1 Mormon Battalion Association Minutes Executive Leadership Meeting 10:30 AM, Saturday, 17 September 2016 LTC Max Jamison Residence, 2854 N. Augusta Drive Lehi, UT The Mormon Battalion Association Executive Staff meets at least once per quarter on the third Saturday the month at 10:00 am, except when that day is a holiday or conflicts with another event. In that case, the meeting will be re-scheduled and the Executive Leadership will be notified of the change. Members of the public are invited to attend. Policy: As with U.S. Congressional minutes, anyone can read appropriate items into the minutes. In the interest of expediency, all participants should be familiar with our proposed minutes before each meeting. We will only address items requiring discussion and decisions. The Action Item Review may refer to more detailed discussion in Membership Reports, Member Advisory Committee Reports, and New Business. Guy Dickson is in Tombstone, Arizona helping a fellow Battalion reenactor, Randy Madson, set up a Mormon Battalion encampment. 3. 2 ! Action Item Review: Leadership: All: Recruit civic and community leaders to serve on our new Board of Directors. We have two remaining unfilled positions. All: Find viable candidates to run for offices of Battalion Commander (e x o ffic io President of Board) and Battalion Executive Officer (e x o ffic io Vice President of Board), who will stand for election for two years. Section 2.02 of the Articles of Incorporation states that they coordinate and direct all member activities. Their roles are that of Chief Executive Officer (CEO) and Chief Operations Officer (COO). All: Find individuals willing to serve as 1 st Executive Director (S1 - Adjutant General) and 2 nd Executive Director (S7 - Public Relations Commandant) of the Battalion Continental Support Staff. Section 2.02 of the Articles of Incorporation states that they manage all administrative support business matters. Their roles are that of Chief Business Executive (CBE) and Chief of Business Operations (CBO), supervising the Battalion Continental Support Staff. COL Gourley (Executive Secretary of the Board of Directors): Swear in Greg Christofferson as member of Board of Directors. Graves Memorialization: COL Larson and Kevin Henson: Work on preparations for graves memorialization for Dr. George Sanderson, Lewis Dent, Milton Smith, Thomas P. Dutcher and William Reynalds (Reynolds). Search of Memorabilia of Late MAJ Don Schultz: LTC Jamison: Contact Hugh Schultz, son of the late MAJ Don Schultz, to search for the nine missing white leather belts in his father s memorabilia, and to extract and forward to us the 7,000+ roster of Mormon Battalion Eagle Slides maintained by his father on his personal computer. Finances: CPT Todd Crappa (Chief Finance Officer): Create documentation to be used in an internal audit by the Board of Directors. Mormon Battalion Musket Replicas and Accouterments: # Laura Anderson: Follow up on contact about possibility of obtaining set of Mormon Battalion musket replicas prepared as part of an Eagle Scout project which we might be able to obtain. Laura examined the musket replicas and determined that they were junk. Mormon Battalion Historic Trails Award: Kevin Henson: As soon as possible, lead Mormon Battalion Historic Trails Member Advisory Committee in providing the data to LTC Jamison and CSM Munford for publication of Requirements booklet. (See Mormon Battalion Historic Trails Committee Report.) LTC Jamison: As soon as requirements booklet is finished, coordinate new patches, lapel pins/pendants, requirements list, booklet, and other documentation with LDS Primary-Young Men-Young Women and LDS-BSA coordinators to start publicity. COL Gourley and Greg Christofferson: Continue coordination with Elder D. Todd Christofferson regarding continued association between LDS Church and Mormon Battalion Association, including historical research and LDS participation in BSA Mormon Battalion Trail Award after Mormon Battalion Association takes over. Greg requested a formal letter which he could present to the leadership of the LDS Church. Website Release 3.0: LTC Jamison: Create new recruiting materials (brief background of Association and donation page with receipt) for website to go with Membership Application. Forward copies to David Jamiel. Laura Anderson: Follow up with Ms. Onaona Guay of the NARA regarding cost of conservation and possible time when digitization of original Mormon Battalion Muster Rolls, etc. can be done by agents of the Mormon Battalion Association. Laura Anderson and Kevin Henson: Prepare a letter to appropriate LDS and political leaders requesting support in digitization effort, and detailing the information desired. LTC Jamison suggested we contact Elders Holland and Christofferson of the Quorum of the Twelve for support in this matter. Both are very sympathetic to our cause, and Elder Holland supervises Church History. Greg Christofferson: After receiving details, pursue funding for digitizing of Muster Rolls, etc. with donors, including the LDS Church when we know how much it will cost. Page 2 of 11

