A Publication of St. Martha s Episcopal Church Bethany Beach, DE Dear Ones, Here we are in the midst of the Summer Season, the Dog Days of summer. Although as I type this it is pouring rain!! In any case, in addition to the very busy calendar for August, I need to add something else to our planning... The Bishop Is Coming!! Bishop Kevin S. Brown will be making his first Visitation to St. Martha s on September 23 rd, 2018! Among the things that can happen when the Bishop visits are the Liturgical things that only a Bishop can do. For instance, he will Bless the new Chalice and Ciborium we are already using because it is a Bishop s job to bless vessels used at the Altar. He will Confirm those who wish to become adult members of the Episcopal Church. He will Receive those who have been confirmed in either the Lutheran or Roman Catholic churches who now wish to become Episcopalians. And he will Renew the Baptismal Covenants of those who wish to renew those vows. In preparation for those wishing to participate in Confirmation, Reception or Renewal, I will be offering training and education on the Episcopal Church beginning the week of August 19 th. A sign up for those interested will be available in the Parish Hall. Please put down what day & time would work best for you so we can figure out the best option for our class! This will be open to ANY who want to learn more about our faith, whether or not you want to be Confirmed, Received or Renewed, but it will be mandatory for any wishing to receive these rites. 2 St. Martha s Episcopal Church Love God; Love your neighbor; Change the world PO Box 1478 Bethany Beach, DE (302) Vestry Minutes Date: July 23, 2018 Attendees: Mary Louise Allen (Rector), Beth Maurer (Senior Warden, 2018), Lanny Moore (Junior Warden, 2018), Tina Edgar (2020), Jim Reichert (2020), Nancy Rojewski (2019), Tempe Steen (2019), Al Thomas (2018), Ron Kerchner (Assistant Treasurer). Absent: Bill Freund (Secretary, 2019), Donna Kent, and Todd Stevenson (Treasurer). Also present was Dianne Burlew, chair of Finance Committee The meeting was called to order by the Rector at 7:00 PM. Opening prayer was read by the Rector. Minutes: The June 19, 2018 Vestry meeting were disseminated via June 26, Following edit suggestions, amended minutes were distributed by July 2, No further corrections were received. On motion made electronically by Bill Freund, second by Tempe Steen, the minutes were approved with 8 yeas, 0 no s and 2 not voting (not present at the meeting). VESTRY REPORTS Finance: The Vestry was briefed by Dianne Burlew on a number of items raised by the Finance Committee at the committee s July, 2018 meeting and took the actions listed below. 1. Based on a recommendation by the Finance Committee, Jim Reichert moved, and Lanny Moore seconded a motion to accept the revised Debit Cards Policy and Agreement for Operating and Restricted Accounts as proposed. The motion was approved 8 yeas, 0 no s and 2 not voting (not present at the meeting). 2. Based on a recommendation by the Finance Committee, Jim Reichert moved, and Lanny Moore seconded a motion to accept the revised Teller Counting Procedure as proposed. The motion was approved 8 yeas, 0 no s and 2 not voting (not present at the meeting). 3. Based on a recommendation by the Finance Committee, Jim Reichert moved, and Tempe Steen seconded a motion to open a fourth checking account, in addition to the operating, re stricted, and rector discretionary accounts, to be titled PNC Mission Account to receive the Lighthipe Trust distributions. The motion passed unanimously, 8 yeas, 0 no s, and 2 absent. 4. Motion by Tempe Steen, second by Jim Reichert, that the Treasurer disburse $2,800 to Brasure s Pest Control for a 10 year contract at $250/year to be posted to the Operating Account/ Building and Grounds line item. The motion was approved by vote of 8 yeas, 0 no s, 2 absent. 2

Motion by Tempe Steen, second by Jim Reichert, that the Treasurer disburse $720 to Steen Electric (no relation to Tempe Steen), for electrical work in kitchen for stove and dishwasher to be posted to the Restricted Account/ Kitchen line item. The motion was approved by vote of 8 yeas, 0 no s, 2 absent. 6. Motion by Tempe Steen, second by Jim Reichert, that the Treasurer disburse $1,300-1,500 to Steen Electric for lighting and power in the sanctuary to be posted to the Restricted Account/ Long Range Capital Improvement line item. The motion was approved by vote of 8 yeas, 0 no s, 2 absent. 7. Dianne Burlew noted that the reimbursement from the Trustees of $5,000 originally lent by St. Martha s for the school study (on Lighthipe Property) has been received and placed in Lighthipe cash fund in the Master Fund A St. Martha s account. Also, the $100,000 donation from Lighthipe LLC for the extension of the real estate sales contract was also placed in the same account. 