7 GRAND COUNCIL ANNUAL BUSINESS ASSEMBLY Friday April 24, 2006 Masonic Temple, Pembroke, NH The Grand Council was opened in due form by M.l. Dwight V. Meader, at 7 00 p.m. with 26 members present. The salute to the Flag was given. A roll call of Constituent Councils was called and there were found to be five Thrice Illustrious Masters and three proxies, 8 proxies for Deputy Master and two Principal Conductors of the Works and two proxies. There were eight Past Most Illustrious Grand Masters present. The following reports were read and accepted as read: Deputy Grand Master Fraternal Correspondence Grand Captain of the Guard Budget Committee Grand Treasurer Life Membership Report Grand Constitution & Review of Bylaws Publicity & Public Relations Doings of Grand Officers Cryptic Medical Research Fund The Douglas L. Robertson Bible will be presented to Davenport Council #5. It was voted to donate $50.00 to the Masonic Association for the use of Hall. Comp. Walter Sword was elected to the NH York Rite Life Membership Foundation for two years. The Grand Master welcomed the following: Most Excellent Grand High Priest - Robert D. 8 REPORT OF THE R.I. DEPUTY GRAND MASTER To the Grand Council of Cryptic Masons of New Hampshire, Visitors, and Members of Constituent Councils, I submit this report: In November 2004, I had a serious automobile accident which required extensive recovery time and which prevented me from performing most of my Masonic duties. The recovery period is behind me NOW. The following is a listing of the visitations that I was able to attend, but first I would like to express my appreciation to Dennis A Sheridan and Dwight V. Meader who filled in for me at several different visitations. April29, 2005, Orient #14 Council in Rochester's Business meeting August 30, 2005, Columbian!St. John #2 in Claremont December 9, 2005, Adoniram #3 in Manchester (I was not the visiting officer) February 13, 2006, Israel Hunt Council #8 in Nashua I attended the Christmas observance of Mount Horeb Commandery in Concord, on December 18, 2005, where I represented R.I. Dwight V. Meader. Also, I attended the following Council Meetings. December20, 2005, Horace Chase Council in Concord January 17, 2006, Horace Chase Council in Concord (Business Meeting) February 1, 2006, along with other Grand Officers, I attended St. John's Lodge in Portsmouth where a $1 ooo Check was presented to the Cryptic Mason's Medical Research Fund (CMMR). 10 Olivet Council No. 11 had their Official Visitation on September 12, 2005 in Exeter. The Select Master Degree was performed well by MIPGM Donald Miller on candidates. I attended Evening Star Council No. 13 in Colebrook on September 7, I was unable to attend Orient No. 14, Adoniram No.3 and Israel Hunt Council No. 8 due to other Masonic commitments and illness. On November 5, 2005 I attended the North East Regional Cryptic Masons Festival in Maine. I accepted an invitation for New Hampshire to do the Royal Master Degree next year in Barre, VT.. I attended the Grand Council Annual Assembly in Killington VT on June 14, have also completed directing the Super Excellent Master Degree, which was performed in Davenport Council on June 19, thank all that participated and look 357

11 forward to doing it again in Concord this June. It has been a distinct pleasure to serve this Grand Council and I thank you, Most Illustrious, for allowing me that privilege. I also wish to thank Companions Steel, Lewis, Geas and Chase without whose help these visitations could not have been completed. REPORT OF THE CRYPTIC MEDICAL RESEARCH FUND To Companion Dwight V. Meader, Most Illustrious Grand Master, Grand Officers and Members of the Grand Council of New Hampshire: My thanks to our Most Illustrious Grand Master for appointing me the New Hampshire Chairman for the Cryptic Masons Medical Research Foundation Fund Drive. This is my first year and I am still learning the ropes, with help from my fellow Companions more knowledgeable than I, of the Foundation. Our drive this year, so far, has consisted of five contributions yielding $ with four Councils being credited as follows: Davefl>Ort Council #5, Portsmouth (ST. John's Lodge) Davenport Council #5, Portsmouth Olivet Council #11, Exeter Evening Star Council #13, Colebrook Orient Council #14, Rochester The winner of the Douglas Lockhart Robertson BD!e is Davenport Council #5 of Portsmouth. Meader, Most Illustrious Grand Master of the Grand Council of Cryptic Masons of the State of New Hampshire: The annual meeting of the NH York Rite Life Membership Foundation was held on Friday, March 31, At the end of ftseal year 2005, we had 2671ife members in the Chapters, Councils and Commanderies with a total investment of $56, This year we received % return of our investments for a total income of $2, This income will be divided as follows: Chapters $ Councils Commanderies Total $2, So far, we have 4 new life members for 2006 with an investment of $1, The following officers were elected for the year 2006: Robert L. Sutherland, Jr Robert G. Hatfield Rodney A. Robinson Gerald F. Buehrer President Vice President TreaJAssist. Secretary Secretary/ Assist. Trea. Ex. Comp. Gerald F. Buehrer is scheduled to finish his three year. The Foundation members strongly recommend that he be reelected for another three (3} years. We lost one of our most devoted members this year, Ml Comp. Alan J. Pollard, Vice Pres. A replacement member will have to be voted upon at the annual Council business meeting. The Foundation members recommend Comp. Walter Sword. 