3 Brian Cannon: Contact two BYU student research organizations (Redd Center for Western History and Early Saints Research Group) to assist in the transcription. LTC Jamison to re-contact Professor Cannon for student assistance in both transcription and reviewing collection of newspaper Eastern United States newspaper articles about the LDS Church in search of articles about the Mormon Battalion. LTC Jamison: Share local boots on the ground field research by participants in the new Mormon Battalion Historic Trails Award program. LTC Jamison and SGT Jamiel: Complete four Historical Fact sheets and post on website: The Mormon Battalion Monument, Pueblo, Colorado. Peaceful Valley Sign Mormon Battalion Interpretive Panels adjacent to Kiowa County Courthouse, Kiowa, Colorado. LTC Jamison has received SGT Jamiel s first draft. Old Spanish Trail Association (OSTA) President Ashley Hall: No report. 14. Sierra Nevada Mormon Pioneers (SNMP) Commandant Peter D. Guilbert: This is a very active group of LDS service missionaries. Below is an edited extract from their 16 September minutes: Old Business: 20 August Hands On History Sutter s Fort. Theme is Fun on the Frontier. Three from our group attended and had a good attendance. 1-5 September Gold Rush Days Old Sacramento. We really engaged the 5,000-6,000 people very well. Carol says the person next to us commented on how well we worked together in taking down our encampment. We received a thank you from Kristina Swanson, the event coordinator September International Gold Panning Competition Placerville. 9:00 AM to 2:00 PM. They would like us there from 10:00 AM to 2:00 PM on September 12 & 13 for the school fourth graders at the fairgrounds. Also on Thursday for Senior Citizen Day at the fairgrounds. We need to staff several stations in each of the towns. Also would be good to have someone at the Mormon Cabin on Monday through Wednesday during this week since there will be lots of people from all over the world attending the panning competition who might go to Coloma to see where it all started September Gold Rush Live Coloma. 10:00 AM to 4:00 PM. We did it! This is the end of one of the most grueling September s we have ever had. I want to thank everyone for the outstanding effort they put forth to make this Page 3 of 11

4 one of the best events we have participated in. We want to thank Smokey and others for coming in to staff the cabin all week to talk to visitors from all over the world. We kept an unofficial list of where visitors came from who visited our encampment. We documented 25 countries, not all were in the area for the International Gold Panning Championships. We had several thousand visitors come through our encampment. Most stayed to learn about the Mormon Cabin or learn about the early California Saints. We displayed and taught, not in any special order, about rope making, log sawing/cabin building, pioneer toys and games, knitting, muskets, cannon, route of the Mormon Battalion out to California, routes of the discharged Battalion soldiers, accomplishments of the enlisted and discharged Battalion soldiers, Dutch oven cooking, and other activities. I want to thank John Corless for conducting our Sunday service, Jesse Brown for the playing the violin, and Carol Tullis for leading the music. Everybody did a great job of engaging the public and using the time to teach and tell our pioneer stories. We all were staying busy and sharing the workload in staffing all the exhibits, activities, and displays. Upcoming Events: 8 October SNMP Group Hike. Location probably on the Mormon Emigrant Trail. Details to follow. 11 November Veterans Day Parade. May 2017 Clarksville Day. 15. Sons of Utah Pioneers: Received monthly reports from Lehi Chapter. 