8. Dianne Burlew also noted that St. Martha s borrowed from its MFA accounts, $204,000 to expand the church parish hall. We have paid ourselves back $105,000 (see #7), so $99,000 remains outstanding. 9. Dianne Burlew presented Revised Budget for 2018 #2 noting that this budget reflects a deficit of $21,678. Subtracting the cash carryover from 2016, leaves a true deficit of $5,000. Following lengthy discussion, on motion by Al Thomas, second by Jim Reichert, that the revised budget be returned to the Finance Committee for further review and a better understanding of the expenditures and budget items. The motion was approved by vote of 8 yeas, 0 no s, 2 absent. Endowment Committee: Beth Maurer reported that the committee has met and a proposed resolution circulated to the Vestry. Following discussion relating to the purposes and uses of endowment funds, especially Lighthipe, Jim Reichert moved, second by Al Thomas, that the following resolution be adopted: The enabling resolution establishing an endowment/investment fund for St. Martha s Episcopal Church, Bethany Beach, DE: BE IT RESOLVED that this Parish, through action of its Vestry, establish a new and separate fund to be known as Mission Fund (hereafter called the FUND ) of St. Martha s Episcopal Church, 117 Maplewood St. Bethany Beach DE This document replaces the Vestry Resolution creating the St. Martha s Endowment Fund dated November 20, 2006 and all subsequent amendments. BE IT FURTHER RESOLVED that the purpose of the FUND is to enable the Parish to fulfill its mission more completely by developing its ministries beyond what is possible through its annual operating funds. Distributions from the FUND therefore shall be limited to its use for expansion of the mission of St. Martha s Episcopal Church to the area surrounding the Town of Bethany Beach, including but not limited to, expanding its worship space, its religious education, residential space for its clergy and lay persons and its community outreach activities. BE IT FURTHER RESOLVED that the distributions from the FUND shall not be made to the operating budget of the Parish except to fulfill the purposes described above. 3
4 . BE IT FURTHER RESOLVED that an ENDOWMENT FUND COMMITTEE (hereafter called the COMMITTEE ) is hereby established. The COMMITTEE shall have oversight responsibility of the FUND, and its composition and duties are described in the following Plan of Operation, which may be amended from time to time (see paragraph 14). The Resolution was approved by vote of 8 yeas, 0 no s and 2 absent. Building & Grounds: Tina Edgar reported that an organizing committee meeting resulted in numerous volunteers with Frank Bell agreeing to chair the committee. Administrative: Rev. Mary L. Allen reported that she and Jaclyn are trying to get the current website up to date. No further research on other possibilities. She further reported that she has forwarded the consideration of a part-time assistant priest, both in job description, advertisement, and financing of the position to the Personnel Committee. She has received one bid for upgrading computers; the three computers range in age from oldest-music Director, to newest-the Rector s personal laptop. The office computer appears to need a new hard drive. The Vestry requested that, before any one bid for work is accepted, that a presentation of the context and proposal be made to the Vestry. Personnel: Tempe Steen reported that the newly constituted Personnel Committee (Chair-Clem Edgar, Ron Kerchner, Todd Stevenson and Barbara Goebbel) is reviewing the staff evaluation form to bring it into compliance with actual practice and to complete appraisals by end of September. LOVE GOD: Worship: Nancy has corrected the licensing information. Rev. Mary Allen will forward it to the Diocesan office/toni Snow this week. Christian Education: Rev. Mary Allen reported that the task force is meeting. It is chaired by Mimi Dupont with members Barbara Harris, Mary Thompson, Dana Schaeffer, and Linda Maxwell. LOVE YOUR NEIGHBOR: Outreach: Although Donna Kent is absent, Rev. Mary Allen reported that the backpack program will begin soon. Fellowship/Hospitality: There will be a work day for this group in the kitchen on August 28. Chair for this is Josie Legeer. Additional volunteers are being sought. Pastoral Care: Several parishioners are providing transportation and communion to other members. Community events: The Coastal Point had additional coverage of the International Student event from St. Martha s. Southeast Sussex Ministerium: Providing a women s shelter is under discussion. 4
