1 The President s Address The Right Reverend Kate Wilmot Administrator of the Diocese of Perth Second Session of the Forty-Ninth Synod of the Diocese of Perth 29 October 2016

Welcome to this Second Session of the Forty-Ninth Synod of the Diocese of Perth in the name of God the Holy and Blessed Trinity Father, Son and Holy Spirit. I want to acknowledge the unusual and unforeseen circumstances in which we gather for Synod this year and that many of us will come here with a range of feelings and responses. As we open this First Sitting, I underline the respectful stance that the Diocese of Perth has taken in relation to the Royal Commission into Institutional Responses to Child Sexual Abuse and its inquiry into past events in the Diocese of Newcastle, and our commitment to the aims of the Royal Commission to protect children, to bear witness, to formulate a just response. As a people, we desire to respond both pastorally and with contrition towards the spectre of Church abuse and our earnest hope is for ongoing healing for survivors of abuse and those closest to them. The Professional Standards update we have just received is a part of our determination to keep our safeguards and protocols at the highest possible levels. As we gather this morning, may we be committed to this Synod as a place in which we address the important Diocesan business before us, and where we proceed in a spirit of respectfulness and recognition of our mutual obligations towards each other, remembering that we are not only members of Perth Diocesan Synod, but of Christ s Body and of the Universal Church of God. Since the introduction of the synodical process in our Church, Anglicans have gathered to accomplish together what we are not able to achieve on our own. We have the opportunity this weekend to be a blessing and an enrichment not only to each other, but to the wider Church. With the senior leadership team, I am committed to the well-being of this Diocese and so desire that this Synod is a place where we can gather, greet each other, conduct important business, debate and discuss those things most important to us, honour difference and diversity and ensure that in all things Christ is honoured and that the ministry and mission of God s Church goes forward. To do that at this Synod we need your co-operation and generosity of spirit because we do now and have always belonged to one another and this is something we can only accomplish together. With thanks On your behalf, I extend grateful thanks to the of Peter Moyes Anglican Community School, Mr Julian Dowse, to Mr John Fillipone and the School Council for providing the hospitality of this venue. Fittingly, our gathering began last night with worship in St George s Cathedral and I thank the Dean and Chapter and the wider Cathedral community for ensuring that everything took place in good order and that our worship was a worthy offering to God. 3 Thank you to Bishop Jeremy James for presiding at the Synod Eucharist, to the Deacons of the Eucharist, The Reverend Sebastiana Pienaar and Ms Rebecca Ray and to the Chaplain of this Synod, The Reverend Nicholas Lockwood. The Venerable Braden Short, Ms Karen Cliffe and Mrs Maria Hann have worked intensively to plan and provide for this Synod and are deserving of our thanks for their efforts. Chancellor In November 2015, not long after Synod was concluded, we were saddened by the death of Mr Peter Jooste QC. We give thanks for the 10 years Peter served as Chancellor. We valued Peter as a person of maturity, wisdom and grace. Archbishop Roger observed that Peter was:... known for his integrity. He had a passion for the law. He honoured the discipline that it required. His knowledge, thoroughness, attentiveness to detail, and his capacity to bring together justice tempered with mercy endeared him to many. There were times his meticulous concern to get things absolutely right frustrated people like myself who wanted to act swiftly on his initial opinion. He refused to give in to the cult of the immediate and the urgent. His wise, considered, patient counsel was given with humility and grace, always open to review and revision. He was a passionate teacher who never lost the will to learn. Requiem for Peter Jooste QC, 14 November 2015 We offer deep thanks to Mr Eric Ross-Adjie for his willingness to serve as Acting Chancellor for the past year. The Archbishop and man of Trustees have been diligently seeking to discern who might be appointed as the new Chancellor. It has become very clear that whoever is appointed will not serve on any board or committee in the Diocese, but will be the principal confidential adviser to the bishop of the diocese (The Chancellors Canon 2001). Clergy Retirements We give thanks to God for the faithfulness exercised by The Reverend Bob Milne, The Reverend Graeme Varvell and The Right Reverend Tom Wilmot. Each of them has served Christ with perseverance whether the time has been favourable or