APPROVAL OF THE AGENDA: Councilmember Thomas moved to approve the agenda with the Youth Council report being moved to after the Public Works report. Councilmember Woodbury seconded the motion. Councilmembers Lusk, Poff, Poll, Thomas, and Woodbury voted yes. The motion carried. DECLARATION OF CONFLICT OF INTEREST: There was no conflict of interest declared by any council member. Mayor Monroe excused Rodger Worthen, City Manager, from tonight s meeting. 2 South Weber City Council Meeting 12 April 2011 Page 2 of 5 Councilmember Thomas moved to approve the consent agenda. Councilmember Woodbury seconded the motion. Erika called for the vote. Councilmembers Lusk, Poff, Poll, Thomas, and Woodbury voted yes. The motion carried. RECREATION PROGRAMS REPORT Curtis Brown & Larry Birt, Recreation Coordinators: Curtis Brown approached the City Council and presented the recreation quarterly report. Larry Birt was unable to attend. Curtis reported that the basketball program was a success with 6 th & 9 th grades winning the championship. This year the South Weber City Recreation Department conducted a three-city all-star game with South Ogden, Riverdale, and South Weber City. Curtis thanked Rodger for that. He stated that softball registration just finished. T-ball and Coach Pitch registration still has one week before closing. Expenditures for this quarter are as follows: Soccer Machine Pitch Sportsite $ Sportsite $ Officials $ Officials $ Shirts $2, Shirts $ Equipment Equipment Whistles $25.00 Balls & Bases $ Balls $80.00 Goals $ Paint $40.00 Trophies $ Trophies $ Total $4, $1, This year s baseball team will be the Raptors for which the participating children will receive free tickets to a Raptors game. Curtis discussed the football jerseys and suggested that each player use their jersey this year as well as next year to help cut the cost, as they should still be in good condition and should fit for another year. He also discussed instead of fund raising to ask each player to donate $ The city will run the gut wagon with money coming back to the football fund. Curtis discussed the Sportsites web-site registration and stated he is concerned about it because he hasn t been able to locate how individuals can request to be on certain teams. He will work with Carl Thurgood fron Sportsites on improving its effectiveness. Councilmember Poff asked if the baseball field at Canyon Meadows Park will be used. Curtis stated they will be using Cherry Farms Park for machine pitch. LaCrosse is being held at the Canyon Meadows Park on Monday, Wednesday, and Friday. The council thanked Curtis for his attendance. QUARTERLY REPORT: PUBLIC WORKS/CODE ENFORCEMENT Mark Larsen, Public Works Director: Mark Larsen, Public Works Director, approached the City Council and presented the quarterly report. He stated the west water tank has voids under the tank which has been causing leakage, this will be repaired. He has met with Job Corps concerning help with the construction of the bathroom facility at Canyon Meadows Park. He gave the council a copy of the list for sidewalk repairs as well as a map for road repairs. He would like the council to drive around the city and look at areas they may have concerns with. Mark is mainly concerned with 8200 South. Councilmember Poll suggested looking at areas along the frontage road that have sunk. Mark identified areas on the map that need repair as well as their priority. He stated the

3 South Weber City Council Meeting 12 April 2011 Page 3 of 5 public works staff conducted a safety meeting today. There have been no accidents this quarter. Mark stated they have changed the ordinance violation process and are no longer issuing fix it tickets. He stated they are handling it through the department first by issuing letters before getting the justice court involved with tickets. Councilmember Poff asked about the four homes along Cottonwood Drive that may be affected by flooding of the Weber River. Mark stated they have been monitoring it and sand bags are ready to go. Councilmember Poff asked about Canyon Meadows Park and the fill that is left. Mark stated they will be removing it this summer. The council thanked Mark and his guys for all they do. QUARTERLY REPORT: YOUTH CITY COUNCIL: Youth Council Mayor Pro Tem Raquel Quintanna introduced Youth Council Members in attendance as Richard Poll, Michael Peterson, and Megan Jordan. Raquel