5 OLD BUSINESS: Draft report of the Vestry Work Day was discussed. This was attached to The Messenger July, No decisions relating to proceeding with sound system, video, etc. Gifts given in memory of Lois Radcliffe are being used to rebrass the collection plates. Insurance: Nancy Rojeski deferred this matter to August. Golf Outing: Planning and sign up is underway for August 25. Long Range Capital Improvement: This was considered in discussion under budget. NEW BUSINESS: Junior Warden: Lanny Moore suggested delaying order for more chairs until the budget is reviewed and approved. She also suggest delaying cleaning chairs and floor of parish hall. Senior Warden: Beth Maurer is planning a newcomers and Vestry activity in August. Rector: Rev. Mary Allen shared information about the CREDO conference for clergy. She plans to attend one but has not yet decided date/location. The conference expenses are paid for by the Church Pension Fund. Reminder: Conference October 19-21: INVITE, WELCOME, CONNECT at Christ Church, Christiana Hundred Diocesan convention: January 25-26, 2019 in Ocean City, MD. 6 Minutes for Outreach Meeting: June 25, 2018 Members Present: Sharon Korody (2018), Diane Catlin, Tom Catlin (2019), Carolyn Smith, Becky Kelly, Cindy Brown, Donna Kent, Fran McElvey, John McElvey (2020) Members Absent: Sandy Roberts, Carol Boebel (2018), Paula Anderson, Dee Cole (2019), Meeting was called to order by Sharon with a reading. Treasurers Report was reviewed. It was noted that the $250 designated for Episcopal Relief Fund had not been processed yet. Sharon will put in the request this week. Correspondence: There was a lovely thank you note from Clayton for our donation to Food for Thought. It will be posted on the bulletin Board for all to read. Old Business: Camp Arrowhead requests were discussed. It looks likely we will not have any more campers to sponsor this year so we will have funds not used. Those funds will likely be donated to the camp for improvements. Fran McElvey reported that she requested the check for the White Bag Lunches summer program run by Community Lutheran Church. Now that the Food Pantry is closed for the summer all our food donations will go to Pyle Center. We will also be providing personal care products to them and to Stockley Center. John McElvey offered to deliver any current items this week. Carolyn Smith reported that she requested funds for our Habitat for Humanity donation. Tom Catlin reported that he requested our 2nd Qtr funds to Way Home Backpacks for Students is our next project. Sharon will check with Sandy to see if she will take the lead on this. There will be a request for financial assistance put in the bulletin throughout July. New Business: Since there is no meeting in July Sharon will request the funds for our donation to Operation Seas the Day. Cindy Brown offered to take any excess food people may have if leaving on vacation to Bethany Tabernacle Church. There are many there without enough! We need to continue to think/talk about the influx of funds we expect. Hoping to get some input from the council on the congregations wishes. 11 AUGUST 25, 2018 Annual Golf Outing at Salt Pond Golf Club Check-in at 9:15am with tee-off at 10am. Lunch to follow in the clubhouse at 12:10pm. 12 THE 40th BETHANY BOARDWALK ARTS FESTIVAL will be held this year on Saturday, September 8th from 10 am to 5 pm. Over the years St. Martha's has established quite a reputation for our "Divine Confections." To maintain this status, we need all the help we can get. We often have any number of repeat customers who look forward to what we have to offer this year. First of all, we needs lots of bakers. We sell a wide variety of baked items - cookies, brownies, small cakes (no icing), breads, muffins, trail mixes, and some gluten free goodies. Breakfast type items sell well in the morning to the other vendors as they set up their booths. Besides bakers, we also need help from the "heavy lifters" to transport and set up our booth and to take it down at the end of the day and return it to the church. In the early morning we need help transporting all our baked goods and other essential items to our booth. Baked goods should be brought to the church on Friday, September 7th between 9 am and 12 noon so we can sort and price everything in the afternoon. That way everything will be ready to take to the boardwalk Saturday morning. The weather is usually quite hot for this event, so we have always done a brisk business selling "Holy Water." In fact it often sells so quickly that we have trouble keeping it cold. Thanks for all the help that I know we will get to make this another successful year.
