Preliminary Concept Verification Prepared by MAJ John Hayes, LTC Max Jamison, and LTC Jerome Gourley Under the Direction of the Executive Committee of the Mormon Battalion Association PREAMBLE Recognizing the hand of help, inspiration, and encouragement from the past, we make this Mormon Battalion Business Plan. We intend it to help and guide us as we obtain funding, manpower, and determine how best to identify, reach, target, and involve our audience. This Business Plan includes things already accomplished, underway, and projected for future needs. It is expressly intended to help fulfill our stated purposes of fulfilling the prophet Brigham Young s prophecy that the Mormon Battalion be held in honorable remembrance. I. EXECUTIVE SUMMARY Mission The modern Mormon Battalion was formed by the Sons of Utah Pioneers in 1954, at the request of The Church of Jesus Christ of Latter-day Saints. Since that day, the modern EDITOR S NOTE : IN OUR LAST ISSUE, we announced the completion of Part A. Draft of our Mormon Battalion Business Plan on 16 September 2007, and Part B. Preliminary Concept Verification on 15 November As this issue goes to press, the architectural Preliminary Concept Drawings for our building are being finalized in preparation for Design Planning Meetings. (Please note that the title Mormon Battalion Legacy Center and Headquarters suggested in Part B is tentative; other names such as Mormon Battalion Visitors Center are also being considered; and your suggestions are welcome.) The final iteration, Part C. Detailed Plan Development, expected to be completed by an independent consultant later this year, will include a demographic analysis, the results of a detailed formal building design study, and your input. We therefore solicit your review and comments on Part B below. 2 Page 2 of all ages, faiths, and national origins can learn, emulate, and apply the heritage and experience of the Mormon Battalion to their current lives. Activities To help accomplish this goal, the Mormon Battalion Association sponsors an annual Heritage Day Program, and participates in several historic parades, grave memorializations, monument and roadside marker dedications, Boy Scout Eagle Courts of Honor, where over 4,000 Battalion neckerchief slides have been conferred, Cub Scout Pack Mustering the Battalion programs, youth conferences, and other educational events. The Battalion also provides opportunities for volunteer service projects both locally and along the Mormon Battalion Trail for youth groups and service organizations, such as the opportunity for Boy Scouts to earn the Mormon Battalion Trail Patch and other service awards. We are currently helping to support and sponsor the historic Battalion Trek rehiking of the original Mormon Battalion Trail, and initiating legislation officially designating and marking the Mormon Battalion National Historic Trail. Plans are in work to organize a 250-voice Mormon Battalion Legacy Men s Choir which will perform at major Battalion Association events. We are also embarking on an ambitious program to construct our new Mormon Battalion Legacy Center and headquarters comprising two monument plazas (Phase 1), a multi-functional building (Phase 2), and a memorial garden and trail (Phase 3) which will host many thousands of tourists and visitors each year at This Is the Place Heritage Park in Salt Lake City, Utah. In addition to regular Battalion business meetings and events, our facility will be able to accommodate many indoor and outdoor multimedia events and presentations, including press conferences, scholarly seminars and symposia, plus seminary and institute events and firesides. The Center can be made available for school graduations, family and missionary reunions and receptions, and other live public and private events and activities. We will be capable of recording live events and the post production of programs that take place at the Legacy Center and other offsite locations. We will be able to provide and support multimedia production and assistance to the Battalion and other individuals and groups. Membership and Staffing As the Battalion expands its lay membership led by a volunteer National Executive Committee and Advisory Staff, it will become an organization of many thousands spread throughout the world. The Battalion s Legacy Center and headquarters will be staffed with a fulltime salaried Managing Director, Multimedia Assistant Director, Event Assistant Director, Marketing Specialist, and others as needed, augmented by a part time salaried staff, plus volunteer docents and interns. Funding With only membership dues and private donations, the Battalion is already expanding. As the Battalion grows, it will need to add other sources of income, such as long term tax deductible endowments and grants, and a taxable for profit subsidiary. Building A New Legacy In fulfilling the prophesy of President Young, the Mormon Battalion Association is destined to serve and educate citizens of all ages, faiths, and national origins both locally and throughout the world. We will build a new legacy of service to future generations based upon the great heritage of our past. II. OVERVIEW OF MISSION AND STRATEGIC INTENT Mission The modern Mormon Battalion