On Frday nfternoon October 28th tho commencement of work on the Nawllwll breakwater wll bo celebrat ed wth a fttng program. Promptly at 3 oclock Presdent Wshard of tho Kaua Chamber of Commerce wll start tho ceremones. He wll tell brefly what tho project means to Kaua and to the terrtory. He wll then Introduce Governor Wallace R. Partngton, who wll.make tho address of tho afternoon. The program at tho breakwater wll be bref. After Governor Farrlngtons address tho clmax of tho celebraton wll be reached when G. N. Wlcox who has done so much for the break water project, pulls tho rope whch re leases the frst stone of tho break water. In ths work Mr. Wlcox wll also be asssted by Mr. Wshard. Ml sc for the occason wll be furnshed by a Honolulu naval band. After the program whch has been arranged tho vstors wll have plenty of tme to look the entre project over before returnng to ther homes or to the evenng banquet. On Frday evenng tho Chamber of Commerce Is to hold ther annual bav quet n tho Llhue armory. The feast Is to begn promptly at G:30. All the members of the chamber are recelv lug prnted Invtatons from Presdent AVIshard to attend and to brng tholr wves and other guests. Members are beng sent cards to return statng whether or not they wll attend and how many guests they wll brng. These cards must bo returned at an early date so that the commttee wll know Just how many plates to serve. Presdent Wshard wll act as toastmaster for the occason. He has sent a specal Invtaton to the Governor to attend and to speak to the dners. Governor Farrngton has accepted and wll be the man speaker of the even ng. The Chamber of Commerce has also sent nvtatons to tho delegates to the congress, Prnco Kalananaolc, to Major General Charles P., Summerall and staff, to Brgader General John V. Barretto and staff, to Brgader General Joseph B. Kuhn anl staff, to Hear Admral Edward Smpson and staff, to Lyman H. Bgelow, charman of tho Harbor Board and to other mem bnrs of the board and to Senator Ho bort Shngle to attend tho celebraton and banquet. Several of these men, as woll as ono or two Kaua men wll be asked to speak at tho banquet. And so un excellent program Is assured. The Amercan Legon has Invted some mnesweepers and Eagle boats,to attend and to furnsh musc at tho celebratons. It s probable that a number of tho salors wll bo able to attend the evenng banquet also to fur nsl musc for the occason. Tho Am ercan Legon members have been ssued nn Invtaton to attend tho Chamber of Commerce banquet as specal guests. Governor Farrngton and other Honolulu celobretes who are comng for the occason wll arrve on the Klnau Frday mornng, Octobor 2S. They wll be entertaned at the home of Kaua ctzens. At one tme he was an operator on n leadng San Francsco nowspaper. Ho Is also a cartoonst of consderable somo of hs pctures beng prnted In Judge and other humorous magaznes. Tho Maul News has broadened out and now has a twce a week edton. It s gettng Assocated Press wreless servce. For ths purpose t has prevaled upon the wreless company to havo Mr. Dow put on Maul. ARMORY AT ONCE John Hansen, tho Lhuo contractor, was tho successful bdder In the now Natonal Guard armory to bo erected at Kapaa. It wll bo located next to tho Work wll commenco at onco. KAUA LIBRARY ASSN FORMED At a specal meetng hold at Mold-han- a hall In Llhue Inst Saturday afternoon t was decded to organze tho Kaua County Lbrary Assocaton and to take out n regular char-torterrtoral. Rov. R. W. Bayless of Llhuo was apponted charman of tho lbrary board. A representatve body of ctzens from all parts of the Island attended the meetng. Wthout a dssentng vote t was decded that now s the tme and Llhuo s tho place to havo the lbrary. Just whero It wll be placed, what books wll bo ordered and who wll bo the lbraran has not been decded. A commttee composed of Rev. Bay-los- Mss Else Wlcox, Father Hubert, Judge C. B. Hofgaard and Rev. Royal G. Hall was apponted to draw up a consttuton and When ths work has been completed nnother meetng wll bo held to whch all Kaua ctzens wll bo nvted. At that tme tho consttuton wll ether be adopted or rejected. The outlook for tho lbrary Is now very good. A fne group of books Is now held by tho Llhuo church that wll bo turned over for tho purpose. The last legslature approprated $6,-00-0 to run the lbrary for a perod of two years. The funds became avalable tho frst of July and can now bo drawn at any tme wth tho supervsors consent. Needless to say our board of supervsors are back of such a worthy project. At tho meetng held Saturday Attorney Phlp Rce of Llhuo was apponted legal advsor to tho lbrary board. : TWO GUARD COMPANIES PLANNED FOR KAUAI Plans for tho local Natonal Guard have undergono a change snce tho arrval of Col. W. D. Potter, adjutant general of the Torrtory, and Lt. Col. E. J. Nolan, U. S. A. The orgnal plans called for ono company on tho sland wth ono platoon at Lhuo and one platoon at Kapau. Col. Potter and Lt. Col. Nolan havo been n confer ence wth some of the loadng men of Kaua and they have pledged ther support to the Natonal Guard In ev ery manner possble. Wth ths support t Is ntended to broaden out and form a company In each of the above places. There are plenty of avalable men n both ds trcts to more than form a company and It s known that onco recrutng becomes organzed t wll not bo long before tho quota s reached. Tho followng offcers wore year: elected for tho comng Dr. Waterhouse, presdent. Allen Creovey, vlco presdent. Dr. Glalsyer, secretary. C. Kuhlman, treasurer. It was decded to open tho season on Sunday, Novombor 27th, and a schedule commtteo was apponted to draw up tho arrangement of tho games. Each team wll play tho other teams twce, havng ono gamo at homo and one away from homo. Manual