NE T CONGE Four years ago "compettve sngng" was made one of the chef featurts of the annual pro gram of the Hawa an Evangelcal Conventon the obect beng to encourage good sngng n the churches throughout the Terrtoy (partcularly the Hawaan churches) for whch a beautful banner was offered to the sland wnnng the same fve tmes. 4 THE GARDEN SLAND ssued Every Luther Dermont Tmmons TUESDAY Mornng For A Complete Regment Edtor t seems to us that f we are to have a substantal mltary organzaton on ths sland (and publc sentment has apparently decreed that we shall) we ought to go the full length and organze a complete tegueut n place of a arrangement such as s new n halfandha lf prospect. n lour days Colonel Johnson comng as a stranger to the sland organzed the half of a complete regment wth some of the companes overflowng wth men and many more applcatons already comng n. There are enough men enlsted at ths tme to form two battalons and t would be a matter of verv lttle work to fll out a regment of three battalons complete. The present stuaton s ths: The thrd regment s dvded between Mau and Kaua a half of t beng on the former sland and a half here. Also bad one battalon s dvded between Mau and Kaua. Naturally the feld and staff offcers of the regment wll be dvded between the two slands. Under the crcumstances a regmental turnout parade or revew would be mpossble and the hghly desrable meetngs between regmental unts and offcers of the organzaton would be out of the queston. t s well enough for Kaua to start wth her half regment and whp that nto mltary form; but we qute agree wth the sprt of the sland that a full regment can and should be organzed here and that the entre regmental establshment should be located on ths sland. And we venture the guess that Mau s n a lke poston and feels the same way about t. The reason a company was not organzed at Koloa was we are gven to understand a desre to have a cavalry company there Koloa beng selected for that honor on account of beng near the center of the nhabted part of the sland. But t may be a long tme before a cavalry contngent s authorzed (we understand that a good deal of red tape may ntervene); and n the meanwhle an nfantry company mght be organzed there. Klauea as a center s good for a company Hanale for one Lhue for two more and the country between Koloa and Kekaha for two more. That would gve twelve companes or a complete regment. Of course there s the matter of support to these companes by the war department and the legslature. The ncrease n the mltary establshment has made t necessary to dvde and appropratons untl the money s already thn n spots. A larger amount wll not be forthcomng untl the new apportonment s made to the Natonal Guard of the varous States next Sprng t s nearly four months to the nspecton upon whch war department allowances are made. n that tme a full regment could be gotten n shape on ths sland and there s not the shadow of doubt but that t would be amply provded for n the departmental estmates for the new perou. As we sad Kaua s n the thng and as s usual wth ths betor sland wll not bt satsfed wth less than the best possble showng and a complete success of t. A full regment seems to be the desre and t should com; to that sooner or later preferably sooner. Judge Stuarts Tuesday Case. The mandamus case of Judge Stuart of the Frst Judcal Crcut aganst Governor L. E. Pnkham and Land Commssoner Joshua D. Tucker whch wll come up n Judge Ashfords court at next Saturday promses to be a matter of great nterest throughout the slands. Governor Pnkham started out wth certan promses whch very well n prnt: but he too appears to have struck snags. t has been a notable fact also that when each of these governors the mysterous breakers whch have evdently been encounter J the dsposton has been to draw away from the publc. t s perhaps far to say that Governor Pnkham to date has shown less of that tendency than ether of hs predecessors. t s not proper to dscuss a case hefore t has been presented n court and we wll not ct ths tme enter nto the merts or demerts of the pendng controvesy. "Regardng Cuba especally.we have receved our usual good proporton of reples to the nqures sent out by us and n practcally every nstance the reples show an ncrease n acreage planted. Furthermore the weather has been exceptonally favorable durng the entre crop year wth the excepton of the central part of the sland (n parts of danta Clara and CatnagueyJ where durng t he summer the weather was too dry. Elsewhere however ranfall was ample and well dstrbuted and almost generally n the reples whch we have receved from the Cuban factoes they state that the cane s much better than last year. Furthermore the occurrence of two hurrcanes n the vcnty o Cuba had the tendency to cause an ample ranfall through out the greater part of the sland the centers of the hurrcanes beng suffcently dstant from the sland to prevent any damage from heavy wnds. Based on these reports there s suffcent cane to make a crop of tons whch s approxmately an ncrease of about tons from last year. Whla from these reports we would be ustfed n gvng Cuba an ndcaton of tons as the sze of the next crop we prefer to ndcate a crop of tons.