Association has a single mission to fulfill the February 1855 prophesy of President Brigham Young: The Mormon Battalion will be held in honorable remembrance to the latest generation; and I will prophesy that the children of those who have been in the army, in defense of their country, will grow up and bless their fathers for what they did at that time. And men and nations will rise up and bless the men who went in that Battalion....As the Lord lives,...you will never be forgotten, worlds without end, but you will be had in honorable remembrance, for ever and ever. (Daniel Tyler, A Concise History of the Mormon Battalion in the Mexican War, , p. 354) This mission statement begs three questions: 1. The original Mormon Battalion will be held in honorable remembrance by whom? The Mormon Battalion Association is far more than a historical preservation group consisting of only descendants of the original Mormon Battalion. Everyone is welcome to join and take part in this great organization. Careful analysis suggests an impact rippling outward to a far greater audience than one might expect: descendants of the original Mormon Battalion, descendants of all Mormon pioneers whose westward emigration in time of need was enabled by the Battalion, descendants of all western pioneers who profited from their trail blazing efforts, modern historians and citizens just beginning to appreciate the full impact of their accomplishments over 150 years later, military veterans throughout the world who know what it means to selflessly serve their country with little hope or need for public recognition, worldwide humanitarian service organizations young people in opportunities for service, people of good will everywhere. 2. How are we to hold them in honorable remembrance? This question cuts to the heart of the purpose of the modern Battalion. It is only partially answered by the By-Laws, which specify that we: properly identify all men, women, children, servants, "As the Lord lives,...you will never be forgotten... but you will be held in honorable remembrance for ever and ever." 3 Page 3 dependants, suttlers (supply contractors), teamsters, and camp followers who originally served in, or were officially associated with the Mormon Battalion march, mark gravestones or historic trail sites with markers, monuments, plaques, signs, statues, and other identifiers, seek National and State Trails designation for Battalion routes, including, but not limited to designation of a Mormon Battalion National Historic Trail, further public relations with Native American groups, officials, and civilians who aided or showed gratitude for the Battalion in its march and subsequent military service in California and other areas, perform other activities needed to fulfill the purpose of the Battalion. 3. Why should men and nations to the latest generation, worlds without end, forever and ever rise up and bless the original Mormon Battalion? What grand prototype or model might they provide for unlimited future generations? It has been said that those who fail to learn from the past are destined to repeat its lessons. It is a shallow person who only looks back to honor the heritage of dead ancestors without engaging in some self examination. To fulfill Brigham Young s prophesy, we must not only retrospectively honor the past heritage of the original Mormon Battalion, we must emulate their sacrifice, allowing the past examples of their service to reverberate and amplify within us as we build a continuing legacy to future generations a prospective ensample of selfless service, unrequired compassion, and brotherly love to men and nations to the latest generation, worlds without end, forever and ever. The 1,600 year old words of our namesake, the American prophet Mormon, ring from the dust: If ye have not charity, ye are nothing, for charity never faileth....it endureth forever. (Moroni 7:46-47) Strategic Intent The modern Mormon Battalion Association is only just beginning to understand and fulfill its mission to the latest generation, worlds without end, forever and ever. We will teach children, youth, adults, and senior citizens throughout the world to work together to build a future legacy of personal service a legacy shared across the wide spectrum of all faiths and nationalities one where all can learn and apply the past heritage and experiences of the Mormon Battalion to their present and future daily lives. III. STRATEGIC PRIORITIES Expansion a Necessity The Mormon Battalion Association continues to grow, with its lay membership centered in the Southwestern United States, with a few companies in Arizona, California, Michigan, and Utah. We are expanding to become an organization of many thousands spread throughout the nation and world. Current Activities Over the past 59 years, we have performed the following activities: sponsored our annual Heritage Day Program, participated in several historic parades, participated in grave memorializations, participated in special monument and roadside marker dedications, participated in Boy Scout Eagle Courts of Honor, where we conferred Battalion neckerchief slides on new Eagle Scouts, participated in Cub Scout Pack Mustering the Battalion programs, participated in youth