A steady rse n the annual number of applcatons receved by REA borrowers for ndustral and commercal power servce has taken place durng the war years. As n prevous years, a majorty of the applcatons were from manufacturng and processng ndustres. The demand of the naton at war for coal, ol, and other mnerals and wood, brought a relatvely large number of applcatons from mnes, ol-pumpng statons, lumber mlls and sawmlls. Many feed mlls, locker plants, cotton gns, and other agrcultural processng ndustres also sought power. rrgaton applcatons were numerous. Use More Fertlser n the fve years endng wth 1940 the average annual consumpton of commercal fertlzer ntrogen, accordng to a survey by the department of agrculture was about 390,000 tons, and by 1944, t was up to 628,000 tons. The states that fed ther crops most heavly on tne ntrogen were eght Atlantc-and Gulf Coast atates Vrgna, Jtarth Carolna, South Carolna, Georga, Florda, Alabama, Mssssplrf and Lousana. The department says ths group used 90 per cent of t. The entre area west cf the Msssspp used only 18 per cent, more than half of ft gong nto Calforna felds and orchards. "Studes reveal that the last half of the perod 189ft to 1942 has been warmer than the frst half n all regons of the Unted States," Vsher wrote. "The warmng has bee^ greatest n Calforna; next comes the southeast, despte two exceptonally cold seasons, The northeast has experenced the least change toward warmer weather." Although the wnters of the north average much colder than those of the south, a long-tme average reveals that the cold of the north s more regular and predctable than that of the south. - n connecton wth hs conclusons regardng varablty of the weather n dfferent sectons, Professor Vsher says: "Fuel requrements vary not only from place to place, but also from year to year. Although all parts of the Unted States experence varatons n amount of cold, a careful study of the departures from the normal, or average, condtons from 1888 to 1942 shows consderable regonal contrast n varablty. "The varaton s least n the Northwest where only 5 years of the 42 studed departed as much as 12 per cent from the average, and the greatest departure was only 14 per cent. The south Atlantc states, by contrast, had a greater than 15 per cent departure from average or normal, two seasons were more than 10 per cent colder than normal, and was 39 per cent warmer tannonnal" LOOKNG AHEAD GEORGE S.BENSC:: PtctAc*l~-H*rK$ Cetlcge Squads Rght 1 mltary experts want every precauton taken n Amerca to!>'. <., t another such calamty as Pearl Harbor. The naton as a who!* subscrbes to that polcy. The shout for unversal mltary tranng s tself an hystercal cry for more natonal safety, but t s 111* consdered. Beng a school man, knowng the possbltes of youth,, know t s unwse. am n favor of an adequate standng army, a powerful peacetme navy and all the other factors of a postve natonal defense. am wllng to let men of proven generalshp say how bg an army s adequate and how much navy s ample. Those are matters that few cvlans are qualfed to dscuss. But however bg the need s, Amerca should have no less. Least Costly Way 1 am n favor of advancng the base pay of enlsted personnel to an attractve level; suffcently hgh to get enough men n servce by voluntary enlstment. My reasons arc three: (1) t would save the country money, (2) t would provde a better fghtng force and (3) t would cause the least dsturbance to economc, scentfc and cultural progress of the naton. Crammng a year ot mltary tranng nto the lfe pattern of every Amercan boy when he turns 18 or fnshes hgh school, would be an undertakng ot fabulous cost, needless cost Most of the youngsters could never use what they learned (prncpally squads rght) and many of them, f dstorted nto solders, would make mserably poor ones at best No Msft's Job There s no place n the Amercan armed servces tor a msft, however sternly traned. The most routne army post s flled better by a wllng solder. Furthermore, war s growng yearly more techncal. t requres more knowledge than a reluctant tranee can acqure n a year. When a man does acqure useful skll n defense, he deserves to be retaned and pad well. Wthout any shade of dsrespect to Amerca's fghtng men and ther sngular resourcefulness and herosm, World War was won n laboratory, feld and factory as certanly as on the frng lne. A lot of young men who would be msfts n any fghtng force wll be the techncans of tomorrow, and they can't spare a year of preparaton to learn foot drll.. One Basc Error 1 know that a great many sun n people are n favor of unv,- ' mltary tranng, and for honor*u,c reasons. But have another ser ous, objecton to t n addton to the ones presented above. Unversa mltary tranng s regmentaton of the whole naton, n a lmted way. t s the openng wedge wth whch the few can show the many who's boss. Suspcon may well be leveled at the Nazferous noton of compulsory mltary tranng. t sounds lke a defense measure but t s not. The frst effect of t would be to nterrupt the tranng of techncans and, snce modern warfare s techncal' t would actually crpple natons* defense. By carefully selectng vol unteers and payng them well. Uncle Sam can have a better fghtng force at less cost m money ana <Wutoru n About the fnest stand U tmber a our cousty s on Asa FaUsaore's farm.
