Nagar) will now have to sign a form titled my personal commitment. Along with the name, contact number and ID, the applicant is expected to write down one promise he or she will keep after getting a license. The idea was initiated by a private oil firm and the K. K. Nagar RTO as part of the World decade for road safety. The RTO started issuing the forms on July 18. On the first day, about 50 applicants signed the form. Many promised to wear seat belts and helmets. This is not legally binding. This is only to create awareness and try to ensure that they do not take risks on the road, said an official. The RTO has printed 10,000 cards and officials hope the trend will catch up across the city and the State. Safety on the road is not only the state s responsibility. Everyone has to pitch in, the official said. Tamilnadu, for the second time in a row, has topped the National Crime Records Bureau statistics on the number of road accidents in the country. The State recorded 65,873 accidents in 2011, accounting for 15% of accidents in the country. Leading the pack is Chennai, with 9,845 accidents last year. In terms of fatal accidents, it comes second after Delhi. While 1,400 lives were lost in Chennai, Delhi recorded 1,679 fatalities. And according to statistics from the Chennai traffic police, more than 95% of those who died riding a twowheeler were not wearing helmets. Against this bleak situation, the K. K. K. Nagar? Crackdown on petrol, diesel adulteration Motor Spirit and High Speed Diesel (Regulation of Supply and Distribution and Prevention of Malpractice) Order. The order is the outcome of a proposal sent by the Commissioner of Civil Supplies and Consumer Protection Department in this regard. Adulteration of petrol and diesel, both at points of sale and during transportation, is rampant across the country as there are several close substitutes for these fuels. While kerosene is the commonly used adulterant for diesel, naphtha is mixed with petrol. At open market prices of these fuels, adulteration of petrol helps save 20 per liter and diesel 15 per liter. Various surveys have shown This space costs Rs. 300 only! that much of the petrol sold through outlets is adulterated and has a much lower octane level than the specified 87%. Many customers buy fuel only from select pumps, most often from outlets owned and operated by petroleum manufacturing companies. It is estimated that pumps selling adulterated fuel earn a minimum of Rs. 25,000 a day. A study conducted by a private agency a few years ago estimated that about 30% of kerosene supplied through the public distribution system in the country for domestic use is diverted for adulteration of diesel and blackmarketing. Apart from wrecking engines of new generation vehicles, adulterated fuel is also a drain on the State s exchequer as it loses on sales tax. Theft of fuel from supply tankers is another rampant menace on highways. This is done by local outlaws in co-ordination with lorry crew.
