Partnership with BYU Center for Family History and Genealogy: # LTC Jamison: Arrange a meeting between Jill Crandall, Dr. Brandon Plewe, President Brian Cannon, Laura Anderson, and himself to formulate an unified approach and concrete proposals for donor grants. See Member Advisory Committee Reports, 3. All Things Mormon Battalion Project. Website Release 3.0: LTC Jamison: Create new recruiting materials (brief background of Association and donation page with receipt) for website to go with Membership Application. Forward copies to David Jamiel. # Laura Anderson and Kevin Henson: Prepare a letter to appropriate LDS and political leaders requesting support in digitization effort, and detailing the information desired. LTC Jamison suggested we contact Elders Holland and Christofferson of the Quorum of the Twelve for support in this matter. Both are very sympathetic to our cause, and Elder Holland supervises Church History. As MAJ Anderson works for Church History department, she has a conflict of interest, and Kevin Henson is too busy doing other things for us. Our recent efforts with BYU seem to be paying off. If and when we need endorsement by the Brethren, I will write the letter myself. Greg Christofferson: After receiving details, pursue funding for digitizing of Muster Rolls, etc. with donors, including the LDS Church when we know how much it will cost. # LTC Jamison: Re-contact Professor Brian Cannon to request student assistance from Charles Redd Center for Western History to assist in transcription of original documents. See Member Advisory Committee Reports, 3. All Things Mormon Battalion Project. Honorary Memberships: LTC Jamison and Kevin Henson: Send honorary membership certificates to those who have so kindly assisted Mr. Henson in his historical research for and about the Mormon Battalion, particularly Tim Kimball and Terry Latey. LTC Jamison: Provide honorary membership certificates to current and past SNMP members. LTC Jamison: Contact Mormon Battalion Historic Site, San Diego for list of current and past missionaries for honorary membership certificates. Norma Ricketts Research Files and Metadata at University of California - Berkeley: Laura Anderson: Copy Norma Ricketts extensive library of Mormon Battalion history. Peter Guilbert: Check for a host and assistants to help Laura during her week long visit in February Gail Holmes Research Files and Metadata in Omaha, Nebraska: Laura Anderson: Copy Gail Holmes extensive library of Mormon history in the Middle Missouri River Valley prior to its donation to the Church or BYU. Omaha resident Terry Latey is taking care of this. She sent the following reports on 17 and 25 February: Some weeks ago, the Holmes family invited me to go through Gail s office/library and take what pertained to the research of the early saints at the Missouri. I took 16 bankers boxes of materials at that time. Many of the boxes held a combination of books, mostly on Native American history along with early county history books etc. I have begun to catalog the items taking a photograph and creating a spread sheet of the materials. I [subsequently] gathered at least another 10 banker s boxes of materials from Gail s home. I haven t been through all the items but included are scripts from his radio program, Crossroads to the West. There are audio tapes I believe they are from the radio program as well. There are many more file folders and books. I found two boxes with 5x7in cards with short notes written on them. There is a great deal of information. It will take some time to sort through it. 4 LTC Jamison: Gail Holmes has been the regional expert on the early Mormon settlement of the Omaha-Council Bluffs area for over 40 years, and recently moved to a rest home. Gail is well known and loved in Church historian circles, having mentored and assisted many future historians, including Kevin Henson, Laura Anderson, Terry Latey, and myself. It was he who recruited me into the Douglas-Sarpy Counties [Nebraska] Mormon Trails Association and the Board of the Kanesville Restoration Society, and it was in his living room that the search began in 1996 for an era map we could sell at the sesquicentennial of the Grand Encampment and Mustering of the Mormon Battalion that year which resulted in my discovery of the annotated 1846 S. Augustus Mitchell Map of Texas, Oregon, and California, and my subsequent writing a manuscript about it and the 92 handwritten annotations on it between 1846 and 1848 by Francis Moore, Jr., newspaper publisher and three time mayor of Houston, Texas. And it was his personal blessing before moving from Nebraska to Utah in 1999 that prompted me to seek out the Mormon Battalion Association. I personally owe much to the kind, gentle prompting and spiritual insight of this longtime LDS Patriarch. Participation in 170 th Anniversary of Arrival of Mormon Battalion into San Diego: # COL Gourley: Look into the possibility of leading a