1 V. / TWENTY-SIXTH YEAR. NO-9. FRIDAY AFTERNOON, NOVEMBER 27, 94. $.50 PER YEAR. sssss&d ISCUSSES NEED f ) Presdent Cromwell's Statement n School Board's Annual Report Publshed Ths Week In anjt report ol" Board of Edueatonjvf tls oty for schoq; year, endng" JuneQth, 94, Presdent Janes W. Cromwell makes a splendd, concse statement of school stuaton that should command attenton-of all ctzens, and Tftj Herald refore prnts hs report n full herewth: MAN V 0 forftrs UIVEV Co-operatve Charte* Dd Splendd -TlrcrnksrThgan»mlHdeM4«HV- An nterest ns statement was made lust evenng by Olver H. Merrll HP" 3 To People of Summt: -In behalf of Board of Educaton, I take pleasuret-slrtjmtung- ths-re-- port for school year endng June 30th, 94, ncludng report of Superntendent, that of ' Secretary, and that of Medcal and or Supervsors, fcrr-all of-whch I beg to bespeak a thoughtful pel'usal. In my communcaton ntroducng last year's report I took occason to warn you of tho mpendng need for an addtonal buldng. The Board of Educaton, beng more closely n touch wth school system than or ctzens generally are, felt that t would be takng a heavy responsblty f no Step were taken n tme to meet ths want. It was judgment of Board that when a new buldng Is erected t should be for housng of Hgh School, so that Sprngfeld Avenue buldng may be entrely devoted to grades. As a matter of prudent foresght an opton was obtaned on a pece of land judged to be emnently suted for ths purpose. Some dfference of opnon havng arsen as lo wher or not purchase of land s as yet mperatvely necessary, ( adverse sentment havng ts focus n a very hgh quarter enttled to respectful consderaton) I do not propose here to dscuss that controversally. I-beleve that all of gentlemen now n publc offce n Summt are n agreement as to tho mportance of mantanng our Hgh School n a hgh state of effcency. -The dscusson does not touch that pont, but only" a subordnate detal. There are some matters, however, on whch publc should be properly nformed n order that Hgh -School, as a Summt nsttuton, may be understood and apprecated. The fact of our havng about ffty scholars from or towns has been cted wth mplcaton that Summt s taxed for educaton of outsders. Now truth s, that f we dened admsson to outsde pupls we could not notceably reduce expense ol mantanng school, and we should lose more than Two Thousand Dol. lars, whch outsde dstrcts pay us tor r chldren's tuton, and also an allowance from State lor r attendance. The outsde pupls really releve Summt of over Three Thousand Dollars of taxaton. Cost per capta vares wth number of pupls The total cost s substantally same for 50 as for 200. A larger ncrease would doubtless requre addtonal teachers and classrooms and refore a larger outlay. But as between 60 and 200, case s smlar to that of a small party, say of eght persons, who have hred an en- ~~tre omnbus wth seats-fot"twelvo. II y get four more passengers, even at a reduced fare, t s so much saved to orgnal party. In ths connecton, attenton s called to appended Specal Report of cost per capta n Hgh School coverng" years 92-3.and 93-4: For fve years cost per capta has been steadly decreasng, whle regstraton has steadly ncreased. Ths, n spte of an enlarged currculum and ncreased facltes for nstructon now beng offered. It would be a good thng f all ctzens of Summt would nterest mselves to know all about_ school system, and "especally Hgh School. The grade schools we arc requredjy. law to mantan. If we had no Hgh School, we should have to send our present Hgh School pupls to Madson or Montclar, or wherever y had room for m, and we should have to pay for r tuton, at such rates as neghborng towns mght establsh, and also for r transportaton to and fro. The Jaw requres sohool attendance up-to age of fourteen absolutely, and up to sxteen for those not at work So t s not expedent to abolsh Hgh School, and of course Summt has too much self-respect to thnk "of dong so at a tme when great value of secondary educaton n all our communtes s establshed beyond queston. So, as t s not an ssue between Hgh ScTlool and no