3 Let s acknowledge the irrefutable: Child abuse is insidious and arises from circumstances that repel the sympathy and understanding of all. The recent grand jury report from Pennsylvania has reopened the wound and the history of the Catholic church s role in this crisis. However, in examining any situation, it s important to be fair and accurate. The recent and justifiable anger has clouded the civil discourse and distorted the local history. Any reasonable factual examination will yield a conclusion that while Rhode Island experienced its own welldocumented abuse crisis, in the decades since that period our diocese has implemented strong and effective methods to confront the problem. In sum, Rhode Island is not Pennsylvania. As the Director of the Diocesan Office of Compliance, and a former twenty-three-year veteran of the Rhode Island State Police, I have as good a view as any of our diocese s response to this crisis. Nearly ten years prior to the United States Conference of Catholic Bishops adoption in 2002 of a formalized Charter for the Protection of Children, the Diocese of Providence was already taking steps to get its arms around the crisis. In 1993, it took the unprecedented step of establishing my office, and hired a trained law enforcement investigator and former Lieutenant of the Massachusetts State Police to run it. For the past quarter century, this office has vigorously, tenaciously and transparently conducted investigations, background checks and training to protect all within our care. Moreover, we are always improving our procedures. These efforts are not widely understood by the public because they receive scant attention. For two decades, every allegation received by my office, regardless of credibility, is promptly and fully reported to law enforcement. This cooperative approach allows the police complete freedom and independence to conduct an objective investigation, and to convict and punish criminals. Independently, our Advisory Board, which has included a former Rhode Island Attorney General, a former Major of the State Police, the former Rhode Island Child Advocate and the former Director of the DCYF, assesses cases and makes recommendations to the Bishop regarding an accused s suitability for ministry. Any allegation credibly established regardless of when it occurred results in permanent removal from ministry. There is also much activity to prevent occurrences of abuse. More stringent procedures have been implemented for seminarian selection. My office annually conducts over 4,000 Bureau of Criminal Investigation Checks, as well as Safe Environment Training Programs for all having regular contact with children. These elements require renewal every three years. Finally, we are always looking to improve and implement best practices. In 2016, following the events at a private, non-catholic school, we worked voluntarily with the Department of Attorney General to establish formalized reporting protocols and more supplemental transparency which exceeds requirements set forth in the Rhode Island General Laws. These policies and procedures have produced significant and positive results. This is not to say that we are complacent with our effort, or that bad people still can t do bad things. However, significant and measurable progress has been made as evidenced by the systematic statistical decrease showing that the overwhelming majority of claims are from behavior many decades ago. I spent over twenty years serving the public as a proud member of the Rhode Island State Police. When I signed on as the Director of the Diocesan Office of Compliance, I knew the history of the abuse crisis and because of my work as a detective commander I was cognizant of the dependable and trustworthy reputation established by the Office of Compliance since In large measure, sustaining, advancing and improving its tradition was the most attractive feature of this job. Now, and in the future, we all need to strengthen our resolve to protect children. Yet, we also need to push back on any narrative or notion that Rhode Island is Pennsylvania for it overlooks and ignores the tremendous efforts of many to address the ills of the past. INSPIRATION FOR THE WEEK In response to how the Pharisees and scribes lived their faith, Jesus said, This people honors me with their lips, but their hearts are far from me. Both good and evil impulses come from our hearts. Which one has the upper hand depends on how well a person has taken on the mind and heart of God. How well we live our faith is determined by the same. As Pope Francis tells us, Jesus is present in all of our brothers and sisters, especially those who endure suffering like his own. Our world is full of tragedy, conflict, and suffering: slave labor, diseases, wars, terrorism, exploitation, famine, human trafficking. We cannot simply pay lip service to the evils of the world? we must act!

