring stewardship of the program and c h a i r ma n s h i p of t h i s Requirements Booklet Poster Flyer Page 6 of 11

7 committee to CSM Mumford. Geraldine Munford, David s wife and right hand woman, has been of vital assistance in formatting the new booklet, and we look forward to her input in the future. David will recruit other committee members as needed. He and I plan to make formal presentations for final endorsement by BSA Greater Salt Lake, Trapper Trails, and Utah National Parks Councils, and for endorsement by the LDS Primary-Young Men-Young Women Scouting leadership. Interest in the program is picking up: In January, we presented the Boy Scout Main Award to Jennifer Palmer, a Cub Scout Pack leader in Draper, Utah. In February, we presented the Boy Scout Main Award, General Kearny Escort Segment Patch, and Pueblo to Salt Lake Segment Patch to Dr. David Fairbanks, a BSA Scoutmaster and District Representative in Shell, Wyoming. He will be submitting additional applications for members of his scout troop. In March, we responded to requests for information from Lawrence Faulkner, the District Chair of the BSA Greater Alabama Council, and from Bill Poulson, a Scoutmaster in Edmond, Oklahoma. Commander s Report LTC Jamison and CSM Munford: a. Members Only Ruby Membership Pin and Shoulder Patches (See New Business in 15 February 2018 Minutes.) We have received samples of the two new member only shoulder patches (above), and will receive our initial orders of 100 each in 4-6 weeks. The left shoulder patch will be 4 tall and 3 wide, and the right shoulder patch will be 3 tall and 4 wide. To encourage new membership, all new or renewing annual or lifetime individual members, family groups, and associate organizations who complete and submit a new Membership Form will receive one free 1 long Ruby Membership Pin and one set of free shoulder patches, only paying $7.00 shipping and handling. Our cost would be about $16.42 per member. Members, family groups, and associate organizations would be eligible to purchase additional sets of member only patches at $6.00 plus shipping and handling. After our discussions last month, CSM Munford sought bids for khaki or light tan colored baseball hats with brown brims matching the dark brown in new 3 tall triangular patches (based on last month s proposed bolo tie medallion). Because of the relative size of the hat and patch, we will have to sew the patches on the hats ourselves. The final bids are under $5.00 per Page 7 of 11

8 hat plus under $2.00 per patch. We should be able to sell the hats with patches sewn on for $10.00 each, and the patches separately for $3.00 each, plus shipping and handling. Mike Anderson s new book entitled The Mormon Battalion, Mexican War Volunteers is expected to go to press in June. Mike says, This book is designed to be a quick read, but along with photos, it will give the reader a good understanding of what the Mormon Battalion Volunteer was, did, and looked liked. The larger and more detailed version of my writings will be what gets posted on the Mormon Battalion Association web site. 11 Closing Remarks & Inspirational Thought LTC Jamison Just two days ago, I visited MAJ Anderson s home, where she was analyzing over 35 boxes of documents from Gail Holmes extensive library of Mormon history in the Middle Missouri River Valley. (See Senior Historian s Report.) She drew my attention to a long forgotten 15 January 1970 letter from our founder, COL Fred E. Reese to stake presidents, mission presidents, and regional representatives regarding a joint missionary project to mark the historic Mormon Battalion Trail. The project was approved by: President David O. McKay, Elder Mark E. Peterson, Council of the Twelve (and liaison between President McKay and COL Reese), John Q. Cannon, Chairman, LDS Church Pioneer Trail, W. Jay Eldredge, General Superintendent, YMMIA, Dr. Burton F. Brasher, Chairman, Explorer Committee, YMMIA General Board, Ben E. Rawlings, Chairman, Ensign Explorer Committee, YMMIA General Board, Folkman D. Brown, Director, Mormon Relationships, Boy Scouts of America, Kate B. Carter, President, Daughters of Utah Pioneers, Colonel Fred M. Reese, National Commander, The Mormon Battalion. The object of the missionary program was to have LDS Explorer and Ensign Explorer posts assisted by modern Mormon Battalion members mark the original Mormon Battalion Trail across the United States with a marker approximately every 25 miles along the national highways approximate to the Mormon Battalion Trail. Only last week, we finished our new Requirements Booklet for our new Mormon Battalion Association Historic Trails Award Program. (See Membership Advisory Committee Reports.) In the next few weeks, CSM Munford and I will seek endorsement from Scouting and LDS leaders for our new and significantly expanded award program, which now covers thousands of miles in seven Mormon Battalion trail segments and is available to anyone anywhere in the world whether male, female, friends, families, family organizations, youth trek groups, regional Scout encampments, or historical reenactors. The words of our founder ring down to us from 48 years ago: This will give our young men... an opportunity to receive awards in hiking, trail marking, exploring, and many other opportunities, as well as studying this great Mormon history. The boys will also be given the opportunity with their leaders to become associate members of the present day Mormon Battalion. Déjà vu. (Only better this time.)
