It may be true that the average ctzen accepts the federal reserve banks as a thng apart and of lttle or no concern to hm because they are so far removed and, further, because they ndulge n what the demagogues used to call "hgh fnance." Whether my nformaton s correct and regardless of the publc concept of the federal reserve system, I am devotng some space ths week to a dscusson of certan developments n the federal reserve bankng structure n an attempt to show the trend of money condtons n ths country at the moment. Lately, the federal reserve board of governors announced a revson of ts regulatons governng dscounts and advances by federal reserve banks. Now, t may be sad that these regulatons affect only the banks that are members of the reserve system. That s true but t s not the whole truth because everythng that the federal reserve board of governors and the federal reserve banks do affects you and me and everyone else whether we are lttle fellows and, therefore, unmportant ndvdually, or whether we are trustees of great sums of money such as s the case wth corporaton presdents. The board of governors, n the revson of ts regulatons, has made t possble f not oblgatory for the reserve banks to take almost any knd of paper that s an evdence of debt. That s, the reserve banks are now empowered to receve from the member banks that paper upon whch you and I borrow, any paper that shows that a ctzen owes the bank money, and to gve that bank money n exchange for the evdence of that debt. Everyone, of course, s famlar wth a note or a mortgage on a pece of real estate. Most people understand about nstallment paper whch s smply a note provdng for payment of the amount due over a perod of months. But there are many other knds of evdence of debt that s n frequent use among busness men from the smallest storekeeper n a rural vllage to the greatest banker n the world. Under the regulatons now operatve n the federal reserve system there seems to be almost no paper whch the local banker cannot send to the federal reserve bank and receve cash n exchange. Of course, that oblgaton must be pad off some tme and the arrangement smply permts the federal reserve banks to carry the debt untl ts maturty. All of ths obvously sounds as though the federal reserve system s at last to be helpful to us lttle fellows. That s true. It s gong to be helpful n ncreasng the number of us lttle fellows who get ourselves n debt. It s gong to do that because t makes gettng nto debt easer. I thnk no one should object to the reserve board regulatons n all detals. There must be credt gven where credt s needed; that s to say when you prohbt borrowng money you choke off eghty-fve per cent of all of the busness done n the Unted States. Yet, credt s dangerous, a double-edged sword and must be handled wth extreme cauton by the borrowers as well as by the lenders. As we have seen from the nglorous debacle-of 929, there can be too much credt extended, and when I say that, I refer not only to loans by banks but the sale of goods, wares and merchandse that enter nto everyday lfe. And, gong a bt further on that lne, there can be too much credt extended by the manufacturer and jobber to retal merchandsng establshments just as easly as there can be too much credt extended by the retal merchants to you or to me. One can get nto debt over hs head just as easly by purchasng at retal or wholesale as by buyng more land than we can afford to own or a home larger than we need. So, a dscusson of what the board of governors of the federal reserve system has done can lead n ths nstance only to a concluson that danger flags are wavng. I do not want to exaggerate present condtons or sgns as I see them. Ths s no tme to Don't Get become excted. Excted There are, however, boundares beyond whch we cannot go n the matter of credt wthout facng another talspn of the type of 929. That s the thng I fear may result from an accumulaton of federal polces of whch the late acton by the federal reserve board s only one. It s perfectly human and natural for each one of us to aspre to better thngs, to have more of.ths world's goods for our enjoyment and to equp ourselves by way of greater resources for the future. We wll do The Pnckney Dspatch, Wednesday, October 3, 937 those thngs sometmes when we ought not to do them smply because the nstruments are avalable and we do not stop to count the ultmate cost. To the extent, then, that the federal reserve board probably has made borrowng easer t has tempted a certan percentage of ctzens, or wll tempt them n the future. The condton of easer debt that s now presented s, as I have sad, only one of many temptatons and nducements for gettng nto debt that has been offered by the Roosevelt polces. It s unnecessary to recount here how many peces of legslaton, how many executve and admnstratve rules have been made to permt ctzens to use money that s not ther own. They are almost numberless. The result has been, s, and wll contnue to be the creaton of a lot of debt that wll hang over us al for years to come. The federal government tself has taken the lead n gettng nto debt. The latest Treasury statement shows that the Unted States government owes more than thrty-seven bllon dollars. That amounts to $28.63 for every man, woman and chld n the Unted States. Compare that wth the natonal debt as of 932 when t stood at $9,500,000,000 or a debt of $55.93 for every lvng person n the Unted States. I do not know when, f ever, ths ggantc natonal debt wll be pad off. I thnk prob- Pay Off ably the Amercan Sometme people wth tradtonal tenacty wll stck by the job and get t done some tme, but I must refer to the job as a very slow process. It requred twelve years after the World war debt reached ts peak of twenty-sx bllon to reduce t by ten mllons. That reducton was more rapd than had ever been known before n any naton and t was made possble because of the prosperty whch we enjoyed durng those twelve years. It would seem, therefore, that we must consder not only a slowng down of ndvdual debt makng, but a sharp curtalment of natonal debt makng as well. If we do not, a yawnng cavern of unsounded depths awats us. Some weeks ago Mr. Roosevelt sent nstructons to the varous agences of the government to save ten per cent out of the operatons for the current fscal year to help n balancng the budget. There were no fs, nor ands, nor buts about Presdent Roosevelt's nstructons. The spendng agences were told smply to lay asde that ten per cent whch, n the aggregate, would amount to around four hundred mllon dollars. The Presdent sad durng a speech at the great Columba rver dam the other day that he hoped to balance the budget n the next fscal year. Most other people hope that the Presdent's hope s realzed because Mr. Roosevelt has stated several tmes that the budget wll be balanced "next year" and some of us. are begnnng to wonder whether hs budget balancng statements are not lke the statements whch Presdent Hoover made at the begnnng of the depresson. He sad, you wll remember, a number of tmes that "prosperty s just around the corner," a corner that stll seems to be next year. - «But Mr. Roosevelt must be commended and crtczed at the same _, tme for hs budg- Buaget et balancng deas. Balancng Mnd you, no crtcsm can possbly be attached to the objectve a balanced budget. But commendaton must gve way to crtcsm on some of the thngs that are happenng under the flat order for a reducton n spendng. Take ths case for example: The Natonal Park servce, lke other agences, lad away ten per cent of ts operatons. Ths mpoundng of money happened to concde wth the greatest flock of vstors ever to enter the gates of the country's natonal play grounds. It costs money to polce and protect the parks; t requres funds to provde for the comfort of the throngs of vstors to natonal parks. The result, n the case of several parks, was that they were forced to close ther gates to vstors from a week to a month earler than they usually do n the fall. Ther money had run out. Well, say you, what harm does that do? Smply ths: Vstors to natonal parks, such as Yellowstone, for example, pay much more for entrance fees and the thngs they must buy whle n the parks than t costs the government to mantan the parks. But that s the crux n.ths stuaton. The Natonal Park servce does not keep the money that s pad n by park vstors. Those funds are turned drectly nto the treasury as general revenue. The books of the Natonal/ Park servce, therefore, show only outgo. The condton s one, therefore, t seems to me, that almost warrants a statement that the polcy s "penny wse and pound foolsh." # Wastem Nawapapar Unon. AROUND th. HOUSE For That Nutty Flavor.
