The Haymans' prevous gfts to the Insttute were the Rchard L. and Dorothy M. Hayman Professorshp n Mechancal Engneerng held by Frank E. Marble, and the Hayman Lounge n 's Athenaeum, n memory of Mr. Hayman's brother, Earl S. Hayman, a 1924 graduate. The Haymans have also contrbuted generously to the Alumn Fund, The Assocates, and the Summer Undergraduate Research Fellowshp (SURF) program. Hayman, who studed mechancal engneerng at, worked at Lockheed from 1936 to 1945 before foundng hs own company, Haskel, Inc. (Burbank, Calforna), whch produces compressed ar (and gas) drven pumps, and specal purpose valves, and metal flange seals for general ndustry and defense. What Happened to Dngo Bongo by Adam Sovk "Why haven't we.had the Ongo concert?" Snce our entrance nto. the 'backto school' (Ongo Bongo Concert) sweepstakes, t seems the whole campus s flled wth questons. Perhaps ths artcle can shed lght on the stuaton. Bran Danels and I were told of ths contest wthout many detals. After many phonecalls, some to New York, I reached someone who knew what was gong on. Ths was on a Tuesday. She sad that she would send out the offcal rules n the mal, but that we had to handwrte on an ndex card our name and school and get t valdated at a Honda dealer and send t to New York to be receved by Monday. Bran and I went to all the houses askng for monetary support for the cards and stamps as well as labor to fill ourthese cards. All the houses except Lloyd (and ofcourse Flemng) refused money, sayng that ther houses were not enthusastc. Lloyd and Flemng decded to go on, knowng that all the houses would gan f we won, even f they put no effort n. We bought and flled out as many cards as we could afford to send to New York. More cards On Frday mornng, hearng a promoton for ths contest on KROQ, I called, to be told by Kathleen Rely that we could delver our entres to the staton rather than send them to New York. Wthout the cost of the stamps we could afford to send many more entres. We had untl Frday at fve. We filled out (all the houses except Page partcpatng at ths pont) 52,000 entres and drove them to KROQ. Kathleen seemed optmstc about our chances. Now the watng started. The long wat.. Every Monday and Frday I called Kathleen at KROQ and was told that nothng was new as to the wnner and to call back. After several weeks, and constant naggng by the CIT communty, I called Honda-the sponsor. Pam Dean told me the wnner would be announced n three days and that f we weren't told yet (the wnner was to be told before the rest of the world) we probably hadn't won. The next day Clea came to me, tellng me that the publc events offce got a phone call and referred t to her. She gave me the name and phone number for Mark Shmmel. I mmedately called hm and he verfed that we won. I was told that there was a problem wth our entres not beng valdated but because ofour great enthusasm we would be gven a concert as well as the next school wth less - but valdated- entres. Problems arse After talkng wth many people n the admnstratonand wth concert halls and more, Mark Shmmel called to say that the concert would be on December 23. I sad that would be unacceptable, seeng that many students go home for Chrstmas. Snce the band was go- ng to be on tour, we mght have to wat untl June. Great! We started talkng about the sze of the stage, the dre.ssng rooms, securty, lghts, nsurance, etc. Several weeks later I got a call sayng that Mark s sorry but we can no longer have a concert. The band dd not want to gve two concerts for one contest. Why should they have to pay for what they felt was KROQ's mstake? He tred everythng he could but t an't gong to happen. That's t. I called Kathleen from KROQ (remember her?) and yelled my head off. She sad that whether or not our entres enttled us to a concert or not and whether or not she had the rght to tell us what she dd was rrelevant. All that n mnd, they stll promsed us a concertand she was. gong to hold them to that promse. The next day - "there sn't much that I can do..." At ths pont I went to our frendly Deans and we set up a meetng wth the Insttute lawyer. The lawyer. thought that the 20 tckets offered to us n compensaton for the whole affar was rdculous. How about 800 tckets for all the undergrads, maybe 1600 for the grad students as well, or maybe even 2000 to nclude some staff. The CIT lawyer together wth our publc relatons offce (a drect lne to the press) are gong to try to convnce Honda and whoever else that t s n ther best nterest to satsfy us. 2 2THE CALIFORNIA TECH FRIDAY 6 MARCH PIN10N Frosh In PICK THE Thoughts About BOC To the Edtors: By now, most ofthe undergraduates of are at least somewhat aware of the recent actons of the BOC concernng the three freshmen Shubber Al, Thor Clark, and Chrs Edgngton, (who have all ntated publc dscusson of ther cases per artcle VII, secton 2.() of the ASCIT By-Laws). Also by now there has been much spreadng of nformaton and ms- -;0 nformaton and dscusson, both.~ constructve and not so construc- ~ tve, between the students. My pur- :0 pose here s to consoldate what s ~ known about the facts n general E and to express my sentments as to c: what appears to be a serous error.