1 MINUTES OF THE FIRST SITTING OF THE FIRST SESSION OF THE FORTY-SEVENTH SYNOD OF THE DIOCESE OF PERTH HELD AT JOHN SEPTIMUS ROE ANGLICAN COMMUNITY SCHOOL ON SATURDAY 3 OCTOBER 2009 The Synod Eucharist commenced at 7.00pm on Friday 2 October 2009 in St George s Cathedral presided over by The President, The Most Reverend Roger Herft. The Preacher was The Right Reverend David McCall, Bishop of Bunbury. Synod proceedings commenced on Saturday 3 October 2009 at 8.30am at John Septimus Roe Anglican Community School with a Bible Study led by Professor Ian Harper, Chairman, Australian Fair Pay Commission, on the theme of Economy and Faith. The First Sitting commenced at 9.15am. 1 Prayers were led by the Chaplain. The President then formally opened the First Session of the Forty-Seventh-Synod of the Diocese of Perth. 2 Attendance The President ordered all members who have not yet signed an attendance slip and placed it in the box for the purpose to do so forthwith. 3 Apologies 3.1 A list of apologies from those unable to attend was tabled. 3.2 The President asked Synod to grant leave of absence. 4 The President delivered his Address. Synod adjourned at 10.15am. If this is the case could the President inform Synod as to the terms of reference of such a review, what is the current progress of the review, when it will be completed and if the final report and recommendations will be made known to Church Councils and members of Synod? The President advised that no review is currently being undertaken of the procedures and protocols for making parochial clerical appointments. However, certain aspects of parochial clergy appointments have been under discussion at Diocesan Council. Given that this Synod will appoint a fresh Diocesan Nomination Board, Diocesan Council will seek to consult with clergy and parish nominators of clergy who have recently had a nomination process to ascertain how the Clergy Appointment Statute (1986) may be reviewed to provide for best practice in this regard. 8 Presentation of Petitions No petitions presented. 9 Reports of Committees including the Minute Reading Committee Minutes of Synod were received. 9.2 Editorial amendments to the Standing Orders 2007 were outlined by the Registrar. 10 Questions, notices of motion, and motions not appearing on the Business Paper 10.1 Questions No questions were asked Notices of Motions No notices of Motions presented.

3 Synod Saturday 3 October Motions Leave of Synod was granted to introduce the following motions: Permission for The Right Reverend Brian Kyme to sit on the floor of Synod. Mr Hamish Milne moved: That so much of Standing Orders be suspended as would prevent The Right Reverend Brian Kyme from sitting on the floor of Synod and being able to participate in debate at the invitation of the President. And for suspension of so much of Standing Orders to allow the resolution to become effective immediately. Standing Orders were suspended and the motion was put The Reverend Robert Healy to move: This Synod: 1 Congratulates the Bush Church Aid Society on the occasion of its 90th anniversary for its commitment to ministry and mission foreshadowed in its parent body the West Australian Missionary Society that supported mission in the fledgling Swan Colony from 1836; and 2 gives thanks to God for many years of service through prayer and support to ministries here in Western Australia, from Denmark to Norseman-Kambalda to North West Australia as far as Kununurra supporting small and isolated communities in the ministry of word and sacrament and of community service and in the proclamation of the good news of our Lord Jesus Christ. The Very Reverend Dr John Shepherd to move: This Synod, mindful of the increasingly multi-cultural and multi-faith character of Australian society: 1 Encourages the Institute of Anglican Studies at St George s Cathedral in its plans to hold a series of lectures in May/June 2010 on Christian Faith and other Faiths with a link person commenting on the commonalities and differences between Christian and other world religions; and 2 supports the Cathedral in creating opportunities for people of all faiths to meet and discern ways of working together to address divisive social issues; and 3 encourages worshipping communities throughout the diocese to pray for God s blessing on the Parliament of World Religions to be held in Melbourne in December The Venerable David Ingleson to move: This Synod acknowledges with gratitude the decade long ministry of The Reverend Eira Clapton as General Secretary of the Council of Churches of WA and express our gratitude for Eira s immense contribution to ecumenical work in this state, assuring her of our love and prayers as she moves to the next phase of her ministry. 11 Orders of the Day 11.1 The President informed Synod of new Orders of the Day determined by the Steering Committee. 11.1a Saturday 3 October, am Presentation by Professor Ian Harper, immediately followed by item pm Legislation (items 14.1 and following) 5.00pm Motion to farewell clergy and spouses (item 15.23) 11.1b Sunday 4 October, 2009 No orders of the day have been determined for Sunday The President asked if there were further motions for Orders of the Day. 5 Synod Saturday 3 October Mrs Thelma Biggs moved: This Synod, in relation to the redevelopment of St Aidan s church in Byford as the Diocesan Mission Project for 2009 under the Mission Plan Thanks 2 3 i ii Archbishop Roger for his personal support and inspirational leadership, individuals, parishes and agencies of the Diocese for their commitment to God, the Synod of 2008 for endorsing the project iii Acknowledges the generosity of parishes and individuals who have, to date, contributed more than $600,000 to the project by sharing their blessings of cash, time and hospitality, and Acknowledges the many offers of help in kind and pledges of financial help received so far Order of the Day (see 11.1a) Professor Ian Harper gave a presentation addressing Synod on the topic Your