Orgnally engaged for one vlfel at the Bjou the performance proved so novel and orgnal and was receved by the publc wth so much favor that the engagement was extended for a second week. Ths probably makes a record for ths class of entertanment n. Crowed houses also greeted the company n Mau and. llo. The companys bookngs n San Francsco allow for three nghts only n ths sland. They wll open at Koloa hall tonght, Lhue Socal hall tomorrow nght and Wamea hall on Thursday. Full partculars as to prces, etc. can be seen on another page. MRS HEAPY HONOLULU News was receved on Thursday of the death n the cty that day of Mrs. S. D. Heapy, teacher n the school at Mana, Kaua. Mrs. Heapy had not been well for several months and went to the cty for specal treatment. Funeral servce were held n Con- - tral Unon Church at 4 oclock Frday afternoon and the body was taken to Waluku, Mau, where the father and sster of the deceased were bured. Mrs. Susan Dorcas Heapy was born at Hckory Flat, Alabama, July , and was the daugtcr of the late John A. Moore, an educator well known on the Pacfc coast and who came to the slands n SS, teachng n varous schools here untl hs death n 90. Mrs. Heapy graduated from the Grls Hgh School n San Francsco and the San Jose Normal school, after whch she went t o Mlan, taly, to have her voce traned. At that tme she gave great promse as a vocalst, but a severe cold on one occason mpared her voce to a consderable degree. She returned to Calforna aud taught school there for awhle and on a second trp to Europe marred John Heapy, of Wllam Heapy & Sons, merchants, of Lverpool. By ths marrage there were three chldren but only one (Stalford Heapy, of ) sur vved. A sster also survves the wfe of Dr. Bshop, of Portland, Oregon, the latter a son of the late Dr. Sereno K, Bshop, of ; and also a brother resdng n Lon don. The deceased was wdowed alout 8S7 and spent the succeedng fve years n Europe, returnng then to the Unted States and teachng n Oregon. She came to the sland n 8) to resde wth her. father at Lahana. n 000 another year was sent n Europe, and upon return ng to she became assoea ted wth Mss. A. M. Felker n the Kaahunanu school. McCandless Tours Kaua L. L. McCandless, canddate on the Democratc. tcket for delegate to Congress, came over on the K-na- u last Wednesday and completed a stumpng tour of the sland, also gong to Nhau on Frday. Mrs. Beckley, and Mrs. Heapy spent the followng two years tourng the Unted States, and upon ther return the latter was gven charge of the school at Mana, Kaua, where she spent the remander of her lfe Mrs. Heapy was a member of the Central Unon church and Womans Board of Mssons, n, and of the Wamea Lterary Socety on Kaua, and was consdered qute a factor n socal and lterary efforts wherever located. Knney, Tours Schools Superntendent Henry W. Knney, of the Department of Educaton, arrved at Wamea Wednes day mornng and completed a tour of the schools of the sland, return ng to Saturday nght, lb; was accompaned on hs rounds by Commssoner Knudsen and Mss Bernee Hundley, the supervsng prncpal. The purpose of the tour of Mr. Knney was to get a Hue on the needs of the schools of Kaua for the next two-ye- ar perod, the same to bo ncluded n the budget to be Asked of the legslature n February by hs department. A large, enthusastc chor rendered the snappy, v vacous Brown and Curry hymns wth fne effect, and there were several very well rendered quartets, one n partcular, a lades quartet, graceful, as well as a most delcate and sympathetc solo by Mrs. Ahana. The chor deserves much credt for excellent work, the result of a great deal of tme and devoton. One lcadnr member comes all the way from Keala. Mr. Lydgate gave a bref account of the Armenans and ther suffer ngs, and made a strong appeal for help for the starvng women and chldren, as request! d by Presdent Wlson and Congress. As was remarked at the meetng of the Chamber of Commerce on Thursday, the scenery cannot be mproved upon. ndeed, no: t s as beautful as any we have, or as can le found anywhere outsde of some of the mammoth canyons of the manland, perhaps; whle n the matter of summer clmate t s doubtful that ts superor exsts. Of course, however, t s a proposton of consderable sze and s heded about wth a number of fs and buts, for whch reason the Chamber of Commerce acted wsely, n our judgement, when t referred the matter to a commttee for thorough nvestgaton. Kaua s favored wth a number of daces that would make deal summer camn stes. Hanale dstrct s prolfc n desrable locatons, whle thev are to be found all the way around to Wamea. The Halemanu reeon has the double advantago of a clmate almost down to freezng nont. nt tmes n summer and of the land Wng shortly avalable for meb mrnosos. These hghlands arc of lttle or no value for any ofter purpose. Nothng of marketable value can lc successfully grown upon them, ley are admrably adapted to the purpose above referred to, and we fal to see why they should not be so utlzed. The fndng of ths trbunal was that a statute provdng that the cost of a hghway shall k assessed aganst the lands benefted by the nn provement cannot be sad to provde for or consttute a takng of prvate property for publc use wthout just compensaton or wthout due. pro cess of law, because t does not expressly provde that the amount of the assessment shall not substantally exceed the specal beneft conferred Mucl lattude, t s held, must be left to the Legslature m determnng the method of assessment, and a statute can be successfully called n cueston only when t s so devod of any reasonable bass as to consttute an arbtrary abuse of power. The ssuance of bonds payable only out of a specal fund for a publc mprovement does not consttute muncpal ndebtedness wthn the meanng of the fundamental lmtatons upon such ndebtedness. These fndngs are broad enough to satsfy the most ardent support er of the specal assessment doctrne. t should be sad that, deep down n the conscousness of many economsts, there s doubt as to the justce of specal taxaton for local mprovements n the benefts of whch the whole communty ultmately sharss. At the same tme, t s dffcult to see how local mprovements, sewer buldng, water-pp- e layng, maca damzng, sde-wal- k constructng, and so on, so essental, for nstance n the early days of western towns n the Unted States and Canada, could, m the absence of a sngle tax, have been successfully carred on Under the specal assessment system, the taxpayer cones nearer gettng what he has md for than under any other form of assessment. t s not an deal method of taxaton, but t s one of the least objectonable now n exstence.