16. Oregon-California Trail Association (OCTA), Southern Trails Chapter Doug Hocking, Chair No report. Local Unit Reports: Headquarters (HHC) Company MAJ Clark Olsen: No report. Utah North Platoon CPT Robert Olson: No report. Eastern Idaho Squad CPT Thomas Griggs: No report. Logan Squad (aka Company D) James Waite: Unit is inactive, but several residents have purchased slides. Ogden Section (aka Company C) MAJ Clark Olsen: MAJ Roger Grua recently gave a talk to the Ogden Chapter of the Sons of Utah Pioneers, after which he and MAJ Olsen met with President James C. Hurst, their National President and their Past National President about a renewed alliance with the Mormon Battalion. MAJ Grua reported the following: 1. They do NOT want to take over the Battalion, but rather their stated objective is to help us survive and thrive. 2. They proposed two options: a) form a Mormon Battalion Chapter in the SUP This would require at least 10 men to join the SUP and form a chapter. We would still function completely on our own and keep our present organizational structure. One of our members would be a part of their board. They anticipate this being a win/win situation with some cross over members from their group also joining ours. b) form an Affiliate Organization relationship with the SUP This would be less involved for us and would be less stringent on SUP membership requirements, but they don t feel it would be as productive. We told them several times that we do NOT have authority to speak for the National Battalion we were just gathering information. Several members of Company C met to discuss this proposal and it was met with enthusiasm. It looks like a way to keep the Battalion from fading into oblivion. I have been tasked with contacting you about this and I see that you have your National Staff meeting on Saturday so I present this for your consideration. Certainly many details would need to be worked out, but several of us feel that this should be explored. The members of Company C will hear more about this in our Company meeting on 22 September. LTC Jamison forwarded MAJ Grua s to members of the Board of Directors. Per their instruction, he sent President Hurst the following response: As MAJ Halford has pointed out, loss of membership is not unique to the Battalion, but is symptomatic of almost all adult service organizations such as the Lions Club, Kiwanis Club, Elks Club, the Masonic Lodge, and we suspect the Sons of Utah Pioneers. It would appear that members of our local unit in Ogden are assuming that their plight is shared by our entire organization. While some of our local units may fade into oblivion, the Battalion as a whole is expanding and flourishing. As I noted in my Inspirational Thought in the 31 October 2015 Minutes: As most have realized, we had no hope of surviving as the old folks pot luck dinner club we had become in the last decade. The demographics of seniority and senility are inevitable. As COL Norm Erekson was wont to say, The definition of insanity is doing the same old thing over and over again, and expecting to get a different result. And as his successor, COL Jerome Gourley, has often enjoined, we must make the Mormon Battalion Association relevant to the younger generations of the 21 st century via of electronic communication. Using the force multiplication of our new virtual office website, we are increasing our involvement in family and Scouting activities via our new Mormon Battalion Historic Trails Award program, and becoming more involved with online participation via our new searchable and linked historical database and Page 4 of 11

5 digitized Muster Rolls and other vital records. As we add layer upon layer of new and enticing programs, we are just beginning to fulfill the prophesy of President Brigham Young and the directive of President David O. McKay. Like the original Battalion, our influence for good will ripple outward for years to come. Sadly, it would appear that the SUP has a poor corporate memory! You are apparently unaware that we've been down this road twice before, and each time it has been the Mormon Battalion which has gotten the worst end of the deal. The modern Mormon Battalion was established in the late 1940s when LDS President David O. McKay asked his Huntsville neighbor and personal friend, Fred M. Reese, to form a quasi-military organization to help fulfill prophecy of Brigham Young that the Mormon Battalion would never be forgotten, worlds without end. Starting at about the time of the March 1950 bus caravan to California led by your President