Ths mornng, however, matters were so far advanced that as tho result of nqures and examnatons arrests were made of Ah Pan and Fred C. Noyes, the latter an offcal. Both of them were charged wth havng, concealed contraband opum. The Federal offcals have been very busy followng up clews and as the result of the varous sezures, Dstrct Attorney Breckons now has n hs safe between $10,000 and $12,000 worth of opum. Wth the arrval of the Serra agan tomorrow mornng another exhaustve search wll be made, but n vew of the great actvty that took place on her last arrval, t s doubtful whether anyone on board would be hold enough to attempt to smuggle any opum through the cordon tnat s certan to be placed around her. Ths ctaton came down to the acquston of the slands by the Unted States as a mltary necessty of the war, from whch pont the Spansh-Amerca- n Delegate proceeded to show bow the property thus acqured had been neglected and how necessary t was, both from the natonal and the local vewponts, that the great naval base so long foreseen by Amercan statesmen should be made an accomplshed fact wthout further delay. The ten square mles of landlocked waters n Pearl Harbor could easly accommodate the combned fleets of ths naton and of Great Brtan, but that can never gve shelter to a battleshp tll ts docks are bult and the channel approach s straghtened. The mportance of Pearl Harbor as a naval and mltary base las been repeatedly urged by men able and experenced n mltary and naval scence; among them Captan (now Admral) A. T. Malum, who ponted out wth unanswerable arguments the commandng mportance of Pearl Harbor as the key to the Pacfc. Gentlemen of the commttee, ths Government has for ten years neglected the safeguard of preparng a naval base n the Our relatons wth other natons are such md-pacf- today that t would be nexcusable neglect of the responsblty of Congress to the naton to postpone the begnnng of ths work another year. The Navy Department and the General Board are at last keenly awake to the urgent need of openng Pearl Harbor and J buldng a dry dock there at once. Both these lnes of work should be carred on together, for n ths bll. and both should be provded (. would respectfully suggest that, your commttee nvte Admral Dewey or some Naval.Board member to appear before you and state to you personally n an executve ses-- son some of ther reasons for the urgency of the work at Pearl Harbor, whch they may not care to transmt to you n wrtng. The development of Pearl narbor s not a Hawaan proposton; t s a natonal need. But as my naton gave oyer ts soveregnty to ths country ten years ago, we have a rght to ask, and we do ask that adequate protectqn be.pro- - vded for our slands, so that we could not be captured by a sngle hostle battleshp as could be done today. Coast fortfcatons alone are not suffcent; there must be an operatng base for Var vessels as Avell as coast defenses,. and the latter are useless wthout the former. Hawa should be defended for ts own protecton; but rejeat that t s far more mportant for the offensve and defensve plans of the naton as n whole. NCDENTS OF THE PORTUGUESE REVOLUTON. There were many ncdents of the Portuguese revoluton of a nature to spce ts hstory. Although the authors of the revoluton were marvelously well prepared as events proved, the outbreak was pre-thatur- t was precptated by rots of revenge for the assassnaton of Professor Bombarda, a leadng republcan, although the assassn was a manac lately released from an asylum.