GRATEFUL FOR GOD S PROVIDENCE The Diocese of Providence has launched the Grateful for God s Providence Campaign in an effort to meet present and future archdiocesan and individual parish needs. Through the campaign, parish leaders and volunteers will reach out to all members of our parish to communicate our vision for our Archdiocese and parish, and to affirm our commitment to our Catholic faith, parishes, schools, seminaries, and neighbors throughout our community. Our first step in sharing information is to invite all parishioners to attend an informational campaign reception. Receptions are informational gatherings that provide an opportunity to learn about the Grateful for God s Providence Campaign. They emphasize the personal nature of giving, allow for a thorough presentation of the campaign needs and give parishioners an opportunity to ask questions. Every registered family has been mailed an invitation to attend one of these gatherings where they will receive campaign materials in a social setting. You will not be asked to make a gift during the reception. Refreshments will be served. 5 ALPHA RETURNS TO CTK Tuesday at 6:30 p.m. beginning September 11! For more information or to register, call Laureen at , or visit us at More about Alpha from a 2017 participant: Attending Alpha was a wonderful and rejuvenating experience for me. I wasn t sure what to expect and anticipated more of a structured or rigid class, but I was completely wrong! Alpha was all about discovering new connections to God and to others in a relaxed and warm atmosphere. I always loved watching the videos each week and found them extremely inspiring and interesting. Breaking down into small groups after for discussion, wonderful things happened. Instead of being instructed or attending a catechism with a Litany of religious history, this was simply connecting with other people, talking about our relationships with God and some of our questions and doubts about living with faith in a modern world. As the weeks went by, true close friendships developed, and it became easy to open up to one another about our faith, our families and life stories, and to learn from one another new ways and approaches to connect with our spirituality and with God. There is such a depth and richness to the Alpha experience! It will bring you closer to God in a very human way, which I think many of us are thirsty for and don t even know it. I m so glad I was asked by a parishioner of CTK Church to attend. I am not a parishioner of CTK church, and Alpha makes it very clear that all are welcome regardless of whether they are parishioners in a particular church/faith or don t even go to church. You re not expected to know anything in particular, to have a certain familiarity with the Bible or to have any particular beliefs or affiliations. It s just come as you are, and you ll be treated like family. This experience was not intimidating, nor was it rigid. It was truly food for the soul! - Lynda Avanzato, 2017 Alpha Participant QUOTES OF THE WEEK The Archdiocese of Newark and Cardinal Joseph Tobin express shock, sadness and consternation at the wide-ranging array of allegations published by the former apostolic nuncio to the United States of America, Archbishop Carlo Maria Viganò, which cannot be understood as contributing to the healing of survivors of sexual abuse. The factual errors, innuendo and fearful ideology of the testimony serve to strengthen our conviction to move ahead resolutely in protecting the young and vulnerable from any sort of abuse, while guaranteeing a safe and respectful environment where all are welcome and breaking down the structures and cultures that enable abuse. Together with Pope Francis, we are confident that scrutiny of the claims of the former nuncio will help to establish the truth. - Statement in Response to Testimony of Archbishop Carlo Maria Viganò, Former Apostolic Nuncio to the United States, August 27, 2018 [Archbishop Vigano s statement] is not an attempt to comprehensively convey the truth. In its ideologicallydriven selection of bishops who are attacked, in its clear efforts to settle old personal scores, in its omission of any reference to Archbishop Vigano s own massive personal participation in the covering up of sexual abuse by bishops, and most profoundly in its hatred for Pope Francis and all that he has taught, Archbishop Viganò consistently subordinates the pursuit of comprehensive truth to partisanship, division and distortion. We as bishops cannot allow the pathway of partisanship to divide us or to divert us from the searing mission that Christ calls us to at this moment. - San Diego Bishop Robert McElroy, August 28, 2018 VOICE OF THE FAITHFUL With a theme promoting Progress & Promise, Voice of the Faithful s Conference will be October 6 in Providence. Register for the conference at votf.org and have the opportunity to learn from three dynamic speakers: Marie Collins, a forceful voice for clergy abuse survivors, a lay member of Pope Francis initial Pontifical Commission for the Protection of Minors, and counselor to bishops conferences worldwide on best practices for protecting children from abuse; Prof. Massimo Faggioli, Ph.D., a professor of theology and religious studies at Villanova, an internationally known theologian, expert on Vatican II and Pope Francis leadership, prolific writer and sought-after speaker. He will address us on Vatican II s legacy for the laity, offering his view on what it means to be a lay person in today s Church; and Fr. William Clark, S.J., S.T.D., who will talk about lay leadership in our Church. Fr. Clark specializes in systematic theology, particularly ecclesiology. His work is about grounding lay leadership in a theology of the people, according to the teachings of Vatican II.