~ n judgment. Unfortunately, publc ~ nformaton s qute lmted n these ~ matters. It s sadly ronc that the truth s so hard to fnd n a place. where t s supposed to set one free. As wth most aspects of lfe, one must make do wth what s avalable and make the best judgment based upon those facts. Here s a short summary of what s publc knowledge at ths tme: 1) The two freshmen Thor and Chrs stole a couch from Lloyd House frst term and kept t n ther room for several weeks. 2) Early second term Thorand Chrs took another couch from Lloyd and then Shubber and Thor took a thrd couch. 3) At ths pont Lloyd realzed what was gong on and demanded return of the couches. The couches were returned and Lloyd decded to brng the matter before the BOC va the usual channels. 4) For reasons unknown the hearng was delayed untl approxmately one week ago, at whch tme the three freshmen were questoned separately n a rotatng fashon (frst one, second one, thrd one, frst one, etc.) 5) All three were questoned extensvely upon the ssues surroundng the stealng of the couches. 6) Chrs Edgngton was questoned extensvely upon hs understandng of the honor system. Hs questonng ncluded hypothetcal cases. Shubber and Thor were not questoned as extensvely along these lnes. 7) After long delberatons, the BOC made the followng recommendatons: Thor and Shubber should be put on probaton; Chrs Edgngton should be expelled from school. 8) Chrs was told that the recommendaton n hs case was based upon the BOC's nterpretaton ofhs atttude toward the honor system- the BOC felt that hs contnued presence would be a threat to the communty under the rules of the honor system. 9) The fnal verdcts awatng the Dean's decson. The events outlned above brng two fundamental questons to my mnd: Is the BOC's prmary functon, that ofnullfcaton ofadvantage, beng properly served here, and should the BOC's decsons be based upon past events or future expectatons? If the BOC's prmary functon s to nullfy advantage, and I am under the mpresson that ths s so, I do not beleve that the recommendatons handed down by the BOC are justfed. In ths case, the three freshmen took advantage of the members of Lloyd House by deprvng them of ther couches for an extended tme perod. However, the BOC's decson n no way, shape, or form compensated Lloyd for the value ofts loss offurnture for ths tme perod- although rents were pad, no wear and tear charges were assessed, and no publc servce to Lloyd was recommended. Instead, Lloyd got back some used furnture and the three offenders were handed recommendatons to hopefully prevent future volatons by them. I am afrad that the relatonshp between the advantage taken and recommendatons gven s not unlke that between apples and oranges. The second fundamental queston, the bass upon whch members of our communty should be judged by the BOC, merts much thought and ratonal dscusson among us. No one beleves for a nstant that Chrs Edgngton was recommended for expulson because he stole a couch from Lloyd-ths The edtorshp feels that wth such a major controversy on hand, we too should make our own comments concernng the BOC. As a part ofthe student government system the BOC allows us as students to playa major role n our communty. We govern ourselves and we nterpret and suggest reprmands for our peers. The honor system and ts enforcement by the BOC gve us freedom and a maturty found on few campuses. However, we may be nexperenced wth the power and responsblty that goes wth such a poston. The Board of Control dea s ludcrous. Therefore, t must be construed that the recommendaton was made not upon events whch occurred n the past, but rather upon the BOC's estmaton of what Chrs mghtor mght not do n the future. In effect, Chrs Edgngton s beng sentenced for crmes not commtted, for advantages not taken- he has been judged to be gulty n the future, an ncorrgble volator. Ths decson was not based upon a pror record, but upon the collectve opnon of the BOC of Chrs's character as a human beng. I do not beleve that ths type of judgment belongs at orevenwthn the confnes ofa free socety. In some respects t s remnscent of McCarthysm. Cvl lbertes are certanly beng volated. However, descrptve namecallng' and angry flalng wll not brng a resoluton ofpostve value to ths subject. It stme we take a serous look at the socety we have created and work together to better t for all. Control Questoned To the Edtors, Recently, certan actons of the Board of Control (BOC) have led a number of students to queston the the amount ofpower whch has been delegated to the BOC, and whether new gudelnes governng the procedure and actons of the BOC should be nsttuted. The Board of Control was orgnally created to mantan the ntegrty of the Honor System at. It was endowed wth certan powers n order to help t do just that. The BOC was (and s) composed ofnne votng membersone representatve from each house, and two reps at large- as well as a charman and secretary. These representatves were to be elected by the student body on the qualfcaton that they had the Insttute's best nterests n mnd, and would uphold the Honor System. At least, ths was the orgnal theory upon whch the formaton of the BOC was based. Snce ts creaton, though, students and faculty have come to queston just how benefcal the exstence of the BOC, n ts present form, s. The frst problem wth the modern day BOC s actually caused by the students themselves. The representatves from certan houses have sometmes become reps only because nobody was wllng to run for the job, and only after beng asked dd someone fnally agree to do t. Ths brngs forth an mportant queston: do such