unfavourable and we will hear an appreciation motion recognising their ministry and wishing them well in retirement. Farewells from Positions within the Diocese There is a huge vitality evident in the work of our Diocesan agencies and schools and administrative bodies. This vitality is being carried forward by those who are leaving the Diocese to take up other appointments, and we are grateful for their time with us and for the strong contribution of those who are now heading into retirement and we wish them all well. The reports to Synod represent the faithful ministry of countless people who serve as Trustees, Diocesan Council members, in parishes, schools, agencies, universities, prisons, hospitals and many others who engage with the mission and ministry of this Diocese. Trustees and Diocesan Council Under the leadership of the man of Trustees, The Honourable Richard Court AC, the Trustees continue to diligently manage the resources of the Diocese. The Diocesan Council report outlines the diligent and careful work undertaken by the Council in fulfilling Synod s determinations. The Archdeacons and Area Deans In what has proved to be a challenging year, the lateral thinking and faithful service of the Archdeacons and Area Deans has been essential in ensuring the work of the Diocese is completed with cohesion and compassion. I believe I speak for the Bishops of the Diocese when I say that without the senior clergy we as a people would not be able to minister in the way that we do. 6 Allied Ministries We are grateful for the diligence and expertise of all those involved in the life and mission of our agencies and schools, particularly the s, Chief Executive Officers, s, Headmasters, boards and staff. We give thanks for the contributions made by all members of boards who serve in allied ministries. Chaplaincies in hospitals, schools, agencies, prisons including chaplaincy in public schools are a source of great encouragement and provide care for many. Amana Living Chief Executive Officer Mr Steve Scudamore Mr Ray Glickman and Ms Stephanie Buckland We give thanks for the life of Professor Richard Lefroy whose work as a gerontologist and commitment to people with dementia, together with the support of the then Anglican Homes, opened Lefroy Hostel in Bull Creek which provided sufferers of dementia the opportunity to reside in a secure hostel setting rather than being heavily medicated and restrained in a nursing home. Professor Lefroy s commitment to Anglican Homes/Amana Living and the services it offers is deeply appreciated. Anglican Community Fund Executive Officer Mr David Craig Mr Jeff Vance Mr Jeff Vance resigns as Executive Officer of the Anglican Community Fund with effect from 16 December Jeff has diligently served in this role for the past nine years. During this time the Fund has continued to financially support the Diocese as well as offer the Diocese, agencies and schools loan facilities to enable the mission of the Church to flourish. Jeff and the staff of the Anglican Community Fund are to be commended for their commitment to providing the very best customer service to all those who engage with the Fund. 9 Professional Standards Committee I express our thanks to the of the Professional Standards Committee, Mr Darren Renton, and all the members of the Committee, and to Ms Tracie Chambers- Clark, Director of Professional Standards, for the diligence and care taken in the significant work undertaken by the Committee on behalf of the Diocese. Diocesan Office We give thanks to Mr Brian Dixon, Mr Andrew Reynolds, Ms Hazel Blackmore and all the staff who serve in Diocesan Office, Wollaston Theological College, Wollaston Conference Centre, Swan Valley Adventure Camp and Townsend Lodge and for the ministry of service they offer to clergy, parishes, agencies and the wider community on our behalf. We look forward to the opening of Church House in February next year. The commitment of the Trustees, architects, planners and builders in bringing this project to fruition is to be commended. The Episcopate Bishop Tom Wilmot retired on 15 February Given the significant budgetary constraints on the Trust portfolio (Archbishop s Establishment) over the next few years, the Episcopate, together with the support of the Archdeacons, agreed that we would manage the Episcopal responsibilities without the appointment of another Bishop. Bishop David Murray continues to assist the Episcopate with his particular gift in spiritual direction. I am grateful for the assistance offered by the Episcopal support staff to the Episcopate and the Diocese. Legislative Changes You will be aware that this Synod is to consider a significant number of legislative changes and amendments to Diocesan Statutes. The Legislation Committee has been directed by Diocesan Council to review and update all legislation in order to standardise language, updating terminology and eliminating duplication. I acknowledge and thank Ms Carine