delegation representing us at the annual Mormon Battalion Day there on 28 January Due to family commitments in Texas, COL Gourley was unable to attend. Explore Battalion Participation in Annual BSA Big Event in Northeastern Utah: CSM Munford: Explore how the Mormon Battalion might participate each year. Recommend he contact Jody Hanson, regarding similar event he has hosted in Southern California. See New Business, 1. Varsity Scout Rendezvous, San Diego-Imperial Council, BSA. Changes to Battalion Executive Staff: # Executive Staff: Promote CPT Todd Crappa, our Senior Finance Officer, to the honorary rank of Major. Unanimously approved. # Executive Staff: Grant Laura Anderson, our new Senior Historian, free lifetime membership with honorary rank of Major and full voting membership in our Executive Staff. Unanimously approved. Membership Reports Board of Directors: No report. Affiliate Organization Reports: 1. Artwork, musicology, readings, contact with many facilities and persons of knowledge to further my research on many minor topics. Working to get Dr. Sanderson s grave marker designed, approved and built. Skipped out on RootsTech. Family commitments as well. 2. Boy Scouts of America: Have received several newsletters. 3.California LDS Living History Mission President Guy Dickson: Held Southern California Zone Conference on 29 January After 14 years of celebrating the Mormon Battalion s arrival in San Diego, the District s goals are to continue to move forward by increasing the number of school assemblies, increasing their knowledge about our history, and improving scripts f or booths and events. We are also training Public Affairs 14 Stake Historical Specialists on how to tell the Story, including the story about California State Flag. Accomplishments include: Number of school assemblies in 2016 increased by 8 to a total of 9; Number of events participated in was 4, keynote speakers for two DUP conferences, the Scout Fair, and the San Diego County Fair. 4. California Pioneer Heritage Foundation Dennis Holland: No report. 5. Daughters of Utah Pioneers: No report. 6.Early Saints Research Group Dr. Brandon Plewe: See Member Advisory Committee Reports, 3. 5 7. FamilySearch : No report. 8. Friends of the Battalion & Ship Brooklyn President Donald L. Eastman: No report. 9.Heritage Trails Association Marilyn Mills: We have a new year and finally a new start date for the actual restorative work on the Fort Moore project. Up until now, the work has consisted of finding the contractor, preparing and approving bids, doing preliminary work such as core drilling under the retaining wall to verify a vault could be dug to house a much larger water pump, a restoration specialist analyzing the damage to the artwork, and so on. Now that the preliminary findings are in, the Department of Public Works has petitioned the Board of Supervisors in a letter recommending a new budget amount, as the damages and thus bids were greater than anticipated. On 13 December 2016, the LA County Board of Supervisors approved a final amount of funds needed to complete the restoration. They have now approved $5,559,000 for the project, up from $4.1M and then $4.6M. The City of Los Angeles is putting in $500,000. The new start date was January 2017 with substantial completion in December In speaking with the County Arts Council, they confirm that the monument will NOT be able to be accessed this year for our usual 4th of July activity. That will be moved to a nearby location, TBA. I am working with Area Public Affairs to formally organize a re-dedication for 4 July But again, this will be confirmed later this year when the County Arts director officially clears the date. I have learned by experience as a project manager the saying that construction projects take "double the time and double the money." Stay tuned for my updates. Many of you received the following link below in a previous . But for those of you who did not receive it, this is the best article on the history of the Fort Moore Monument by a newspaper I have read. There are words that show up in a blue color. Those are further links to additional historical materials. It is worth your time to read it all. I have contacted the reporter and complimented him and said I would love him to be our official reporter on the re-dedication. He has also put me in touch with descendants of those who designed and built the monument. This is very exciting. 10. Mormon Battalion Arizona (Mesa Company) CPT Owen Garner: No report. 11. 