Karline Clark kcspoiled@rap.midco.net The meeting has been move and we seem to have a better turn out, I want to thank everyone for coming out. I am seeing a lot of new faces and faces we have not see in a while at the events. It is our duty to help guide and educate new members so if you have question please ask as we sometimes get caught up in the moment and forget that we do have new members and people who want to take a more active roll. The snow and shine was a great time, we ended at Black Hills ABATE Sno Ball, they provided a great meal and a great time!! We have lots of activities going on over the next couple months and always need people to step up and help out. We have the bike raffle that BA and Mary can always use an extra hand. We will need lots of volunteers for the membership party. Remember we have moved the party to Shade Valley and we have the resort as a private party so we will not have the issues we did last year. We have a few new great sponsors this year, and a few more to come!!! See you at the next meeting or event!! John T.

2 Secretary s Report President John called the Feb. 4, 2014 general membership meeting of RU ABATE to order.pledge of Allegiance was led by Vice Pres. Hillary. Chaplain Auggie led membership in prayer and blessed the food.thank you BH Harley Davidson for the brats. Roll call was taken with Mike and Janet being excused. Ginny was absent. The minutes to the Jan. 7th membership meeting had no additions or corrections to be made. Phil motioned to accept and Craig seconded. Motion passed. Bills were presented. Legislative Day reimbursements were made to those that attended. BA had bills for trailer tie downs, Sioux Falls gas, and eating utensils. Karline had a bill for ink cartridges. Wayne motioned to pay these bills and Phil seconded. Motion passed. OFFICER REPORTS Pres. John stated that lots of events are coming up. Please volunteer to help. Thank you to BH Harley Davidson and Tammy P. for the meal. Vice Pres. Hillary reminded all of the RU ABATE Snow and Shine coming up on Feb. 15th and also the BH ABATE Sno Ball Dance on Feb. 15th. Treasurer Kim gave the dollar reports of the various accounts. Phil motioned to accept the treasurer's report and Sunshine seconded. Motion passed. Sec. had newsletters, bills, affiliate, and memberships to hand out. I gave an overview of Legislative Days in Pierre. Also had a letter to the editor about it. State Rep. Sunshine added to her newsletter report information on the Whitewood Park Memorial that is being discussed State ABATE wide. How much interest does RU Chapter have in supporting it? Discussion was had. Show of hands vote was taken with RU Chapter members supporting it. This will be taken back to State ABATE at March meeting. Grant money maybe used to set up a phone app for our map. HB 1038 was discussed. New motorcycle training facility here in Rapid City was discussed. Membership Sec. Karline reported on 42 affiliates and 379 members. The post card reminders of member and affiliate expirations, such as Susan L. has designed and been using, was discussed. Jiggs motioned that RU ABATE implement this program and BA seconded. Motion passed. Sgt. at Arms no report as excused. LRC no report as absent. STANDING COMMITTEE REPORTS PR no report as excused. Road Captain report by Bill. Snow and Shine has a bus. Contact him if you want to use it. If expenses do not cover fuel, he would like the chapter to cover the fuel expenses. Jiggs motioned that RU cover the fuel expenses if not enough people use the bus. Craig seconded. Motion passed. Bill wants to do some rides throughout the summer. Wayne stated that BH and Oahe ABATES are planning a meet in the middle ride in July if RU is interested. Products Manager Phil will ask for new products at the budget meeting on Feb. 6th. Webpage Master Clay adding items. MRF Rep. Jiggs stated that the farm bill passed with E-15 not on it. He shared more MRF information. Heartland Steam in March in Wisconsin. Best of the West town changed to Frisco, Colo. Please support MRF and join. Road Hazard Steward Barbie, stated that at the Jan. State ABATE meeting the calling list was updated. It was asked that even if we aren't on our motorcycles to call in road hazards. AD HOC COMMITTEE REPORTS Motorcycle Raffle report was given by BA. Tickets are selling. Volunteers will be needed at the SFJ Swap Meet, Counts of the Cobblestone Car Show, and the Bike Show. Please help. The Bike Show vendor spots raised to $ for this year. BA suggested that we do it. Bob W. motioned that we get a spot and Jiggs seconded. Motion passed. Membership Party report was given by Bill. Bill is the chair and Hillary is co-chair. Feb. 20th at Buffalo Wild Wings is the next committee meeting.

