Croatan Highway Kill Devil Hills, NC obpc@earthlink.net 3 words to live by faith family friends Search for Interim Pastor Begins Faithful to a faithful process brings about faithful results. These are the words of wisdom from the Rev. Drew Clark, Moderator of the Committee on Ministry (COM) of the Presbytery of New Hope and Senior Pastor of the First Presbyterian Church of Goldsboro, as he has been advising and working with the Administration & Personnel (A&P) Committee to begin the process of identifying and recommending a Call of an Interim Pastor to the church. The Rev. Dr. Andrew Martinez s Dissolution of Relationship with the church, effective May 31, was approved by the Congregation on April 3. Dr. Martinez will remain in the office until April 29, following his sermon on Easter Sunday. He begins his new Call in Michigan on June 1. The prescribed process for securing an Interim Pastor by the Presbytery includes development of a job description for an Interim Pastor and a Church Information Form (CIF) that describes the attributes and circumstances of OBPC today. The Administration & Personnel Committee is working furiously to complete these two responsibilities and anticipates sending its recommendations to the Session and the COM by May 1. The CIF and the job description must be approved by the Session and the COM before we can begin to publicize the Interim Pastor position. Once this information is submitted and approved, the position of Interim Pastor will be posted by the Presbyterian Church USA (PCUSA), and the church and the Presbytery will begin to receive applications from interested individuals. PCUSA will post the vacancy for 45 days. The Presbytery will attempt to match the church and potential applicants who can meet the church s needs. The Presbytery performs background checks on all applicants. The A&P Committee and the COM will review all applications, conduct telephone interviews, and narrow the field of candidates to two or three, who will be invited for interviews. This process of posting the position and completing interviews should occur by June 15 and the selection of an Interim Pastor should occur by July 15. An Interim Pastor must be approved by the Session and the COM. It is anticipated that an Interim Pastor could begin service to OBPC around August This is an aggressive timeframe and is subject to fluctuate depending on how quickly the A&P Committee, the Session, and the COM can complete respective responsibilities. For example, if an Interim Pastor is selected who is not currently a member of the New Hope Presbytery, then that individual must submit to examination of the Presbytery s Examination Committee, and this could add a few days or weeks to the process timeframe. So, what is the distinction between an Interim Pastor and a Called Pastor? First, an Interim Pastor is appointed by the Session with concurrence by the Presbytery. A Called Pastor is selected by the Congregation upon Continued P. 8

3 Pastor s newsletter, May, Rev. Andrew Thank God for his leading in the individual lives here at Outer Banks Presbyterian Church. While the following verse does not perfectly fit, it gets to the meat of how thankful I am for God s work in your lives. Paul called his flock children because he was the first to bring them the gospel. I came along and encouraged you in the faith, so not a father like Paul, but here it is: On Sunday, April 17 th, the Session and congregation at Outer Banks Presbyterian Church recognized The Rev. Dr. Andrew P. Martinez for his leadership and ministry during the past seven years. In late May, Reverend Martinez will answer God s call when he travels to Elk Rapids, Michigan. During the service, Gary McGee addressed Reverend Martinez, his wife Lisa and his daughter Joy Claire. He thanked them for their service to the church and to the OBX community and expressed his personal appreciation to Reverend Martinez. Jean Basnight presented to the Martinez family a book and an original painting characteristic of the Outer Banks. The Session gathered with Reverend Martinez and prayed for his safe travel and for his continued service to the Lord. Following the service a reception was held in the Fellowship Hall. Members and friends of the Reverend Martinez 3 John 1-4 I have no greater joy than this, to hear my children are walking in the truth. Our time on the Outer Banks created many memories. I am grateful you called me to be pastor for the time we were here. It s the pastor in me that leaves you with a major teaching in the Bible for every church that includes your: 1) spiritual gifts; 2) allow for each person to operate interpedently (not Recognition and Reception for Reverend Martinez and his family shared memories and said farewell. Reverend Martinez received a variety of gifts and personal testimonies from those in attendance. Gifts included a sand shovel, a collection of personal letters addressed to Reverend Martinez, a photo album of memories and a photographic collage that included the phrases, Thanks for Leading Thanks for Feeding We ll Miss You! in conformity nor dependent); 3) Be open in your communication (be upfront and honest while also lovingly patient and kind); 4) work together. By following the Bible, as below, you will appreciate each one s gifts, be unified, equipped, improve communication, work properly and build up in love: 11 The gifts he gave were that some would be apostles, some prophets, some evangelists, some pastors and teachers, 12 to equip the saints for the work of ministry, for building up the body of Christ, 13 until all of us come to the unity of the faith and of the knowledge of the Son of God, to maturity, to the measure of the full stature of Christ. 