7 from Bent s Fort near La Junta, Colorado, the 1 st U.S. Dragoons of New Mexico, and David Jamiel and his colleagues from Colorado. Rumor is that the Las Golondrinas leadership wants to combine the Mexican-American War event with other 19 th Century military events (Civil War in New Mexico, Buffalo Soldiers, Mexican Presidio, etc.) into a Timeline History event [similar to the annual Michigan River of Time event in which Kevin s folks participate] on a late summer weekend. Inasmuch as there has also been a personnel shakeup at the museum, details are not yet evident. I will keep this group posted with any new developments. I m still attempting to get a copy of the Eagle Scout Project package that details the work a Scout did to rehabilitate the Mormon Battalion Monument at Budaghers, New Mexico. The work included the installation of a truckload of landscaping rock and the construction of two cement benches. With the contact information that I hope to find in the Eagle Scout project package, I hope to facilitate the replacement of the plaque on the monument, from which vandals chiseled off the word savages in BG Kearny s quote. History of the Battalion Finalizing rewrite of articles by BYU History Professor Larry Porter. Section 2. Resources and Maps An introduction, history, mini-map, and resources for each of the seven Mormon Battalion Trail Segments. We still need the resources, a short list of selected readings for each two page subsection: a) Iowa Mormon Trail Segment b) Main Command Segment c) Higgins Family Detachment Segment d) Brown Sick Detachment Segment e) Willis Sick Detachment Segment f) General Kearny Escort Segment g) Pueblo to Salt Lake Segment Section 4. Mormon Battalion Historic Equipment With able help from Mike Photo of Dennis Watkins by Maj Val John Halford, beard and hair colorization by Brian Henson Anderson and MAJ Val John Halford, we are nearly finished! Centerfold Page: Kevin s Map Brian Henson (Kevin s son), colorized Dennis Watkins beard for us. Makes him look years younger! We re going to use this photo as a filler left hand page after the centerfold map, making Dennis the first (near) centerfold in Mormon Battalion Association history! 2. Digitizing of Mormon Battalion Association Records in L. Tom Perry Special Collections Library at BYU LTC Max Jamison, MAJ Laura Anderson, Dan Roper, and Howard Bybee: On 16 February, we met with John Murphy, Ryan Lee, and Kayla Willey (Battalion Member and employee of the Special Collections Library) regarding their Page 7 of 14

pledge to provide us with digital copies of the 20 crates of records we donated to the Library in MAJ Anderson invited Howard Bybee, a retired librarian from their Special Collections Library, to assist her in her efforts. After reviewing those records (now categorized into 54 archival boxes), MAJ Anderson requested prioritized digitization of 16 of those archival boxes containing (a) biographies of original Battalion members, (b) Church correspondence relating to the Battalion during the 1800s, and (c) research done by Shirley Maynes in preparation for her book 500 Wagons Stood Still, which the family had told us had been destroyed. They promised to assist MAJ Anderson and Howard Bybee in their review of our records, to prioritize digitization per her request, and to make all of our records they hold available for sharing via our website. LTC Jamison reviewed the records of the modern Mormon Battalion Association since our founding in the late 1940s. He will sign a copyright release granting public access to all but selected records. 3. All Things Mormon Battalion Project LTC Max Jamison, MAJ Laura Anderson, and Dan Roper: (See last month s minutes for details.) On 16 February, per direction from the Board last month, we met with Brandon Plewe, Chair of the Early Saints Research Group, and discussed how we can best work with them. Dr. Plewe invited Dan Roper to join their technical working group to help figure out how to create a synergistic relationship between all of the databases. He recommended we talk to Jill Crandall about hosting our data at BYU. We then met with Brian Cannon, President of the Mormon History Association and chair of the Charles Redd Center for Western History at BYU, to discuss assistance by his members and students in transcription of letters and documents from the original Battalion. We plan to submit a plan to them in January 2018, after MAJ Anderson finishes indexing all the original muster rolls the original Battalion. Jill Crandall was sick, and we had to postpone meeting with her until 23 February. 4. Website Historians Editorial Review Board (HERB) Mike Anderson, Chair: Up to this point, the HERB has been working under the radar. Much is going on with many one-on-one communications, making assignments and putting together lists of ideas and contents to be included on the website. Official communications should begin soon. LTC Jamison: The newly constituted board has been hard at work helping Kevin Henson with the photos and text of the Requirements Booklet for the Mormon Battalion Historic Trails Award, and with the related extensive bibliographies for each trail segment which will be posted on our website. They have a particularly good set of qualifications, covering most of the needed topics to create and maintain a superior website: MAJ Laura Anderson is great at historical records research, and knows EVERYBODY, Mike Anderson is great at military clothing and supplies, and has many years in the school education system, CPT Jared Cornell is great at military orders and Tables of Organization & Equipment (TO&Es), MAJ Val John Halford is great at reenactor writing, and has numerous photographs, Kevin Henson is great at historic trails research, and has his fingers in lots of pies, Steve Sorenson is our scholastic scholar, and I do a decent job at editing and keeping the politicos off their backs. Kevin Henson nominated the following to become our official HERB logo and mascot: Page 8 of 14

