MAR. 6, 1963 Elementary School News By Nancy Bond, Presdent STUDENT COUNCIL NEWS Mss Mandy DeBarr came to our school last Frday at a specal assembly held n her honor, and was awarded a "Leadershp Medal" by the student councl. Ths s the second such TnedaJ gven ths year. Mel Renhard receved the frst one These persons»re chosen by the students at the Elementary school. They are persons n the communty that students feel do a great deal for ther beneft. We shall award two more ths year. March 4th and 5th we are gong to have rehearsal for the talent show whch -wll be held on March 8th, n the all-purpos' : room. We are sorry to report one of the student councl delegates, Greg Yost, has broken hs arm. He represents the second grade. To show what changes can take place whan a communty approves lquor by the glass, consder the Battle Creek story. In Aprl, 1961 that cty approved lquor by the glass by the narrow margn of 25 votes, n a recount. BATTLE CREEK Durng the campagn, local tavern owners stressed the safety theme. They nferred that approvng lquor by the glass would cut down on drunk drvng, usng the slogan, "Get the bottle* out of the cars and nto the bars, where drnkng can be supervsed and controlled." (5) Some lcensees charged that most dfunk drvng was caused by people who drank n ther caw because they couldn't buy hard lquor n local taverns. By the clever use of statstcs the "proved" that lquor by the glass would make Battle Creek a safer cty. What really happened? In the frst fear after lquor by the glass, lquor sales ncreased n Battle Creek by 24,148 bottles. There was a declne n take-out store sales whch meant that local res-^ dents were not only drnkng more, but they were dong ther drnkng n the ban and taverns. DRUNK DRIVING But the rest of the story doesn't follow the predctons of Battle Creek's bar owners. Durng the frst 6 months of lquor by the glass polce records showed: (6) - 5% ncrease n drank drvng arrests - 7% ncrease n drunk drvng arrests of women Instead of gettng the lquor out of the cars and nto the bars where drnkne "could be supervsed" as lcensees promsed, the Battle Creek story was one of the drnkng drver who went "from the bar to car", wth sgnfcant ncreases n drunk drvng arrests, partcularly among women drvers arrests # 2nd year of lquor by the glass n Lansng 1661 arrests # 8rd year of lquor by the glass n Lansng 1519 arrests # 4th year of lquor by the glass n Lansng 1717 arrests # 5th year of lquor by the glass n Lansng 2283 arrests It s only logcal to assume that drunkenness and drunk drvng would be ncreased by the approval of lquor by the plass. Most people drve wherever they go ncludng the tavern. After drnkng, they drve. Wth more drnkng n publc and a general pattern of hgher consumpton of lquor, does t not seem logcal that publc drunkenness would also be on the ncrease? ANN ARBOR Drunkenness and drunk drvng represent polce problems. But there are other polce problems as well. The frst year after lquor by the glass was approved n Ann Arbor, ther polcemen spent an extra 1,489 hours on lquor law nvestgatons and enforcement. The total arrests on ther report were also up 17%, from 146 to 894. (1) POLICE COSTS And, just 18 months after Ann Arbor began ssung lquor by the glass lcenses, they had added a total of 1 polcemen to ther staff, a 13% ncrease n personnel. (11) Approval of lquor by the glass can be expected to cause an ncrease n drunk drvng, publc drunkenness, and a general ncrease n the enforcement work of local polce departments.