14 We must no longer be children, tossed to and fro and blown about by every wind of doctrine, by people s trickery, by their craftiness in deceitful scheming. 15 But speaking the truth in love, we must grow up in every way into him who is the head, into Christ, 16 from whom the whole body, joined and knit together by every ligament with which it is equipped, as each part is working properly, promotes the body s growth in building itself up in love. (Ephesians 4.11 ff.) FREE YARD SALE June 25 th. Would you all please start holding onto your unwanted items for the free yard sale that will be held in the church parking lot June 25th. We are also looking for some of our church family members to help with the yard sale from 8-12pm on that date. All items will go to those in need I certainly appreciate your cooperation and help. God Bless For further information, contact Karen Foard at or by karenfoard@yahoo.com 3

7 Session Notes - May It was reported in our last newsletter that our pastor, the Rev. Dr. Andrew Martinez, is answering a call of a church outside Traverse City, Michigan. Andy's last Sunday with us will be Easter Sunday. He has sent a letter to the congregation explaining the situation, and the Session has sent a letter explaining the process ahead. There was a congregational meeting after Sunday morning worship on April 3, 2011, followed by a luncheon at which the Martinez family was honored guests. At the meeting the Congregation voted to request Presbytery of New Hope to dissolve our association with Andy effective May 31, There was a Service of Thanksgiving and Blessing on Sunday, April 17, 2011 where emotional goodbyes were said, and a book and an original painting was given to the Martinez family. After the service there was a luncheon in honor of Andy and his family. Elsewhere in this newsletter is a status report of the search for an interim pastor. Our very own Jason Evans and Nonie Booth presented The Name of Jesus, a musical on the life of Christ on Saturday and Sunday, April 16 and 17, 2011 This musical presentation was given by the Sanctuary Choir of the church along with numerous musical guests all combining to build a 60 voice choir, soloists, an orchestra, and narrators to tell the wonderful story of Jesus love for us by giving His life on a cross over two thousand years ago. The Outer Banks Children s Chorus also participated in the concert. Guest conductor, Ken Clifton, wrote some of the music and directed the choir and orchestra. The combined attendance for the two nights of 561 guests gave the performance a standing ovation each evening. Acts 16:5 is a three year program for congregations of all sizes and present levels of vitality that offers a plethora of ways to grow the fruitfulness of our church. You receive training by attending workshops across the Presbytery. The next workshops scheduled are either Tuesday, May 11 in Greenville or Wednesday, May 12 in Raleigh. The Evangelism Committee, JR Mathews, Moderator, has been asked to provide more information and to generate an interest in attending the workshops. More information and registration forms are in the office also. The Christian Education Committee, Ben Cahoon, Moderator, has hired Ashley Davis Sitdikova as a temporary youth coordinator at $8.00 per hour for 10 hours per week. She is also to keep the nursery on an "as needed" basis at the rate of $8 per hour. This arrangement is planned to last six months. A revised 2011 Budget has been approved. Please note the changes as follows: a. Pledges have been increased by $6,000 gross. b. Although not yet received, a $10,000 gift from the Virginia church has been budgeted in the Interest Misc Income line item. c. Secretary wages have been modified to reflect the hourly rate reduction with our new hire. d. A Youth Director wage has been added for the remainder of the year. e. Nursery Coordinator wages have been estimated. Further changes can be expected as the Pastor wages situation unfolds. In the last newsletter you were asked if you had noticed that the tall cross outside the front of the church is a bright white color rather than a runny rusty color. We can thank the Building and Grounds Committee, Morris Bennett, Moderator, for this timely beautification before Ash Wednesday. This was a temporary measure, not expected to last more than a few months; a more permanent fix is planned for the summer months. The Committee is now authorized to contract for permanent repair of the exterior cross at a cost not to exceed $3,000. One of the Session Goals for 2011 is to increase the membership of our church. A task force was organized to explore ways to achieve that goal; Barbara Nock is the moderator. The Task Force reported to the Session and received their endorsement and encouragement to continue its work. The report concludes with the statement that this effort is not for one committee but must be a buy in from the whole church. The report is available in the church office. At the request of the Membership Task Force, the committee moderators and session liaisons are to meet immediately after the morning worship service on Sunday, May 1, 2011 to receive continued on Page 9 7