3 Secretary s Report Jiggs presented a Meeting of the Minds slide show on one of the seminars he attended. The RU ABATE presentations is set for April 5th at TREA starting at 10 am with Slider. OLD BUSINESS Ron Hall and Pat O. definitions are still working. Jiggs gave a report on Legislative Days. Relocation of shed still working. Need nice weather to prepare spot and move it. Trailer is moved to all Kinds of Storage. NEW BUSINESS Pres. John presented Hillary with the Member of the Year plaque. Congratulations Hillary. RU ABATE tri-folds were discussed. BA stated that BH Harley will add the tri-fold to the bike purchaser's packet. State ABATE already has a tri-fold. Do we want to use this? No decision was made at this time. RU ABATE budget meeting will be Feb. 6th at 7:30 pm at the Eagles. Jiggs stated that new members to ABATE feel intimidated by not knowing alot of what is happening. State ABATE to work on how to handle this for new members to ABATE. MEMBER OF THE MONTH goes to Gin H. Thanks for all your volunteerism!! AFFILATE OF THE MONTH goes to Roscoes. Thanks for your support to RU ABATE. SHOULDA COULDA of $20.00 would have went to Teresa Gravatt, but sorry, you were not in attendance to accept. March meeting will be $ Chance on the bike tickets went to Tammy, Wes, and Angie. Congrats. 50/50 of $50.00 went to Jiggs. Congrats. ANNOUNCEMENTS RU ABATE Wild Game Feed March 9th. Jiggs announced that RU ABATE member Dave Davis is running in Dist. 34. Sunshine has a Larry Rohden for congress petition for signers. In other words, all we need is the contact name is nothing else and we will go pick it up. If you know of businesses or affiliates that would like to contribute please let me know, or if you have anything you would like to donate. Your assistance in helping us have another successful auction is greatly appreciated. Thank you. IT S NOT WHAT YOU RIDE, IT S THAT YOU RIDE! Chaplain s Corner I recently saw a program on TV that talked about things going out of style or passing away along with companies that have gone under. Some of you may remember these things. Companies like Kodak and things like incandescent light bulbs, Pontiac, Oldsmobile, Mercury, eight tracks, cassettes, American made TV's, High Flo toilets, typewriters, dial phones, self player pianos, drive in movies to just name a few. We grew up with these things and they served a purpose but now they are gone. All these things have come and gone in our lifetime. Only one thing is constant and doesn't go out of style and that is our relationship with Jesus! He never goes out of style. He is with us forever. All we have to do is ask him to be our Lord and Savior. Life goes on. Things that we grew up with come and go and pass away, but God is with us forever!! Take a minute right now and confess your sins and ask Jesus into your heart and assure your future with Him forever. As it says in Hebrews 13:5-6, "For He Himself has said, I will never leave you nor forsake you. So we may boldly say: The Lord is my helper; I will not fear. What can man do to me?" The Lord promises to be with you forever. Like I said at the beginning of this all things will come and go in our lives but the only thing we can count on yesterday, today and tomorrow--- JESUS! 6 BIKE RAFFLE REPORT Currently we have 75 books signed out to our members (50%). Out of those 23 books have been completed (15%) and deposited in our treasury. There are 3 events coming up in early March which we need help in showing and selling tickets. Please volunteer by calling us at Thanks and Happy St. Patricks' Day B.A. & Mary Your Neighborhood Irish Pub Spirits, Food & Entertainment Join us on Facebook Located in Valley Square,3064 Covington St, Suite 206 IRS PROPOSES NEW RULE THAT WILL DIRECTLY AFFECT ABATE The Internal Revenue Service (IRS) has issued a proposed rule that would affect the Motorcycle Riders Foundation (MRF) and every other advocacy group with the same tax status. The MRF has what is known as 501(C) 4 tax status, this means the MRF can be involved in political activities, however donations to the MRF are not tax deductible for the person or group that donates the money. Recently the IRS seems to be unfairly targeting conservative tea party type groups. Now its time to punish everyone because the current IRS does not care for the way that some of these groups have been successful in getting out the vote and raising money. 