The applcaton was made by Attorney Henry Lavn, of Unon Hll, at the nstance of the man's relatves, who lve n Hudson County. Among other thng* Mr. Lews reveals the fact that the average annual cost of the half-mll tax state program to Essex county for the next four years wll be $574,800, n addton to the Overbrook program's cost. On January 10 Mr. Reed, who has opposed the so-called $2,000,000 Overbrook Mldng program, wrote to the Governor and to State Controller Bug' bee askng two questons. One was whether the state $9,000,- 000 drect tax plan tor Btate nsttutonal mprovements or the Governor's suggested plan for a $14,000,. 000 program would offer any relef to county, whch would pay twen ty-seven per cent of the sum to be rased. The other was whether the state contemplates absorbng county nsttutons for the care ol the nsane and tubercular. Controller Bugbee repled soon after, favorng contnued county care of such unfortunates. Governor Sllser's reply wag dated January S. t was bref and Bet forth that the Governor had submtted the letter of nqury to Mr. Lews, whose reply he nclosed. Mr. Sller added hs belef that "n all these matters we can not approach them n a small way or n a provncal way," and that he knew that to be the feelng of the Essex County Board. Mr. Lews's letter went nto the whole Queston of relatons between county and state welfare probleme n much detal. Practcally all other states, he Bald, have taken over the county hosptals for the nsane, and "ths plan s obvously much cheaper." He suggested an approach to such a soluton n ths stajte by a system whch would gradually employ the county nsttutons exclusvely for able-boded, mld and senle cases, leavng other classes ot cases to the state hosptals. Make Clmax Baskets Legal tnder a bll now before the legslature, New Jersey farmers wll be permtted to use new szes of what s known n the markets as the clmax basket, a type of contaner already approved under federal legslaton.