8 Search for Interim Pastor Begins - Continued from Front Cover acceptance and admittance by the Presbytery. Secondly, an Interim Pastor must be trained in the duties and responsibilities of an Interim Minister. PCUSA specifically trains individuals to be Interim Pastors, and only those persons who have completed this training will be considered. Thirdly, an Interim Pastor is prohibited from becoming the full-time Called Pastor. An Interim Pastor can serve for an initial term of 12 months, followed by two sixmonth extensions, if the Session and the Presbytery, as well as the Interim Pastor, deem that to be advisable. The prescribed responsibilities of an Interim Pastor per the New Hope Presbytery are: (1) Perform all the requirements of a regular pastor identified in the Presbyterian Book of Order, (2) Make emotional connections with members of the church, while staying partially outside the politics of the church, (3) Use skills and other techniques of observation to determine the strengths and needs of the church, (4) Determine options for action for the church by selecting areas 8 in the church which are open to leadership, (5) Assist the church in the process of Searching for a New Pastor and prepare the Congregation for a new Pastor, paving the way for a new Pastor, and (6) Make a healthy farewell and exit from the church at the end of the interim period. The Interim Pastor will actually move to the Outer Banks and live among us. Finally, it is important for the entire Congregation to be aware of a No Contact Policy with exiting Pastors required by the New Hope Presbytery. That means that Rev. Andrew Martinez can have no pastoral contact with OBPC, and the members of the church can have no pastoral contacts with him, for a period of one year following his official Dissolution of Pastoral Relationship on May 31. That does not mean we cannot have friendship contacts with Rev. Martinez, but we cannot have pastoral contacts with him. This is a Presbytery requirement, not one arbitrarily implemented by the Session. Rev. Martinez and the Session have signed this No Contact contract. The COM has appointed the Rev. Tom Murphy of Hatteras 2011 Committee Moderators and Session Liaisons Island to be Moderator of the Session, effective May 1, until such time as an Interim Pastor begins service to the church. The church s Worship Committee will secure Supply Ministers for Sunday services until an Interim Pastor arrives. If any member of the church wants more information about this process or has recommendations for the search for an Interim Pastor, the A&P Committee wants to hear from you. Please just contact the moderator, Gary McGee, and he will make sure your comments are sent to the committee. Call Gary at or him at bgmcgee1@yahoo.com. The A&P Committee, the Session, and the Presbytery need your prayers for an orderly and faithful process in securing an Interim Pastor for our church. Be calm and secure in the belief that this faithful process will result in a faithful outcome, according to God s will. Just a thought: He who serves his brother best Gets nearer God than all the rest Alexander Pope The Out To Lunch Bunch Wed 4 th May 12:30pm at the Church. Plan a special program on SCAMS, as many Church families have received phone calls, mail, etc. This has become a problem especially for Senior Citizens, they seem to zero in on us. We are privileged to have Paul Munson, SBI Agent in our congregation to address this problem. We invite those that have an interest in this program to please attend. This does not apply to only Senior Citizen as any age can become a victim of a SCAMER. Once they have your information they are in a position to take advantage of anyone. We would appreciate if you are not a regular attendee but would like to attend, please let the cooks know so we will have sufficient food. Call Corinne Continued from page 7 tasking for the membership campaign. As reported earlier, a Building Expansion Task Force has been formed education. to engage an architect to plan expansion of our church building to provide more music space and more storage space. The Task Force Moderator, Mollie Bass, reported in January that the Site Plan submitted to the Town of Kill Devil Hill was tabled. Mollie is happy to announce that the Site Plan was approved Monday, April 11, and that solicitations for bids will be issued shortly. Bobby Gentry is the Elder of the Month for May with Barbara Nock the alternate. Building Project Progress The Town of Kill Devil Hills has approved our site plan for the building additions - choir room and storage room extension. Plans were originally submitted in January and through a long process, the Town has amended its Zoning Ordinance to allow our construction without the necessity of providing a sidewalk along the Bypass or screening the blue house property or moving our sign. Obviously, this will save on the building cost. The next step is the bidding phase which will be taken care of by our architects, Cahoon and Kasten. When we have received a firm, responsible bid a congregational meeting will be called by Session for final approval by the congregation.