501(c) 4 s are named after the section of U.S. code that defines them. Some of the tea party type groups are also in the (c) 4 grouping, as a social welfare group. The 501(c) 4 is the segment of the nonprofit world best known for organizations like Karl Rove s Crossroads GPS and the liberal group, Priorities USA. 501(c) 4 s are in fact made up of over 86,000 mostly small organizations nationwide, some of which are almost certainly active participants in our own community s civic life. They weren t invented in the last election cycle; they ve been around for generations. Their purpose isn t to hide donors; it s to advance policies. The big famous guys and the shady newcomers get all the attention, but they aren t typical of the sector, any more than Justin Bieber reflect the experience of the bulk of the people making a living in the music industry. It is true that political spending has skyrocketed since 2008 in the (c) 4 category and that some reform to those groups spending astronomical amounts of money for election purposes is warranted. This tax status allows the MRF to be involved in the political process so long as the primary purpose of the organization is not partisan politics. Under the proposed rules we would be limited to doing work around elections and key votes. The IRS said in a hearing this past Wednesday that they have received an unprecedented number of comments and that the rules would not be finalized anytime soon. At this point it is not clear whether the government planned to change the rules for all 501(c) groups, including (c) (5) s (labor unions) and (c)(6) s (trade associations)..the new rule would limit what political activities the MRF and other (c) 4 s could do before election dates. What would be considered a political activity is not known. It could be as simple as a meeting with an elected official on an issue important to their constituents, a get out the vote effort or even endorsement of candidates. By confusing protected political speech with electioneering, this proposed rule would silence social welfare non-profit organizations for a minimum of 90-days during an election year. However, because the regulation applies to elections at every level of government, and some state and local governments host elections on odd years, or in differing months of the year, free speech for (c) 4 organizations conceivably could be restricted every year. This is unacceptable and out of line with our form of government. (c) 4 social welfare nonprofit organizations serve a valuable role in society and it would be unjust to prohibit their speech. Go to the various affiliates in the book throughout the summer and collect signatures, get enough to get a poker hand at the Ed Netterberg weekend and win some cash at the same time you show support for our affiliates who support us through the year. LRC Report Though the National Highway Traffic Safety Admin. did not put motorcycling on its top ten priorities for 2014, they have, none the less, made it clear they feel that mandatory helmet use is essential to reduce fatalities. They continue to express their opinion that education and crash prevention training is insufficient without such a mandatory restriction. A recent federal bill, S1925, would have limited the sharing of information from the black box of vehicles. As it stands, there is little to no chance that this bill will pass and is currently stuck in committee. In reviewing several states recent legislation, there are several bills discussing the idea of installing closed circuit cameras on state highways to monitor vehicle and pedestrian activities. We should be thankful this is not a bill in S.D. I also found many bits of proposed legislation limiting public access to a person s personal info. and records including such things as phone records and social media sites for political purposes without the knowledge and consent of the person. This shows there are those still fighting for personal rights on the state level as well. The CDC continues to express their opinion that helmet use is the only way to protect riders from certain death. Their statistics are very skewed and don t even support their argument. Due to recently passed federal legislation, the expansion of use of the biofuel E-15 is not going to occur. The new farm bill removes subsidies to farmers for producing products related to the production of these fuels. South Dakota House Bill 1038 will provide for the building of a new State Patrol office and Motorcycle training center in Rapid City. This bill has passed the appropriations committee and if signed by the Governor, will result in a lot more motorcycle police officers in the Rapid City area for training. Ginny K. 11 ROAD CAPTAIN S REPORT The Rushmore ABATE snow and shine is in the books. Instead of two vans AJ from Shotgun Willies made us a deal on his bus so we were all together with the exception of those that were unable to ride for personal reasons. We had a total of 29 participants, 27 rode the bus at one point or another, 28 with at least 1 poker hand, 6 extra hands were purchased. We renewed 2 Affiliates and an issue presented itself during the run. A few times while at one of the stops I heard the comment this is the first time I have been here or I didn t know this bar was here. Please remember that these bars are affiliates, I know what it is like to be comfortable with the regular hang outs, however these places support us, let s try to support them and our other affiliates a little more often.