Collins for the significant time and effort she has offered in preparing the legislation that will come before us at Synod. Theological Education and Formation I am grateful to the board of the John Wollaston Theological College under the chairmanship of The Reverend Dr Philip Raymont as they seek to provide for theological education and formation for lay and clergy. Our thanks to the Warden, The Reverend Dr Gregory Seach. We welcome The Reverends Jeni Goring (Chaplain for Ministry) and Patrick King (Vocations Advocate) as they take up their roles at Wollaston, together with Dr Anne Harris, together with the staff at Murdoch University, Professor Rowan Strong and Dr Mark Jennings. Dr Jeremy Hultin resigned as Lecturer in New Testament to return to the United States of America. President s Address to the Second Session of the Forty-Ninth Synod - 9
10 The Examining Chaplains under the leadership of The Reverend Dr Philip Raymont continues the important ministry in the discerning of candidates for selection, training and recommendation for ordination. Discussions are ongoing in respect of the structure of theological education, particularly in relation to the Perth College of Divinity and Murdoch University. Social Responsibilities and Anglican EcoCare Commissions The Social Responsibilities and Anglican EcoCare Commissions continue their commitment to the many challenges that face our community. Thanks to The Reverend Lorna Green, Bishop Tom Wilmot, Ms Radhika Roy and the members of the Social Responsibilities and Anglican EcoCare Commissions for their continuing engagement with these matters. Prison Chaplaincy Our thanks to all those who minister in prisons. Positive engagement continues between the Commissioner for Corrective Services, prison chaplains, the Roman Catholic Archbishop and Uniting Church Moderator in seeking to address areas of concern raised at previous Synods, in particular the effect of overcrowding in prisons and the number of people within the prison system affected by mental health issues. CEBS - The Anglican Boys Society (WA) At a duly constituted Special General Meeting of CEBS The Anglican Boys Society (WA) Incorporated in the Friends Room, St George s Cathedral, at 6.00pm on Wednesday 22 June 2016 the following resolution was debated and voted on: That CEBS The Anglican Boys Society (WA) Incorporated ( Association ) be wound up voluntarily pursuant to section 30(1) of the Associations Incorporation Act 1987 ( the Act ) and that the net assets of the Association be transferred to The Perth Diocesan Trustees ( PDT ) to be held in trust by the PDT in accordance with clause 55 of the Constitution. The resolution received significantly more than the 85% majority of those present and voting. We give thanks for the ministry CEBS has offered to boys and young men over many years in this Diocese. Companion Diocese Eldoret In January, Bishop Jeremy James, Mrs Jill Bowman and The Reverend Canon Angela Webb undertook a very successful visit to our companion Diocese, Eldoret. We continue to look at ways of supporting our partner Diocese in the most effective way. A motion will come before this Synod seeking a review of this relationship. The Hale Diaries Plans are currently being developed in conjunction with the State Library of Western Australia and Professor Jane Lydon, University of Western Australia, with a view to holding a Hale Symposium during Details of the symposium will be provided as planning proceeds. 11 Wittenoom Way The signs of God s goodness are all around us in the Diocese. Seventy-five pilgrims traced the original journey of The Reverend John Burdett Wittenoom from Fremantle to Guildford, stopping off to experience the hospitality of parishes along the route, the welcome of Her Excellency the Governor and the ministry of St George s Cathedral and Guildford Grammar School. We express our thanks to The Reverend Canon Joanne Baynes and Mr Robert Baynes for their commitment and enthusiasm in organising this innovative programme which serves as a reminder that God is always doing new things with us, engaging the gifts and energies of people in our schools and churches in collaboration with those in the wider community. Conclusion In these weeks the leadership team has been conscious of the huge amount of prayer being expressed on our behalf. That, and your loyal support at last night s Eucharist will make all the difference to this Synod. I want you to know of Archbishop Roger s profound gratitude for your prayers for him and Cheryl and their family. He is very determined that in these testing times the most important thing is that Christ is honoured. My hope is that we, too will understand that this is our main purpose and calling.... in your hearts sanctify Christ as Lord. Always be ready to make defence to anyone who demands from you an accounting for the hope that is in you; yet do it with gentleness and reverence. 1 Peter 3:15-16 Amen. The Lord be with you.