money or your life. The Reverend Kanishka Raffel thanked Professor Harper and presented a small token of appreciation. Synod paused proceedings for Noonday Prayer: Renewal of generous giving The Reverend Dr Elizabeth Smith moved: This Synod, giving thanks for the generosity of the pioneers and benefactors of this Diocese, and recognising the care of The Perth Diocesan Trustees as faithful stewards of the resources inherited from past generations, calls for a renewal of generous giving among all Perth Anglicans, including 1 Biblical teaching about proportional giving, where offerings are made in proportion to income; 2 Encouragement to use electronic methods of giving alongside conventional offering methods; 3 Developing a culture of sacrificial giving as a spiritual activity of discipleship; and 4 Opportunities to make bequests in support of the work of the Church through its Worshipping Communities, caring Agencies and Schools. Synod adjourned at 12.30pm. Synod resumed at 1.15pm. 14 Orders of the day (cont d) The Venerable Terry McAuliffe moved for leave to bring in a Bill for a Statute to amend the Diocesan Council Statue 1888 (Appendix 3). The Bill was considered in principle. The President asked if any members wished to debate the Bill in committee. The Venerable Terry McAulife moved that the Bill do now pass. DECLINED Ms Carine Collins moved for leave to bring in a Bill for a Statute to repeal the Regions of the Diocese Statute 2001 (Appendix 4). The Bill was considered in principle. 6 Synod Saturday 3 October Mr Peter Jooste QC (Chancellor) moved for leave to bring in a Bill for a Statute to amend The Perth Archbishopric Statute 1978 [Incorporating the Bill for a Canon to Amend the Constitution of the Province of Western Australia ] (Appendix 5a & 5b). The Bill considered in principle. The President asked if any member wished to debate the Bill in committee. YES The President informed Synod that it was deemed to be in committee and the Chairperson of Committees took the Chair. The committee completed its work and Synod was reconvened. The Chairperson reported to the President that the committee had agreed to the Bill with amendments. The President put to Synod that the Chairperson s report be agreed to. Synod resumed 4.12pm. 13 Reports of the Diocesan Council and the Diocesan Trustees The Right Reverend Kay Goldsworthy moved that the report of the Diocesan Council for the 2008/2009 year be received and considered Mr Ian Leverington moved that the statement of monies appropriated or expended by Diocesan Council for the year ended 30 April 2009 be received and considered Mr Ian Leverington moved that the statement of monies appropriated or expended by Diocesan Council for the year ended 30 April 2009 be adopted Mr Terry Hogan moved that: 1 the report of the Perth Diocesan Trustees for the 2007/2008 year be received and considered, 2 the report of the H1 and H7 Trust be received and considered (Appendix 2) Mr Ian Leverington moved that the statement showing the funds administered by The Perth Diocesan Trustees and the resources subject to Synod s control, and the manner in which they are employed at 30 April 2009, be received and considered.

The President thanked Mr Terry Hogan OAM, The Perth Diocesan Trustees, Diocesan Council, the Anglican Community Fund Board and parishes for their stewardship and time in managing the financial resources of the diocese. Order of the Day (See 11.1a) The Right Reverend Tom Wilmot moved: This Synod thanks The Reverend John and Helen Muller and The Reverend David and Mary Williams for their ministry in this diocese and wishes them a long, happy and restful retirement, and calls upon the Archbishop to make a presentation to them on behalf of the diocesan family Reception of Financial Reports The President gave notice that the Diocesan Registrar has received and tabled financial statements in respect to the following organisations: All Saints College (Inc) Anglicare WA (Inc) Amana Living (Inc) Anglican Homes Foundation (Inc) Anglican Youth Ministry Foundation (Inc) Christ Church Grammar School (Inc) Esperance Anglican Community School Guildford Grammar School (Inc) John Septimus Roe Anglican Community School John Wollaston Anglican Community School Parkerville Children and Youth Care (Inc) Peter Carnley Anglican Community School Peter Moyes Anglican Community School St Bartholomew s House (Inc) St Hilda s Anglican School for Girls (Inc) St Mark s Anglican Community School St Mary s Anglican Girls School (Inc) Swan Valley Anglican Community School The Anglican Schools Commission (Inc) Elections Due to incorrectly worded ballot papers the election was declared void. John Wollaston Theological College Report Training for Ministry Mr Ian Ludlow moved: This Synod: 1 Affirms the Mission Plan s strong emphasis on developing and promoting training for mission and ministry for lay and ordained Anglicans; 2 Gives thanks for the many ways in which theological education, spiritual life and ministry formation for Perth Anglicans have been centred at John Wollaston Theological College in past years; 3 Acknowledges the importance of retreats, quiet days and schools of prayer for lay and clergy people in the Diocese, and calls on the Diocesan Council to make provision for these significant activities that help to build vital Worshipping Communities; 4 Urges a new and increased investment of people, money and facilities for ministry training and formation; 5 Notes that the Archbishop has already called together a group to discern the education opportunities present in the Diocese for lay and ordained Anglicans, and calls upon Diocesan Council to establish a Commission to coordinate all aspects of Adult Christian Formation; 6 Requests the Archbishop to form a Working Party to examine the ministry training needs of the Diocese in the light of the Mission Plan, and to report to the next session of Synod. DECLINED CONSIDERED AND ADOPTED Synod adjourned with Saturday Compline at 8.50pm.