Fred E. H. Curtis and our COL Reese, we gradually became affiliated with you, and you incorporated the Mormon Battalion, Inc. in October We were part of your organization from 1954 through 1961, when a leadership conflict of which I am not aware caused us to secede, and COL Reese resumed command. When we approached our LDS mentor, Elder M. Russell Ballard, for advice on the subject in 2008, he recommended we form an alliance with you. I then personally led a reconciliation effort with your Executive Council in While I was our Public Relations Officer, our Battalion Commander, COL Norman Erekson, ordered me and our Multimedia Officer to work out a new, close reciprocal relationship with you. In November 2009, COL Jerome Gourley became our Battalion Commander, and I became his Battalion Executive Officer. Shortly thereafter, we were successful in agreeing to cross pollinate both our leadership and membership. You nominated, and we agreed to appoint your staff member, Ron VanLeuven, as a voting Affiliated Organizations Representative on our Board/Executive Staff, and you agreed to appoint COL Gourley as an Area Vice President leading a Mormon Battalion Region comprising our entire membership. If I recall correctly, COL Gourley even became a lifetime member of your organization. We even became a tenant in the Winter Quarters Room of the basement of your headquarters, and held our monthly Saturday morning executive staff meetings in your downstairs ballroom or your upstairs library. We even held our Heritage Day programs there for two years. Sadly, COL Gourley moved to Toquerville, Utah, and I worked evenings, so neither of us was able to attend your executive staff meetings. Then, shortly after I became Battalion Commander in March 2012, Ron mysteriously stopped attending our executive staff meetings in your headquarters. When I inquired why, he told me that he had been relieved of all staff duties in the SUP, including this assignment. I then met with your Executive Council (I cannot remember their names, but your president was a retired Army General) to inquire about Ron's replacement, and when I could start attending your executive staff meetings. Your Executive Council disavowed all knowledge of our 2008 agreement, and politely told me that they did not intend to honor it. Needless to say, having personally worked so hard on the agreement, I was profoundly disappointed at this unexpected turn of events. Now you are offering almost exactly the same agreement we worked out before! I m getting déjà vu! Nevertheless, we are interested in increased cooperation. Please note the following: Letter Our Board has directed me to send you this letter reminding you that we have been functioning at the Affiliated Organization level with you ever since you reneged on our agreement in Incidentally, you are but one of our 15 Affiliated Organizations. Building Trust We are concerned that your annual changes of command impacts your continuity of policy and correlation with us. Yet we still have many common goals and would still like to cross pollinate our leadership and membership without either organization exercising institutional control over the other. Worker Bees We have no objection to cross pollination at the member level, with members of our Headquarters Company in Utah forming a Mormon Battalion Chapter in the SUP, and with SUP members becoming dues paying active members of our Headquarters Company. However, we are concerned that this may create conflicts of interest. Queen Bees Cross pollination at the Board level is vital to preventing and eliminating such conflicts of interest. Our Board actively recruits outside experts, and would consider a nomination from the SUP to fill one of its two vacancies. I am willing to become a life time member of the SUP and would accept an offer to serve on your Board. Salt Lake Squad (aka Companies A and B) LTC Jamison: No report. Website Release 3.0 Committee LTC Jamison: a. Trail Markers and Monuments Working on updating the listing of Trails Markers and Monuments as time permits. These will be quite helpful in the forthcoming Mormon Battalion Historic Trails Awards. b. Muster Rolls Our latest analysis shows that each of the five companies in the Mormon Battalion should have submitted five (5) originals of their Muster Rolls: 1 st Handwritten Original to the Paymaster, from which he paid the soldiers upon their signature of this original. He then forwarded this original to the Paymaster General of the War Department (U.S. Army). 