conferences and other educational events. provided opportunities for volunteer service projects both locally and along the Mormon Battalion Trail for youth groups and service organizations, such as the opportunity for Boy Scouts to earn the Mormon Battalion Trail Patch, merit badges, and other service awards. Build our new Mormon Battalion Legacy Center and headquarters We are entering a new paradigm of the Mormon Battalion as we build our new Legacy Center and headquarters. It will be more than just a public visitors center; it will be more than the worldwide headquarters of the Mormon Battalion Association; it will be the focal point for many activities, building a new worldwide legacy of service over many future generations: hosting our regular Battalion business meetings and events, hosting many indoor and outdoor multimedia events and presentations, including press conferences, scholarly seminars and symposia, plus seminary and institute events and firesides. be made available for school graduations, family and missionary reunions and receptions, and other live public and private events and activities. be capable of recording live events and the post production of programs that take place at the Legacy Center and other offsite locations. providing and supporting multimedia production and assistance to the Battalion and other individuals and groups. Create a Mormon Battalion Legacy Men s Choir We are creating a 250-voice men s choir which will perform at Battalion Association events and represent us as good will ambassadors. Designate and mark the Mormon Battalion National Historic Trail To help honor the original members of the Mormon Battalion, we need to get the Mormon Battalion Trail and it s variants designated as a National Historic Trail. Section 5(c)(13) of the original National Trails System Act (Public Law ) authorized a study of the Mormon Battalion Trail, extending two thousand miles from Mount Pisgah, Iowa, through Kansas, Colorado, New Mexico, and "A s the Lord lives,...you will never be forgotten... but you will be held in honorable remembrance for ever and ever." 4 Page 4 Arizona to Los Angeles, California: To qualify for designation as a national historic trail, a trail must meet all three of the following criteria: (A) It must be a trail or route established by historic use and must be historically significant as a result of that use. The route need not currently exist as a discernible trail to qualify, but its location must be sufficiently known to permit evaluation of public recreation and historical interest potential. A designated trail should generally accurately follow the historic route, but may deviate somewhat on occasion of necessity to avoid difficult routing through subsequent development, or to provide some route variations offering a more pleasurable recreational experience. Such deviations shall be so noted on site. Trail segments no longer possible to travel by trail due to subsequent development as motorized transportation routes may be designated and marked onsite as segments which link to the historic trail. (B) It must be of national significance with respect to any of several broad facets of American history, such as trade and commerce, exploration, migration and settlement, or military campaigns. To qualify as nationally significant, historic use of the trail must have had a far reaching effect on broad patterns of American culture. Trails significant in the history of native Americans may be included. (C) It must have significant potential for public recreational use or historical interest based on historic interpretation and appreciation. The potential for such use is generally greater along roadless segments developed as historic trails and at historic sites associated with the trail. The presence of recreation potential not related to historic appreciation is not sufficient justification for designation under this category. We feel that the Mormon Battalion Trail qualifies under all three of these historic trail criteria. We intend to obtain a successful evaluation of the trail through such activities as the historic Battalion Trek rehiking of the original Mormon Battalion Trail. We then intend to mark and commemorate significant locations and activities along the trail. IV. ORGANIZATION AND FINANCIAL IMPLICATIONS Lay Membership and Leadership Vital The very nature of the Association mandates that the great majority of its personnel be unsalaried part-time lay volunteers, directed by a National Executive Committee. They lead the National Advisory Staff and the various regional divisions and companies. As such, we are limited in our time, expertise, and capacities. But looking ahead, we have intentionally created a top heavy organization with the intent that we will fill out the organization by actively seeking and recruiting new part-time professional volunteers those who can lend their particular professional experience whether it be scholastic, historical, military, sociological, construction, or religious to the international growth of the Battalion. Mormon Battalion Legacy Men s Choir an Innovative Public Relations Tool We are preparing a 250-voice men s choir which will do much to publicize the efforts of the Mormon Battalion