representatves really have the upholdng of the Honor System as ther man motvaton, or do they justconsder beng a BOC rep just another job they have to do, wthout consderng the full mplcatons of what they are gettng nto? Also, f such a 'representatve' doesn't really representthe opnons ofthe house whch elected hm, how can such a person be consdered as a part of a group ofourpeers who have been selected on the bass that they wll hold the Honor System above all else and wll therefore use extreme care when tryng possble volators ofthe system? How, too, wll such ndvduals be able to keep personal, or even house, bas from enterng n ther decson concernng a student volaton ofthe code? It s possble that the schsm between the personaltes of the ndvdual houses reflects on the representatves of such houses; s t not therefore possble, or even probable that a BOC vote could be based for or aganst a student dependng on whch house he s from, and how the dfferent representatves feel about that house, or more mportantly, about that student? As any ntellgent person realzes, t s mpossble to keep even the smallest amount of personal bas, good or bad, from enterng nto one's hopefully objectve decson. A possble soluton to ths problem s to change the procedure for the pckng of representatves for the BOC. Instead of each house havng one representatve, wouldn't t be better to have the entre student body determne who should represent t at the BOC? Ths would actually ncrease the possblty ofgettng more qualfed people on the BOC, because an nterested student would have abetter chance of beng elected f he was runnng for one ofseven spots, as opposed to runnng for smply one spot. It would also generate more nterest n the BOC because students would be concerned about havng too many people from one house n control of the board. A second, more mportant ssue s the amount of power the BOC currently welds. Under current polcy, the BOC's actons, f any, take the form of recommendatons to the Dean of Students. The proceedngs ofthe BOC are kept under lock and key and are avalable only to the BOe. The admnstraton has no access to these records (lttle t, 86-87). On the surface, ths seems to present no problems, but when. one looks more closely at just what ths means n terms ofchecks and balances, one realzes that there s a serous mbalance caused by ths. Although t s true that the BOC only makes a recommendaton to the Dean, t s a matter of Insttute hstory that the Dean respects and usually abdes by the decson of the BOC. Ths, n tself, s fne. A hypothetcal case rased by the BOC was as follows: If you caught a close frend of yours cheatng on a test, what would you do? Whle the majorty of students I asked ths answered that they would frst ask the student what caused hm to do ths, would he cover t up, would he turn hmself n, would he do t aganand fthe frend was not wllng to turn hmself n or planned to do t agan, then the student would turn hm n - the BOC beleves that the student s not a lberty to make the decson to queston ther frend. Instead, they should mmedately turn n ther frend - n fact, they should actually turn n any volator ofthe Honor System, no matterthe crme, because that s why the BOC was created- to deal wth volators. Whle I can agree wth ther statement n regards to vandals, or BUY YOUR CALTECH CARD AND SAVE Support For Board To the Edtors: One of the greatest benefts of a socety such as ours s that people can partcpate n the decsons of the government. But t s not always practcal or advsable for everyone to be nvolved wth certan decsons, such as natonal defense, or whether or not a person s gulty of a certan offense and what hs punshment should be. So we select a group of people to learn the facts and make the decsons for us. Often the decsons whch these people make are unpopular or seem llogcal. But t s foolsh for us to react every tme by passng a law preventng them from makng such a decson. We must acknowledge the fact that n many cases we probably do not know all of the relevant nformaton and therefore cannot make an nformed decson. I would lke to extend ths nto an analogy ofour student body and the functon of the BOC. There are reasons why honor system volatons are not brought before the entre student body, and t s the BOe's duty to represent us n these cases. Many of you were recently presented wth one sde ofsuch a case, n whch the BOC made a seemng- ly llogcal decson. You mght have endorsed a petton whch would prevent the BOC from makng such a decson. I ask you to reconsder, and to objectvely thnk about what I have to say. The students on the BOC have dffcult decsons to make, and probably do not make them lghtly or wthout consderng all of the facts. Consequently, when they make a decson whch s obvously harsherthan the supposed nfracton, I submt that they are basng ther decson on addtonal nformaton of whch we are not aware. I would lke to pont out that the BOC s merely an advsory commttee whch submts ts recommendatons to the Dean, who makes the fnal decson. You mght say, "But the Dean just rubber-stamps the BOe's decsons anyway." I present nstead the probablty that the BOC makes recommendatons whch are for the most part far, and need not be altered by the Dean. And even f ths n not the case, do you thnk that the Dean would just "rubberstamp" the very serous recommendaton of suspenson or expulson, especally f t seemed way out of proporton to