presented the quarterly report. She stated they recently attend the USU Leadership Conference. They took 5 th place out of 42 cities, winning $50 for the Youth Council. They learned to write down goals, the need for a support system, life is like a bouncy ball, be a real person, learn to like all people, and you never know the difference you will make in the life of someone. She then discussed the golden buffalo which is a traveling buffalo award that has been a part of the leadership conference for several years. The Youth Council had opportunities to meet with Youth Councils from all over the state, and members of other councils are impressed with South Weber s members. Upcoming events include: Easter Egg Hunt on April 18 th at 5:30 p.m. at Cherry Farms Park, Movie in the Park (June, July and August), Bingo at Apple Tree Assisted Living, Country Fair Days, and Salt Lake City Day Retreat. Councilmember Poff stated South Weber s Youth Council has impressed other councils. He stated the members of the council all get along and do a great job! Erika reminded Councilmember Poff to have the Youth Council coordinate the movie in the park with Larry Birt or Curtis Brown. COUNCIL ITEMS: Councilmember Poff: Senior Citizen Luncheon: He stated the recent luncheon was a success; however, in the Mountain Echo newspaper it was stated that the cost to attend is $5.00. He stated they don t charge but ask for a donation of $2.00. Erika will contact the newspaper and have that changed. Country Fair Days Meeting: This will be held on April 28 th. Kim Byram at the city office will be the chairperson. Councilmember Poll discussed serving fountain drinks verses bottles. Erika will have staff check into that. Councilmember Woodbury: Wayman Cash: He stated South Weber lost a long time resident of the city recently when Wayman Cash passed away.

4 South Weber City Council Meeting 12 April 2011 Page 4 of 5 Councilmember Lusk: Emergency Preparedness Fair: This will be held on April 28 th. The Youth Council will be watching children so that parents can attend classes. Trailhead Signs: She stated the signs for the trailhead have been installed. Councilmember Thomas: Building Permit Fee Appeals Process: He asked if the city will be adopting an appeals process to comply with recent legislation. Erika stated it is on the list for staff to work on. MAYOR S ITEMS: Senator Lee s Office Meeting: Mayor Monroe will be meeting with a representative from Senator Lee s office, and he asked the council if they have suggestions as to what they would like him to discuss at this meeting. Councilmember Poff suggested discussing the aquifer. Staker & Parson Gravel Pit: Erika stated Dak Maxfield or Randy Anderson from Staker Parson will be attending the next city council meeting. She asked the council to let her know what they would like Parsons to discuss and she will get the information to Parsons prior to the city council meeting. Councilmember Thomas suggested discussing the monument sign. Councilmember Poff asked about being able to cut down the weeds at the west end. ADJOURNED: Councilmember Thomas moved to adjourn the city council meeting at 6:55 p.m. Councilmember Poll seconded the motion. Councilmembers Lusk, Poff, Poll, Thomas, and Woodbury voted yes. 5 South Weber City Council Meeting 12 April 2011 Page 5 of 5 APRIL 12, 2011 WORK/DISCUSSION MEETING PRIOR TO CITY COUNCIL Those in attendance to the work session were: Mayor Jeff Monroe, Councilmembers Sara Lusk, Michael Poff, Scott Woodbury, Farrell Poll, Dave Thomas, City Recorder Erika Ahlstrom. Visitors: None. Work meeting commenced at 5:40 pm. Consent Agenda Items: Mayor Monroe asked if there are any concerns with consent agenda items or minutes. There were none. Quarterly Reports: Youth Council has requested to be moved to the last. ULCT Mid-Year Convention: Erika asked if all of the councilmembers are still planning on leaving tomorrow for St. George; they responded they are. Mayor Monroe will pay the hotel bill with his city credit card. The council discussed possibly getting together for a tour, maybe of the updated airport, on Friday afternoon. Addresses: Erika discussed that it is best for the councilmembers to use their assigned city addresses. Mother of the Year: Mayor Monroe said he had selected Grace Evans, but she declined the honor when the Clipper notified her, so Mayor Monroe then selected Carri Ditty.