Association. Need for Temporary Office Space We presently have no office and program space in which to conduct business, accommodate visitors, recruit new members, or solicit donations. We need temporary office space from which we can operate until our new Legacy Center and headquarters are completed. Legacy Center and Headquarters a Keystone to Battalion Success As the movie Field of Dreams says, If you build it, they will come. But we need to beware of the Goldilocks and the Three Bears Syndrome. Our Center should neither be too big (causing us extra financial hardship), nor too little (requiring us to expand almost immediately at considerable additional expense), but just right to grow into our needs. If sized correctly and marketed wisely with our for profit subsidiary, the Mormon Battalion Legacy Center and headquarters will not only be self sustaining, but will generate funds to help support the regular activities of the Battalion, as well as other worthy Battalion special projects and activities. Some obvious sizing considerations include: a. Surge Capacity We need to be able to handle a minimum of 50 to 250 people at any given time. b. Wall(s) of Honor We need to create listings of all known members of the original Mormon Battalion, as well as those who have generously contributed their time, funds, and talents to construction and maintenance of the Legacy Center. c. Kitchen capacity We need sufficient kitchen space to provide steam tables, warming trays, industrial stoves, ovens, food preparation counters, industrial dishwasher, and other equipment for catering large wedding parties, receptions, reunions, firesides, and symposia. While we would expect Caterers and large parties would supply their own food, equipment, and supplies, the Battalion would stock minimal equipment in locked cabinets for its own small company-sized potluck dinners and functions. d. Lawn Seating Capacity We need sufficient outdoor space to seat at least 300 people in receptions, firesides, and other events, as well as our Heritage Day program and other large events with audiences of up to 2,000. We need to be able to provide multimedia support, and night time outdoor lighting. e. Multimedia Accessibility We need to be able to host long distance multimedia meetings with Battalion units and individuals at remote locations, with the Executive "As the Lord lives,...you will never be forgotten... but you will be held in honorable remembrance for ever and ever." 5 Page 5 Committee Meeting hosted in the small Conference Room, and the National Advisory Staff hosted in the Multimedia Theater or Multi-purpose Room. f. Multimedia Theater Capacity The Multimedia Theater must be able to handle interactive multimedia presentations for at least 100 movie, symposia, or fireside attendees. g. Multi-purpose Room Capacity The Multi-purpose Room must be able to handle tables and chairs for at least 100 symposia attendees, at least 200 fireside attendees, or at least 200 dinner attendees. And we need to provide sufficient storage capacity for all of the tables and chairs. We need to provide in-floor and/or in-wall audio/video connections for audio and video equipment. This may include cameras and additional sound equipment. h. Theater Prop Storage We need to provide storage capacity for the props used in a multi-scene play in our Multi-purpose Room, plus men's and women's dressing and waiting rooms (also known as green rooms ). This should include audio-video monitors, changing facilities, showers, toilets, and sinks. I. Multimedia Studio We need to provide space sufficient to house our own climatically controlled multimedia studio where we can produce and edit programs, movies, and other events as needed. We also need a room in which we can store multimedia equipment, including electric acoustic guitars, and electronic keyboards for use by our clients and staff. j. 7x24 Access for Key Personnel Key staff personnel, including multimedia specialists, setup crew, and cleaning crew, would need undisturbed 7x24 access to the building. While the clients and caterers would add and remove their own decorations, key staff personnel would need to be present to assist in setting up and taking down tables and chairs, providing multimedia support, and cleaning up as needed. k. Other/Miscellaneous We may need lawn, garden, and snow removal equipment and materials, and a storage shed in which to store them. We may need a commercial washer and dryer to handle laundry of table cloths, napkins, and docent uniforms. If building use warrants, we will need to provide showers and lockers for use of the full and parttime staff between or after activities. These may be adjacent to, but not part of the men s and women s dressing rooms. Limited Legacy Center Staff We need to support our lay membership and leadership with a minimal professional staff at the Legacy Center. The staff will be responsible for the day to day operations of the Legacy Center and report directly to the Executive Committee of the Mormon Battalion Association: full-time salaried Managing Director to actively oversee the entire Legacy Center and its associated activities, particularly to coordinate with our host facility, This Is the Place Heritage Park. full-time