1 , TOWN OF WOODHULL November 14, 2018 The Regular Monthly Meeting of the Town Board of the Town of Woodhull, County of Steuben and State of New York was held at the Town Hall, 1585 Academy Street, Woodhull, New York on the 14 th day of November PRESENT: Scott E. Grant, Supervisor Bryan M. Conklin, Town Council Douglas S. O Brian, Town Council Rebecca A. Painter, Town Council Kenneth G. Shupp, Jr., Town Council L. Todd Housel, Highway Superintendent Sharon A. Brewer, Town Clerk OTHERS PRESENT: Kristy Flint, Woodhull Municipal Gas Co.; Phil Mosolf, Woodhull Municipal Gas Company; June Brewer, Planning Board; Robert Mooney, Code Enforcement Officer; Steve Coates, Groundskeeper/ Town Hall Maintenance; Terri Farrand, Woodhull Community Day Committee; Joan Watkins; Mary Towsley Woodhull Municipal Gas Company business was conducted at 6:30 PM with Doug O Brian, Deputy Supervisor in charge. Phil Mosolf presented his report from last month. He logged 62-1/2 hours. He has been painting the Pine Street building, and has been studying for OQ testing. Kristy stated that the Armstrong phone bill for last month has not cleared. Abstract #11 of the Municipal Gas Company in the amount of $6, was approved for payment. This included vouchers # # Deputy Supervisor, Doug O Brian called the Regular Monthly Meeting to order at 7 PM with the Pledge of Allegiance to the Flag. He greeted all who were present. RESOLUTION #18-30 APPROVAL OF MINUTES On a motion of Bryan Conklin and second by Kenneth Shupp, the following

2 November 14, 2018 Page 2 RESOLVED that the minutes of the 0ctober 10, 2018 Monthly Board Meeting be approved as written. RESOLUTION #18-31 APPROVAL OF MINUTES On a motion of Bryan Conklin and second by Kenneth Shupp, the following RESOLVED that the minutes of the October 29, 2018 Budget Hearing be approved as written. GUESTS/RESIDENTS SHARING June Brewer, Leader of the Planning Board, introduced Joan Watkins and Mary Towsley, who were present with the request to be appointed to the Town of Woodhull Planning Board. RESOLUTION #18-32 APPOINTMENT TO THE PLANNING BOARD On a motion of Bryan Conklin and second by Kenneth Shupp the following RESOLVED that Joan Watkins and Mary Towsley be appointed to the Town of Woodhull Planning Board for a 4-year term ending November 14, This is to bring the number of members on the Planning Board to 7. These two members then signed the Oath of Office. Terri Farrand was here representing the Woodhull Community Day Committee. The annual Town of Woodhull Christmas Party is on December 9, 2018 from 1 PM to 4 PM this year. She requested funds to help with the expenses of this party. RESOLUTION #18-33 APPROVAL TO GIVE FUNDS FOR THE CHRISTMAS PARTY On a motion of Becky Painter and second by Doug O Brian, the following

3 November 14, 2018 Page 3 RESOLVED that $250 be given to the Woodhull Community Day Committee to help with the expenses of the annual Christmas Party. DEPARTMENT REPORTS Todd Housel, HIGHWAY SUPERINTENDENT, discussed the need to order a 10-wheeler truck to replace the 2005 one that is costing a lot of money in repairs. If ordered now, a truck would not be delivered until the spring of He wants to order a 2020 Model 367 Peterbilt with an 8-speed transmission at a cost of $210,000 to $225,000. The price is up less than 1% more above the truck received in March of RESOLUTION #18-34 APPROVAL TO ORDER A 2020 PETERBILT TRUCK On a motion of Kenny Shupp and second of Bryan Conklin, the following ADOPTED Ayes 4 RESOLVED that Todd Housel be given permission to order a 2020 Peterbilt truck for spring 2020 delivery. Todd also discussed the condition of the salt shed. The canopy roof is full of holes. He said the current cover is only about 4 years old. He recommends that a 3-sided pole barn be built around the existing concrete block walls. The barn would have tin sides and roof. He estimated the cost to do this would be under $20,000. This would come out of the capital building account. Todd will do a scope of work and seek bids for this project. RESOLUTION #18-35 APPROVAL TO SEEK BIDS FOR SALT SHED ROOF On a motion of Doug O Brian and second by Becky Painter, the following RESOLVED to give approval to Todd Housel to seek bids for repairs to the existing salt barn.