the offense commtted? I thnk that the Dean would consder such a recommendaton very serously, and would consult wth othersfhe had any doubts n the matter. Even fthe Dean approves the BOe's recommendaton, the affected party can appeal hs case formally to the Grevance Commttee, and nformally to the Vce Presdent of Student Affars, the Provost, and the Presdent. I thnk t s very unlkely that a truly unfar decson whch could affect a person so much would make t past all of these checks and balances. Wth these facts n mnd, I thnk that the BOC would not, even f only for ts own nterest, submt a recommendaton whch t dd not truly beleve was justfable and proportonal to the offense commtted. Arbtrarly restrctng the capabltes of the BOC s unnecessary and unwarranted, especally fthe decson s beng made wthout knowledge of all of the facts. Puttng lmtatons on the reasons for suspenson and expulson s not only napproprate, but could prevent the BOC from takng such an acton n a stuaton whch cannot be foreseen. There are ample safety checks n the system; let's not overreact out of gnorance of the facts. If there s a decson to be made, t should be carefully thought out after all the detals are known. Stafford panted a pcture ofadmnstraton negotators makng great progress towards an arms control agreement, comng much closer to an agreement than we had been two years ago. However, wth arms control you ether have an agreement, or you don't. Close counts n nuclear weapons, but t doesn't n nuclear arms treates. And all Stafford's talk s worthless f there s no treaty to back t up. What Stafford ddn't talk about s that hs drect boss-chef U.S. negotator Fred Ntze- has consstently opposed every arms control agreement ever sghed. So when Stafford and Ntze say they are "close," why should we beleve that they ever ntend to cross the fnsh lne? Stafford clams that we are "closer" to an agreement because the U.S.S.R. had dropped ts demand that non-ntercontnental delvery systems be ncluded n the 50% reducton envsoned n the START talks. How close s an agreement f the Sovets absolutely refuse to lmt ther ntercontnental offensve weapons as long as the U. S. refuses to lmt Star Wars, and the Reagan admnstraton refuses to lmt Star Wars? Not close. Stafford clams that the reason negotatons for a comprehensve test ban haven't started are because of dsagreement over the name of the negotatons. How close s a comprehensve test ban f t s Reagan admnstraton polcy that a verfable test ban s not desrable? And what twsts of logc are requred to conclude that because a treaty took a long tme to negotate, we should abrogate t? Stafford's talk was a publc relatons move by an admnstraton that gves lp servce to arms control n order to appease the publc and make sure that the Congress does not see the lght and act on ts own. It wll be nterestng to see the admnstraton's reacton to Gorbachev's latest proposal to remove medum range mssles from Europe: an dea that seems dentcal to the much touted "zero-opton" that Reagan advocated several years ago. Grad Student, ChE Defense Polls Out To the Edtors: A " Poll on Defense Issues" has been crculated to 600 students. The poll has been put together by members ofthe Socal Scence department (mostly me) wth nput from other students to try to measure how much students here know about certan defense ssues, and what they thnk about them. Despte assurances of anonymty (and the offerng of przes) we have only receved responses from about 400 people. We've also receved many complants ofbeng "unscentfc". We wll be happy to dscuss these complants (many people have rased vald ponts) after we get all ofthe polls back. However, nothng wll make our responses more "unscentfc" than f we only get back polls from some ofthe people we maled them to: specfcally, only polls from the people who careabout, or have thought about, the questons beng asked. That's why we would lke the remanng 200 or so people who have receved polls to please return them. Our sense s that many people are not returnng the poll because respondents are asked to put ther name on the poll. The only reason for the name s so that we know who has not returned the poll, and can try and track them down. Snce that tme he has worked n techncal felds, but recently Sensble Wsdom Makes Good Quotes by Huy Cao Uncommon Sense: The World's Fullest Compendum of Wsdom Joseph Telushkn Shapolsky Publshers, 1987 If you thnk that what many people call "common sense" sn't so sensble, then you'll lke Telushkn's Uncommon Sense. Ths collecton of quotes s unlke most others n that most ofts quotes are provocatve and nsghtful, not borng. The quotatons are dvded nto four pretty profound categores: "Between Man and Man," "Between Man and God," "Between Man and Hmself," and "Between Man and the World." Wthn each ofthose categores are further dvsons. For example, wthn "Between Man and Man," we fnd such topcs as romantc love, marrage and ts dscontents, men and women, truth and les, evl, and nsults. On lovng your enemes, Telushkn quotes Confucus: Someone asked Confucus, "What do you thnk of repayng evl wth kndness?" Confucus repled, "Then what are you gong to repay kndness wth? Repay kndness wth kndness but repay evl wth justce." The "ultmate ssues" about humans are the man focus of the book. Dwght Morrow's observaton, that "we judge ourselves by our motves and others by ther actons," s absolutely true I thnk.