salaried Multimedia Assistant Director to actively oversee the Multimedia Studio and its activities in support of the Battalion. full-time salaried Event Assistant Director to actively oversee all special events hosted by our facility. full-time Marketing Specialist to actively market our facility and services to the public through our for-profit subsidiary. full-time commission based Grant Writer to seek and obtain appropriate long term tax deductible endowments and grants to continuously fund the Legacy Center and headquarters, and its staff. part time salaried staff of cashiers, cleaning staff, and setup crew members to support its facilities on a day to day basis as needed. Actual staff positions and job descriptions will be posted on the website and at the location as they are needed. Filling of the positions will occur sufficiently early enough that they will become thoroughly familiar with the facility and their responsibilities before opening. The Legacy Center would also depend on volunteer services: volunteer docents and multimedia interns Lay members will be expected to voluntarily assist with the day-to-day operation and maintenance of the Legacy Center, including setting up and taking down of displays. Such positions would include, but not be limited to, unpaid docents and unpaid multimedia college interns. volunteer community outreach programs We would provide opportunities for various local civic service groups and organizations such as the Boy Scouts of America to earn service hours, merit badges, and other awards. The docents and multimedia interns would be recruited with the help of surrounding LDS Stake Public Relations Committees, local high schools, and universities, and would be trained by the salaried staff. Particular attention would be paid to exposing younger people (potential new members) to the details of Battalion accomplishments and their opportunities for service to their fellow mankind. Funding Our financial operations must be supported, not by a single source alone, but an interlinked quartet: 1. Dues and Donations The primary source of income of the Association has come from its membership dues and private donations. Such funding fluctuates significantly and cannot sustain the long term goals of the Association. 2. Endowments We need to make especial efforts to seek special tax deductible endowments to support administration "A s the Lord lives,...you will never be forgotten... but you will be held in honorable remembrance for ever and ever." 6 Page 6 of the Mormon Battalion Legacy Center and to manage special projects. Such endowments could be either in cash or in kind, including property, memorabilia, and equipment. 3. Grants We need to seek long term grants (government or private) to help fund payroll and benefits of our Mormon Battalion Legacy Center and headquarters staff, facility maintenance in a regular manner. 4. Contracted For Profit Activities A separate taxable for profit subsidiary to handle contracted use of our facilities and services should be created in order to separate nonprofit funding from for profit funding. Expenses We will need to fund five categories of international expenses: 1. Regular Projects Monthly Battalion meetings, annual Heritage Day programs, grave memorializations, and publications. 2. The Mormon Battalion Legacy Center We must budget regular business expenses, including marketing, maintenance and improvement of the building and grounds, and staff salaries at the Mormon Battalion Legacy Center and headquarters. These budgets should include both nonprofit and for profit summaries. We should have sufficient multimedia equipment and staff to host several separate simultaneous smaller activities, single larger combined events, and/or participate in special off-site activities. We would only need to rent additional equipment as needed for special circumstances. To ensure that the Association will maintain its own identity and self-reliance, we must be prepared to provide our own utilities and services, including but not limited to lawn and garden care, irrigation, carpet cleaning, garbage/recycling, snow removal, and janitorial service supplied to our facilities. 3. The Mormon Battalion Legacy Men s Choir The Mormon Battalion Legacy Men s Choir will be funded by public and private donations, grants, and by individual donations. 4. Designation of the Mormon Battalion Trail as a National Historic Trail Once the Mormon Battalion National Historic Trail is designated, we intend to research, mark, and commemorate this trail for years to come. 5. Special Projects There is a need for funding of special approved projects such as membership drives, rehiking of the Trail, movie and video productions, symposia, and other worthy activities to be determined on a case by case basis. Such projects could be funded in part by subcontractors without endangering our non-profit status. Organizational and Financial Independence It has always been intended that the Mormon Battalion Association, together with its resources and facilities, remain an independent, self sustaining non-profit entity not beholden to, controlled by, or absorbed into other individuals or organizations. While it respects and accepts the suggestions and