13 REPORT OF THE PUBLICITY AND PUBLIC RELATIONS COMMITTEE To the Most Illustrious Grand Master and Members of the Grand Council of Cryptic Masons in the State of New Hampshire: Our Constituent Councils have submitted nothing of interest to this committee for the Cryptic year. It is hoped that this trend will change in the very near future. I urge more communications be established between the Grand Council Officers and our Constituent Councils to try to promote some evenings of interest for both the Grand Council and the Constituent Councils. One item of noteworthiness is how the Constituent Councils are forming degree teams to do the work of the Council. Your committee thanks )00 fort he opportunity to serve this Grand Council. Officers and Members of the Grand Council of Cryptic Masons of New Hampshire, this 24th day of Apri/2006 We, your Committee on the Doings of Grand Council Officers, thank you for the opportunity to serve and offer the following as our report for this Cryptic Year. The Committee received report from the Deputy Grand Master and the Grand Captain of the Guard. We congratulate these officers for attending to their respective duties in an excellent manner. The committee did not receive a report from either the Grand Principal Conductor of the Work, nor the Grand Lecturer. Recommend that these two officers make reports of their offices in the future. James Welch, MIPGM Doings Committee REPORT OF THE SPECIAL COMMITTEE ON THE GRAND CONSTITUTION AND THE REVEIW OF BY-LAWS To the Most Illustrious Grand Master, Grand Officers and Companions of the Grand Council Cryptic Masons of New Hampshire: During the past year your Special Committee on the Grand Constitution and the Review of By-laws received no requests for changes to the Grand Constitution, and no request for review of By-Laws. However, several changes to the Grand Chapter Regulations were suggested by the Grand High Priest and were considered for that Grand Body, resulting in several recommended changes that will be offered for approval at the Grand Chapter Business Meeting next Friday. Your Special Committee recommends that similar changes to the Grand Council Constitution be presented for formal adoption by the Grand Council today. These changes will make the Grand Council Constitution compatible with the upcoming three-way Annual Grand Body Gathering, when the Grand Chapter will hold its 188th Annual Grand Convocation, the Grand Council will hold its 146th Annual Grand Assembly, and the Grand Commandery will hold its 159th Annual Grand Conclave during the same weekend of May 11, 12, 13, Also included in our recommendations are several minor changes that will facilitate on-going Grand Council affairs. All of these recommended changes have been provided to the Constituent Councils for their review and discussion, and are now ready for the consideration of their final acceptance by the Grand Council. Your Special Committee recommends that all of these changes to the Grand Constitution be accepted. We thank the Grand Council for the opportunity to serve as the Special Committee on the Grand Constitution and the Review of By-Laws. Grand Conductor of the Council d) Grand Marshal e) Grand Stewart f) Grand Sentinel g) Grand Organist h) Such other officers as the Grand Master may from time to time deem necessary. ARTICLE 3-ASSEMBLIES-NOW READS Section Annual Assembly Special Alteration Effective June The Grand Council shall hold a Grand Assembly annually on the second Saturday in May, to be held in conjunction with the Annual Convocation of the Grand Chapter of Royal Arch Masons of New Hampshire and the Annual Conclave of the Grand Commandery of New Hampshire, at a location selected by a committee chosen specifically for that purpose. The Grand Chapter/Grand Council will hold their Grand Banquet on the Friday evening prior to the Saturday events, and the Grand Commandery will hold their Grand Banquet on Saturday evening. The meetings on Saturday shall be Chapter followed by Council in the morning hours prior to the luncheon with the Commandery in the afternoon Any business may be conducted at the Annual Assembly. Section Annual Business Assembly- now reads The Grand Council shall hold a Business Assembly annually within 30 days prior to the second Saturday in May. All reports of the Grand Council may be given at this Annual Business Assembly with the exception of the following reports, which MUST be given and approved at the Annual Assembly: The Reports of the Jurisprudence Committee and the Credentials Committee. 362

