Presdent Dole returned by the Klnau ths mornng from Hawa to attend the funeral of the late Mnster Kng tomorrow. Hs vst was cut short by a week. The news of the death of Captan Kng reached the Presdent at Eben Lows place last Wednesday and he decded at once to return to Honolulu by the frst steamer. One of the.. S. N. boats took the frst message, reachng the chef executve by telephone. The news was confrmed by the Klnau U few hours later. Mr. Dole boarded the home steamer at Mahukona. Mr. Dole drove frst to hs home and then went to the Executve buldng to vew the face of hs late colleague and old frend. He was deeply affected by the sad happenng of last Monday. As yet the Presdent has gven no thought whatever to a successor to the dead Mnster. After rectng the guarantees of the London conventon of 884. and ar gumentatlvely summarzng the events and correspondence leadng to the pres ent condtons, the note from South Afrcan Republc concludes by demand ng assurances on the followng four ponts: Frst That all ponts of mutual dfferences be regulated by frendly re course to arbtraton or by whatever amcable way that may be agreed upon by ths Government and her majestys Government. Second That all troops on the bor ders of ths Republc shall be nstantly wthdrawn. Thrd That all of troops whch have arrved n South Afrca snce June, 899, shall be removed from South Afrca wthn a rea sonable tme to be agreed upon wth ths Government and wth the mutual assurance and guarantee on the part of ths Government that no attack upon or hostltes aganst any porton of the possessons of the Brtsh Govern ment shall be made by ths Republc durng the further negotatons wthn a perod of tme to be subsequently agreed upon between the governments; and ths Government wll, on compl ance therewth, be prepared to wthdraw the armed burghers of ths Re publc from the borders. Fourth That her majesty s troops whch are now on the hgh seas shall not be landed n any part of South Afrca." To these demands s appended the de fnton of the tme lmt for a reply Ths Government presses for an m medate and an afllrmatlve answer to these four questons, and earnestly re quests her majesty s Government to re turn an answer before or upon Wednes day, October, 899, not later than 5 o clock p. m. t desres further to add that n the unexpected event of an answer unsatsfactory beng receved by t wthn the nterval, t wll greatly regret to be compelled to regard the acton of her majestys Government as a formal declaraton of war, and wll not hold t self responsble for the consequences thereof, and that n the event of anyfurther movement of troops occurng wthn the tme abovementon n a nearer drecton to our border, ths Government wll be compelled to re gard that also a formal declaraton of war. To ths Chamberlan repled the same day "that the condtons demanded are such as her majesty s Government deems t mpossble to dscuss." They found that t was the WalalU a, unable to cross the channel to Kaua and watng for better weather. The Grl Who Was a Stowaway on Mss Berte Bean, the young grl who came here as a stowaway on board the army transport Cty of Para, has been placed n a house on Beretnnla street and s to be sent back to San Francsco on the frst opportunty. The sland steamers Ke Au Hon. Ml knlnla and Walaleale, arrved durng the nght and ths mornng from sland trps, nl reportng very rough weather. The Walaleale got n at about 8 ths mornng, after beng eght days out and experencng one of the roughest trps on record. Captan Greene was oblged to Jose several days lyng at anchor, not deemng t safe to venture out from Hanamaulu and beng unable to land at Kapaa. The sea at Kapaa was exceedng y heavy and the Walaleale had an exctng experence. As she was ptchng and rollng n the sea, not darng to venture near the landng, she struck the bottom three tmes, heavly enough to Jar the whole vessel and knock passengers off ther feet. No harm was done, however. The Walaleale left on October 3th and arrved at Hanamaulu on the next day, gong to Koloa and returnng to Hanamaulu. The James Makee was stll unable to land at Kapaa. All day Sunday and Monday the Walaleale lay at anchor. On Tuesday she went to Anahola and was agan unable to land. After another day at Hnnnmutu she got nto Kapaa, but the weather forced her out before unloadng was complete. Last nght she went to Kapaa and fnshed unloadng, returnng to Honolulu. The Ke Au Hou hod an exceedngly rough trp out on Wednesday afternoon, takng four hours longer than her usual record to Lahana. The frst ran at that pblnt for nne months fell on Wednesday afternoon, when a heavy storm began. On the return the Ko Au Hou made very good tme, coverng the dstance between 3:45 and 0:G3 last nght. MPROVEMENTS AT KAANAPAL. A New Wharf, Mll and Warehousp Beng Constructed The Poneer Mll ompany s makng rapd progress on the new wharf and mll nt Kaanapall. The sea wall for the former has been bult and there wll soon be a wharf constructed that steamers can dock nt. The new mll s to be one of the largest n the A warehouse s also beng erected. The steamer Ke Au Hou last nght brought back a nrge quantty of the machnery of the old mll. TRACK OFTEN BURED. The Hawaan Tramways Company has had a hard tme n the last two days keepng portons of ts track nbovo ground. The greatest trouble has been experenced on Beretanla street and on Kng street at Alakea. At the latter pont so great s the wash of sand from above thnt the track has to be dug out after each shower. Two men were workng there most of the tme up to 2 oclock last nght. The sxth attempt to sal the frst race n the Amerca cup contest, today, was as complete a falure as the fourth and ffth attempts were. The same condtons prevaled. The fog nnd calm was such that no attempt to start was made. On Thursday, October 2, when the ffth attempt was made the yachts arrved off the lghtshp at 0:0 a. m. Castng off ther tow lnes and breakng out ther hcadsalls, they crcled about tho lghtshp for an hour or so n the lght southwesterly breeze, watng for the commttee boat to arrve. The fog showed a dsposton to clear off about ths tme, but there was hardly wnd enough to gve the yachts steerage way. For nn hour after the commttee boat arrved here was no wnd and no prospect of any, so at 2:0 oclock, after a consultaton between those n charge of the yachts, both agreed to call the race off. On Tuesday, October ll), the rog was so dense that the yachts dd not even leave ther anchorage.