, Continental Support Staff Reports: 1. Chief Finance Officer Report LTC Jamison: We currently have a bank balance of $20,174.20, with a pending deposit of $ from PayPal, which will bring it up to a grand total of $20,420.15, up from last month s $20, Here s how it breaks out: a. General Fund: Deposits: Pending deposit of $ from PayPal. Expenditures: $ to the Utah Department of Commerce to renew: our non-profit Business License for Mormon Battalion Association, our non-profit DBAs of Mormon Battalion Heritage Association and U.S. Mormon Battalion, a Corporation, and our 1991 trademark on the Mormon Battalion Trail logo used in the old Mormon Battalion Historic Trails Award. (The trademark on our 2012 Mormon Battalion skull logo is still in effect. See Closing Remarks & Inspirational Thought.) $39.23 for our December GoToMeeting.com fees, and $6.95 for our December banking fees. Current Balance: $1, We should gradually increase this amount as we recoup our outlays for Eagle Scout neckerchief slides and Mormon Battalion Historic Trails patches, pins, and pendants. Pending Expenditures: $ for mold change and $ for our first shipment of 75 new slides to SymbolArts, normal monthly payments for our GoToMeeting.com fees, shipping and handling fees, and banking fees. Unanimous approval was granted for a stopgap limited run order of slides from Baer Bronze if necessary. b. Arts Fund: Deposits: None. Expenditures: None. Current Balance: $10, Pending Expenditures: No payments foreseen in the near future. It was agreed that we should sponsor both professional and amateur artwork. There was some discussion over artistic license vs. authenticity vs. Battalion endorsement. MAJ Anderson recommended that we invite prospective professional artists to come to photography shoots with appropriately dressed reenactors at locations we would like portrayed. LTC Jamison advised that this is just what Mike Anderson did for Mark Stewart s End of Trail drawing. He recommended that, since this fund is administered by our Arts Membership Advisory Committee, all interested parties should send their suggestions to its chair, Mike Anderson. Mike Anderson has Mark Stewart Mike Anderson advised that he is not interested in supporting artists until they can prove to him that they have artistic ability and show evidence from previous work that authenticity is important in their work. After our meeting, LTC Jamison conferred with our anonymous donor, who stated that, while others may donate to a general fund supporting all artists, it is their desire that their $10,000 donation be specifically used for a series of historically authentic Battalion related drawings by Mark Stewart. c. Historical Research Fund: Deposits: None. Expenditures: None. Page 9 of 14

Current Balance: $8, Pending Expenditures: Reimbursement to Dan Roper for creating our new Master Database "hidden" website and domain name. We may need to pay for high quality digital copies of documents held by the Church, the State of Iowa, and the National Archives. New Business ( Open to Floor) 1. Website LTC Jamison: I recently attended a stake conference where we were introduced to a nondenominational website volunteer clearing house sponsored nationwide by the LDS Church for several years, but just now coming to the state of Utah. Have you ever wondered how members of the LDS Church outside Utah have provided relief to victims of natural disasters? This is it. Their website states: JustServe.org is a website where the volunteer needs of organizations may be posted and volunteers may search for places to serve in the community. JustServe provides opportunities to relieve suffering, care for the poor and needy, and enhance the quality of life in the community. JustServe is not for proselytizing or publicity it is simply a service to help link community volunteer needs with volunteers. Neither The Church of Jesus Christ of Latter-day Saints nor its website JustServe.org discriminates based on race, gender, ethnicity, or sexual orientation to screen projects for posting or volunteers who may sign up to serve. Their Community Service Guidelines state: 1.The best service opportunities are collaborative working side by side with others in faith-based, nonprofit, community, and government organizations. 