4 November 14, 2018 Page 4 Todd said some repairs on a driveway on Kent Hill Road, 2 driveways on Buckley Hollow Road and 1 culvert on Johnson Road are still in need of repair. He says that there are no personnel problems. Dan Draper, DOG CONTROL OFFICER, was not present at the meeting and didn t send a report. **Scott Grant arrived at the meeting at 7:30 PM. Bob Mooney, CODE ENFORCEMENT OFFICER, turned in 4 building permits. He and Diane Reed, HEALTH OFFICER, drove around town looking at conditions. They identified 16 properties where letters needed to be sent. Property owners were given 30 days to clean up their property before court appearance tickets will be sent. Dumpsters will be available behind the Town Hall and at the Highway Barn. Bob needs a new computer. RESOLUTION #18-36 APPROVAL TO PURCHASE A NEW COMPUTER On a motion of Becky Painter and second by Scott Grant, the following ADOPTED Ayes 5 RESOLVED THAT Bob Mooney, Code Enforcement Officer, be given permission to purchase a new computer. Gary Calkins, ASSESSOR, was not at the meeting. Bonnie Brewer, TOWN HALL CLEANER, was not at the meeting. Steve Coates, GROUNDSKEEPER/TOWN HALL MAINTENANCE, has problems with the Town Hall water testing. Perhaps new equipment to test the water is needed. Steve asked permission to buy some totes to organize tools. He also suggested that a handcart is needed. He is cleaning up the mowers with high pressure washers. June Brewer, PLANNING BOARD, said that the main priority of that board is the playground. They are setting up a new checking account entitled Woodhull Community Park Project. They are planning to sell tickets at the Winterfest on Saturday. Leslie Smith will be the treasurer of this

5 November 14, 2018 Page 5 account, and Joan Watkins will be an authorized signer. A banner will be ordered to hang on the fence announcing this project and that donations are being accepted. Leslie and Mary plan to go to a Training meeting tomorrow night in Bath. RESOLUTION #18-37 SEED MON EY TO START ACCOUNT On a motion of Bryan Conklin and second by Kenny Shupp, the following ADOPTED Ayes 5 Grant, Conklin, O Brian, Painter, Shupp RESOLVED that $200 seed money be donated to the Woodhull Community Park Project. Scott Grant, SUPERVISOR, reported that all contracts for the Waste Water project have been signed and mailed back to the bidders. It is not likely that any construction will be started this fall. Other projects will be discussed under old and new business. Sharon Brewer, TOWN CLERK, reported that she had a good year selling sporting licenses. The midwife, for whom she had to file all of the birth certificates for babies born in the Town of Woodhull, has remarried and moved away. Unless we have another midwife relocate to our town, that is one big job that she will no longer be doing. The Aging in Place Committee will sponsor the next luncheon in Jasper on December 12 th. Winterfest will be held at the Town Hall, the Fire Department building and the Community Church on November 17 th. OLD BUSINESS: 1. Road Signage Nothing has been done. 2. Floors gym, band room, hallways, entryway - Band room floors will be done in the winter when the band isn t practicing. Other floors nothing scheduled yet. 3. Records Rooms More boxes of older records need to be moved to the new room downstairs. The Records Room upstairs will be renovated to make room for the changes in storage of janitorial supplies. 4. Trees new and old Strauss Tree Service will be cutting down the trees that need to be done on the Town property. A new tree will

6 November 14, 2018 Page 6 be ordered from Young Hickory Flower Farm and placed in the square in front of the clinic. 5. Front Sliding Door This door has been placed on order from Assa Abloy. This will be installed after the doorway opening has been prepared by a contractor. 6. Curtains have been installed in the gymnasium, with the exception of the small window over the front doors. A larger curtain rod is needed for that window. The motion lights have not yet been installed in the bathrooms. 7. A new water testing device may be needed. 8. The 2017 AUD has not been completed yet. 9. Town property communications Not sure of what this means. NEW ITEMS: 1. Building Usage / Protocol The Town Clerk has had a problem of scheduling, not realizing that the Bone Builders and Aerobics groups would be meeting on a legal holiday. 2. Scheduling not in scheduling books Groups that meet on regular basis (Aerobics, Bone Builders, Senior Citizens) need to be listed in the book in the Town Clerk s Office. 3. Inventory updates -? 4. New Phone numbers/ accounts The Town Clerk s phone number ( ) and the Highway Superintendent s shop number ( ) remained the same. All other numbers begin with 925. All addressed should now be changed to gmail.com. It is hoped that these 925 numbers can be put on a call forwarding system. 5. Woodhull Winterfest will be held on November 17 th. Because of the new light poles being put in by NYSEG, the Town cannot place the wreaths on the poles. Three Christmas trees have been placed at the Town Hall, the greenery and lighted wreath have been placed on the front of the Town Hall, and two tall shrubs around the veteran s memorial have Christmas lights on them. RESOLUTION #18-38 DONATION TO FOOD BANK OF THE SOUTHERN TIER On a motion of Bryan Conklin and second by Becky Painter, the following ADOPTED Ayes 5 Grant, Conklin, O Brian, Painter, Shupp

7 November 14, 2018 Page 7 RESOLVED that a $500 donation be given to the Food Bank of the Southern Tier to show the Town of Woodhull s appreciation for their monthly service to our community members and others throughout the year. A sizable donation was received from the Scrapbooking group who used the building over the Veteran s Day weekend. AUDIT OF HIGHWAY & GENERAL FUND ABSTRACTS Abstract #011 of the Highway Fund in the amount of $61, was approved for payment. This included vouchers # Abstract #011 of the General Fund in the amount of $20, was approved for payment. This included vouchers # The next Monthly Board Meeting will be held on Wednesday, December 12, 2018 at 7:00 PM in the Town Hall Board Room. Woodhull Municipal Gas Company business will be conducted at 6:30 PM. The dates of the year end 2018 meeting and the 2019 Organizational Meeting have not been set.