16 FINANCE REPORT To the Most Illustrious Grand Master, Officers and Members of the Grand Council of Cryptic Masons of New Hampshire; Your Committee on finance make the following report. We have audited the books of the Grand Treasurer and find them to be in good order, and in balance. We would like the commend Ml Wallace Emerson for the fine work that he does with the finances of this Grand Council. We report that this year the budget will be one of no new growth for new project that are really needed. Do to the large loss of membership and no decrease in the operating cost of this Grand Council of a large nature of some type. We submit the following proposed budget for your consideration. The General Grand Council Youth Award will be presented to Companion Thomas William Haslam. He has been Scoutmaster of the Boy Scouts in Stratham for several years. He is a member of St. John's Lodge No. 1 in Portsmouth. He also is a member of Washington Chapter No.3, Davenport Council No.5 and DeWitt Clinton Commandery No. 2. It was my pleasure to approve the Ish Sodi Medal to Ill. John S. Geas, Grand Marshal, a member of Adoniram Council No.3 of Manchester. Dispensations: Israel Hunt Council No.8 to raise their dues by $1.00 to $10.00 per year. This request was approved. Israel Hunt No. 8 to change the Annual Visitation Degree from Royal Master to the Select Master Degree as there were five candidates ready for the Select Master Degree. Davenport Council No. 5 to change the months for the Stated Assemblies to March, April, September and November. This request I also approved. It was my privilege to attend all the Council Visitations, except the one for Columbiarv'St. John in Claremont. On that date I was out of State on a previous commitment. I commend the Grand Council Officers for the great work they did at all the Visitation. Recommendations: There is a sprit of cooperation among the Councils and I recommend that this cooperation continue especially in degree work. Also, let the Ml Grand Master know of degree work performed by the Councils so other Companions may attend. It has been an honor and privilege to have served as the Illustrious Grand Master of this Grand Council for two years. It has been a most enjoyable honor that I will always remember. Ashley, Recorder REPORT OF THE GRAND LECTURER To the Most Illustrious Grand Master and the Companions of the Grand Council of Cryptic Masons of the State of New Hampshire I was very pleased to serve this Grand Council as Grand Lecturer during the past Cryptic year. Many thanks to you Most Illustrious Grand Master for asking me to assume this duty. The Deputy Grand Lecturers performed their duties in a very professional manner at all of their assignments and I commend them for that. In most cases the work was done quite well and any corrections were made in 376

30 an instructive manner rather than as a criticism. Any individual officer doing exceptionaj Work was recognized. I want to thank the Deputy Lecturers for sending me a report on their various Visitations so I could complete my report. Deputy Lecturer Steel recommended that the Councils be required to rotate the degree exemplified from year to year at visitations. At the present time most Councils are doing the Royal Master only. September 7th I attended visitation of Evening Star Council No. 13. in Colebrook and acted as Visiting Lecturer as Deputy Lecturer. Bailey had an obligation to his own Blue Lodge. The new form of reception of the Grand Officers was used and went over quite well. The work of the evening was the Royal Master Degree on a courtesy candidate. October 4th held a Council of Instruction at Orient No. 14 in Rochester. This was the Visitation of Comp. Dwight V. Meader, MIGM to his own Council and my officical visitation as Grand Lecturer. There were 22 Companions present. Many questions were asked pertaining to the Ritual, which were answered. Special attention being directed to the instructions in fine print and the diagrams in the back of the Ritual. The highlight of the evening was a history of Orient Council No. 14 from the date of it's Charter (May 18th, 1903) to the present time by Companion Rodney A. Robinson, Illustrious Past Master of Davenport Council No.5 in Portsmouth. Many thanks to Comp. Robinson for his research and presentation. February 13th filled in as Conductor of the Council in the Royal Master Degree at the Visitation of Israel Hunt Council No.8 (my own Council) There were 17 Companions present, including 4 candidates. The Visiting Officer, Companion Nathaniel H. Sawyer RIPCW informed the Companions that we are experiencing an overall rise in membership with which he was quite pleased. On all occasions the Visiting Officers were received in proper form and proper courties extended. 377

57 NEW HAMPSHIRE COUNCIL OF THRICE ILLUSTRIOUS MASTERS The forty-second Assembly of the New Hampshire Council of Thrice Illustrious Masters was opened at the Masonic Temple, Exeter, NH on October 22, 2005 at 1 :00 P.M. and was opened in due form by the Offtcers. Covey, Pro Tern The Thrice Illustrious Master welcomed all the Companions present. There being no candidates he asked for the reading of the Records. They were accepted as read. He then had a salute to the flag. The Treasurers report was read and accepted as read. The auditor gave his report that the books were in excellent shape. Companion Metcalf introduced the heads of the Bodies present. Most Excellent Grand High Priest, Robert D. Steel and Excellent Chief of Scenic Council Knight Masons. Companion Denise Sheridan, Governor of Profile York Rite College, Corrpanion Ronald E. Metcalf, Intendant General Red Cross of Constantine. The next meeting in 2006 will be held in the Masonic Temple in Suncook on October 28th and will open at 10:00 A.M. Companion Pollard made a motion that all bills be paid. So voted. The following were voted in as Officers for the coming year. Alan Robinson as T.I.M., Nathaniel Sawyer as Senior Warden, Denise Sheridan as Junior Warden, Alan J. Pollard as Treasurer, Arnold M. Ashley as Recorder. Companion Metcalf installed Comp. Sheridan as Junior Warden. Companions Pollard and Ashley are already installed in their present office.