2.Community service opportunities should enhance the quality of life in the community and assist the poor and needy. 3.JustServe projects should not have a political or advocacy focus, be for-profit oriented, or directly involve volunteers in fund-raising or other prohibited activities. Other Prohibited Activities: a. Attempting to influence legislation. b.organizing or engaging in protests, petitions, boycotts, or strikes. c. Assisting, promoting, or deterring union organizing. d.impairing existing contracts for services or collective bargaining agreements. e. Engaging in partisan political activities or other activities designed to influence the outcome of an election to any public office. f. Participating in or endorsing events or activities that are likely to include advocacy for or against political parties, political platforms, political candidates, proposed legislation, or elected officials. g.engaging in religious instruction, conducting worship services, providing instruction as part of a program that includes mandatory religious instruction or worship, or engaging in any form of religious proselytization. h.providing a direct benefit to: i. A business organized for profit. ii. A labor union. iii. A partisan political organization. iv. A nonprofit organization that fails to comply with the restrictions contained in section 501(c)(3) of the Internal Revenue Code of 1986 related to engaging in political activities or substantial amount of lobbying. v. Conducting a voter registration drive or raising funds for voter registration drives. How it works: Just sign up. You ll start getting notifications when new projects are posted in your area. 1. Find a project 2. Become a volunteer 3. Improve your community The Mormon Battalion Association has for years claimed to be a nonprofit service organization. In fact, our motto is serving our communities. Yet our local units have struggled to find ways to serve those communities. Last year, we were approached by Service Centrum, a nonprofit national clearing house for volunteer compassionate service. That Page 10 of 14

effort never got off the ground. Backed by the LDS Church, with participation from Catholic, Baptist, and many other churches and civic organizations, this appears to have much better opportunity for success. We believe that getting out into our local communities and serving them is the best way to recruit new members. We need to serve if we are to grow! I personally endorse this worthy venue in the strongest terms possible! After discussion, it was decided that we could add a link in our links page and send s to the commanders of our local units, but their participation would be up to them. 2. Varsity Scout Rendezvous, San Diego-Imperial Council, BSA Jody Hanson: The Varsity Rendezvous in our Council is headed up by the Booshway, Lon Atkinson, and supported by his staff of other volunteers. I've been to a lot of Scouting events over the years (I was a tenderfoot, but have five Eagle Scout sons) and this is one of the best I've seen. I am on staff for black powder shooting (NRA instructor), and my wife Darlene is on staff as camp nurse and flint and steel fire starting. Lon's website for the Rendezvous is: I am the chapter chair of the California Pioneer Heritage Foundation in San Diego, a board member of the San Pasqual Battlefield Association (Scout Liaison), and think it's time I get membership in your organization, as it is somewhat the center of the Battalion universe and I'd like to support and associate with your organization in a more meaningful manner. It was suggested that we have CSM Munford coordinate with Jody to see what lessons we could apply to our participation in the Annual BSA Big Event in Northeastern Utah. 3. Developing a Standard for Whom to Include in Our Research LTC Jamison and Kevin Henson: Before we get too far along on our All Things Mormon Battalion project, we probably ought to decide once and for all whom we should include and exclude from our research roster. First of all, forget the lookie lous who just happened to be around when something happened. I think we all agree that we should include every single person who enlisted in the Battalion. But who else should we include? I think we all agree that we should include the non-mormon officers (both assigned to and attached to), military aides, scouts, teamsters, sutlers, Mexican traders, and families who traveled with the Battalion. And I think we agree to include the Army level Paymaster and his civil service Assistant Paymaster/Clerk traveling with the Battalion. My Key to Three Letter Acronyms breaks the Battalion out this way: Battalion Command Officers (Battalion Commander and Acting Commander), Battalion Staff Officers (Adjutant, Commissary of Substance, Quartermaster, Assistant Quartermaster, Battalion Officer, and Assistant Surgeon - Officer), Battalion Staff NCOs (Sergeant Major and Quartermaster Sergeant),, Battalion Staff Enlisted Men (Lead Bugler and Junior Bugler), Attached