2 nd Handwritten Copy to the Company Commander for his records. 3 rd Handwritten Copy to the parent Battalion Adjutant and Sergeant Major for their records. 4 th Handwritten Copy to the parent geographical division headquarters, which forwarded it to the Adjutant General of the War Department (equivalent to today s Department of the Army). 5 th Handwritten Copy to the Second Auditor, which forwarded it to the Records Division of the Auditor of the War Department. Chief Finance Officer Report LTC Jamison: It has come to our attention that the IRS has no Form 990-N filing requirement for nonprofit organizations with income less than $25,000. Our 30 September 2009 form showed total assets of $441,425. We subsequently completely depleted these funds with our massive expenditures for the aborted Mormon Battalion Museum and successful Mormon Battalion Monument Plaza at This Is the Place Heritage Park, and did not need to file for several years. Our financial status has now improved to the point where we will have to resume doing so this year. We currently have a bank balance of $20,736.27, with a pending deposit of $104.73, which will bring it up to a grand total of $20, Here s how it breaks out: a. Researching Original Mormon Battalion Reunions: Laura Anderson reports that Ken Nelson of the LDS Church Historian s office is researching information about reunions of the original Mormon Battalion. Ltc Jamison will contact him for more information. Projected Action Items: Leadership: All: Recruit civic and community leaders to serve on our new Board of Directors. We have two remaining unfilled positions. All: Find viable candidates to run for offices of Battalion Commander (e x o ffic io President of Board) and Battalion Executive Officer (e x o ffic io Vice President of Board), who will stand for election for two years. Section 2.02 of the Articles of Incorporation states that they coordinate and direct all member activities. Their roles are that of Chief Executive Officer (CEO) and Chief Operations Officer (COO). All: Find individuals willing to serve as 1 st Executive Director (S1 - Adjutant General) and 2 nd Executive Director (S7 - Public Relations Commandant) of the Battalion Continental Support Staff. LTC Jamison: As soon as requirements booklet is finished, coordinate new patches, lapel pins/pendants, requirements list, booklet, and other documentation with LDS Primary-Young Men-Young Women and LDS-BSA coordinators to start publicity. COL Gourley and Greg Christofferson: Continue coordination with Elder D. Todd Christofferson regarding continued association between LDS Church and Mormon Battalion Association, including historical research and LDS participation in BSA Mormon Battalion Trail Award after Mormon Battalion Association takes over. Greg requested a formal letter which he could present to the leadership of the LDS Church. Website Release 3.0: LTC Jamison: Create new recruiting materials (brief background of Association and donation page with receipt) for website to go with Membership Application. Forward copies to David Jamiel. Laura Anderson: Follow up with Ms. Onaona Guay of the NARA regarding cost of conservation and possible time when digitization of original Mormon Battalion Muster Rolls, etc. can be done by agents of the Mormon Battalion Association. Laura Anderson and Kevin Henson: Prepare a letter to appropriate LDS and political leaders requesting support in digitization effort, and detailing the information desired. LTC Jamison suggested we contact Elders Holland and Christofferson of the Quorum of the Twelve for support in this matter. Both are very sympathetic to our cause, and Elder Holland supervises Church History. Greg Christofferson: After receiving details, pursue funding for digitizing of Muster Rolls, etc. with donors, including the LDS Church when we know how much it will cost. LTC Jamison: Re-contact Professor Brian Cannon to request student assistance from two BYU student research organizations (Redd Center for Western History and Early Saints Research Group) to assist in both transcription and reviewing collection of newspaper Eastern United States newspaper articles about the LDS Church in search of articles about Page 9 of 11