assistance of other individuals and organizations, the Association is prohibited by its Articles of Incorporation (Article 5.e.6) from surrendering control of its income or any physical facilities ( corpus ) to any other individuals or organizations. The Battalion will not permit its funds or property to be diverted, manipulated, or controlled by contributors, partners, or their subsidiaries. All requests for use of Battalion assets MUST be approved by proper authorities of the Mormon Battalion Association! We must be extremely cautious of making any promises to share our assets in a manner that would compromise our identity and integrity. This is one reason why we must maintain our own independent minimal full and part time staff. V. MILESTONES AND DELIVERABLES We need to simultaneously accomplish the following initial milestones: Apostolic Guidance - We seek guidance from the leadership of The Church of Jesus Christ of Latter-day Saints regarding our mutual roles in fulfilling President Young's prophesy. We have a grand legacy to build together! Battalion Business Plan We need to complete the final version of this Business Plan for the Mormon Battalion Association. It should include input from key members and associates about how our new Legacy Center and headquarters will be integrated into all of our other activities. Contract with the Park The Executive Committee needs to approve a contract with the Park clearly delineating our rights and responsibilities as leaseholders. We need to know exactly what our relationship will be with the Park. Preliminary Concept Drawings We need to complete and distribute the Preliminary Concept Drawings to each Executive Committee member. In order to ask "excellent questions" at the Design Planning Meeting(s), Executive Committee members need to carefully compare the drawings with this Battalion Business Plan, and the Contract with the Park. Hire a Grant Writer We need to hire and provide facilities for a commissioned grant writer who will seek out long term tax deductible endowments and grants. Staff the Legacy Center Identify full-time and parttime staff to administer the Mormon Battalion Legacy Center and headquarters. Create a Mormon Battalion Legacy Men s Choir The 250-voice Mormon Battalion Legacy Men s Choir will do much to publicize the efforts of the Mormon Battalion Association. When we have completed and fully digested the above, we can "As the Lord lives,...you will never be forgotten... but you will be held in honorable remembrance for ever and ever." Brigham Young

7 Page 7 initiate a series of Design Planning Meetings: Formal Building Design Study The Executive Committee needs to commission, receive, and agree on a detailed formal building design study clearly establishing specific recommendations for the purpose, goals, correct size, and facilities needed in our building. This study should receive and evaluate expert opinions from all available sources whether in the Battalion or other outside sources and authorities. We cannot get the right answers until we ask the right questions. With the approval of the Executive Committee, the Building Committee will use the results of the Formal Building Design Study to create: Building Specifications This is a detailed listing of contractually required facilities and equipment required for the Legacy Center and headquarters. Final Construction Drawings This is a contractual set of drawings implementing the Building Specifications required for the Legacy Center and headquarters. Upon completion of these two contractual documents, and with sufficient funding in hand, we need to select a prime contractor to: Construct our new Legacy Center and headquarters This includes the two monument plazas (Phase 1), the multi-functional building (Phase 2), and the surrounding memorial garden and trail (Phase 3). When complete per the contract previously signed with This Is the Place Heritage Park stipulating that we will be the sole operators of the facility and that all of its contents are the property of the Mormon Battalion Association, we will: Dedicate our new Legacy Center and headquarters, formally sign over title to our new Legacy Center and headquarters to the Utah Department of Parks and Recreation, Open our doors for business to the public, including members, customers, and clients. We intend to work diligently with local, state, regional, and national governmental officials to obtain designation of the Mormon Battalion Trail as a National Historic Trail. Once it is designated, we intend to research, mark, and commemorate this trail for years to come. We will foster a new worldwide legacy of service from a great heritage. From our new Legacy Center and headquarters, the Mormon Battalion Association will foster a new worldwide understanding of the trials and service of the original members along and at the end of the Mormon Battalion Trail. We will become an international organization of many thousands of youth, adults, and senior citizens of all faiths and national origins working together to build a future legacy of personal service throughout the world one where all can learn and apply the past heritage and experiences of the Mormon Battalion to their present and future daily lives.