Dragoon Escorts (Battalion Commander s Escorts), Battalion Contracted Services (Assistant Surgeon - Contract, Guides and Interpreters, Sutlers/Provisioners, and Civilian Contractors), Company Command and Staff Officers (Company Commanders and Company Officers), Company NCOs (First Sergeant/Orderly Sergeants, Sergeants, and Corporals), Company Musicians (Drummers and Fifers), Company Enlisted Men (Privates), Laundresses, Accompanying Servants, Wives, Children, et al, (Officer s Servants, Wives, Children, and Teamsters), and Others (Drovers and Camp Followers). But shouldn t we also include the Mississippi Saints who wintered and traveled with the Pueblo detachments to Salt Lake? How about Sam Brannan and his two Mormon guides Isaac Rhoades and Charles C. Smith who, after meeting Brigham Young at the Green River Camp in Wyoming on 30 June, backtracked with SGT Thomas Williams to meet and guide the Sick Detachments and Mississippi Saints into Salt Lake from 4 to 27 July 1846? And shouldn t we include BG Kearny and his staff who personally commanded his Battalion escort back to Fort Leavenworth from 13 May through 22 August 1847? And how about the military doctors, stewards, paymasters, and civilian clerks specifically assigned to serve Battalion units while they were in garrison in California? I suggest that we spread the net a bit wider... Page 11 of 14

COL Gourley suggested that we did not need to convene a council to decide this issue, as things would become more and more obvious as our researchers delve into the subject. MAJ Anderson suggested that a key test could be who was on the official U.S. Army rations list, i.e., if the Army fed them, they were associated. Projected Action Items: Leadership: All: Recruit civic and community leaders to serve on our new Board of Directors. We have two remaining unfilled positions. See Board of Directors report. All: Find viable candidates to run for offices of Battalion Commander (ex officio President of Board) and Battalion Executive Officer (ex officio Vice President of Board), who will stand for election for two years. Section 2.02 of the Articles of Incorporation states that they coordinate and direct all member activities. Their roles are that of Chief Executive Officer (CEO) and Chief Operations Officer (COO).. All: Find individuals willing to serve as 1 st Executive Director (S1 - Adjutant General) and 2 nd Executive Director (S7 - Public Relations Commandant) of the Battalion Continental Support Staff. Section 2.02 of the Articles of Incorporation states that they manage all administrative support business matters. Their roles are that of Chief Business Executive (CBE) and Chief of Business Operations (CBO), supervising the Battalion Continental Support Staff. Graves Memorialization: COL Larson and Kevin Henson: Work on preparations for graves memorialization for Dr. George Sanderson, Lewis Dent, Milton Smith, Thomas P. Dutcher and William Reynalds (Reynolds). Search of Memorabilia of Late MAJ Don Schultz: LTC Jamison: Contact Hugh Schultz, son of the late MAJ Don Schultz, to search for the nine missing white leather belts in his father s memorabilia, and to extract and forward to us the 7,000+ roster of Mormon Battalion Eagle Slides maintained by his father on his personal computer. Finances: CPT Todd Crappa (Chief Finance Officer): Forward documentation to rest of Board of Directors for internal audit. CPT Todd Crappa (Chief Finance Officer): Create new Payment/Reimbursement Request Forms. COL Gourley reported that Todd is working on these tasks. Mormon Battalion Historic Trails Award: Kevin Henson: As soon as possible, lead Mormon Battalion Historic Trails Member Advisory Committee in providing the data to LTC Jamison and CSM Munford for publication of Requirements booklet. See Member Advisory Committee Reports, 1. Mormon Battalion Historic Trails Award Committee. LTC Jamison: As soon as requirements booklet is finished, coordinate new patches, lapel pins/pendants, requirements list, booklet, and other documentation with LDS Primary-Young Men-Young Women and LDS-BSA coordinators to start publicity. COL Gourley and Greg Christofferson: Continue coordination with Elder D. Todd Christofferson regarding continued association between LDS Church and Mormon Battalion Association, including historical research and LDS participation in BSA Mormon Battalion Trail Award after Mormon Battalion Association takes over. Website Release 3.0: LTC Jamison: Create new recruiting materials (brief background of Association and donation page with receipt) for website to go with Membership Application. Forward copies to David Jamiel. Greg Christofferson: After receiving details, pursue funding for digitizing of Muster Rolls, etc. with donors, including the LDS Church when we know how much it will cost. LTC Jamison and SGT Jamiel: Complete four Historical Fact sheets and post on website: The Mormon Battalion Monument, Pueblo, Colorado. Page 12 of 14