HghSohoolj'Summt should be deeply nterested-n-ha-vlng-as-good-a one as she can afford, as ts qualty wll De regarded as a-sure measure_and = ndex of her own qualty among enlghtened Amercan communtes. If you perceve defects, pont m who acted as dstrbutng agent for Co-operatve Chartes ol" Summt" n gvng Thanksgvng-' *" cheer. The slafement follows: The Co-operatve Chartes are very much gratfed wth sprt of cooperaton whch enabled m to fnd and supply, at Thanksgvng tme, so many famles n actual need jao food. Ffty-four dnners were sent out from Publc Schools, made up from provsons brought n by chldren supplemented wth that purchased by commttee from tund ol" almost sxty-lve d6ars contrbuted by nterested frends. Wth s money we were able to largely lrfety-aso number of dnners whch have n former years and ths year -been'dstrbuted "by s.ehools under gudance of- Mss Hatch, School Nurse. There were" also many dnners ndvduals - to~ people " ngven by whom y wore especally nterested or to famles unknown to m of whose needs we -know. We are especally pleased that bv thus workng toger every famly reported n need was. suppled wth food, and- n some cases or pressng needs were met. There s a small balance whch toger wth such or funds as may be gven wll be used to help through next hard' months those "famles who need a frendly hand. We thank tfosf "who have through r generosty, made many homes happy on Thanksgvng Day. - CO-OPERATIVE CHARITIES. Nov; 26, 94. jvnr" Y.ffl.C. L ACTIVITY! Accordng to annual report of State Board of Educaton for 93-, recently ssued, a case almost dentcal Wth that now before Common Councl of Summt, has been decded by Commssoner of Educaton" and ' affrmed by State Board of Educaton and by Supreme Court. The case s that of Board of Educaton of Cty of Lambertvllc vs. Common Councl of that cty. It appears that Board of Educaton had adopted a resoluton requestng Board of School Estmate- to approprate $75,000 for purchase of land and erecton of a school house. The Board of School Estmate. Dxed and determned sum named as necessary for purpose named n resoluton. The Common Councl neglected and refused to approprate amount fxed, and pleaded varous reasons as justfcaton frst, that certfcate was presented to Councl year prevous and consequently was not properly before present Councl; second, that Board was not legally consttuted; thrd, that meetng of Board of School Estmate was not properly called; fourth, that resoluton adopted was rregular n that t dd not separate sum needed for each purposed ffth, that Councl was unable to rase money for reasons that amount fxed was n excess of a sum equal to three per cent, of taxable value whch couucl was, authorzed to rase by bond ssue, and - -because that ste selected was unsutable. The decson was that law gves sole power of selectng stes and erectng buldngs to Board of. Educaton, and ordered that Common Councl mmedately take such acton as wll place at dsposal of Board of Educaton- amount fxed and determned to be necessary by Board of School Est-, mate. - > In reference to " ffth objecton, Commssoner says: "The evdence shows' that borrowng cat pacty of Lambertvlle was $07,000; Tbonds could be ssued for that amount.and balance $8,000 rased by drect tax. The Supreme Court n case of Montclar vs. State Superntendent, 48 vr. 68 held that t was "mandatory upon body havng power to make appropratons rased by "taxes to cause amount to be rased by tax, or borrow same and secure ts repayment by ssue of.bonds." Anor case of same character -was that of Board of Educaton of Brdgeton vs. Councl of that cty, n whch Councl adopted a resoluton and sent to Board of Educaton, substantally as follows: "Whereas Cty Councl of Brdgeton s vested wth power to make:appropratons of money to be rased by tax, and s responsble for same; resolved that Cty Councl s enttled to have full and accurate knowledge of a stuaton whch demands, n addton to large an for expendture of school moneys. It s thg duty refore of Councl mmedately to rase and place to credt of Board of Educaton sum named for erecton of a hgh school buldng.".