tranng, ndustr al arts, practcal arts, prevocatlonu work and vocatonal educaton art used nterchangeably by a greal many people. Not only Is there u confuson n termnology, but thert s far too much hazness wth re ference to the class of work to be expected In the varous lnes and wth reference to the sgnfcance anr. and bearng of such work In our educatonal phlosophy. Vocatonal and Industral Educaton-Dstnc- ton In the very frst place a dstncton should be made between voca-tlona- l educaton and ndustral edu caton. Vocatonal educaton embraces every form of educaton and tranng whose controllng purpose s to ft for proftable employment. In ts broad Bense, therefore, It ncludes educaton for the professons, for commercal occupatons, for agrcultural pursuts, for home makng, for trade and ndustral work, etc. The very much narrower term ndustral educaton, may be used to desgnate vocatonal work n the trade and manufacturng felds, as well as those varous phases of educatonal work whch make use of materals, tools and methods of ndustry for educatonal purposes, whether for general or specfc ends. As a general proposton t may be sad that the character of ndustral work (used as a general term lke mathematcs to cover a wde range of actvtes) s determned n any partcular case by ts purpose and the length of tme at the dsposal of the schools In whch to accomplsh such purpose. Manual Tranng and Industral Arts Not Vocatonal All are agreed now that mnnual tranng, manual arts, ndustral arts, practcal arts, etc., whch begn n elementary grades and contnue through hgh school, or at least through two years of It, have not, n the man, produced defntely vocatonal skll. Indeed, no such purpose has ever been held by any consderable percentage of those who have had ether the admnstraton or the of these te.t.-hn- subjects. True, the early teachers of manuul tranng n:d some of the later ones looked upon the skll of the hand as the man end of the work, but they dd not conceve t to be tranng tor defnte vocatons. They held to the doctrne of the transfer of sklls and hence lad great store by the acquston of skll of the hand, but they had no noton that makng carpenters and machnsts and blacksmths was the prmary purpose of ther work. Even f the contenton had been made that the purpose of manual tranng was to produce sklled mechancs, there were numerous reasons why such ambton could not possbly have been realzed. In the frst place, not a suffcent amount of tme has been allowed for the shop work to make possble the attanment of vocatonal standards. In the second place, the character of the work has not been such as to tran for defnte vocatons. And n the thrd place, the teachers them selves have not usually had suffcent trade experence to enable them of to gve the work a dstnctvely vocatonal character. The school people, therefore, have qute consstently dsclamed eny ntenton of teachng vocatons In the manual tranng school, manual arts, ndustral arts, and practcal arts classes. The general publc, however, has been qute unformly mpressed wth the students ablty to make thngs, the not nfrequent nstances of manual tranng boys engagng successfully n pursuts requrng more or less skll, and wth the qute common belef on the part of the boys that they were gettng tranng whch would be commercally valuable. The publc mnd has thus far been made conscous of ts own nconsstency n expectng a few hours per month for two or three yours n the manual tranng shops to make tradesmen of young boys, when the same boys take grammar and arthmetc and spellng and penmanshp fve tmes a week for many more years than they take manual tranng, wthout exctng anybodys expectaton or even suspcon that they know very much about them or that they can use them wth faclty. All knds of machnery were strctly taboo n the early days. Snce ths new educaton Involved physcal effort not demanded by any other sort of school work, t naturally became known by ths characterstc and hence took ts name from the form rather than from the content of the work. And, as a matter of fact, ths name descrbed rather accurately the early purpose and efforts n ths new feld. By the rght of prorty, and of acqured sgnfcance, t s stll n good standng as ndcatng the shop work In elementary and hgh schools desgned for general educatonal purposes. Manual arts, as a name, came Into usa as a substtute for manual tranng. Whle t may not descrbe ac--, curately the work whch t Is used to desgnate, ts very ntroducton was evdence that the former term was too narrow to be descrptve. The term manual arts Is an attempt to ft the name to the content rather than the form of the work. It ndcates that those who brought t forward were thnkng n terms of the deas, materals, r.nd practces at least some of those trades, vocatons or arts. In whch people use the skll of ther hands to do the work of the world. It s a perfectly defnte recognton of the fact that the work thus attempted to be descrbed belonged to the ntellectual realm. Practcal arts s the term used qute generally throughout the eastern states to desgnate all those lnes of work for boys and grls whose purpose s to gve these contacts and experences wth the practcal work of the world whch are demanded by the Ideals of general educaton. The term practcal arts, therefore, ncludes Indus tral arts, agrcultural nrts, commer cal art3, household arts, etc. Industral arts represents smply another attempt to name more ap; proprately the fork whch has been growng and enrchng and broad enng, under the old names of manu al tranng and manual arts. It broadens the concepton of the work n that It comprohends a greater varety of actvtes that gve nsght end apprecaton concernng all those "arts" thpt ndustry em ploys to do the work and produce the goods of the world.