Jamison Recently, Laura Anderson discovered a book in the LDS Archives compiled by Mary Lambert Taggert, entitled Modern Day Trek of the Mormon Battalion: Story and Pictures of the Caravan Trip Made During the Week of March 13-19th, 1950, which was printed by D. James Cannon Printers, Inc., Sugar House, Utah, and copyrighted in 1955 by Mormon Battalion, Inc. It chronicles the five bus tour by 310 members of the Sons of Utah Pioneers and their wives (at a cost of $65.00 each) to commemorate the trek of the original Mormon Battalion during California s three year Centennial commemorating the discovery of gold at Sutter s Mill in 1848 through her admittance to the Union in Pages list the 310 participants, first by company and then by bus. The three Battalion-level leaders of the bus tour were: Commanding Officer LTC Fred E. H. Curtis (SUP President) Adjutant MAJ Richard A. Lambert (SUP Vice President) Transportation Officer CPT Fred E. Reese (modern Mormon Battalion founder) Participants included such notables as Avard Fairbanks (LDS sculptor), Milton R. Hunter (LDS General Authority), and Dr. Richard R. Lyman (former member of the LDS Church and Quorum of the Twelve). Dignitaries visited included President George Albert Smith, Elders Harold B. Lee and Joseph Fielding Smith (of the LDS Quorum of the Twelve, both later Presidents of the Church), Governor Dan E. Garvey of Arizona, Governor Earl Warren of California (later Chief Justice of the U.S. Supreme Court), Governor J. Bracken Lee of Utah, Mayor W. J. Anderson of Yuma, Mayor Earl Roberts of Calexico, Vice Mayor Vincent T. Godfrey of San Diego, Mayor Fletcher Bowron of Los Angeles, Mayor James E. Cunningham of San Bernardino, movie star Edward Arnold, and radio star Wendell Noble. Activities included parades in Mesa, Yuma, San Diego, Los Angeles, and San Bernardino, and presentation of The Finding of Gold in California statue by Avard Fairbanks to Governor Warren. This book is of particular interest in the history of the modern Mormon Battalion Association, as the SUP did not formally incorporate the Mormon Battalion, Inc. until four years later in October The book is filled with Page 10 of 11

11 photographs of SUP members wearing what are supposed to be authentic Mormon Battalion uniforms prior to that event, with President Curtis assuming the rank of Lieutenant Colonel (not Colonel as we have previously presumed) and portraying his predecessor, LTC Philip St. George Cooke, and Vice President Lambert assuming the rank of Major and portraying the Adjutant. The timeline on page 17 states that the Quartermaster issued uniforms at the start of the second day of the caravan. Page 32 states: The officers then decided that the 1950 Mormon Battalion Marchers should get acquainted with their Salt Lake Costume [Company] uniforms which were [presumed to be] replicas of the originals worn by [Mormon Battalion] soldiers of every man was given a pair of pants, a coat [with 1, 2, or 3 rows of buttons], [late 1800s cowboy or Civil War kepi] hat, leggings [not boots] and the necessary swords and firearms. Page 41 states that the buttons on the coat of SUP Judge Advocate P. Leroy Nelson read Chicago Police Department. This created considerable fun through the balance of the trip as it was button, button, what s on your button? As stated on page 46, participants thought that these rented costumes were authentic uniforms and dresses of the original Mormon Battalion period. Page 75 showed three members of the trek holding the original Mormon Battalion Flag attached to a dark shiny cloth background. We currently have no provenance for this white flag, but our historians are of the opinion that because there is no record of it in the journals of the original Battalion, and because it bears the date 1847" it was likely not created until after 1855 for use by Battalion veterans in pioneer parades. This flag appeared to be in much better condition in 1950 than the one at left. The book closes with the following two paragraphs on page 76: Since the Mormon Battalion March of 1950 this organization has participated in numerous parades and celebrations; among which were the Mormon Pioneer Memorial Bridge ceremonies at Omaha, Neb. in 1953 [the present Southern eastbound span of I-280 across the Missouri River in the old Winter Quarters/Florence neighborhood] and the Abraham Lincoln Statue dedication service at New Salem, Ill., in An organization is now being formed by The National Society of Sons of Utah Pioneers, which will be known as Mormon Battalion, Inc. All Sons of Utah Pioneers will be eligible for membership, and it will be organized the same as the original Mormon Battalion.
